Good evening, folks. Welcome to the Shannidora, Texas Council meeting for February 25, 2026. Look around and I see that everyone is here. So, we do have a quorum. The time is 6:11. We're going to stand and say the pledge of allegiance to both the the US flag and the Texas flag followed by a short invocation. I aliance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for alliance to the one state one and indivisible. Would anyone like to give us an invocation? I know we have several.

God, we pray right now that uh we be in this meeting in according to your will and your way. God, allow your Holy Spirit to shine down like never before. God, touch these uh leaders that you have presented here on this uh post and podium, God. God, that you would be able to help them to direct them and lead them and guide them, God, as they make decisions for the city, the surrounding areas. Citizens are invited to speak for three minutes on matters related to city government that relate to agenda or non-aggenda items. Speakers are asked to approach the podium and give their name and address before sharing their comments. [snorts] Have anyone signed up?
No one signed up. Okay. In that case, we're going to move on to item number six, introduction of new employees. So, this is Matthew Kirk and Matthew was born and raised in Southwest Houston, Texas in Alleaf. He entered law enforcement in 2016 and spent 10 years from the start of his career in Maha or as we locals uh pronounce it, Mahar, Texas. The majority of his career was spent on the streets in patrol and where the last five years were spent as a patrol sergeant in Mahar Texas. So when I found out he was from Ma Texas, if anybody knows me, I'm uh I went to high school in uh T Texas and we're neighbors. So I definitely was going to give him a ration when he came in and interviewed with me being that he's from her or was in her. So it was a it was a good good meeting. All right, let's swear you in.

Thank you, Chief. Keep them coming. Mhm. Sir, [clears throat] we're going to move on to item number seven, presentation of the monthly capital project report. Okay. R, would you like to tell us where we're at with the Tamina widening because the sediment removal has dependencies and
Yeah. No, definitely. Um, for the um road widening, we're waiting on the county. Um, so we uh had a preliminary design few years ago just to replace that road with asphalt. We want to do concrete, but we're still in conversation with the county with Commissioner Gray to help us on that project. Uh there's been several meetings about that. So hopefully uh soon. We don't have a date set up for for that project yet, but uh it's it's on the county to help us with that project. And same for the sediment removal. We don't want to do anything for that project because it's very dependent on the on the replacement of that uh time road.
Yeah. There was one that I always wanted to do the sediment removal. It's like darn it's got to wait. [laughter] Got to wait. Yep. All right. Um little early for the Shannondoa Park asphalt replacement design 10%. Yep. hopefully uh completion of for the design in July of this year and start that project in construction in probably August or late September. I'll see it.
Okay. So, moving on then the then Shannidoa East Park drainage now that we know that it's still Sam Moon Group that is [laughter] that is uh that we're dealing with on that. I wasn't sure if they hadn't sold to somebody else yet. Um, so that project is still on hold pending uh a review. Redevelopment zone project awarded to Coastline Rail Engineering January 14th. Construction should be starting soon. Is there like a a mobilization meeting or
Yeah. So, we already had a pre-construction meeting with the contractor. Everything has been surveyed out there. So, it's a matter of days. probably next week or by maybe by the end of this week you'll see some action there. Okay, we're going to finally get to the David Memorial Tamina intersection improvement. So, bids received and the project will go for approval. Well, is it's on the agenda then. It's got to be, right? Yeah. Project is already approved. It's been awarded to Roma Construction. Um, so yeah, it's also a matter of uh a couple weeks to moition in there as well. Okay.
The IDC bill kind of went over that. I'd like to get like a timeline of what's left, whatever the line items are that we got to work on and dates that we're looking for to get these things done. These are all fi the final reviews and so they they will be brought to council like I say in three or four pieces as PNZ each month does it
we can put them on a calendar so we can track them. Okay. I45 intersection improvements and the southbound U-turn u construction plan for fourth quarter. BL got the uh the U-turn built in there. So, thanks John for saving us that $750,000. And I think I can finally get rid of this line about the fiber cabinet, right? It's kind of Yes. It's not going to be It's all taken care of. All right. All right. Wastewater treatment plant. That's 99% 98. Just in time for the kickoff meeting for the next one.
We're almost done. We're on the finish line for that project. It's been a long project, big one for the city to get those um that rehab on on our wastewater treatment plan. Much needed. We're almost there. Yeah. Okay. County ARPA, we're still waiting on the PUC confirmation letter. So, we have I think I think we have that. Yes, we got it now. Okay. Yay. um [laughter] and we have sufficient funding to complete the project.
So, as stated, there are some um funding differentials that we're working through um with our current contracts and we are in discussions with the county for the additional funding that might may be needed.
