Good morning, everyone. We'll call to order the finance, budget, and administration committee of the Snohomish County Council. Today is Tuesday, 10/28/2025 at 10AM. We're meeting in the Jackson Boardroom and also remotely. I'll read the script for public comment, and then we'll take roll. So we'll take public comment beginning in person and then remotely. Thank you, chair Dunn. Good morning, council members. For the record, Jim Martin, council staff. Ordinance 25 dash zero seven zero amends section one and three of ordinance 22 dash zero four six and authorizes the use of $1,100,000 of bond bond proceeds that were issued for the Arlington Public Works Operations Center project. $425,000 of the funds would go toward the Elliott Road flood reduction at Anderson Creek project, with the remaining $675,000 going towards the Cedarvale Loop Road culvert replacement project. Public Works has determined that they will not need all of the bond proceeds for their operation center, freeing those funds up for other uses. Requested action is to move to GLS on November 5 to set time and date for public hearing.

Opposed motion 25 dash four seven four approves the animal redemption relinquishment fees set by the Snohomish County auditor. This is an annual motion to set the rates for the following year. For 2026, the fee for an animal control officer impound is $260 per animal. Apprehension is set at $1.91, and transportation fee is $46. Redemption The fee for a straight impound is set at $260 with the fees effective 01/01/2026 through 12/31/2026. Requested action is to move to GLS on November 5 for consideration.

Opposed motion 25 dash four nine nine approves the finance department general business expense reimbursement policy number 121209. Snohomish County code chapter three point three six point zero four five provides for policy updates to be submitted by the finance director to counsel for approval. This policy updates includes language clarifications, limitations on reimbursements, and a threshold increase from $350 to $500 for pre authorizations by either the department head or the executive. Requested action is to move to GLS on November 5 for consideration.

This policy update also includes language clarifications, addition of time spent traveling to out of town locations, and an increase of 10 from 10% to 15% for actual expenses expenses that exceed in aggregate those previously authorized, as well as other other policy updates related to meals purchased in flight, rental car provisions, and exemptions for witnesses from the prosecuting attorney's office. Requested action is to move to GLS on November 5 for consideration.
