Resolution to appoint Mark Hansen to fill the seat vacated by B. Jennings Hart on Skagit County Drainage and Irrigation Improvement District No. 15 until the next special purpose district election. (Resolution No. R20260160)

Resolution to reappoint Bernie Alonzo, Tom Skinner, Scott Mangold, and Jess Hackler to the Advisory Board for the Edison Subarea Clean Water District. Their terms shall continue through August 24, 2030. (Resolution No. R20260161)

Resolution to appoint R. John DeGloria to the position formerly held by Darryl Kvistad on the Advisory Board for the Edison Subarea Clean Water District. Mr. DeGloria's term will end August 26, 2030. (Resolution No. R20260162)

Resolution authorizing the Parks and Facilities Director to approve construction Change Orders and rescinding Resolution numbers R20080332 and R20210055, effective April 6, 2026. (Resolution No. R20260163)

Resolution authorizing sweeping investment interest into the General Fund pursuant to RCW 36.29.020. (Resolution No. R20260164)

Personal Services Agreement with HKP Architects for professional Architectural and Engineering services for facility reconfiguration design, cost estimating, bid specifications, permitting, and owner representation for various projects.

Compensation is based on a rate schedule and shall not exceed $100,000. The Agreement shall commence on the date of execution and continue for one year. (Contract No. C20260331)

Labor Agreement between Skagit County and Skagit County Public Works AFSCME Local 176, Council #2.

This Agreement is ratified to commence on January 1, 2025 and shall continue until December 31, 2027. (Contract No. C20260332)

Memorandum of Agreement (Amendment No. 1) to Labor Agreement No. C20250520 with Skagit County Prosecuting Attorney's Legal Support Staff Local 176 PS, Council #2, AFSCME.

This Amendment extends the County's Voluntary Furlough Program to Legal Support Staff members. All other terms and conditions of the original Agreement shall remain in effect. (Amendment No. A20260158)

Amendment No. 3 to Funding Agreement No. C20230003 with Skagit Land Trust to secure additional lands through easements or acquisitions to expand open space corridors on Fidalgo Island for the "Fidalgo Open Space Corridors" project.

This Amendment increases compensation by $3,000 to complete planning and coordination on the Guemes Road Trail and Sharpe Park - Deception Pass Park Connector. Total compensation shall not exceed $41,000. The term is extended from December 31, 2026 to December 31, 2028. All other terms and conditions of the original Agreement and prior Amendments shall remain in effect. (Amendment No. A20260159)

Resolution to provide legal defense to Skagit County employee Christopher Rogers in a lawsuit filed in United States District Court by Joshua J. Rueb under case number 26-CV-02850-TL. (Resolution No. R20260165)

Personal Services Agreement with Skagit Preschool and Resource Center (SPARC) to provide outreach, information and support to families that have a family member with a developmental disability.

Compensation shall not exceed $100,000. The Agreement is ratified to commence on July 1, 2026 and shall continue until June 30, 2027. (Contract No. C20260333)

Personal Services Agreement with Work Opportunities to provide Individual Supported Employment, Group Supported Employment, and Community Inclusion services to eligible individuals with developmental disabilities.

Compensation is based on a fee schedule and shall not exceed $300,000. The Agreement is ratified to commence on July 1, 2026 and shall continue until June 30, 2027. (Contract No. C20
