We're going to go ahead and begin with public comment at this time. Mayor, we have one speaker, Paola Ramirez Santos. Miss Santos, you have three minutes.
Good evening, Mayor Cruz and council members. My name is Pa Ramirez Santos and I'm accompanied by the Future Gen team from Project Vita Health Center. We are here tonight to share information about Empowerfest, which is our upcoming youth empowerment and wellness event. It'll be taking place on May 16th, 2026 from 8:00 a.m. to 12:00 p.m. at El Campanario Ballroom. Empowerfest is an event that follows a healthfare model and is focused on supporting young people between the ages of 13 and 24 in the Soro and Sanelli communities. Many people in this age range are transitioning in various ways, whether it be moving on to high school, trying to become more self-reliant, um graduating slashreently graduated from high school and needing to find their next step. During these ages of transition, there can be gaps in access to care and resources. And we want to help bridge that gap in a safe space that is going to allow community members to connect with each other and with agencies across El Paso and Soooro. Empowerfest is a completely free event to the community that is youth focused, but it welcomes everyone and their families to attend. We plan on having just over 30 agencies providing resources, services, education, and free health screenings. Throughout the event, we will be raffling items that were donated by community partner organizations, and they will be raffled to people ages 13 and up. This event will also have live entertainment provided by the Sleta delsur social dancers uh valiant blues ar and the mariachi agilas the sanis sanisario high school. In addition we will have free food being given to the first 200 individuals who attend and we are also having a pantry style food distribution at the end of our event. Empowerfest is about fostering community, something
that the city of Sakoro is very familiar with. We hope to see you all there and please help us in spreading the word so we can make this event as impactful as possible. This is the recognition and proclamation declaring May 3rd through May 9th of 2026 as Municipal Clerk's Week in the city of Sakoro. Good evening, mayor and council. I'm here to um read the following proclamation. 57th annual professional municipal clerk's week, May 3rd through 9th, 2026. Whereas the office of the municipal clerk is a vital and ind indispensable part of local government serving as a foundation for democratic governance and whereas municipal clerks in the city of Sakoro, Texas play a critical role in ensuring transparency, accountability and accessibility while maintaining official records, administering elections and supporting the legislative functions of the city council. And whereas the municipal clerk of the city of Sakoro demonstrates professionalism, integrity, and a strong commitment to public service, contributing to the efficient and effective operation of city government. And whereas May 3rd through 9th, May May 3rd through May 9, 2026 marks the 57th annual municipal clerk's week. And in 1984, President Ronald Ronald Reagan signed a proclamation officially declaring the first full week of May as municipal clerk's week. And whereas the city of Sakoro takes pride in recognizing and celebrating the dedicated service and contributions of its city secretary. Now therefore be it proclaimed that the mayor and city council of the city of Sakoro, Texas do hereby proclaim May 3rd through May 9th, 2026 as municipal clerk's week in the city of Sakoro. We have further proclaimed that the city of Sakura proudly honors its city secretary for their dedication, professionalism, and continued commitment to serving the residents of our community and encourages all to recognize and

Good evening, Mayor and Council. Once again, here to read the proclamation for Historic Preservation Month. Whereas historic preservation month is a sustainable practice that promotes economic vitality, environmental responsibility, and cultural continuity by encouraging the reuse of resources and honoring the places that tell our collective story. And whereas the city of Sakura values its rich cultural heritage and recognizes the dedicated individuals, families, and organizations working to preserve the historical identity of our community. And whereas Historic Preservation Month serves as a nationwide opportunity to celebrate the people, places, and stories that define our shared history while inspiring continued stewardship of our cultural and historic resources. And whereas the Rio Vista Brasto Reception Center stands as a nationally significant symbol of the Brasetto program and the contributions of Mexican laborers to the United States and throughout years of advocacy, education, and investment by the city of Sakoro and its partners. It has been designated a national historic landmark. And whereas the prestigious designation honors both the historical significance of the site and the pre perseverance of the Sakura community in preserving it for future generations, reinforcing our role as stewards of history and culture. Now therefore, we the city council of the city of Sakoro, Texas, do hereby proclaim May 2026 as historic preservation month in the city of Sakoro and encourages all residents to take part in recognizing, visiting, and preserving the historic places that shape who we are, especially Rio Vista Brastoite, a proud part of our nation's landmark legacy. Hello once again proclamation for