Good morning. Snohomish County count council's Health and Community Services Committee will be called to order. Today is Tuesday, September 23. It's 11AM. We're meeting in the Jackson Boardroom and also remotely. Before we get into the agenda, I'll read a brief public comment script. We'll be taking public comment beginning in person and then remotely. In Zoom, click the hand icon to raise your hand. If calling by phone, press 9 to raise hand. When called upon, press 6 to unmute. Great. Thank you. So with that, we will get into public comment. I'll open up public comment for anyone in person. I see none. I'll verify we have no hands raised online.

Great. Thank you. So we'll close public comment. We'll move on into our action items. We have four today. First up will be motion twenty five dash four two zero.

Good morning, counsel. For the record, Nicole Gourley, counsel staff. Motion 20 five-four 20 would approve amendment number one to the health department's contract with ODAT Services LLC, under which they will employ one peer navigator to assist individuals with substance use and mental health challenges in finding services within the county. Amendment number one would extend the contract through 04/30/2026 and add an additional $70,150 for an additional eight months of service, bringing the new contract maximum to $105,200. The amendment sent up was missing PA's approval as to form.

The submitted amendment has since been sent to the PA and signed by them. So today's request is twofold. One, to provide the clerks with direction to swap out the amendment, and two, for council to move to GLS October 1 for consideration.

Alright. Great. Thank you. Do you have any questions from council members or objections to consent on this? Okay. So then without objection, the request is to move this to next week with the clerks making the amendment that you just spoke about. We will do that. Thank you.

For consent? We can still do it as consent even though Yes. That'll be okay for consent. Great. Next will be motion 25 dash four two one.

Motion 25 dash four two one would approve amendment number three to the health department's contract with ideal options for substance use peer navigation program, a program that provides care and support to individuals within the county using substances who may also be in jail, homeless, or recently experienced an overdose. Amendment number three would extend the duration of the contract to 08/31/2026, and add an additional $206,500 to the contract, bringing the new do not exceed amount to $475,000 Today's request is for counsel to move to GLS October 1 for consideration.

Motion 20 five-four 22 would approve amendment number three to the health department contract with Ideal Options LLC for mass spectrometer detection and novel substance identification, under which they will provide novel substance research, identification, and analysis on drugs that are not typically included in lab panels. Amendment number three would extend the duration of the contract to 08/31/2026 and add an additional $32,508 to the contract, bringing the new do not exceed amount to $77,508. The amendment, this one was also sent out without PA approval as to form, sent back to them. They got approval as to form on it. So just as the first one, today's request is to provide the clerks with direction to swap that amendment out and then to move to October 1 for consideration.

And if I can loop these last two together. I'm just gonna note really quick on the staff report. I forgot to delete a couple paragraphs in the scope section underneath the table. Both of those are gonna be removed. It states the wrong city that's being contracted with, so that will be updated.

The health department has contracts with local jurisdictions throughout the county under which they will provide them with naloxone at no cost. This is a legacy contract that carried over from the integration of the health district into the county. The motions before you would extend two of these contracts to 12/31/2030 with an option to extend two additional five year terms. Motion 25 dash four one four is with the city of Lake Stevens, and motion 25 dash four one three is with the Lynnwood Police Department. Today's request is for counsel to move both of these motions to GLS October 1 for consideration.
