Alright. Good morning. I wanna welcome everyone to the Stomach County Council Public Infrastructure and Conservation Committee. It's 10:12AM. We had some technical difficulties this morning, but we are meeting in person in the Jackson Boardroom and remotely. Before we get to the agenda today, roll call, I do wanna read our public comment. We will take public comment beginning with in person and then remotely. In Zoom, click on the hand icon to raise your hand. If you're calling by phone, press 9 to raise your hand. Okay. We'll go ahead and close public comment and move to our action items. First on the agenda this morning is motion 25 dash four three six.
Good morning, committee chair Lowen council members. For the record, Deb Eveson Bell, council staff. Proposed motion 25 dash four three six would approve and authorize the county executive to sign the professional services agreement c c zero five dash two five with Citadel Environmental Services Inc in the amount of $66,720 under Snohomish County code 3.04.140, paragraph 11. In accordance with NFPA652, a dust hazard analysis is required at least every five years on new or existing processing centers where combustible dust may be present. The county issued RFP 20, and Citadel Environmental Services Inc.
Was selected through established federal, state, and county policies. The agreement was negotiated and includes the necessary site survey, documentation, hazard mitigation, identification, and risk assessment, including strategies and services for mitigation and training for up to 50 solid waste facility personnel. The contract is from execution until 12/31/2026 and reviews the airport recycling transfer station facility and our Southwest recycling and transfer station facility. The requested action is for council to move the motion to GLS on 10/15/2025 for consideration. This concludes my staff report. I'm available for any questions.

The proposed motion 25 dash four three seven would approve and authorize the county executive to sign support services number two to the software as a service amendment t c zero one dash two one with Cronos Incorporated in the amount of $43,750 under Snohomish County code three point zero four point one four zero, paragraph 11. Kronos is an electronic timekeeping attendance system software used by the Department of Public Works and now the airport. Additional support services are needed to complete the airport configuration, testing, and their go live activities prior to deployment of the system at the airport. The requested action today is for council to move the motion to GLS on October 15 for consideration. This concludes my staff report. I'm available for any questions.

Proposed motion 25 dash four three eight would approve and authorize a new interlocal agreement with the city of Lynnwood for information technology services under Snohomish County code three point zero four point two one zero and Snohomish County code three point zero one point one four zero, paragraph 11. The existing agreement expires in December 2025, and the new agreement is from 12/10/2025 through 12/09/2030 with a new annual revenue for services of $2,520 per year and negotiated rates with associated change orders excuse me, for associated change orders. Requested action today is for council to move the motion to GLS on 10/15/2025 for consideration. This concludes my staff report, and I'm available for any questions.

Thank you. Proposed motion 20 five-four 39 authorizes and approves the public sale of real property known as Kiddling Pit and authorizes the proceeds to be deposited into the Road Fund one zero two. The motion further authorizes that a property officer of the Department of Facilities and Fleet Property Management Division to sign and execute all documents to fulfill the sale under Snohomish County Code 4.46. Proposed tract of land is 10 acres in size and is located within the city limits of Sultan. The property was first declared surplus in 1998 under motion 98 dash one zero three.
And since that time, the parcel has had a new tax ID number assigned to it, which is now 28022900100600. The requested action is for council to move the motion to GLS on 10/15/2025 for consideration. This concludes my staff report, and I'm available for any questions.
