All right, good morning. Welcome to the Snohomish County Council Health and Community Services Committee for Tuesday, July 14th at 11 a.m. We're meeting in the Jackson boardroom and remotely. I am Vice Chair Lowe running the meeting today. Before we do our roll call, I would like to read our public comment script. We'll take public comment beginning with in person and then remotely. Preston DeWoskin, Marysville, Washington. Thank you. I'm just going to stand up here and say thanks for all you've done for Snohomish County. This month I'm celebrating five years of being with Be Legendary of Snohomish County, and it's an honor to be with Snohomish County government, knowing they would support something as big as we do. We are trying to fight an academic. You guys are health and human services. You guys are dealing with mental health people every day. Our organization wants to follow that and give them extra resources to do because we don't have enough for our youth mental health. We can give all the money we want, But if we don't support them, we can't do that. We need to put service and wraparound stuff. So I want to say thank you to all of you for all you've done, all your support. It doesn't matter where you sit, on what side of the aisle you sit. We're all here together. We're all here to make Snohomish County better. Thank you, Sam, for the time. And thanks to the clerk.

Okay. We'll go ahead and close public comment and move to our action items today. First on the agenda is motion 26-242.

For the record, Cynthia Foley, council staff, motion 26-242 authorizes the executive to sign an agreement with the Washington State Military Department for expenses incurred due to historic flooding in Snohomish County in 2025. Under the terms of the agreement, FEMA will reimburse 75% of the costs and Washington State will pay 12.5% of the costs. The total allowable costs have not yet been finalized. The request is to move motion 26-242 to the GLS agenda for council consideration.

Snohomish County, through the Health Department, is seeking to enter into an agreement with the Washington State Department of Health for access to the Washington State Immunization Information System. The Snohomish County Health Department will use the system to input or update patient vaccination records, forecast vaccines due, record adverse reactions, generate specific vaccination reports, and order and track vaccines. Motion 26-243 authorizes the executive to sign the contract. The request is to move motion 26-243 to the JLS agenda for council consideration.

The Health Department is seeking to enter into an internship affiliation agreement with Everett Community College. The agreement authorizes the school and the training site to develop a letter of agreement that formalizes operational details of the program. Student interns will have the status of learners and will not replace personnel. Motion 26-244 authorizes the executive to sign the contract. The request is to move Motion 26-244 to the GLS agenda for council consideration.

Snohomish County, through the Health Department and the Washington Poison Center, desire to enter into an agreement to provide after-hours answering services utilizing health care providers. Washington Poison Center will provide 24-7 call support for after-hours weekend holiday calls. The service will route triaged calls to the appropriate health department number and document calls in an electronic medical record system. The agreement not to exceed amount is $40,000 per year. The request is to move motion 26-245 to the agenda for council consideration.

The Snohomish County Department of Emergency Management is seeking to establish an interlocal agreement with the Port of Everett to provide hazard mitigation planning services. The work will enable the Port to join the 2025 Hazard Mitigation Plan as a planning partner. The contract not to exceed amount is $25,000. Motion 26-266 authorizes the executive to sign the contract. The request is to move Motion 26-266 to the GLS agenda for council consideration.

Yeah, I'm just curious, so why is this coming before Council, since it's a small amount?

I believe it's because it's an intergovernmental agreement, and it doesn't need to be an ordinance because it's sort of typical county work, so it can be approved as a motion. Okay, thank you.

The county was recently notified that Catholic Housing Services has declined $1,358,513 of 2024 Housing and Behavioral Health Housing Capital funds, and those funds need to be reallocated. Motion 26-268 authorizes the reallocation of these funds to the Everett Gospel Mission Everett Bridge Housing Project and Quilsata Community Services Quilsata Community Housing Project. The Everett Bridge Housing Project will create 80 new low-barrier shelter beds with surge capacity for 100 extreme weather shelter beds. The Quilsata Project creates 12 cottage-style dwelling units, a communal building, and parking. The request is to move Motion 26-268 to the GLS Agenda for Council Considerations.