Okay. Kind of new to the list was the PID David Memorial roadway connections. So, these are almost done with design and looking towards second quarter to get them done. So, good. I know they're in good shape once BL has them. If I had to wait for Sam Moon, I don't know. Any questions? All right, that's it. That's it. Thank you. Thank you. [clears throat and cough] Going to move on to item number eight, presentation of the 2024 2025 annual comprehensive financial report.
Council Lewis Breed Love with Brooks Watson is here to present that. Mr. Breed Love. Oh yeah. do that. Sorry about that.
Uh good evening, council. Uh my name is Louis Brelove, senior audit manager at Brooks Watson. I had the pleasure of conducting the annual audit for the city of Shannondoa's 2425 fiscal year. uh in front of you, you should have a bound copy of the audit report uh as well inside the front cover of that report is uh the presentation printed out for you uh for reference as well as two letters that accompany that report. Uh so I will be utilizing that PowerPoint presentation to go over the results of that audit. Um so first uh I do like to give a quick overview of the audit process uh just to kind of run through what's being done throughout the audit. So one we do perform the audit in accordance with generally accepted auditing standards. Uh so those standards require us to do a number of things in various phases. The first phase being the assessment phase. So um every year we look to see what kind of controls are in place anywhere where money is coming in or going out. We're evaluating the controls that are in place uh the processes the city has. Uh we obtain all policies and procedures that the city has uh documented already. We also have a a qu a detailed questionnaire over each of those areas to make sure that we have a good understanding of the steps that are taken throughout those processes. And then we sample test each of those areas as well to make sure that what we see happening in practice and function is consistent with what we expected to see based on those questionnaires, walkthroughs, policies and procedures. Um, so if there were anything from those that would result in some feedback on potential control concerns or issues there, we would communicate that to management at that time. Um, and thankfully had nothing to report on that front. Um, so then we do what's called a a risk based approach. So uh, within the financial statements, every financial statement line item has a different risk associated with it. Uh, and so those can change year to year depending on what's going on within the city. So we evaluate those annually and then what that does is drive the type of procedures that we perform, what level of detail we perform those procedures uh to ensure that we're
comfortable with the material accuracy of the financials and the amount of testing that's performed uh when it's all said and done. Um then we do compliance testing. So uh that would include public fund investment act requirements, bid requirements, uh all the um grants that you all may have. So which there were ARPA funds used and did trigger a single audit within 20 425 fiscal year. Um so the com that gives you an additional level of compliance requirements um an additional detailed level of testing over those grant funds. Um so uh so that was performed this year with clean clean audit result for that and then the the actual fieldwork phase. So that's uh what most people think of when we're doing the audit uh and tying the numbers out. So we're performing cuto off procedures uh over the balance sheet confirming with [snorts] third party wherever possible uh banks and outside uh sources that are able to confirm what we're seeing uh within the system. Um and then we're also testing the material accuracy of your revenues and your expenses uh throughout the financials as well to make sure that those are appropriately reflected. And once all audit procedures are performed and completed, we go it goes through a number of of review processes to ensure that not only did all audit procedures meet the requirements and are completed, but also that the reporting that we have for you this evening uh meets the requirements for the reporting and uh no additional note disclosures or anything of that nature are necessary to be added. Uh and then we have the completed result of the audit report that we have for you this evening. Uh next uh next just goes over the audit uh components within the report. So this is from front to back. There's first the auditor's opinion letter. That's our opinion over the financials. Um and as it relates to that, there are four possible opinion types that we as auditors are able to issue. Uh there's the unmodified opinion, a disclaimed opinion, a qualified opinion, or an adverse opinion. Um we do want to see an
unmodified opinion. That's what the city did receive. often referred to as a clean opinion. That's the highest level of assurance that we as auditors are able to provide. Um so happy to report a clean opinion. Uh next within the report is management discussion and analysis or the MDNA. And so that's going to give you some year-to-year comparison uh over the the [clears throat] transactions that happened this year versus last year. It also is going to hit on a lot of the more material aspects of your financial report such as budget activity, capital, debt, and things of that nature. Uh beyond that is your basic financial statements. So that's going to include your governmentwide full acral statements on the front end and then your fund level statements in the back uh behind that to uh which is typically your fund level statements is going to be more in line with what you all as council are used to seeing during your uh review of the finances for the city. And then behind that your notes to the financials and so those notes are going to give you a lot of detail as it relates to those financial numbers. So often times there will be a chart and a breakdown of what those numbers consists of or just uh information on how those numbers are derived from a from an accounting perspective and how they are to be considered. Um behind that is required supplementary information. So budget to actual reporting, TMRS reporting for pension and OPED and things of that nature and then other supplementary information behind that. Uh and then finally your statistical section. And so uh this is uh an uh an annual comprehensive financial report. So it has that added level of of uh transparency that's included in the statistical section. So it gives you up to 10 years of historical data. Um so the city's been doing that for couple year three years now. And so uh uh so some of the items are don't have full 10 years worth of data yet, but it the city's uh working to be able to get that full amount of data. So that way you have 10 years worth of data to look at
