AN ORDINANCE TO AMEND TITLE 15 (BUILDING AND CONSTRUCTION) TO COMPLY WITH STATE LAW REGARDING ELECTRIC VEHICLE CHARGING STATIONS

INTRODUCTION AND FIRST 1ST READING OF ORDINANCES TO ADJUST THE CITY COUNCIL, CITY CLERK, AND CITY TREASURER COMPENSATION

Recommendation: 1. Introduce an ordinance, entitled AN ORDINANCE OF THE CITY COUNCIL, OF THE CITY OF SIGNAL HILL, CALIFORNIA ADJUSTING THE COMPENSATION FOR THE CITY COUNCIL MEMBERS IN ACCORDANCE WITH STATE LAW 2. Introduce an ordinance, entitled AN ORDINANCE OF THE CITY COUNCIL, OF THE CITY OF SIGNAL HILL, CALIFORNIA ADJUSTING COMPENSATION FOR CITY CLERK AND CITY TREASURER IN ACCORDANCE WITH STATE LAW

PROPOSED LEGISLATIVE PLATFORM

Recommendation(s): 1. Adopt the proposed City of Signal Hill Legislative Platform incorporating any revisions provided by the City Council. 2. Direct staff to distribute the adopted Legislative Platform to the City's legislative advocate, federal and state legislative representatives, and regional partner agencies.

RESOLUTION AUTHORIZING APPROPRIATIONS FOR THE GUNDRY RESERVOIR ROOF REPLACEMENT AND REHABILITATION PROJECT

Recommendation: Adopt a Resolution, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING THE ADOPTED BUDGET AND AUTHORIZING BUDGET APPROPRIATIONS FOR FISCAL YEAR 2026-27.

FUNDING AGREEMENT AND AMENDMENT NO 1 TO THE MEMORANDUM OF UNDERSTANDING WITH THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE WILLOW STREET CORRIDOR PROJECT

Recommendations: 1. Authorize the City Manager, or his designee, to enter into a Funding Agreement with the Los Angeles County Metropolitan Transportation Authority and execute all necessary documents and amendments to receive and expend the project funding for the Willow Street Corridor - Walnut Avenue to Cherry Avenue Congestion Relief Project. 2. Authorize the City Manager, or his designee, to enter into Amendment No. 1 to the Memorandum of Understanding with the Los Angeles County Metropolitan Transportation Authority and execute all necessary documents and subsequent amendments to receive and expend the project funding for the Willow Street Corridor - Walnut Avenue to Cherry Avenue Congestion Relief Project. 3. Adopt a Resolution, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING THE ADOPTED BUDGET AND AUTHORIZING BUDGET APPROPRIATIONS FOR THE FISCAL YEAR 2026-27.

COST SHARING AGREEMENT FOR MONITORING TOTAL MAXIMUM DAILY LOAD LIMITS FOR TOXIC POLLUTANTS WITHIN THE DOMINGUEZ CHANNEL AND LOS ANGELES AND LONG BEACH HARBORS WATERS

Strategic Plan Goal: Goal No. 4 Infrastructure: Maintain and improve the City's physical infrastructure, water system, and recreational spaces. Recommendation: Authorize the City Manager to enter into an agreement between the City and the GWMA for continued administration and cost sharing for the implementation of the coordinated compliance, monitoring, and reporting plan for the Dominguez Channel and Los Angeles and Long Beach Harbors Waters Toxic Pollutants TMDL.

CONTRACT AMENDMENT REGISTER DATED JULY 14, 2026

Recommendation: Authorize the Contract Amendment Register dated July 14, 2026.

BILLBOARD RELOCATION AGREEMENT WITH CLEAR CHANNEL FOR THE CONSTRUCTION AND OPERATION OF A DIGITAL BILLBOARD

Recommendation: Approve the proposed Billboard Relocation Agreement between the City of Signal Hill and Clear Channel Outdoor, LLC. This action satisfies Caltrans regulatory requirements, clearing the path for state permit issuance, as well as demolition of the existing structure, and the subsequent installation, operation, and maintenance of the new modern digital billboard at 3100 California Avenue.

WARRANT REGISTER DATED JULY 14, 2026

Recommendation: Authorize payment of the Warrant Register presented July 14, 2026.

APPROVAL OF MEETING MINUTES

Recommendation: Approve the meeting minutes of the June 23, 2026, Regular City Council Meeting and the Special Meeting Minutes of July 8, 2026.