mental health awareness month. Whereas mental health is an essential part of overall health and whereas one in five US adults experience experiences a mental health condition in any given year and whereas approximately 1/ half of all chronic mental health conditions begin by age 14 and three/arters by age 24. And whereas on average there is a delay of 11 years and sometimes decades between the first appearance of symptoms and when individuals receive treatment. And whereas early identification and appropriate treatment can significantly improve outcomes and support long-term recovery. And whereas it is vital to maintain mental health and recognize the symptoms of mental health conditions in order to seek help when needed. And whereas suicide is the 11th leading cause of death in the United States and the second leading cause of death among young adults. And whereas research indicates the that most individuals who die by suicide have experienced symptoms of a mental health condition even if not formally diagnosed. And whereas every individual and community can play a role in ending the silence and stigma that have long surrounded mental health and discou discourage people from seeking help. And whereas increasing public awareness about mental health can positively shift attitudes, reduce stigma, and make it easier for individuals to assess the support they need. And whereas it is critical to eliminate disparities in mental health health care by promoting well-being for all regardless of race, ethnicity, sexual orientation, gender identity, language, place of residence or age and ensuring equitable access culturally and linguistically appropriate services and improved community engagement. And whereas Sakoroans can text NAMI nami to 741741 to access the free 247 confidential crisis text line. And whereas Sakorans who are experiencing a mental health crisis or are concerned about a loved
one can call or text 988 the national suicide and crisis lifeline or contact the local crisis line at 9157791800. Both lines are free, confidential, available 247 and answered by emergency health network mental health professionals. Whereas Emer Health Network and NAMI El Paso will come together alongside the community for mental health night at the El Paso Chihuahua's game by taking place May 8th, 2026, welcoming all residents to join in a spirit of solidarity, hope, and healing. Now therefore, we the city council of the city of Sakoro, Texas, do hereby proclaim May 2026 as mental health awareness month. Proclaim this 7th day of May, 2026.
Good evening, mayor. Good evening, council. Good evening, city staff. Uh, thank you so much for having us tonight. Is Torres, executive director of NAMI El Paso and interim executive director of NAMI Texas, organizations part of the National Alliance on Mental Illness. Um so yes, we're really excited and grateful um that we're here today to celebrate the start of mental health awareness month. Uh we are also grateful of NAMI El Paso's continued partnership with the city of Sakoro in bringing important education, important support uh and awareness to our community when it comes to mental health. Our theme at NAMI this month is healing can't be alone. It has to be done in community and in connection. And there is very few communities like the city of Sakura where we're able to come together the way we do and connect and support one another. And so we're really grateful for that continued opportunity. We're also grateful that we get to do this with wonderful partners like Emergence Health Network um and other partners across the community so that way we can continue to build a resilient and strong community when it comes to uh mental health and general overall general wellness. So tomorrow night we will be at the Chihuahua um for our annual event to kick off mental health month. We also later on in the year hope to see city staff um and Sakoro residents as we did last year at our largest mental health event and fundraiser in our community Namiwaks El Paso. Uh this year it'll take place October 10th on World Mental Health Day at Ascar Park. Thank you so much.

Hi. Good evening, mayor and council and staff. My name is Katherine Longoria. I serve as the director of government affairs at Eren Health Network. First, I'd like to thank you all for having us again this year to recognize May as mental health awareness month and to NAMI El Paso for bringing forth this proclamation and working together on raising awareness for mental well-being. Uh I'm also here as part of uh our ongoing efforts for this month's uh awareness. Uh we want to invite council in the Sakuro community to join EHN and our child adolescent and adolescent programs at Lanube on Saturday, May 23rd at 10 a.m. The event will be free for the first 400 individuals to show up. We'll have hands-on activities designed for kids and families. So we really hope that you all can join us and spread the word. Let your theas, your cousins, your nieces and nephews know. We'd be more than happy to have you all join us. Again, it's Saturday, May 23rd at 10:00 a.m. and the first 400 individuals are free. So, thank you again for having us.

And this is a public hearing of an ordinance approving a proposed amendment to the city of Sakoro's master plan and reszoning of lot 6, block 3, uh, Monte Rosales subdivision located at 10479 Monte Videl Street, Sakoro, Texas, from R1 single family residential to C1 light commercial to allow for a commercial development. It's 6:27 p.m. and the public hearing is now open.