from a transparency standpoint. Uh next just uh real quickly want to hit on the financial highlights for for the city. So first the governmental funds uh these are uh presented as the major funds within the report uh and the fund balance year-over-year. So for general fund we saw an increase there in the fund balance of 320,000. Um I do have in uh in the next slide the budget data related to the general fund that we'll look at. Um debt service fund is uh decreased by 39,000 u keeping that that debt fund balance low on the lower on the debt service fund utilizing those funds for the debt service nec uh uh requirements. Um that Metro Park improvements uh not much of a change there. Slight decrease 65,000 that capital improvement fund uh those some funds coming in and out of there. So only an overall increase of 46,000 for the year uh leaving it at 2.1 million. Your hotel occupancy fund um it's doing a good job of utilizing those funds for tourism uh costs. So only an overall increase of 112,000 from the previous year. And then other major non- major funds that's going to be all your other uh funds that do not meet the requirement to be presented at the front of the report. They there is a detailed breakdown of those uh funds in the back. Those are primarily the smaller special revenue funds. Uh so cons uh combined total overall increase in those funds of 15,000 from the previous year. So that's the overall changes for the financials compared to last. Uh next uh on uh slide five is the breakdown for your general fund. So first looking at your fund balance. Uh we always want to look to see uh the health of your fund balance. We uh the unrestricted portion of your fund balance for the general fund. Um some people will call it kind of consider it your reserve to see how how much do you have reserved for in comparison to how
the expenditures worked for that year. So when you're um comparing the expenditures for that for 2025 to your uh unrestricted fund balance, we want to see approximately how far into that next year would you be able to go uh assuming expenses are consistent in 26 uh fiscal year. Uh so uh the there's a target goal of having 50% or 180 days worth in reserve. Um, for 2024 it was 88%. Um, and 2025 it was 88% as well. It was like a point difference uh change from last year. So very consistent from last year. Did we did we not change the policy to 120? We haven't formally brought it back. We're doing a rever reserve study.
Might be a different number next year. [laughter]
Yeah. But I mean yeah 120. I mean really we we want to see a you know ideally on the low end 25% usually we recommend anywhere between 25 to 50 30% is a good range. So really like you guys are at 50 it's not uh wild to be there but [clears throat] it's good [snorts] to give yourself wiggle room as well. Um and so um the the minimum recommendation is like two months in reserves and uh I would say that's too low. Um so um 50% is on the on the higher end. Um, but also see plenty of that as well. So, not out of the question to keep it there, whatever you all decide, but definitely over 25% would be where you want to be. Um, and then as it relates to the budget results for the year, this is a summarized look at the of the budget. Uh, so, uh, you can see a detailed breakdown of that on the report on page 70 and 71. Uh but for revenues you had a positive budget variance compared to so your actuals came in 851,000 over what was budgeted. Um there was two primary drivers for that. So uh big piece of that was forertures that came in and that were collected during the year. Um around 500,000 or so I remember it being uh and then the other big piece was the uh investment income. So uh obviously budgeting conservatively on that piece and then came in higher than that by a good margin. So that was the primary driver for your positive variance there. Uh expenditures stayed in under budget by 116,000 for the year. Um so things look good there. And then other sources and uses that's going to be u some of those nonrecurring type things and primarily transfers in transfers out type activity uh to and from other funds. Uh so that had a negative variance there. Um more was transferred out than originally planned but uh by 257,000 overall total uh variance. Um but your overall net positive change and comparing your actual budgeted for
710,000. So very healthy budget. You know revenues is kind of hard hard to nail down and anticipate expenditures like uh also difficult to to to plan for but um anytime you can stay under expenditures budget that's what we're looking for and uh able being able to do that without even having to do a budget amendment for the year is uh fantastic. So a good good healthy budget. Um next uh this is the financial highlights for your proprietary funds. So this is going to be your utility fund or these operate and are considered business type funds and so they do operate differently than your governmental funds and we review those and examine those differently to make sure that they're uh in good shape. So uh we always look to see first are they self- sustaining and we do that by looking at the operating income or potential loss within the operations. Um and for 2025 the utility fund did have a net operating income of 1.2 million. Um so healthy position to be in on the operating side. And then after operating activity there's non-operating transactions uh that occur and that resulted in a overall positive increase uh change in net position of uh 9.8 million. So there were some capital contributions that were received during the year and some other things like that that caused that overall increase um compared to the operating side. And then a breakdown of your utility funds net position. So overall total net position um is 31.6 million for 2025. The bulk of that um which is uh most common in a utility fund is going to be related to your capital infrastructure. So that net investment in capital assets is that figure making up the majority of it at 30.7 million. Then the remaining portion of your net position consists of a restricted portion uh that is required to be there from Texas Water [clears throat] Development Board for 430,000 and then the remaining unrestricted portion of 510,000. Um so
