Good morning, counsel. For the record, Nicole Corley, counsel staff. The health department has agreements with multiple jurisdictions, which allow both Snohomish Counties and the respective jurisdictions' health officer to cover for each other at no cost when there is an absence vacancy or if the individual is unable to fulfill their duties. The county has entered into this agreement with Whatcom County through ordinance 23 dash zero three nine. The two motions before you under this agreement would provide the executive with the authority to appoint either one of Whatcom County's co health officers to provide these services to Snohomish County when necessary.

Motion 26 dash zero one zero would approve amendment number one to the city of Bothell's agreement with the health department for naloxone distribution. If approved, the contract would be extended through 2030 and May be extended for two additional five year terms. There is no exchange of funds with this agreement, and today's request is to move to GLS for consideration.

In 2024, council approved four capital projects to receive funding from the affordable housing and behavioral health fund by motion. This motion also required that if changes were made to the projects that met the threshold outlined in the motion for funding changes, number of people impacted or population served, that the revised scope must be approved by counsel by motion. The HasScope project is requesting to change the scope of their project and meets the requirements that make counsel approval necessary. Motion 25 dash five seven five would approve a scope change for this project from being a two resident multifamily building on one complex with 100 units and serving individuals at or below 50% AMI, and I should note that that was meant for families as well, to a one residential building unit, 60 units, and serving seniors ranging from 30% AMI to 60% AMI. The specific breakdown is provided in the staff report.

Big picture, there are two parcels that the original proposed project was gonna be on. The new proposal only uses one of those parcels with the intent of the other one being built out at a later time, and that one would be to serve individuals and families. So this one before you is for seniors, future one, hopefully, seniors and families. The project award remains the same, but today's request is twofold. There was a typo in the new proposed scope attached to the motion on page three. The award amount is remaining the same at 2,180,000. In the document, it has the two and the one swap. So today's request is just to provide the clerks with direction to make that technical change and then for council to move this to GLS for consideration.

On November 12, the PAB met and approved the tax recommendation to award the YWCA Emergency Shelter Project home with home ARP funding in the amount of $1,099,998.90. Motion 25 dash five seven six would approve the award of the home ARP funding to the YWCA shelter project, emergency shelter project, also homeward bound emergency shelter in Lynnwood. That's what it's titled. Today's request is to move this to GLS for consideration.

Motion 20 six-eight would approve a grant agreement between the County Department of Human Services and Washington State Department of Social and Health Services. This grant was not anticipated in the department's grant work plan, which is why council approval is necessary. Under the agreement, the county will receive $1,931,100 for the grant period of 07/01/2025 through 06/30/2026 for the purpose of providing health related social need services. There are three areas where this funding can be used, but the largest is service delivery, which equates to $1,516,012 under the total award. Under this area, funds can be spent on nutrition support, home accessibility modifications, remediation, adaptation, and caregiver respite.

Motion 25 dash five seven zero would approve an ILA between the county's Department of Emergency Management and the city of Edmonds under which the county will provide the city with EMS services as outlined in schedule a. The cost of these services has been covered under a separate contract already approved through motion 25 dash five two one. Under this contract, the Snohomish County Regional Fire Authority has agreed to pay for the city's contract. If the city wants any additional services under the contract, they are responsible for ensuring that Snohomish County Regional Fire Authority is willing and able to pay for it. The agreement duration is 01/01/2025 through 12/31/2027, and today's request is for counsel to move to GLS for consideration.