This is the second reading and adoption of an ordinance approving a proposed amendment to the city of Sakoro's master plan and reszoning of lot six block 3 Montter Rosales subdivision located at 10479 Monte Vido Street Sakoro, Texas from R1 single family residential to C1 light commercial to allow for commercial development. Motion to approve. Second.
Thank you. Mayor and councel Loren Kito, city planner. Item number 14 on the agenda is a resoning request for 10479 Monte Videl Street. The property is lot 6 block 3 of Monte Rosales subdivision. Dora uh A Flores owner and her representative David Edold of Devcon Associates are in attendance to answer any questions that you might have. The property is a little over 13,000 square feet in size and currently zoned R1 single family residential. The property is currently a residential property and the request is to reszone the property from R1 single family residential to C1 um light commercial. This would be for commercial development. Planning and zoning staff recommends approval of the request. The planning and zoning commission voted four yes, one no, and zero extensions at the at their April 7th meeting. The next slide shows the zoning map. The property is highlighted in red and on the corner of Monte Vido and Horizon Boulevard. It is surrounded by R1 and R2 residential zoning districts and C2 commercial zoning districts on Horizon Boulevard. The future land use map designates the area as suburban residential.
The aerial photograph shows the residential building on the property. It is surrounded by res a mix of residential single family homes and the C2 commercial uh businesses on Horizon Boulevard. This is a view of the property from Monte Vo.
Public notices were sent to property owners within 200 ft of the property. Prior to the planning and zoning commission, no notices were received either in favor or against the request. At the public hearing, there was one res uh property owner who spoke against the request, feeling that the additional commercial was uh an increase in competition. The commissioner who voted against the request had concerns regarding access to the property from Monte Vido being a residential street. It was pointed out during the meeting that the property across from this residential lot does access their commercial business from Monte Vido. This is a conceptual plan of what could be placed on the property. This is a strictly a conceptual plan as the property owner wishes to reszone the property to sell uh the lot. In summary, the request is a reszoning request for a property from R1 single family residential to C1 light commercial to allow for a commercial development. With that, staff can answer any questions and the owner and his her representative are also in attendance to answer any questions. Uh, do any members of council have any questions uh about about this item here?
Uh, I do. Yeah, Mr. Okay. On this one, right now it's residential and she wants to subdivide to make it a C1 to sell that piece of C1. This is just a resoning. So, she would is not requesting subdivision. She is just requesting a reasonzoning from R1 residential which is currently has a residential home on the property to sell the property as C1 for a future development.
Do we have a buyer already? Do we know what the intent is? No. You don't like living across the street from the administration offices? You do a good job. I promise you.
Yeah. Well, I can see uh the the property uh being zoned residential, but right next door you have uh a shopping center and it's it's right on on Horizon Boulevard, which is a hightraic uh street, you know, and it it might be difficult for a family to even want to raise kids on that piece of property. I can I can see that. Um, and then the uh staff's recommendation, I believe you said that was uh for 1A. That is correct. Okay. The public hearing is now open at 6:33 p.m. No speakers, mayor.

This is the second reading and adoption of an ordinance approving a final plat for Isabella Valley subdivision being track 13 block 27 Sakoro grant located at 11764 Sakoro road city of Sakoro El Paso County Texas to allow for the development of single family residential lots. Motion to approve. Second.
Thank you mayor and councel. Item 16 is a final plat request for Isabella Valley subdivision. It is located at 11764 Sakuro Road. This would be track 13, block 27 of Sakuro Grant. The property owner is Ralph Luran. His representative is Enrique Escovar. The property is a little over 12 acres in size and zoned R2 medium density residential. The lot is currently vacant and undeveloped. This request is for a final plat approval for Isabella Valley subdivision to allow for the development of single family residential lots. Planning and zoning staff recommends approval of the request. The planning and zoning commission voted for approval at their April 7th meeting. Five yes, zero no, and zero abstensions. The zoning map shows the property highlighted in red. It is R2 surrounded by R1 residential, A1 agricultural and C1 commercial zoning districts. The aerial aerial photograph shows the undeveloped property with the adjacent residential and agricultural uses. These are photographs taken of the property. The top photograph was taken from the rear of the property toward Sakuro Road and the bottom photograph was taken from the dead end at Arvia Road which is the second access point for this subdivision. Uh this is the final plat showing the residential lots and they include uh 40 47 residential lots and two public ponds. The next uh slide is sheet two of two showing the typical section of the roadway.
