Good morning. Snohomish County Council Health and Community Services Committee will be called to order. Today is Tuesday, November 25. It's 11AM. We're meeting in the Jackson Boardroom and also remotely. Before we get into the agenda, I'm gonna read a brief public comment script. Thank you. We'll close public comment. We'll move on into our action items. First up is Motion 20 five-five 16.

Thank you. Heidi Baziza, by the record. Motion 20 five-five 16 requests authorization to approve Amendment No. One to the data sharing agreement between the county's Department of Health and the Washington State Department of Health. Replaces the original agreement in its entirety and makes three main changes. It adds a definition for WA ESSENCE. It updates the expiration date from '26 to this '28. And it adds an Appendix E, which includes the Tribal Data Sovereignty Principles. The request today is to move this motion to GLS on December consent agenda for approval.

Motion 20 five-five 19 requests authorization for a budget transfer of $375,000 from pending grant revenue to the Low Income Housing Energy Assistance Program. There is no general fund impact, and the request today is to move this motion to GLS on December 3 for consideration.

This motion requests approval of the 2527 Snohomish County Criminal Justice Treatment Account Plan. This plan, created with input from across the justice and treatment system, plans the spending of $792,639 per year for two years. The specific allocation of funds is located in the staff report and includes a small percentage for administration, with the remainder going to treatment services in Snohomish County Therapeutic Court. The plan spending is similar to previous years. Additionally, I drafted a proposed substitute motion ratifying the appointment of two members to the Plan Committee as required by RCW 71.24.580. The request today is to move the proposed substitute motion to GLS on December 3 for consideration.

Motion 20 five-five 21 requests approval of an interlocal agreement between the Department of Emergency Management and the South Snohomish County Regional Fire Authority for emergency management services in the City Of Edmonds. The agreement is for two years, with the option for two two additional two year terms. The agreement anticipates annual revenue of $62,525 for those emergency management services. And the request today is to move the motion to GLS on December 3.
