Good morning. Welcome to the Sonoma County Council Health and Community Services Committee meeting on Tuesday, March 25. We will call the meeting to order, and I'll read our public comment script. Alright. Thanks. We'll be taking public comment beginning with in person and then remotely. On Zoom, you can click the hand icon to raise your hand. Okay. Then we'll jump into our action items beginning with motion 20 five-one 152.
Good morning. For the record, Cynthia Foley, council staff. The American Rescue Plan Act authorized the Department of Housing and Urban Development to allocate home ARP funds to jurisdictions. Under this act, Snohomish County Consortium received an allocation of $7,200,000. Using these funds, the policy advisory board recommended a funding award for the YWCA to provide supportive services at the Edmunds New Start Center.
Motion 25 dash one five two allocates funding for emergency bridge housing for an award of $2,600,411 in home ARP funding to the YWCA Seattle King County Snohomish County and approves the human services department to approve contract amendments up to $50,000. Contracts for operating the new start centers that are greater than $50,000 come before counsel for approval in accordance with motion 24 dash four one seven. The Human Services Department requested that this award go to GLS tomorrow on twenty sixth with the intent of having a contract in place to allow the YWCA to provide input on the renovations at the Edmunds New Start Center. The request is to move this motion to the GLS agenda on March 26 on consent for council consideration. I'm available for your questions.

On 02/28/2025, the policy advisory board approved the technical advisory committee recommendation for the YWCA, Seattle, King County, Snohomish County to be awarded funding to operate the emerge operate emergency bridge housing at the Edmunds New Start Center facility for a five year period. Motion 25 dash one five three awards funding for the from the Affordable Housing and Behavioral Health Program fund known as HB fifty ninety funding for the YWCA to operate the Edmunds New Start Center. The award is $3,055,584 to be contracted annually. Cost of living increases may be added to the award total. The motion approves the award and authorizes the Human Services Department to issue contract amendments up to $50,000 Contracts for operating new start cent the new start centers that are greater than $50,000 come before counsel in accordance with motion twenty four dash four one seven.
The human services department all also requested that this award go to GLS tomorrow on March 26 to facilitate having a contract in place so the YWCA can provide input on the renovations at the Edmunds New Start Center. The request is to move the motion to GLS on March 26 on consent for council consideration. I'm available for your questions.

Thank you. Snohomish County is contracting with Del Pagaro, LLC for the creation of a comprehensive strategic plan for the health department. Amendment number one to the contract expands the scope of work. For each goal area in the plan, the contractor would develop strategies and SMARTY objectives. These are objectives that are strategic, measurable, ambitious, realistic, time bound, inclusive, and equitable.
The contractor will will also work with staff to develop strategies to achieve completion of objectives. Amendment number one extends the contract time period until October 2025 and increases the contract not to exceed amount by $65,000, bringing the contract total to a $144,999 The contract amendment is paid for with public health general fund dollars, and there is the possibility of using foundational public health services funding from the state. The health department requested expedited approval to extend the contract before it expires on March 31. The request is to move this motion to the GLS agenda on March 26 on consent for counsel consideration. I'm available for your questions.

Snaubish County contracts with Ideal Option PLLC for substance use peer navigation. Peer navigators build relationships with clients to identify readiness to access treatment for substance use disorder and assist them with their personal goals. Amendment number two to the contract increases the contract total by $55,000 bringing the not to exceed amount to $268,500 Schedule b is updated to show spending for the extended contract period. Motion 25 dash one six five authorizes the executive design amendment number two with ideal option pl l c for substance use peer for a substance use peer navigation program. If counsel can provide direction to the clerks, amendment number two contains technical errors and needs to be swapped with the corrected version.

Motion 25 dash one four six, one five nine, one sixty, one sixty three, one sixty six, and one sixty seven authorize the executive to sign agreements for the Community Navigator Program. The contracts are funded by the US Department of Health and Human Services Office of Immunization COVID-nineteen Vaccine Community Navigator Program grant. Under the terms of the contract, service providers will employ community navigators to disseminate public health information in a culturally relevant format to marginalized communities and communities with the lowest COVID nineteen vaccination rates in Snohomish County.
Health department is seeking to contract with North County Family Services, the Clearwater School, Washington West African Center, Nashi Immigrants Health Board, volunteers of America Western Washington, and and the Center for Human Services for Community Navigator Service. The request is to move these motions to the GLS agenda on consent for council consideration. I'm available for your questions.
