Welcome to Stonemish County Council Public Infrastructure and Conservation Committee for Tuesday, August 18th at 10 a.m. We're meeting here in the Jackson boardroom and remotely. Before I do roll call, I would like to read our public comment script. We'll take public comment beginning with in-person and then remotely. In Zoom, click on the hand icon to raise your hand. Great, thanks. Next on the agenda is public comment. Anybody in person wishing to do public comment? All right. Do we have anybody online with their hand raised? No hands are raised. Okay. We'll go ahead and close public comment and move on to our action items today. First on the agenda is ordinance 26-035.

Good morning, committee chair Lowe and council members for the record, Debevis and Bell council staff. Proposed ordinance 26-035 would amend the existing interlocal agreement with the city of Bothell regarding solid waste planning and management services. The original ordinance 11-035 was agreed upon on June 28th of 2011 and the Bloomberg Hill annexation area was annexed on December 31st of 2012 and created the Snohomish County Solid Waste Service Island surrounded by the King County system. The Bloomberg Hill area island is now being developed and for a consistent collection service, it has been determined that by adjusting the original annexation date to allow for this area, would provide for a consistent and more efficient service area for the public. The requested amendment would change the annexation date within the ILA to add for solid waste generated in the areas of Snohomish County annexed to the city of Bothell after December 31st of 2012 to be disposed of through the Snohomish County Solid Waste System, thereby allowing this area to be served by the King County system. The requested action is to move the ordinance GLS on August 26th set time and date for public hearing with the request date of September 16th, 2026 at the hour 1030 a.m. This concludes my staff report. Morning, council members. For the record, Jim Martin, council staff. Opposed motion 26-311 authorizes the county executive to sign change order number two Contract CA03-26 with Northwest Construction Inc. This change order adds work to grade sub-base, place crushed surfacing base course, and pave hot mix asphalt in the staging area and access road. Pave the container lay down area and extend the west slot drain 187 feet to the north as shown in the revised plan sheets. This change order revises plan quantities of the associated existing bid items as needed to complete the added work as shown in the revised plan sheets. The change order also adds new bid items for the survey, additional paving subcontractor mobilization, and extended time for the county field office building resulting from the added work. Change order total, including tax, is $885,814.27, bringing the new contract total to $6,112,430.78. The rest of the action is to move to GLS on August 26th for consideration.

For the record, Cynthia Foley, Council staff, Amendment 7 extends the master agreement with NEOGOV for one year. The performance management services subscription is removed. The agreement not to exceed amount is increased by $202,731.23 plus applicable sales tax. Motion 26-296 authorizes approval of the amendment and execution of future amendments where the aggregate increase is less than 20% of the current contract total.

with Cornerstone General Contractors for the design and construction of the Arlington Operations Center. This change order adds items to the scope of work at the county's request, namely vaults and conduit required for the primary electrical service per PUD, along with underground duct bank for future snow PUD undergrounding telecommunication vaults. Change order total, including tax, is $766,573.76, bringing the new contract total to $31,814,370.41. Rest of the action is to move to GLS on August 26th for consideration.

Good morning. Again, for the record, Deb Bell, council staff. Proposed motion 26-322 is for amendment number one to the existing professional services agreement with acquisitive LLC, which was originally sent by the county executive on July 27th of 2026 for the amount of $37,800. The initial contract is for an assessment and analysis of the county's security infrastructure systems targeted to identify risks, inefficiencies, and opportunities for strategic future-ready structure delivered in a final report to IT for this assessment. The competitive bid process was waived under Snohomish County Code 3.04.203 and Purchasing Policy POL-1733, which allows consultant services requested by the Executive Office that requires expertise and that require a generation of a report and a recommendation. Council approval is required for contracts that exceed $50,000, and this has been reviewed and approved by Finance. The new not-to-exceed amount is $90,300, and the requested action is for Council to move the motion to GLS on August 26th for consideration.