In summary, the request is for approval of a final plat for Isabella Valley subdivision to allow for the development of single family residential lots. With that, staff can answer any questions. Do any members of council have any questions on this item? No, sir. No. What I did I want to know what the um the size of the the lot size the lot size for each home would be each each each 47
all 47 because that's that's quite a bit they're under the six uh they're above the 6,000 that's a minimum requirement for R2 the subdivision meets all of the requirements of the subdivision ordinance. and staff recommends approval of the request.
So each lot's going to be uh meet the 6,000 square foot minimum. Yes. Okay. That's for R2. R2. Correct. Okay. Uh any other questions? No, sir. Okay. And the land prior to um changing um over to residential was was agricultural. It had been agricultural. It was reszoned in uh February February 5th of this year. Of this year. Okay. Okay. This is a second reading and adoption of an ordinance approving a preliminary plat for Pettis subdivision being all of track 17 B2 and a portion of track 17 C1D block 13, Sakoro grant located at 321 FE Jackson Road, city of Sakoro, El Paso County, Texas to allow for residential development. Motion to approve. Second.
Thank you, mayor and councel. Item 18. This is a preliminary plan request for the Berettes subdivision located at 321 FE Jackson Road. The legal description for this property is 17 track 17B2 and it also includes a portion of track 17 C1D, block 13, Sakuro Grant. The property owners uh Randy Ruben Perez and Christina Magayanes. Their representative is Luis Armando Salceto of Ray Engineering. The property is 3 acres in size and currently zoned R1. The current land use is residential and this request is for a preliminary plat approval for the Pis subdivision. A planning and zoning staff recommend approval of the preliminary plat with the condition that staff review comments are met and that the soil analysis and storm water drainage reports are submitted prior to filing the final plaque. Planning and zoning commission voted for approval. Five yes 0 no and zero abstensions at their April 7th meeting and this approval was for approval of the preliminary plat with staff recommendations. Uh the property is shown here on the zoning map highlighted in red. It is R1 uh single family residential surrounded by R1 single family residential zoning district and a sliver of agricultural zoning to the rear of the rear of the property. The aerial image shows the location of the existing home on the tract, the vacant land to the rear, and a small portion of Perlet that will be dedicated to the city as rightway as a part of this plat request. These are photographs taken of the
property. The top photograph is taken from EP Jackson. So this is the front of the existing home. The bottom photographs are taken from Perlet. The middle photograph shows the dead end and the bottom photograph shows the rear of the property being platted. Uh this is a preliminary plat for Perez subdivision subi subdividing the lot into six uh smaller lots all within the 10,000 square foot limit of the R1 zoning district. In summary, the request is for approval of a preliminary plat for Bettis subdivision. With that, staff can answer any questions.
Do any members of council have any questions on this item? No, sir. No. Miss Kimo, um just just to clarify, uh this whole subdivision will have an exit through PLET. No one will be landlocked. No one will be landlocked. I've switched over the slides back to the preliminary plat. So, the current homeowner will still have access to the property from FE Jackson at the front of their property. These new lots created through this subdivision are at the rear of the property and will have access uh from Perlet. Thank you. Are they they're going to pave up to PLET as well?
They're going to pave uh their portion. The portion that is currently not dedicated rightway is already paved over. Okay. But we'll have a continuous pave road now finally. Okay. Good. Good stuff. Thank you, mayor and council. Item 20 is the Bowman Valley Estates Master Plan. The property is owned by Clint Land Holdings Company LLC. Their representative is Horge Skarete with CEA Group and he is in attendance to answer any questions that you might have. The lot is 220 acres in size. This property is zoned uh medium density residential and currently vacant. In summary, the request is for approval of a master plan for the Bowman Valley Estates. Uh as per section 38-7.3, a master plan is required per the phasing of the development. Planning and zoning staff recommends approval of the request and the planning and zoning commission voted for approval. Five yes, zero, no, and zero abstensions at their April 7th meeting. The zoning map shows the property being master planned highlighted in white. It is zoned R2 medium density residential. The aerial image shows the uh vacant land. Part of it is former agricultural land and undeveloped land closer to the gateway.