utility funds looking great. Um no concerns noted there. And then next communication letters. So there are two letters that are required to be pres uh uh issued with the audit report and the first being the communication with those charged with governance. So there's a lot of required communication in that letter uh as it pertains to management's responsibility uh over the audit, our responsibility as the auditor over the audit. Um there's some key uh items that are always included in there that I like to point out. Um uh one is that audit was conducted in compliance with all ethics requirements as it relates to independence. uh two we didn't have any difficulty encountered when working with management and then three the audit adjustments that were identified were corrected by management. Uh in the in the back of that there are adj uh the list of audit adjustments that were necessary all of which were considered the normal year end type adjustments uh none of which were like error corrections or anything of that nature. So nothing of concern that was flagged there. Uh and then the second letter is communication regarding internal controls. And so that letter would give you a breakdown of any concerns we had over potential control concerns or uh anything uh of the like. Uh so there there were two items that were uh considered minor items that were re recommended. One uh just being related to journal entries were typically want to try to keep that number down. There were a little more than uh we would like to there to be but really it's in pretty good shape. Uh but it required communication there. And then the other being related to bid requirements. U so the state at back in September said hey uh local government code now says that bid requirements are only needed uh if it's 100,000 or or more rather than the 50,000 that has been for 15 plus years. And so uh I know I think that's been mentioned to you all. You may have that may sound familiar. Um and I believe that was that
going to be or recently approved. So yeah. So already addressed. So the items that were brought to to management's attention are already being fully handled. So there were uh nothing new or extra to report there. So that's always uh good from our we we we don't get excited about adding extra comments to a letter. So it was exciting to see. Uh but with that open up to any questions you might have.
I do have a question. Um it says here in your letter that you um apparently did find some uh issue with the way they were we were recording improper revenue recognition is what you call it. Is that a just journal entry mclassification?
So that's a new required aspect of that letter. that was effective uh this past year that uh it requires us to communicate any potential uh risk and so there's always a risk of management override and there's always a risk of improper revenue recognition. So those are two that we include in that letter not to indicate that we identified issues on how things are being done but more that the risk exists. And so just below that in the letter, it indicates that there are procedures that we do to to help identify the potential issues with that and to get comfortable with those risks. So those are existing risks at every city. So that's not a a unique item for Shannidoa. Okay. Thanks.

Uh mayor and council seeing agenda packet. This is a routine um item to approve purchases from the restricted equipment uh replacement fund. As you'll see on that chart there is that the police department is requesting four handheld radios. The radios that they're looking to replace are older. Um, and we did add an additional officer um, uh, to fill the vacancies. So, to get those radios up to date, um, that's what the request is for. So, the total price for that is just shy of 24,000. There is enough um in that um contribution for mo uh handheld radios and there's also enough in the overall um police department's equipment placement fund balance if you follow that chart through.

But with Chief, these radios, the the four that you got in, I say that you got a $900 off of the new price for sending them in. What triggers you sending them in? Is there a is it end?
Sure. So So we have So McGomery [clears throat] County is is updating the radio system. Um once they do that, we have to slowly progress into that new radio system. Uh these are older radios. They've been around for many many years and so they're they're due for it anyway. I was just trying to figure out when you when you would normally replace them where they when the knobs are coming off and stuff like that. They just don't charge anymore. That's all I wanted to know. Right. Yes, sir. Any additional discussion? If not, all in favor say I. I. I.
Opposed. Motion carries. Item 11, discussion and possible action regarding change order number three for the Tina West water and sanitary utilities project.
Hearing council. This is change order number three. As you mentioned, uh this change order is really split in two items. one is the adjustment of quantities that we did throughout the project and also the other section is the railroad um changes that we had to do um before also I want to mention that this project is basically pretty much complete. We finished all the items on the west side and also on the northeast side. So this is just a cleanup change order for the project. Uh the change order prize is for $246,665. Um, and also the last item is an extension of services to Macan Street as well. Um, so I hate the change work cuz uh, LA did a great job designing this. We send this uh this sign to uh, Union Pacific. They reviewed it. They agree with the design and whenever we were in construction already doing the board pits, they changed the design on us. And once you start working on the on the railroad, you cannot stop. You need to keep working and finish the work as soon as possible. So basically double our work, double our materials. And that's that's why we see those high prices for inspection and the overrun of quantities as well. Um let me know if you have any questions on this.
