Town Board - Regular Meeting

We're going to call the meeting to order tonight. Uh to begin with, we have the pledge of allegiance. To the flag of the United States of America and to the republic for it stands one indivisible and justice for all.

All right. to to start with the public comments uh are open regarding agenda items only. Do we have anybody that would like to come up? Just in time. Dale, you're on for the highway to report. Good evening. Good evening. The weather is improving. I hope the department has been making water meter repairs. More meters have been ordered. Plow equipment has been removed. Staff working on cleaning, repairing, and painting. Salters. Salters have been washed, sprayed with fluid film. Began mowing the fire halls, parks, and vaults. responded to a tree down on 418. Hauled stone for the village. Hauled millings for the village. Have been hauling black top for the village. Cleaned the courtyard. Turned on the water, installed garbage cans, and placed water jugs at the spots. Repaired driveways at Mount Pleasant. milled out water works road from 31A to Sanderson Road to be paved at a later date. The schedule has not been

determined. We identified several issues with sink holes on Martin Road, Creek Road, drainage issues on Waterworks Edwards to be addressed soon. helped the village in repairing Butts Park driveway, hoping to work with them to fix a drainage issue there. Would like to inform you we have not forgotten about addressing the winter damage. Cemetery grave repair. The weather seems to be turning around from the rain stage to warmer and drier. It will be accomplished like we do every year. Sent out 20 pallets of e-waste yesterday. mortise stack. Thank you.

Okay. And then there was um also in the water districts there's a national grid bill. That is that what you were telling me the other day about the pumps in the vaults. There are some some pumps in some vaults. There are dehumidifiers and some heaters. Not everyone. Okay. Um, there was also some crushed stone from Berry Crush. Where are we? Where do we use that? Uh there were 20 there are 25 total homes on the market. 17 out of those 25 have sales pending. Two homes sold in the month of April. Seven new homes went on the market. Residents began receiving their reassessment letters in midappril. I have met with 68 residents from the town of Shelby and 97 residents from the town of Ridgeway prior to the release of the tenative role. I will continue meeting with residents for their scheduled appointments through grievance day. The town of Shelby's grievance day will be held on May 27th from 12:00 p.m. to 8:00 p.m. for anyone that wants to set up a grievance, please. And I think that we have some more information on that at in the office and uh online about uh being able to file a grievance. The planning board report for the for May is the the planning board meeting was cancelled. Dan was not able to attend tonight but gave us a report for April. He worked 4 days, 32 hours, and he took six vacation days. Uh year-to- date building permits are eight. Uh he's working on property maintenance violations, including uncut

opposed. Now we can move on to the resolution authorizing the supervisor to endorse the MRV proposal for grant submission. Uh we have that proposal. uh they cannot in in talking with uh the folks at municipal solutions who are going to apply for the grant and talking to the people at MRB. Uh there's no endorsement of that proposal because the work can't begin until the grant has been applied for and achieved. So uh at this point we're waiting for two other elements to come into play. Um, we need a letter from the attorney and from our accountant so that we can add those to the grant proposal. Uh, and once we have those, we'll get those submitted. And once we get the um grant, which there's one, it's a a non-competitive grant and it gives out every month. Uh once we have that, I can endorse the proposal for that and then they can begin working immediately. uh and in talking to them hopefully with the information that they already have between what um the attorneys have done in the past and what the uh accountants have done. We should be able to come up with some interim rate based on u the supply of two of water from two different sources at two different prices. I'm hoping that after we get the grant we can have that within 30 to 60 days. So, we'll stay on top of it and move it as quickly as we can.

After our discussions uh in the workshop, I'm proposing a resolution to maintain the current cemetery rates as follow plots at 550, internment for adult at 550, internment for a child 325, cremation for 325, reinterment in the town 550. And it was the desire to eliminate the additional charge for Saturday burials. Can I have a motion, please? So moved. Do I have a second?

I opposed. At this point, the next item on the agenda is a resolution to adopt the local law one, the code of ethics. Um, on the advice of the attorney, I have recused myself. I will be stepping back for the moment. Uh, and let the board proceed with that. And if you would just let me know when I can come back. Okay, we're going to take a vote on the uh looking for the resolution so we can take a vote on adoption of the local law one uh revisions of the code of ethics. So just for purposes of the record, um the adoption of this particular local law would be considered a type two action under the New York State Environmental Quality Review Act because it is a routine or continuing agency administration and or for routine or continuing agency admin. administration and management with respect to uh the town's existing code of ethics. So, recently my husband passed away and was buried at Milville Cemetery. For five months, his grave has been neglected. I have pictures here I love to show the board. It was like this for 5 months. Plants and flowers from when he was buried in December. But the end of April, I got sick of looking at it. I did it myself. And that's which I'm sorry, which cemetery did you say again? Milville. Okay.

But if you notice this neighbor's grave, Kitty corner behind my husband's grave that has been maintained for past five months. My husband's gra I don't know what's going to be done about it. Am I going to have to take care of it myself to keep it up and looking nice?

Um, certainly not. I certainly will follow up on it with uh uh we do have somebody that uh Don Lan has a stipen and I will certainly speak to him uh about the situation and we'll see. Go ahead. I I No. Well, the reason why I'm bringing this up, and I think it's a personal matter, my nephews went to go get the plot with Don. Don sat there and belittled my husband in front of his nephews, not even 24 hours after my husband passed. Inappropriate talk. I

So, I think this is personal and this is why I'm here today. Okay. Um the board certainly apologizes to to you and we certainly will get Thank you to the bottom of it. Thank you very much. I think everyone here on the board had a great deal of respect absolutely for your husband. Um I don't think I'm embarrassed for the town. It's one bad apple that rotten so much, you know. And I'm sorry that you've had to stand up here and um Well, I'm here to advise something. Absolutely. But you shouldn't have gotten to this point is all. No, you're right. So, um made a note.