This is a site photograph taken from North Loop Drive. This the area is beyond this area which is already being graded for the future Bowman extension of Bowman Road. Oh, my apologies. This is uh the master plan is obscured by the phasing plan and the second one is the phasing plan depicting the various phasings. Phase one being the closest to North Loop, extending Bowman for commercial development and um apartments in purple and the green is the second phase, the darker blue is the next phase and so on down across to the gateway. Um phases one and two will include the extension of Bowman And the second access uh to the gateway will come off of phase three uh farther down past the underpass at the interstate. Uh traffic impact report was submitted as part of the request. This shows the existing and then the future with the extension of Bowman. In summary, the request is for approval of a master plan for Bowman Valley Estates as per section 38-7.3 master plans required for the city per the city of Sakoral Municipal Code. Um, on in the commercial land use that's that's been identified in this development, can you speak a little bit on on what what's to come? what what type of future development can we see happening there? I know there's uh some interest right now in a convenience store, a gas station uh at the corner of North Loop and Balman. So, we have a fueling station. A fuel, right? A a normal gas station like a Circle K 7-Eleven type deal. Circle K or 7-Eleven is what we're we're looking at there.
Right. And the corner and then uh there's been some other interest in u apartments. I think it's south of the of the Y251 lateral between between Leonota Estates and the Y251. That's the f the multi- family use
the multif family, right? And the others uh there's been some interest in uh self storage uh facility, especially the awkward shaped one like the little some panhandle. Uh they get a little awkward. So the you you've seen throughout El Paso even here where some awkward shapes they turn them into self storage and keep some of the frontage for commercial and in the back is a self storage. Um but I know the one in the corner is interested in the circle killer 7-Eleven on Balman and uh North Loop and they're actively pursuing that as we speak.
How many acres is is the commercial land use? Uh I want to say it's about 24 acres. 24 is Is there any um and again maybe this is something that you can take back um back to the uh the folks that are wanting to develop on the property if there's any interest in bringing uh retail. Um just just because I know that the the storage units isn't I mean it's it's not something that's really favored by by this council and and and the residents, right?
Um but at the same time, this is just something that I that I I I want to express towards you so you're not wasting time. Correct. when you when you come for so I can tell there's a we've already submitted the first plat uh for Bowman commercial which is the it's going to be 45 acres because we also include the multif family um and as a matter of fact I just gave it to the developer he's already taken it to the real estate agent to go ahead and start marketing so when they start seeing more finished lots that's when the the commercial brokers start marketing it to correct to some of these uh potential end users
and that's where I I think uh the Circle K71 because he's also doing some other developments uh closer to Clint and they were expressed interest over there. They're expressing some interest here. They're expressing some interest I think in Sun Park as well. These 7-Elevens and uh Circle Ks. Um but uh I'll definitely tell them about retail because these are large tracks the commercial they are I think over an acre. Um, so it gives an opportunity to have some type of retail or shopping facilities. I just feel uh it's it's Okoro's turn to get some really nice retail down here in the valley.
I I think I think they'll they'll perform really well, but I understand there's market analysis that also take place when developers decide to build right down that area. Um, what have our efforts been uh with the county in creating connectivity from Trans Park Drive up to I 10? Because I can tell you that it's been it's been a just a roller coaster of emotions for some of our residents with with the arterial uh design and and whatnot. And just this would help alleviate so much traffic if we can create connectivity,
right? I think we attended a meeting with the county because I think we kick kind of had a meeting with Sakoro, city of Sakoro as well as the county of El Paso. Uh, initially we were very excited about the county coming trying to come to the table to to hopefully the extension of Trans Park. Unfortunately, they kind of just kind of punt it and said, "We will support you, city of city of Sakoro, but you guys pay for it, even though it's out of your jurisdiction because it goes into the county." Uh, so we just didn't get that warm fuzzy feeling from the county commissioner at that time that this project move forward. Now, I'm not sure. I think there's some opportunities in talking to like the RMA if there's an opportunity to kind of circumvent not the county but get the RMA to really support this and move move this to the forefront and make it a priority project especially if you have two team members which is two or two partners city of Sakoto with the county and trying to work together uh I think there may be an opportunity uh reaching out to Raymond at the RMA and see if there's some opportunities to partner and and have that trans park extended because most of it I mean I'm not going to say most of it but a good chunk of it is there and it's I think it's 110 or 120 foot rideway uh and it's just kind of closing that gap and you know Enrique is fine through or my client extending it up to our boundary which is something that the the RMA or the county or the city would not have to go through expenditures it just we need just connect the dots and just make it over but we can't because that's the county it's fragmented ownership U so hopefully with the RMA it may be an opportunity.