This is still ARPA money, right? Yes, it is still our money. Uh Lisa can give you an update. She's had uh very good conversations with the counties to hopefully get help for all these additional charges that we're going to see at the very end of time as well. So Lisa, you're going to be the bulldog and you're going to go get that money for us because Yes. We promised our taxpayers it wouldn't come out of their pockets.
Exactly. So we're we're we're working through those. U there are a few projects that haven't started the southeast side or southwest uh water lines. So, we're still working. There's still contracts going on. So, there's still some cash allowance and, you know, still remaining. So, we're trying to get a pinpoint number as we're going along. Things do change. So, yeah. When we started out, it sure felt like a lot of money, but none of us were expecting all that Biden inflation. Exactly. And then railroad obviously. I would say the inflation more so than [laughter] Yeah. All right. Can I get a motion? So moved. Second. A motion to approve by Congressman Bro, seconded by Councilman Pard.
Any additional comments or discussion? Yes. Uh Ro, I when I was reading through this, I was just wondering if you could elaborate on quantities and that's for folks that might not understand that. And two, um this is the again this is the third change order. So it's roughly 60 16% um up on budgeted. So you know does the staff anticipate any that y'all are aware of other than the railroad company?
No definitely a good question. Uh on on your first question basically extension of utilities is basically means additional piping on linear fetal piping valves fittings uh for water and sewer lines uh as well as a force man that was needed to be extended. Same for a casing that was needed to be uh encasing the water line in force lane force main that's going to be under the railroad track. That's basically the overrun of quantities. That's what it means. Got it. Um yeah, if there's no more discussion, all in favor say I. I. I.
Opposed? Motion carries. Item 12, discussion of possible action to adopt the following ordinance. An ordinance of the city of Shannidoa, Texas, requiring detention retention pond design and regulating detention retention maintenance.
So, surprisingly, we've never had a detention pond ordinance in the city. Uh we've worked with Bill, Joseph, and myself to put this ordinance together. Uh so basically it's going to be protecting the city uh for uh basically so we can be able to enforce the design conditions of uh detention ponds, private detention ponds also make sure we can uh account make sure those um private detention posts to make them accountable for their maintenance of those ponds. Uh a good detention pond well-maintained will help flooding mitigate flooding in the city. So that's why we need to have this ordinance to make to make sure we can enforce those maintenance requirements. Um so just an example that we had recently, I don't know if you all remember the issue that we had on David Memorial with the Home Depot detention pond. They were not maintaining those uh pumps. So what caused what happened is that those pumps failed and nobody took care of them and flooded David Memorial. we couldn't do really do much because those p I mean the pond is private with this um ordinance we'll be able to enforce that maintenance and make sure they're accountable for
as I understand we just recently figured out who that pond belongs to. Yes sir. After thinking it belonged to someone actually belongs to someone else. Correct. And that's the Howard Hughes. Yes sir. [snorts] All right. Can I I move that we approve this ordinance. A motion to approve the ordinance by Councilman Pard. I'll second. Seconded by Councilman Robinson. Any additional discussion? My only question I had was is this is going to apply to all existing or just new? Both.
Both existing and and new ones. How many uh private ponds do we have within the city? I do not know the answer for that. I mean, we have HOA ponds. We have also Okay. hotel ponds. Uh also businesses that have extension ponds. I don't have a number, but it's a few of them. Yeah. Okay. The only one that I know of would be not Tuscany. Oh, yeah.
Yeah. There. So, a question to the city attorney because of the question that was asked about application to those that are already existing. Should the ordinance be a little more specific about that [clears throat] or is it specific enough to not just infer but there's no confusion that this applies? Well, there's no confusion that it it will apply and the the existing detention ponds uh are grandfathered in on design, but in terms of maintenance to make sure that they're function question I was getting to. Yes. Thank you.

Item number 13, presentation and public hearing uh possible uh for variance to allow reduction of the required landscape buffer along the east and west property lines for the commercial reserves uh going to be listed uh below. Jackie.
