7:39 – 8:24Speaker 1

Any questions for the board? Just one quick one, Dale. Is the state going to replace the cart at the end of water works there with a water continuing is a hazard? Do you know there's no culvert that goes under the road there? Yeah. Isn't there there's a DI on the east side. Calbert's all right. I think we have to channel it to the DI when we pave it. Okay. Cuz it it seems like it runs across it awful. Yeah. All right. Anyone else? As long as Dale is standing up here.

8:22 – 8:58Speaker 1

Get this. Okay. Sorry. Um Dale, on the water invoices, there was something from Jennese County for blue water valve signs. Yeah. Where do they go? On the post at the water bells around the whole town. They weren't specifically bought for any one area. No. Okay. And and is that something they're doing now or have done already or they're just for the year for your inventory? Uh some will be going out soon, some for for inventory.

8:55 – 9:39Speaker 1

Okay. And then there was um also in the water districts there's a national grid bill. That is that what you were telling me the other day about the pumps in the vaults. There are some some pumps in some vaults. There are dehumidifiers and some heaters. Not everyone. Okay. Um, there was also some crushed stone from Berry Crush. Where are we? Where do we use that? Is that for the roads that you're redoing? I would have to see the ticket. What size was it? 58. 5/8 pressure.

9:37 – 10:16Speaker 1

Crusher run. Um, I believe it was probably put in inventory for our cold pave mix for mixture. Okay. Um, oh, there was a Napa bill for a wing mirror for the 2026. Mhm. Is that because it doesn't come with one or

10:12 – 10:34Speaker 1

It is something that we do on our own so the driver can sit and look at a particular particular spot and see everything down along the wing. Okay. So for safety, it's an add-on. Okay. Right. That's it for me,

10:37 – 12:35Speaker 1

Dale. Thank you. Thank you for the assessor's report. Julie was unable to attend tonight. Um so I'll read off what she sent. Uh there were 20 there are 25 total homes on the market. 17 out of those 25 have sales pending. Two homes sold in the month of April. Seven new homes went on the market. Residents began receiving their reassessment letters in midappril. I have met with 68 residents from the town of Shelby and 97 residents from the town of Ridgeway prior to the release of the tenative role. I will continue meeting with residents for their scheduled appointments through grievance day. The town of Shelby's grievance day will be held on May 27th from 12:00 p.m. to 8:00 p.m. for anyone that wants to set up a grievance, please. And I think that we have some more information on that at in the office and uh online about uh being able to file a grievance. The planning board report for the for May is the the planning board meeting was cancelled. Dan was not able to attend tonight but gave us a report for April. He worked 4 days, 32 hours, and he took six vacation days. Uh year-to- date building permits are eight. Uh he's working on property maintenance violations, including uncut

12:31 – 13:15Speaker 1

grass. Uh and that's it for the report for the code enforcement officer. Any report from zoning? Thank you. work through the resolutions. Uh resolution to approve the town clerk monthly report for April. Do I have a motion? So moved. Second. Second. All in favor? I.

13:12 – 13:56Speaker 1

All opposed. Resolution to approve the public hearing minutes for the code of ethics on April 14th. Do I have a motion for that? So move. Second. Second. All in favor? I I opposed. Resolution to approve the town board meeting minutes for April 14th. Can I have a motion? So moved. Second.

13:55 – 14:40Speaker 1

Second. All in favor? I I opposed. Resolution to approve to pay the claims against the town. Do I have a motion? So moved. A second. Second. All in favor? I I opposed. And a little information on the next one. The resolution authorizing the supervisor to endorse the MRB proposal for grant submission. We've w looked through.

14:37 – 15:10Speaker 1

You skipped the supervisor. No, I thought I just supervisor report. Sorry. Thank you. Resolution to approve the supervisor's report. Can I have a motion, please? So moved. Second. I'll second. All in favor? Can I just ask a question first? Sure. So, the water account looks like it has a pretty decent balance. Yeah. That's not in your class. Is there should we think about moving some of

15:09 – 15:36Speaker 1

Yeah, I've talked to Margaret about that and talked to Jack actually John Candler and we make a decision to move almost all of it. There's some question about leaving some behind. I want to clarify that. We'll be seeing Margaret tomorrow. Okay. And then we can move that in the class. Okay. All in favor? I I

15:33 – 17:22Speaker 1

opposed. Now we can move on to the resolution authorizing the supervisor to endorse the MRV proposal for grant submission. Uh we have that proposal. uh they cannot in in talking with uh the folks at municipal solutions who are going to apply for the grant and talking to the people at MRB. Uh there's no endorsement of that proposal because the work can't begin until the grant has been applied for and achieved. So uh at this point we're waiting for two other elements to come into play. Um, we need a letter from the attorney and from our accountant so that we can add those to the grant proposal. Uh, and once we have those, we'll get those submitted. And once we get the um grant, which there's one, it's a a non-competitive grant and it gives out every month. Uh once we have that, I can endorse the proposal for that and then they can begin working immediately. uh and in talking to them hopefully with the information that they already have between what um the attorneys have done in the past and what the uh accountants have done. We should be able to come up with some interim rate based on u the supply of two of water from two different sources at two different prices. I'm hoping that after we get the grant we can have that within 30 to 60 days. So, we'll stay on top of it and move it as quickly as we can.