It makes it makes it difficult for us uh as a municipal government to spend funds especially public funds for property that doesn't belong to us. But is something like you mentioned maybe through the R RMA and combine collaboration with the county and maybe we can seek funding elsewhere just to create this connectivity and I can tell you an example Mountwood as you all know Mountwood is being extended. It's in county land but then the city's participating in the cost of that. So there's opportunities. is just I think we got to get the right people at the table. Yeah.
And with the right partners and hopefully with the RMA to lead and hopefully try to bridge that gap. Okay. Well, thank you. The current land use is vacant and this request again is for a final plat approval for Horizon Park unit 2 subdivision. Planning and zoning staff recommends approval of the request. The planning and zoning commission voted for approval for yes, zero, no, and one abstension at their April 7th meeting. The zoning map shows the property highlighted in yellow. The majority of the property is zoned R2 and the portion in commer red is the commercial zoning district abuing uh Horizon Boulevard. We now move into our grants department with agenda item number 25. This is the discussion and action to approve the proposed updates to the city of Sakoro 2025 2028 transit development plan. Motion to approve. Second.
Good afternoon, mayor and council. I'm Alejandra Lades, city development director. Uh we are requesting your approval on the proposed updates to the city of Sakoro transit development plan. As you recall, our transit development plan was approved last year in June of 2025. Um the purpose of this transit development plan was to increase access to public transportation here in Sakoro. One of the key recommendations of that plan was to pursue federal transit administration funds that are available to our region by becoming a direct recipient. Part of that process involves the city of Sakuro going through a service expansion policy uh in in coordination with Sun Metro. Sun Metro has reviewed our transit development plan that was adopted last year and they provided a few recommendations for us to include in our transit development plan. If you look in the backup, you'll see some of the comments that were provided by Sun Metro of some items that were not fully addressed in our original transit development plan. So, what we've done is we've uh updated our transit development plan and included those updates as appendix B, which are all included in your backup. Appendix B includes uh appendix B1, which is a performance evaluation plan. Um that performance evaluation plan allows our transit program to establish performance targets and annual targets for the next three years um on on performing performance metrics like wrership on time service how many times we're on time uh wait times for for delivery of service and and metrics like that. Appendix B2 includes our title six/ADA policy. This is the same policy that was approved by council on March 5th of this
year. So, we're just attaching it as part of the official transit development plan. And then lastly, appendix B3 is our three-year funding plan. This funding plan follows uh very it's very similar to the funding plan that was originally adopted in our transit development plan last year, but it adds an additional year fiscal year 2029 so that Sun Metro and all of our agencies here regionally can see how much we're we're going to draw down each year from federal funds. Um it is important for me to mention that this is a li living document. Right now, we're coordinating meetings with Sun Metro and also with ETA to to get some feedback on how they use their federal funds. So, we may have to come back to you all and update this funding plan based on the feedback that we received on in the next few months. So, we may have to come and and revise that for you all. But if you can see the uh funding plan, it does outline how much uh the city of Sakoro expects to spend for its microtransit service and where those funds will come from. They will come from federal funds uh once become we become an FDA recipient and then it does provide an estimated local match for each year. And I'm here if you have any questions. No. I got a I got a question. Go ahead, Mr. Re. What's the What's the plan after getting the the well the funds? Like are we seeing in the future expanding or or transit system? Are we maybe later on seeing Sun Metro right into Soro?
Yes. So if uh the funding plan that we have right now does allow for um growing the service. So it does have a projection for adding personnel to our transit program so we can have more drivers. It also has the addition of transit vehicles, additional purchase of trans transit vehicles each year so that we can uh provide more services in our area. But we are currently coordinating with our other transit providers, Sun Metro and ETA. We're actually going to have a meeting with Sun Metro next week um to talk about how they use their funds. So, we're going to try to coordinate um how we can um collaborate and make that service more cohesive between the different transit providers. So, at this point, I don't have a clear clear answer for you, but I will I do know that we will have to come back to council and provide you with an update of our plan once we have the best options for you all.