Uh yes, mayor and councel. The three reserves listed on the agenda and in the report uh pertain to what is commonly known as the days in site, the Kasmadina location, and the vacant green space just north of the hotel. The property owner is uh looking to redevelop that site. And it's important to note that it is uh proposed to be two singlestory commercial properties or uh buildings on that location. um to be able to redevelopment [clears throat] to redevelop the site um and uh draw in tenants, he's having to increase the parking uh requirement. And so therefore, he is asking for a reduction on the required landscaping for the property. And uh as pointed out in the agenda pack, what is being requested is the property would be required along I45 to have a 25- ft vegetation buffer and along the west property line along the residential area, a 35- ft vegetation buffer. In order to again maximize the parking, we are looking uh seeking a five foot vegetation buffer along I45 and a 20 foot vegetation buffer along that uh residential area. Just to kind of put it into perspective, the hotel currently sits about 10t off that property line, the building. So we would be gaining um talked earlier there's a storm line that's going in there for detention uh conveyance. Um but then we gain an additional 10 uh foot of green space um before parking hits and then the building setbacks. The uh planning and zoning commission reviewed this uh had some input from neighboring properties regarding some detention concerns that they were able to address. Um but their recommendation is to approve this variance uh with the requirement that there would be a construction of a masonry fence along
the residential property and adequate uh landscaping within that buffer um to ensure that those those neighboring properties are protected. How high is that fence? It'll be an 8 foot masonry solid masonary fence. Yeah. [clears throat]
Okay. We're going to open up the public hearings on um all three of these, but we're going to take them one at a time. Uh we're going to open up the public hearing at 652. 47 ID 47114 and uh keep 47130 providing for a penalty in the amount of $2,000 for violations thereof providing for providing severability and providing for an effective date. Can I get a motion? No. Uh Jackie, I I support this project and um but I want to make sure that the reduced u buffer area that's for the residential property. Uh particularly regarding the wall design, the lighting, the trash pickups in the back and also the landscaping. I I didn't see that highly addressed and I think you've alluded to it that that's really addressed in some other ordinances.
Correct. So the the the ordinance that's passing in in relation to this application specifically says that they will install the the masonary wall, the solid masonry wall across that property line to guarantee that the other items such as landscaping and lighting are all actually enforced through our landscape ordinance and our uh integrated development code with light overshing properties. And so uh there's no real need to quantify it in the ordinance because our other acting documents are going to ensure the protection to the neighboring properties. The dumpster we we've run into issues with this before in our commercial areas where they above residential and uh property management is happy to to work with us to make sure that those dumpsters aren't collected at odd hours. More of a a business time collection for those things. And so we'll that that will be something that will be discussed with with the property owner.
Great. Okay. Thank you. Is that is that technically a sound wall? No. Was there was there any consideration to making it 10t tall? There w the height not necessarily. PNZ did a study a sound study several months back and um there was no real benefit to a sound wall so to speak. Um the fencing is really just for visibility screening and then with the landscape addition in front of it to add additional anything to say about the difference between the 8ft and the 10ft fence for noise reduction or the the building itself is actually going to act as the noise reduction. Correct. Yeah. And that's what that that's what that sound survey um indicated. So and uh
and the building is how tall it's it's a single story so it's going to be restricted to 20 foot per our ordinance. Yeah. All right. Well, that'll be fine then. And you said that neighbors liked this plan. And what feedback did you get from neighbors behind them, from residents behind the
Yeah. So, our um our posting requirement required me to notify property owners within 200 feet. So, that entire residential strip plus um received notification of this application. I had a conversation with one property owner specifically um who had some concerns about draining um building up the the site which we were able to alleviate and Joseph did confirm that as part of the storm sewer project that's going in along that property there's going to be some open grates and so that'll significantly reduce the impact uh the current impact to the to those neighbors. Um aside from that that was the only conversation that we had. She was concerned about not wishing to have any late hour businesses in that area which is zone neighborhood neighborhood service zone. So I I had kind of indicated to her what planning and zoning and city council had had stance prior with res uh businesses that abut our area. And so she was she liked the idea of the 35 ft, but she conceded as long as there was a that permanent fence that she was I don't want to say the word okay, but she was agreeable to do it.
This is a huge improvement on uh what I consider the biggest blight area in the community. Um what is the timetable for this? Do you think the developer, the property owner is itching to move this forward? And so I if if design holds true to timeline, we would see some sort of large commercial movement uh like fourth quarter of this year, third to fourth quarter this year for demo of the existing property for the demo. Right. Correct. Yeah. Starting with demo. Okay. This is great news. This and and the new gas station there. Yeah.
Shows an improvement in the uh this whole redevelopment zone. So on so on the map that's like the existing alley that runs out to Shannondoa Drive, right? Correct. They own that that drive. Okay. The drainage for the redevelopment zone that's in the parking lot there. Right. My my understanding is this specific property, the drainage line is going to run along the fence line. So there's the 10t between the existing hotel and the residential fences. The design has it running in that 10 ft. So, um, that won't change, but it'll have some open grades there to That's good. Been a long time coming.

