Before the meeting begins, we would like to remind our guests to remove all hats and silence all electronic devices. 13th 13th uh meeting. This is a special meeting that uh has been called and we're going to be doing the canvasing and some swearing in of some of our newly elected officials. Not so much newly. Um but as always, we're going to go ahead and uh start this meeting with the pledge of allegiance. If you would all please stand for the pledge and stean, could you please lead us? May call to order. at 6:02 p.m. I call this meeting order

here. Mayor, we have a quorum. Thank you, Miss Navaro. We'll move into agenda item number four. This is public comment. Mayor, we do have two speakers. Our first speaker is Jeremy Hendricks. Yes, ma'am. [snorts] Mr. Hendricks, you have three minutes.
Okay. Good afternoon, evening, whatever the case may be. Uh, realized there was a meeting today and I just wanted to take this opportunity to uh address everybody. around 16004 pm I sent an email to the uh city secretary to uh submit a packet to try and get on next week's agenda. So hopefully without any uh issues, no political games, uh hopefully the packet won't be denied for a te not getting crossed or an eye getting dotted. Uh we'll be that packet will be submitted in on next week's agenda and we can hopefully have the opportunity to express our concerns with uh that packet. So I look forward to actually having more than three minutes address the committee with that packet. Um, and uh, hopefully we'll have a successful conversation. Uh, with that, I'd like to use the rest of my time just to kind of give you a little bit more background. Before this whole thing started, I'm not a politician. I'm not uh, I'm not a engineer, but through this whole process, I'm starting to learn a lot more about politics. A little secret, a little fact, I don't know, kind of funny trivia. I never voted an election below the presidential level in my entire life. And now I know a lot more about politics. I know a lot more about streets. I know what NO is. I know what the tip is. I'm learning a lot of stuff about public records, how to request records, how to do a open records request. It's interesting. And I I never thought as a citizen I'd actually get into this stuff. And I don't like having to get into this stuff, but I'm actually digging into stuff that I don't want to dig into and use my personal time for stuff I don't want to dig into. And I just want to be able to work together with you guys to do something productive. And I'm telling you, obviously, this is about the arterial one project. We're going down a road we don't need to go down. And we all need to work together and wisely and not tax the citizens with an unnecessary project. And with that, I'll yield back the rest of my time.

Good evening, everyone. city uh council mayor. Uh first of all, I want to congratulate the reelected city council members. We're looking forward to working with all of you. Um as I said before, you know, we speak here as neighbors, friends. Um so, you know, the future of Sakoro depends on all of us, right? Not just you guys, but the community as well. U the main reason I'm here today is, you know, I did submit an open record request. I believe it's due on the 17th. So hopefully uh Miss Lamato will be able to assist me u with that request. Um and that's pretty much it. So you know there's four more years guys. Please help us um not just one but there's a lot of need in Sakoro. Um we got pretty big plans as well the community for Sakoro. So hopefully in the next couple of weeks we can uh present something to you some something fruitful and something for uh our kids and our community. Thank you.

We're going to go ahead and move into the consent agenda. Motion to consent agenda. Second. Approve. To approve consent agenda. All those in favor say I. I. I. That motion carries. Moving into agenda item number six. This is the discussion and action to approve resolution 834 canvasing the returns of the general election held in on November 4th of 2025. Motion to approve. Second.
Resolution 834 resolution canvasing returns of the general election held in the city of Sakoro, Texas on Tuesday the 4th day of November in the year 2025 for the purpose of electing city of Sakuro district 1, district 2 and district 3 representatives. Whereas the city council of the city of Sakoro ordered a general election to be held on November the 4th, 2025 for the purpose of electing districts one, two, and three representatives. Whereas the election officers who had said election have duly made returns of their results therefore and said returns have been duly delivered by the city council. Now therefore be it resolved by the city council of the city of Sakoro, Texas. One, that the city council officially finds and determines the notice of said general election was duly given. That proper election officers were duly appointed prior to set election. That said election was duly held. That due returns of the results of said election have been duly made and delivered. That the general election returns have properly been made out duly certified by the officers of set election in the different voting precincts of the city. and that the city council has duly canvased set returns all in accordance with the law and the order resolution amendments thereto calling set election. Number two, that the city council officially finds and determines that the following votes were cast at said general election for the following offices by the resident qualified electors of said city who vote in the election. City of Sakora alderman district 1. Caesar Nearez 290 votes or 55.13%. Renee Rodriguez, 236 votes or 44.87%. Alderman for district 2, Alejandro Garcia, 221 votes, 100%. City of Sakoro, Alderman, District 3, Jenna Cordero, 272 votes, 100%. Number three, that for the offices of district 1, two, and three representatives, Caesar Nvarez, Alejandro Garcia, and
Gina Cordero respectfully received the majority of all votes cast for such office, and that each candidate who received a majority of votes for such office is hereby declared elected to such office for the ensuing term or until the election and qualification of their successor, and that the number of votes cast for each person who is a candidate for such office, according to the returns, is shown in paragraph two here. Number four that on file in the city clerk's office was made part hereof by reference are copies of the mechanical precinct tabulations of the votes cast at the general election held on November the 4th in 2025 to lick the offices of districts 1, 2, and three representatives showing the number of votes cast in each precinct for each candidate. Number five, that this resolution is adopted subject to the right of any candidate to contest such general election as approved by law. Number six, that this resolution was acted upon in accordance with the law by the presiding officer and city council and was deemed that upon passage it shall take effect immediately. So resolved in open meeting by vote of the city council this day, the 13th day of November in the year 2025.

Um [clears throat] Before we move into agenda item number seven, I do want to say that um there's there's no other council that I I would like to continue the rest of my term working with and and I appreciate every um single one of you all and the work and the time that you've taken away from your families. I know it can be stressful at times, but I also appreciate the hard work that you all are putting in alongside our amazing staff. um the next three years moving forward, I do want to um make sure that our residents do see some big improvements happening in in our city. I think it's time that um we we we take it up a notch and we move into the next level of operating the city. Um and so I just wanted to say those words to you all and I'm appreciative of all of your guys' work and and I know at times I don't I don't say it much. We don't we don't talk or see each other as often as we like to other than here on the table, but I just thought it was important before we get you guys sworn in that I do say that. And for those that have already been sworn in uh last year, I appreciate your guys' work and your input as well. So, thank you all. Okay. [clears throat] Um we're going to go ahead and move into agenda item number seven. This is the swearing in of our newly elected council members.
