2:32 – 3:050

Thank you. Move on to item three. Discussion vote to approve the minutes from the December 11th, 2025 meeting. We have a motion for that. I just back on the second. Okay. Any discussion on the minutes? Seeing none, all those in favor say I. Opposed? Carries. Move on to item four, public body comment. Public body comment.

3:05 – 5:030

Yes, sir. [clears throat] Yeah. Um, I I guess a lot of you folks have gotten this. I suppose all of you got this. Got to read it. Um, I think it's really funny that we have a lot of information here and it's all positive. I [clears throat] love that positive information and it makes you feel like a fool to even even think that to to vote against something like that. But um the reason I told you I don't know if you remember uh scientific evidence and things that you know information that you got I told you about that uh about the ice samples that was they go up to Greenland they bore holes in the ice and they it was all negated when they found glacier girl the World War II airplane under all this ice with hundreds of these supposed annual layers. After 30 years, they continue to push this narrative with the CO2. Well, I don't know if you ever heard of Dr. Kimmore. Dr. Kimori was a Japanese scientist. He decided to grow plants in a uh carbon dioxide rich environment. And this carbon dioxide rich environment, he filtered out the the UV rays. This crimp plant after 2 years grew 16 ft tall and produced 900 tomatoes. They took it to a shopping mall and it grew and grew and u then it produced 10,000 tomatoes. They had to build scaffold to hold up the branches. They took it to X485 and before that tomato plant died, it produced 15,000 tomatoes. So why why don't we hear this kind of things that this carbon dioxide propaganda is what pushes these windmills and these solar panels on? It's all BS. Actually, it's worse than this because you can actually use calendar for your garden. You can't use

5:00 – 6:590

this this stuff they're feeding us for nothing. And um [clears throat] so they give us they carbon dioxide. Does anybody have any idea how much carbon dioxide is in our our atmosphere? It's 0.06%. So that's just over uh just over a half a percent. And uh there's lots of people who like carbon dioxide. This guy Gregory Ritstone who's behind the CO2 coalition and he's telling how kids are being lied to in school and the whole the whole public is being lied to about this carbon dioxide. and uh Gregory Wright Stone and there's one of the guys from Greenpeace, believe this or not, he was in Greenpeace and he uh he left Greenpeace when this carbon dioxide cycle people came in on him, Patrick Moore. [clears throat] Um we have a teacher too, Sharon Camp, she was a teacher and she was banned for talking about carbon dioxide and and the scientific method. They don't use scientific method. They just want to tell you that carbon dioxide's bad, but carbon dioxide is not bad. It's it's essential in our in our system. Um, so did anybody get get the the email or hear about Governor Pritsker just signing the law? We're going to be paying $8 billion. Is it a year?$8 billion. I don't know all of it. $8 billion will be tacked on to our our bill uh our light bill. It's going to cost between 10 and 22% more for your electricity. This green energy is not green at all. The only thing that's green is the the dollars come from your wallet and going

6:56 – 7:240

into theirs. [clears throat] So, u everybody says, "Well, we can't fight this. We can't fight this. It's going to cost us too much money." Why does it not cost us why does it not cost us anything? Don't we have a we have a secretary of state lawyer, don't we? Why do we have to put up with this stuff? And you know, we have a dam and there was it was actually approved back in the '90s, wasn't it? The '9s or 2000

7:23 – 8:300

where they was going to put hydroelectric in this dam of ours. They didn't do it. Why do we have to spend our green dollars like everybody else does? Why Why can't we do our own damn? Now, I know there'd be a lots of pain with putting that in there. you know, the lake would be shut down probably. Who knows? Wires. Nobody want to see the wires coming out of the dam. But, uh, [snorts] I think this is a scam. And then not only that, like I said last time, I asked them guys why they can't take those generators off the top of those those mass and put a brand new one up there. Why do they just cut them down and let them fall? And they told me because the foundation is not strong enough. It's weak. The vibration and and the settling and they couldn't put another window up there. That tells you what longterm their long-term plans are. They ain't got no long-term plans. They're going to scam us out of money and our kids. We have to put a stop to this at some point. We can't keep putting up with this crap just because Pritsker says we have to. Thank you. [clears throat]

8:31 – 9:370

Public body comment. Public body comment. Public body comment. Okay. Move on to item five, the county highway engineers report. Discussion to vote to approve the following items. One, aggregate bid awards. Uh, which the bid sheet was included in your packet. Um, 1 A, county highway department aggregate bid. 1B, township aggregate bid award for individual townships. two um am I saying it wrong likely? bid bitchiness. Yeah, thank you that word. Thank you. Oil bid awards uh for county highway department and township uh township bid awards. Item three, award covert bid for county highway department. And item four, award the pub mill bid for the county highway department. I have a motion on these items, please. Mr. Morris, Miss Mlock on the second. Mr.