Uh our friends at Pluckers had asked uh that we amend that agreement because it seemed to go on forever and ever. and we reached an agreement uh with them that the pilot would end if they ever lost or turned in their certificate of occupancy. So if they're no longer doing business, they wouldn't have to pay a pilot. And so they have agreed to that and actually they've signed the agreement. It's just up to city council approval. So, councelor, you does this include a PDD number 14 being
it. It was part of that PDD all along. So, the PDD is not being created. It's No, no, no. It's not being created. No, I haven't looked at the numbers. No, no, no. You're good. And before I move forward with this, I really want to thank uh CM Charlie Rod and mayor for going with me to those long meetings with Lonear and GMA4. Um they're long but very informative and so thank you for that support and not letting me go there alone. Um so this is just an up an update like I said u for the letter of support for GMA14 Loneart to um continue the increase of pumping to 200,000 acre feet per year uh by 2080. Uh so uh you all know the significant increase of um so uh water demand that we have in the city that this is so it can be so we can be protected from those pumping limits. So this is us supporting the uh GMA14 and longer for this.
Um so what do we have in here? 200,000 acre feet and we're currently pumping 450 to 480,000 gallons. Yes. How does that convert into acre feet? Well, so this is not just for us. This is for the whole county. Yeah. I just want to be sure that we're not limiting oursel constraining ourselves. No, no, no. We actually uh with Lonear, we have a limit of 600 million. And you're correct. We're on the 450 range, 480 range. Um, so yeah, I looked at the back of the report.

I think overall it was a fantastic turnout. So looking forward, uh, one of the current things we have going on is we do have the scholarship open. Uh, so the link is on the main city web page. Uh, they can fill it all out online. It is for Shannondoa high school seniors only. So they have to reside here in Shannondoa. Uh, there can't be a scenario where I'll use myself as an example because my son lived with his mom over in Cyprus, but I live in Shannondoa. he was not eligible to apply when he graduated a couple years back. Uh but it is open to all Shannonoa seniors. So we're very excited about u the entries there. I think we've got two in already and and a couple more. Uh and I will note that uh it is open for people that have uh that have committed to a trade school as well. So we are um we are opening for that. Uh the next event we have coming on is in cohorts with public works. Uh which is our Arbor Day activity coming up on March the 7th. That's from 9:00 in the morning till 12. Uh we'll mostly just be providing snacks and and camaraderie there. Um but public works has a ton of stuff planned for that. I won't um rain on that parade if you guys are going to talk about that this evening. Um, and then the other one that I won't rain on too much is the safety expose coming up on March the 21st. Uh, that's 11 to two over at the stadium across the 45. 7 Club will be there as we always are serving uh food. We'll be doing hot dogs, pull pork sandwiches. I believe HB
will be there to help us out uh as well. And then our upcoming big event is Easter at the park, which will be that following Saturday on March the 28th. That'll be from 10 to 2 at the main park. Uh I think we've got 5,000 eggs uh ordered for that day. The Easter Bunny will be there. Uh we'll be doing uh just for reference, we'll be doing um Kona Ice for the safety expo and Sweet Swirl for the Easter egg uh Easter egg at the park uh event. So, lots of cool stuff coming up. Um, and then this is not really an update, but I do want to thank uh my finance team for a great audit. And it's not just my finance team, it's everyone. It's the front desk, it's Jen, it's Jackie, it's all our department heads that double check with me on every purchase they make typically. Um, and then also um, our admin assistants do all the procurement for their departments. Leslie, uh, Cara, Abby, they're all great. So, I just want to give them some recognition because the audit successful because of them. So

[clears throat] Um I wanted to talk uh just briefly about uh the traffic and um excuse me here have to write notes but uh last year uh the traffic analysis committee that was formed uh was formed to identify traffic concerns in Shannidoa Valley neighborhood particularly uh cut through traffic speeding and speed violations. Uh committee members uh shared their firsthand observations from various areas throughout the neighborhood. Each member uh just asked them simple question uh if there was no budget restriction uh what type of limitation without any limitations and you had all of the available trafficcoming technologies uh you could where would you put those or introduce them? Uh those responses were compiled and mapped across Shannidoa Valley neighborhood. That map became a baseline and just a baseline uh a starting point if you will uh for identifying priority areas and evaluating potential solutions uh for the traffic in Shannido Valley moving forward from here. The intent is to move forward in a deliberate phase manner. Uh we'd begin by focusing on entrance points first of all and then expand to identify other areas within the valley where we think we want to introduce something and then eventually the uh final one if we were going to introduce any speed humps throughout the valley that would not take place without substantial inter interface with the residents and
we'd have multiple multiple meetings including uh you know a town hall type if you would. Let me ask you let me interrupt you briefly. Let me ask you would you like to have more time for this to be a discussion item on the on an ag future agenda? Absolutely. cuz it seems like it it it's it's going to require some some some discussion and more information so the public is aware as to what your committee is doing on this and we well entertain a motion to to to put this on on the next agenda. I would love for that to occur. I'll second.

