PUBLIC HEARING - DEVELOPMENT IMPACT FEE STUDY
Summary: This public hearing item presents the Citywide Impact Fee Nexus Study. The Impact Fee Study comprehensively evaluates and updates the City's existing Development Impact Fee program and proposes the establishment of new impact fees to address the capital facility needs associated with future development. Specifically, the Nexus Study updates the City's three existing DIF programs: Traffic, Parks and Recreation, and Water System and proposes three new fee programs: General Government Facilities, Police, and Program Administration. The City conducted this study to ensure compliance with Assembly Bill (AB) 1600 and AB 602, and to provide the supportable framework for funding growth-related capital improvements while balancing the necessary funding with the City's economic growth objectives. RESOLUTION ADOPTING POLICIES ON DISRUPTION OF TELEPHONIC OR INTERNET SERVICE DURING MEETINGS AND PUBLIC OUTREACH IN ACCORDANCE WITH SENATE BILL 707
RESOLUTIONS APPROVING THE ENGINEER'S REPORT AND DECLARING INTENTION TO LEVY AND COLLECT ASSESSMENTS FOR LANDSCAPE AND LIGHTING MAINTENANCE DISTRICT NO.1 FOR FISCAL YEAR 2026-27
Summary: The City formed the Landscape and Lighting Maintenance District No. 1 (LLMD) in 1992 to fund the maintenance costs of common landscaped areas within the California Crown Tract. The California Crown Tract lies south of East Hill Street, north of East 19th Street, west of Temple Avenue, and east of North Orizaba Way. Annually, the City Council must initiate proceedings to renew the levy and collect special assessments for the LLMD. The proposed resolutions declare the City Council's intention to levy and collect the proposed assessments, approve the Engineer's Report, and set the Public Hearing for June 9, 2026. The total proposed assessment for all California Crown Tract lots for Fiscal Year (FY) 2026-27 is $109,760.88. The proposed annual assessment for basic lots is $1,109.62, representing a three percent increase of $32.32. The proposed yearly assessment for landscape easement lots is $1,490.20, representing a three percent increase of $43.40. Property owners approved the proposed assessments within the LLMD through the last Proposition 218 (Proposition 218) hearing that occurred on June 14, 2022. Staff is requesting the City Council set a public hearing for June 9, 2026, adopt resolutions for the preparation of the Engineer's Report, and declare intent to levy and collect assessments for Fiscal Year 2026-27 for the LLMD. Strategic Plan Goal(s): Goal No. 1 Financial Stability: Ensure the City's long-term financial stability and resilience. Recommendation: 1. Set the Public Hearing for June 9, 2026. 2. Authorize the use of fund balance or reserves from previous years from LLMD accounts for special projects, as approved by the Public Works Director, in accordance with the City's Purchasing Policy. 3. Adopt a Resolution, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, INITIATING PROCEEDINGS TO LEVY AND COLLECT ASSESSMENTS FOR FISCAL YEAR 2026-27 WITHIN AN EXISTING LANDSCAPE AND LIGHTING DISTRICT PURSUANT TO THE LANDSCAPING AND LIGHTING MAINTENANCE ACT OF 1972, APPOINTING THE ENGINEER OF WORK, AND ORDERING THE PREPARATION OF THE ENGINEER'S REPORT 4. Adopt a Resolution, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, DECLARING ITS INTENTION TO LEVY AND COLLECT ASSESSMENTS FOR LANDSCAPE AND LIGHTING MAINTENANCE DISTRICT NO. 1 FOR FISCAL YEAR 2026-27 AND APPROVING THE ENGINEER'S REPORT
FINAL ACCEPTANCE OF THE CITYWIDE ROOF REPLACEMENT PROJECT (PROJECT NO. 90.25018)
Summary: On June 10, 2025, the City Council awarded a contract to Southland Roofing, Incorporated (Southland) for the Citywide Roof Replacement Project. The project included the removal and replacement of roofing systems at City Hall, the City Yard, and the Youth Center, addressing facilities identified in the City's Facility Master Plan as requiring priority improvements due to aging conditions and recurring leaks. Southland performed the scope of work in compliance with the project plans and specifications and to the satisfaction of the Public Works Department. Staff is requesting the City Council declare final acceptance of the Citywide Roof Replacement Project for a final contract amount of $869,398.66 and to direct staff to record a notice of completion with the Los Angeles County Registrar Recorder's office and thereafter process the retention release on the contract. Strategic Plan Goal(s): Goal No. 4 Infrastructure: Maintain and improve the City's physical infrastructure, water system and recreational spaces Goal No. 5 High-Functioning Government: Strengthen internal communication, recruitment, retention, systems, and processes to increase the effectiveness and efficiency of the City services. Recommendation: 1. Accept the work in conformance with the plans and specifications for the Citywide Roof Replacement Project in accordance with the contract entered into between Southland Roofing Incorporated, and the City of Signal Hill, and authorize the City Manager to execute the Notice of Completion; and 2. Direct staff to record the notice of completion with the Los Angeles County Registrar Recorder's office.
SCHEDULE OF INVESTMENTS AND MONTHLY TRANSACTION REPORT
Summary: The Schedule of Investments is a listing of funds invested for both the City and the Successor Agency to the former Signal Hill Redevelopment Agency as of the date shown in the report. The monthly transaction report provides a list of the changes in investments for the prior month. Strategic Goal(s): Goal No. 1 Financial Stability: Ensure the City's long-term financial stability and resilience. Recommendation: Receive and file.

Summary: The Warrant Register is a listing of all general disbursements recorded since the prior warrant register and are requested to be approved by the City Council. Recommendation: Authorize payment of the Warrant Registers presented May 26, 2026.