9:34 – 10:190

Thank you. Um, so these bids are for our materials for the 2026 years. 2026 year for my employees and everybody or for the townships as well to use. They're for seal coat, for aggregate, for covert replacements. They're for everything we need to generally do all our bar construction that we do in house. Um, so we did send these out to all suppliers that we can identify that we have used in the past and anybody who did reach out. And for each one of them, we did just accept the low bid for each one of them. So with that, I'd entertain any questions regarding these items.

10:15 – 10:500

Any questions for Mr. Tor? Okay. Any discussion on these items? Okay, see roll call vote, please. Brown, yes. Cole, yes. Edwards, yes. Grant, yes. Greg, yes. Hardy, yes. Matlock, yes. Mayhal, yes. Miller, yes. Mors, yes. Pritchard, yes. Stroll, yes. Cyford, yes. Waford, yes. Wallace, yes. Wood, yes. Motion passes unanimously.

10:49 – 11:340

Thank you. On item six, discussion and vote to approve the annual agreement with Sage. have a motion on this previous matter. Mr. [clears throat] Prinard, uh this is just an update and continuation for their statement of work. Um the agreement with Sikage who's doing our pre- audit services and then also uh was contracted to help us with um budget prep which turned out to be pretty helpful last year especially when it came to senator living. So any questions? seeming none. Roll call vote, please. Tim Brown, yes. Cole, yes. Edward, yes. Grant, yes. Greg, yes. Hardy, yes. Mattlock, yes. Mayh, yes.

11:34 – 11:470

Miller, yes. Morris, yes. Pritchard, yes. Stroll, yes. Cipher, yes. Wford, yes. Wallace, yes. Wood, yes. Motion passes unanimously.

11:44 – 13:420

Thank you. Um move on to item seven which is chairman updates and correspondence. Um in the vein of the audits I want to read an email that I received from um Mr. [clears throat] Porter and Marb Aemon. It says hi all. I can confirm that the fiscal year 2024 audit is in review process. We're on track to have the report written within the week of 112 with an estimated draft u draft date of 123. week from there, your team will have two weeks to review the draft and provide us with any necessary updates prior to finalization. We will likely have some additional requests arising from the first review process that will be sent over to your team the week of 15. And he just goes on to wish everybody happy holidays from there. So, uh, even though he says fiscal year 24, I'm pretty sure it's 23. Um, and I can also confirm that Sage has begun their pre-work for 24 and so it's a longer process on 23 with with two new firms, but they have be 24 collection of data as well. I'm sure that as well. So, um, and then the judge reached out to me yesterday and sent me some information today. um and she has worked closely with the sheriff on on this project. But in the the latter part of last year, we discussed and it was applied for a grant. I'm typing myself. Sorry about that. Um so there's a disability access grant uh that was available and throughout the state it was a $900,000 worth of um awards that could be placed. Shelby County did apply and received $40,000 uh for this to be used this year. Um this was in the planning process last

13:40 – 15:350

year in coordination with the sheriff and the judge and using u the contractor formative services to help us with the design and getting that process taken care of. So a lot of that was already in the works with anticipation that this would be granted. Um and the purpose of the grant uh specifically is the grants to be used to support the design project liaison to implement improvements to Shelby Countyy's courtroom B including removing the jury box lowering the witness stand to [clears throat] floor level reconfiguring the rail separating the public from the attorneys and adding public seating. So, um, now that this has been granted, the paperwork's submitted, the judge and sheriff will will coordinate with contractors to to see when that project can begin. So, I appreciate their their effort in getting this taken care of. Apart from that, let me have anything else. Okay. Move on to item eight, which is general appointments. Uh, we have the following Mr. Rob McCall and Pamela Fairbanks to be reappointed to the housing authority. Sean Conland reappointed to the Eastern Illinois Economic Development Association, Judy Wood to the Regional Office of Education, and Scott McKe to the zoning board of appeals. I have a motion on these, please. I have Mr. Greg, Miss Miller. Any questions or discussion on the appointments? Okay, seeing none, all those in favor say I. I. Any opposed? Ordinance pass. Item [snorts] nine, any old business. Okay. Seeing none, we want to item 10, which is payment of the claims. I have a motion to pay claims. Mr. Pritchard, Mr. Wallace on the second. Anybody from finance have anything to add? Yes, ma'am.

15:34 – 16:190

There is one claim that came from the treasur's office. uh she's been trying to remedy it for a couple of years now and she's working in combination with Ruth I think in the finance committee to try to get that squared away. She's made every attempt to try to get an answer and hasn't got it. So we're going to write a letter I think and try to get the company to come around with some more information. So with exception that I think everything else was fine. Any questions or anything else to add? Finance see none. Roll call vote please. Brown. Yes. Cole, yes. Edwards, yes. Grant, yes. Greg, yes. Hardy, [clears throat] yes. Matwalk, yes. Mayhal, yes. Miller, yes. Morris, yes. Pritchard, yes. Stroll, yes. Ciphford, yes. Wford, yes.

16:19 – 16:390

Wallace, yes. Wood, yes. Motion passes unanimously. Thank you. On item 11, public body comment. Public body comment. Public body comment. All right. Item 12. Take a motion to miss all.
