0:430

Thank you. And now we will open up public comment. First for anyone in person. Seeing no takers, I'll verify we have no hands raised online.

0:511

No hands are raised. Great.

0:520

Thank you. So we'll close public comment, and we'll get into our action items. First up is motion 25 dash 342.

0:592

For the record, Cynthia Foley, counsel staff, and with counsel's permission, I'll report on all of them in one report if that works.

1:050

Yes, please.

1:06 – 1:292

Okay. Proposed motions 25 dash three four two through 25 dash three five eight approve amendments to pasta interlocal agreements. Each amendment provides an updated spending plan for the twenty twenty five, twenty twenty six school year. A summary of the spending plans is provided as an attachment to the staff report. The total cost of programs for the upcoming year is $2,658,450.

1:30 – 2:022

Three higher education institutions received 33% of funds, and that allocation is divided evenly among those schools. School districts receive 67% of the allocation, and it is distributed according to the number of students in the regional transit authority. Each local interlocal agreement requires participating schools to submit a services and expenditure plan by May 31 for their upcoming program year and a report on the perform on the performance of the prior program year on October 30. The request is to move these motions to consent on the August 20 GLS agenda. I'm available for your questions.

2:020

Thank you, Cynthia. Do you have any questions from council members on any of the items, councilor, we're done?

2:07 – 2:291

Yeah. I I appreciate the improved transparency by having a page for all of the pasta dollars. So thank you for working to get all of that all in one place. I think it's difficult because well, you included the the plans from last year, the kind of the summary. So we don't get the results until October, and then and now we get the proposal.

2:29 – 2:581

So we don't get the kind of report back until after we've approved next year's proposal. So the timing's a little hard. I don't know how to solve that issue, but I was disappointed that they closed the early learning center at Everett Community College. So it looks like now they're gonna be having a food bank. But I don't know if you have any thoughts on that, but the timing's a little bit tough to approve things when we don't know how the spending was last year.

2:58 – 3:442

And I thought about maybe with the this report, and this may might be something I should do going forward, is several of the there's several changes between so I have this year's and last year's plan summaries here. But so if you were to hold them up side by side, you could see several differences. I think there there's quite a few changes from this year to last year, so maybe writing individual reports where you can see those individual plan changes from year to year might be helpful. So that's something that I would definitely consider doing going forward, or if you want just individual written summaries that show so that you can see them a little bit more closely side by side. Yeah.

3:44 – 4:072

So every year, there's there's changes. I think one so Snohomish School District, I believe, changed from doing Imagine Children's Museum to doing a literacy program with Sno Isle Libraries. So every year, there are changes in between the different plans. If you're to hold up those documents side by side, you can see them. But if you'd like a written summary for the school districts, I could also do that.

4:09 – 4:401

Yeah. And I noticed there's a lot more with food security. And I think it's important that the work is administered through our human services department just so that they have those connections with current services. Like, we have v o the VOA and the food line. There's a lot of food bank, interconnectedness, and it's all in that kinda northern part of Everett at least. But, so hopefully, there's I'm assuming there's a lot of coordination with our human services for the implementation of the work.

4:412

Yeah. And I don't know if Karen, did you wanna speak at all to maybe not. Yeah.

4:510

Did you have a question

4:521

speak to it. I guess I didn't really have a question. But Yeah. Karen, if you wanted to add anything on the coordination.

4:570

You don't have to. Okay. Come on up.

5:08 – 5:523

So I I think you're talking towards the community colleges that a lot of their funds that they have are using for colleges are going to their, student support centers. And I would say they definitely are coordinating with all types of resources in the community, housing, food banks, clothing. The idea is to be able to have those services on campus where those, students are attending. But I know that, they're pulling in other resources that are coming on-site to, serve those centers, and then they're also making referrals out to the community services services as well. Okay. Thank you.

5:520

Alright. Do we have any other questions from councilmembers? She should identify herself for the record for people watching online.

5:583

I'm sorry. This is Karen Matson. I am the human services department, early learning developmental disability manager.

6:05 – 6:290

Thank you. Any other questions from council members? Do you have any objection to moving these items to consent on the twentieth? Alright. Seeing none, then we will go ahead and move items one through eight to the twentieth consent agenda. Is that alright? Clerks, doing it that way. Okay. Great. Thank you. And thank you, Karen, for joining us. Thank you, Cynthia. So that will bring us to the end of our agenda for this hearing. Council will be adjourned for the day. Thank you.
