right now. Good evening. We're going to open our committee meetings at 601 uh tonight and our first committee is going to be parks and wreck with Councilman Morrow. I'm sorry. Parks and Rec. Yes, I am going to uh open parks and wreck at 602. I do not have anything in my folder. Perfect. Director Burger, do you have anything to share? Happy healthy new year, everyone. Thank you. Um, anyone on my committee have any questions, comments, concerns? File the concerns? This just you? No. Okay. Anyone on council?
Perfect. Um, with that being said, I will move to close parks and wreck 602. Second. Second. Thank you. Uh, roll call. Yes. Yes. We're out at 602. Okay. Thank you. We're not going to go to rules, ordinances, and ethics with Councilman Kelly. I'm going to open I'm going to open rules, ordinance, and ethics at 602. Um, does anyone have anything in the committee directors for me? No. Motion to adjurnn. Do I have a second? Elliot second. Kelly. Roll call.
Yes. Yes. Okay. Thank you. We're now going to go to planning and zoning. I'm gonna appoint uh council per uh council promp Castanzo to planning and zoning tonight due to the absence of councilman Snitzky and council person Kelly. I have nothing in my folder this evening. Does anybody else on the committee have anything for planning and zoning? I do not. Anybody else and councel or administration hearing? None. I'm on a motion to adjourn at 6:04 p.m. Do I have a second? Castanzo second. Roll call. Castanzo. Yes.
Curio. Yes. We're now going to go to finance and I have a couple things in the folder for finance. The first one is um storm water support services by the Kayak County Board of Health. Director Brighter, you want to speak on this? Yeah, this is uh um a five-year plan goes from 26 to 30. Um they do some u stream monitoring for us. Uh a couple other things um that's we've done in the past and it there's no charge to the city. So, just another 5-year deal. Anybody have any questions on this? Okay. Have a motion to put this on the agenda for the next meeting as an emergency. Do I have a second? Mar second. Roll call. Maro. Yes.
Castanzo. Yes. Curiosis. Yes. And then I have two things that we're going to add onto the agenda tonight. And director uh Frank is going to speak on these. The first one is ordinance number 60-2025. Uh ordinance to amend the appropriations. Director Frank. Yes, sir. President. So, this is just our cookie cutter end of the year moving levers and turning knobs to um pretty up the books for the uh IPA, Zepka, our auditors, and then of course the state of Ohio.
Anybody have any questions on this? Hearing none. Okay. I'm in a motion to put this on the agenda tonight uh as an emergency and wave the 24-hour rule. Do I have a second? Castanza second. Roll call. Castanza. Yes. Mar. Yes. Curiosis. Yes. And the second one is a resolution provide for transfers as needed basis resolution number 18-2025. Director Frank.
Thank you president. Uh thank you councel. Um, so this uh resolution is moving cash around within our funds. We need permission from council to be able to do this. And um, essentially the first item and the eighth item are cookie cutter things that pretty much happen every year. And then items two through seven are based on um what happened in 2025. So, uh, item two, um, that was to make our, um, 2023 road program whole. And then item 3, four, five, that was to make the 2025 road program whole in the capital fund. And we took money from uh the ROSE pro uh the 2011 fund for that portion of the program, the 223 fund and the 224 fund and uh moved it over to capital to pay the 2025 road program. And then a little little tiny money movement from the general fund to the tree fund to accommodate um some some tree plantings over the year. And then um if uh mayor wants to speak on uh number seven um that is based on what uh our mayor determined as a surplus in the general fund to move over to our capital fund. So
sure, Mr. President. Go on, Mayor.
I just speak to the whole resolution 18 2022 really quick. Um most of these items are boiler plates. It's a year end true up the council's voted on every year where we move um the money to the actual appropriation where it took place. So uh we had money in the capital fund for the various road programs and we move it to it was where it was actually expensed to uh in terms of the surplus our general fund balance for the last few year we finished year a little over 6 million. Uh this year we had a projected savings uh that we intentionally were saving because we know we have in 2027 we're going to do Broadview Road. The state's paying for the repavement of Broadview Road. The state is not paying for the curbs and catch basins and other apparatus along the road. and that number could reach 1.1 million. So, we saved 1.1 million in our general fund this year and we're transferring it to our capital fund for later use. Now, we are applying for grants and such for Broadview Road. And if we get that, great. This money can be used for other capital purchases, other road programs, snow plows, anything of a large nature. So, basically, we're we're pocking in um setting it aside for future big purposes, but uh the finance director can uh correct me if I'm wrong, and I know I'm not. Um there's no expenditure here. We're chewing the funds up to where they were actually spent and setting aside 1.1 million for future capital project.
Fair synopsis? Absolutely. Spot on. Any other questions? Oh, I'd just like to add that with this the general fund to start the year should be around six over 6 million 62 right where we targeted to be. So for the last several years, uh we we've not had a dip into our originating balance of general fund for operations and have managed to set aside a million um for these future big projects. Thank you, mayor. Any questions on that?
Okay. I'm going to move to put resolution I mean uh yeah, resolution 18 and wave the 24-hour rules of emergency on tonight's agenda. Do I have a second? Mar second roll call. Yes. Castanzo. Yes. Curiosis. Yes. Anybody else have anything else for finance this evening? I'm going to move to adjourn at 6:10 p.m. Do I have a second? Castanza. Second. Roll call. Castanzo. Yes. Mari. Yes. Curiosis. Yes. We will start our meeting momentarily. Regular council meeting. Yes. I'll say it. Mark. Yep.