[laughter] One of the reasons I was asking you, Chief, was because I've had some residents ask me about the traffic study and what we're doing to reduce um uh violation speeders in the market. And uh I noticed on your report this month that we had 99 uh violations in in the valley uh in Shannondoa in January, which is up significantly over any prior months before. Uh and I'm suggesting that that is your uh attempt to reduce violations before we complete the traffic study and get all the information out to the customers to the the residents.
Um somewhat it is most definitely. But uh part of it is is we're getting full up and so being that we have more people on we're be able to address issues such as this. So So how how how fully staffed are you or are you fully staffed?
So at at this point in time we will be fully staffed except for the detective position and so patrol right at this point in time is fully staffed. Okay. I have uh one other question on this report. Um sorry I didn't ask you about it to research it ahead of time. Uh but I did have um u a citizen inquire of me about uh the criminal activity in uh January uh how much of the criminal activity uh in your report you had 44 criminal um uh incidents. How many of them were in in Tamina or is Tamina involved in that report? So we have an interlocal agreement with McGomery County of course to assist them in any calls and so being that we're so such a close proximity to Tamina a lot of times we respond to calls in that area but typically we don't take reports in that area unless there's just not a unit from Montgomery County available. So we don't typically take reports back there.

Also on this report I saw some information um from our u CBB uh team and for the first time in many months I saw an inc see an uptick or an increase in hot taxes in our market. the first time in several months. Uh, which is encouraging. Um, I also see that that team has really been working to put together videos and um, venues that we have put on our site to promote our restaurants and our hotels. And I just wanted to point that out that John and Billy are doing an outstanding job uh to promote this city and I see it everywhere and I hope everybody else is seeing it everywhere you go especially on social media that we are we are we are out there. Um and and u it's going to pay big. It's already paying dividends and it's going to pay even more as they their momentum picks up. But thank you very much, John. Uh yes, sir. I attended the economic outlook conference. uh our president or chairman of our planning and zoning commission attended as well. A lot of great things are happening. One of the most exciting things they talked about I thought was the new Texas exchange stock exchange that will be opening very shortly. We'll be located in Dallas, which made sense because that's where the Federal Reserve Bank is. Some really interesting things are happening. Uh they were really being stingy with these. So, um, but now that it's over with, I probably have a supply left and I'm going to give this to the city secretary and perhaps they can acquire some more of them just so that all of you can have one. Really would encourage uh us attending those events like that because there's just so much good information that uh is shared with the community and with the attendees. And and I want to thank uh Councilman Summerland for bringing forward the uh issue with the traffic uh because I did talk to a couple of folks reach who reached out to me uh from Holly Hill and I was really not aware of how impacted they are by that connection to research forest. Uh, I wound up speaking with some folks who live north of that intersection. And so I sat up over there myself just to watch [clears throat] for a while and it was amazing how fast the people are coming up Holly Hill northbound when they make that turn off of Research Forest. And in my conversation, I just just to let you know that there seemed to be a lot of support for using tools to assist our police. Um, speed reducers was a was a conversation that we were having and I don't know why we just don't go ahead and try it and try a few things out there. I think the people will support it and I'm glad to see that we're going
to have this on the agenda for a future discussion. Thank you. That's all I have. And to follow up on that, today we had a meeting with a with a vendor who uh and we discussed part of the the equipment that would be uh uh beneficial to to monitor those you know the traffic flow especially around Holly Hill and that'll be part of your presentation. Uh all what I have is uh I want to I want to uh compliment uh community impact for the for the article that they put put in here front cover and in the middle uh cover about uh our Tamina project and that's awesome. And this is awesome. This is something that we everybody in the city should be proud of participating in this cuz we we did this not because we wanted votes from up here in on the deis. We did this bec because it's simply the right thing to do.
And here we're going to wind up this project here and and I got to get a promise from these guys over here from bl before August 30. Right. [laughter] Right. Right. October 30. October 30. No, I thought the fiscal year end starts uh October one is our fiscal year. October one, right? So, it's got to be done by then. So, um ARPA requires Halloween, but the county has some other deadline. So, yeah.
Yeah. So, I just want to I just bring that up because this is something that we we should be proud of doing for for a community, a neighboring community who who needed this and has been waiting for this for before I've been sitting here. Uh certainly 18 years of in discussion and if it hadn't been for that offer funding that came through that uh this wouldn't have started. So this is something that to look forward to and it's going to be done by this year. Um did you have did you want to say something sir?