Thank you, Alejandra. Um, this may work for SKOR right now because we're not operating at at a larger scale, but in the future, do you see the transit development plan um having to go through a change?
That that's why I love the term living document because we can always come back and and make those changes to our plan. Um because we are so new to this, there's a lot that we don't know and so we have to go through our uh research and do our homework, talk to our partner agencies. Sun Metro's been doing this for decades. So they have a lot of knowledge that we can tap into and then at that point once we have all our different options, we can come back to you all and and let you know what's possible. It's possible that city of Sakoro grows its own transit service over the next five years and we become really successful. It's possible that we can partner with different agencies for different service types. There's commuter services, there's vanpool services, there's all kinds of services that um I don't think our community has taken advantage of yet. So, right now the sky's is the limit. We don't have too many details for you all, but we are committed to to doing our homework there.

Uh, the purpose of this item is to present the results of the sealed request for qualifications number 26-02 for engineering consultant services. The RFQ was published on March 22nd, 2026 and March 29th, 2026, and all proposals were due and received on April 13, 2026. The city of Sakura received a total of 12 proposals. uh a review committee evaluated the submission based on experience and ability of the firm to affirm ability of the firm approach to services and staff uh staffing qualifications. The review committee was uh made up of our city manager, Alejandra Vades, city development director, Marine Kimro, city planner, Huda Dominguez, a parks and public works operations supervisor, and Victor Reta, communications director. The proposals were evaluated and scored as follows. CA group with a score of 92. Gamacho Arnandez and Associates with a score of 84.2. Texas Infrastructure Development Group with a score of 82.8. Freeze and Nickels 75.4. LGA 74.4. Consor 78, excuse me, 70.8. GRV 66 at at 66 CPE at 62.6 ESCO ESSCO at 62.2 West Texas Consultants at 54.6 Mundo and Associates at 51.4 and Moreno Cardinas at 49. Based on the evaluation and scoring process, the review committee recommends awarding the RFQ to the top three ranked firms, CA Group and Kamacho and Kamacho Hernandez and Associates and uh Texas
Infrastructure Development Group. These firms demonstrated the strongest qualifications, experience, and service approach to meet the city's engineering and consulting needs. You all are requested to consider approval of an interlocal agreement between the city of Sakoro and the city of El Paso for the provision of public health environmental services and code enforcement related services. The proposed agreement is entered into pursuant uh to the interlocal cooperation act chapter 791 of the Texas government code and allows the city of El Paso to provide essential services to the city of Sakoro through its department of public health, environmental services department and code enforcement department. Services provided under this agreement include, but are not limited to, food establishment inspections and permitting and permitting, public health investigations and communicable disease tracking, immunization and health services programs, mosquito vector control and environmental services, air quality monitoring and and enforcement. The agreement also designates the city of El Paso's health authority to serve as the health authority for the city of Sakoro and establishes coordination for enforcement, reporting, and service delivery. The term of the agreement is one year with automatic annual renewal unless otherwise terminated and includes a total cost not to exceed $366,18 payable in quarter quarterly installments. This agreement ensures the continued delivery of essential public health and environmental services for the residents of Sakor.
Mr. President, I believe that uh the city brought down that number. Yes, sir. Uh for 2025, the city paid $390,588. This year, like I stated before, it'll be $366,18. So, the difference is about $24,500. So, our st Yeah, our staff has sat down with them and they've they've had them readjust those numbers and re-evaluate them and uh there was some um discrepancies and they were able to adjust those numbers for us. It it it could be it all depends on on what uh it could be mobile clinics. uh certainly uh but also uh the inspections of the food establishments like uh going in and you've seen like on in El Paso Times when they go in and and inspect uh you know whether it's a food service trucks or restaurants and building uh restaurants uh morning and break excuse me um also in terms of outbreaks you know we were very reliant on on the on on them when during COVID so again it's just a range of services uh vector control when we have mosquito outbreaks, let's say, um when they um they go ahead and quarantine insects to see if they are if they have any diseases, any bacteria, those kinds of things.

So at the end of the day, the they provide the services that the city isn't equipped to provide for the health inspections of its food establishments and even the mobile restaurants and then uh provide uh even the service of vector.