17:21 – 17:51Speaker 1

Tim, yes. Can we I just asked Kathy, can we pass that resolution with the contingency that those two letters come in so that we don't have to wait until June? Saying authorize me to sign them once they come in. Yes. Oh, yeah. Okay. Sorry, I missed. That's what I'm looking for. Sorry. No, it's okay. All in Can I have a motion? So moved. I have a second. Second. All in favor? I

17:48 – 18:33Speaker 1

all opposed. After our discussions uh in the workshop, I'm proposing a resolution to maintain the current cemetery rates as follow plots at 550, internment for adult at 550, internment for a child 325, cremation for 325, reinterment in the town 550. And it was the desire to eliminate the additional charge for Saturday burials. Can I have a motion, please? So moved. Do I have a second?

18:32Speaker 1

Second. All in favor?

18:34 – 19:49Speaker 1

I opposed. At this point, the next item on the agenda is a resolution to adopt the local law one, the code of ethics. Um, on the advice of the attorney, I have recused myself. I will be stepping back for the moment. Uh, and let the board proceed with that. And if you would just let me know when I can come back. Okay, we're going to take a vote on the uh looking for the resolution so we can take a vote on adoption of the local law one uh revisions of the code of ethics. If I could have if I could have a motion. So moved in and in the second

19:50 – 21:06Speaker 1

Uh is there any discussion? So before you vote, I just want to say that um just give me a sec. Five different screens. So just for purposes of the record, um the adoption of this particular local law would be considered a type two action under the New York State Environmental Quality Review Act because it is a routine or continuing agency administration and or for routine or continuing agency admin. administration and management with respect to uh the town's existing code of ethics. Thank you. Any more any more comments? We'll take a now we'll take a vote on this. All in favor say I.

21:05 – 21:27Speaker 1

Roll call. Yeah. I would do a roll call vote. Yeah. Yeah. Roll call vote. Eddie, yes. Linda, yes. Larry, yes. John,

21:24 – 22:51Speaker 1

yes. Thank you. That's carried. this point. Uh, we'll open for board comments. I've got nothing.

22:48 – 23:00Speaker 1

Larry Pass for a second.

23:10 – 24:14Speaker 1

All set. Okay. Thank you. We're now open to public comments. If you would please come up to the mic. Hi, I'm Mary Lindellini, 11722 Harrison Road, Shelby, New York. So, recently my husband passed away and was buried at Milville Cemetery. For five months, his grave has been neglected. I have pictures here I love to show the board. It was like this for 5 months. Plants and flowers from when he was buried in December. But the end of April, I got sick of looking at it. I did it myself. And that's which I'm sorry, which cemetery did you say again? Milville. Okay.

24:11 – 24:39Speaker 1

But if you notice this neighbor's grave, Kitty corner behind my husband's grave that has been maintained for past five months. My husband's gra I don't know what's going to be done about it. Am I going to have to take care of it myself to keep it up and looking nice?

24:38 – 25:21Speaker 1

Um, certainly not. I certainly will follow up on it with uh uh we do have somebody that uh Don Lan has a stipen and I will certainly speak to him uh about the situation and we'll see. Go ahead. I I No. Well, the reason why I'm bringing this up, and I think it's a personal matter, my nephews went to go get the plot with Don. Don sat there and belittled my husband in front of his nephews, not even 24 hours after my husband passed. Inappropriate talk. I

25:20 – 26:04Speaker 1

So, I think this is personal and this is why I'm here today. Okay. Um the board certainly apologizes to to you and we certainly will get Thank you to the bottom of it. Thank you very much. I think everyone here on the board had a great deal of respect absolutely for your husband. Um I don't think I'm embarrassed for the town. It's one bad apple that rotten so much, you know. And I'm sorry that you've had to stand up here and um Well, I'm here to advise something. Absolutely. But you shouldn't have gotten to this point is all. No, you're right. So, um made a note. We'll get right on it.

26:03 – 26:33Speaker 1

Thank you, Jim. I appreciate that. Absolutely. Thank you for coming forward. Can I have a motion to close the meeting? So moved. You have a second. I'll second. All in favor?

26:31 – 26:59Speaker 1

I opposed. Motion carried. Thank you everyone for coming tonight. Is there something that I need? Darlene said there's a whole page that I need to make.
