We now go to the first reading of ordinance number 37-2026.

An ordinance to amend section 521.07A, Fences, as contained in chapter 521, Health Safety Sanitation of Part 5, General Offenses of the Codified Ordinances of the City of Seven Hills, Ohio, for the purpose of establishing standards for temporary fencing.

Mr. President, I moved to amend the ordinance. There was a, I guess you could say it was a drafting there. There's been a couple of revisions on this and it was one of the revisions that was incorrect, got drafted in the original for council. So I'm amending it to meet what we discussed, what was discussed and what was decided we would change it to.

Can you hand the changes now?

Sure. It's section 520.107, section B. Since temporary fencing materials should be limited to the construction of burlap for the protection of plants and shrubs, plastic mesh fencing of a neutral or dark color, wood slat fencing, the traditional snow fence with wood or metal supports, or that which is traditionally sold or offered commercially as a snow fence. Temporary fencing materials consisting of plastic or fabric of a neutral or dark color typically called a silk fence used for construction drainage issues adhere to wood or metal stakes cannot be used as a snow fence.

An ordinance authorizing and directing the mayor to enter into agreements on behalf of the city of Seven Hills, Ohio with various vendors for the purchase and installation including appurtenances of equipment required for the new ambulance appropriating an amount not to exceed 235,000 for such purchases with funds to be drawn from the Ambulance Assistance Fund and declaring an emergency.

Carol Zupansek, Chestnut Road. I have always been amazed at how many of my neighbors don't know who their councilman is, don't know who the mayor is, don't know anything about our cities. And one of the things I was always wondering about was Welcome Wagon, where someone would go and get a gift basket with city information, menus from local restaurants, things like that. Well, lo and behold, I call my councilman. Guess what he's doing? He's giving welcome baskets to new people moving into Ward 2. So I would encourage everyone on council to think about that. or as a whole to allocate some funds so that this can be handled maybe through Tony Terry who has nothing better to do, right? But to give that some thought. The other thing is I have a neighbor who did an outstanding job of landscaping her yard. I call my councilman because usually people get calls because of complaints. Well, this wasn't a complaint. This was something should be done to acknowledge this. What do I get from him? I get an email showing me he wrote a letter to this resident thanking them for doing this and making a city more beautiful. So I want to thank our council person. There was one other thing, and I'm old, and I've forgotten what it is. Therefore, I've embarrassed Councilman Kelly enough, I think, for one time. So thank you, and I hope you consider welcome wagon gifts and financing that. Thank you.

Thank you, Mr. President. First and foremost, on behalf of the city, I'd like to offer our condolences to Councilman Brian Kelly on the passing of his brother, David Kelly. His brother David was a Cleveland police patrolman in the third district and he was also a leader as a vice president of the Cleveland Patrolman's Association. I did not know David personally, but anybody that puts on police uniform is special in my book. I'd like to read into the record with the third district posted about Officer Kelly. There are few bonds stronger than the one shared by those who stand together to serve and protect. David was one of our own, a colleague, a friend, and a brother who dedicated himself to the people and community he served. We will remember his courage, his dedication, his humor, and the moments he shared both on and off duty. While the Bay Edge may represent our profession, it is the brotherhood and the memories we carry with us that will last forever. That was from 3rd District Cleveland Police. Words to remember David Kelly by sorry Brian. Um? On a lighter note, I want to thank everybody who was involved with our 9-11 ceremony last week. It was our second annual. We plan to do it every year. As you know, it was the 25th anniversary of that tragedy. Chief Higginbotham, American Legion Post 572, and the Padua Choir really stepped up and helped us put on a ceremony that touched many. So I thank you to all those involved and we'll continue to remember and honor so that those sacrifices aren't in vain. Looking forward before our next council meeting, we will have I believe the third annual Joanne Rentz Art Festival Walk at North Park. It gets a little bigger, a little better every year. Joanne was a city employee and longtime resident that we all think of fondly and remember fondly. And this event is a fitting tribute to her. And those that like art and music and Mother Nature and all that stuff, please join us on the 26th. Mr. Terry already noted in committee meeting, then right around the corner on October 3rd will be our Fall Fest. This is a children's favorite with the hay rides and the pumpkin painting, and I encourage all those able to step up and join us that day. Thank you, Mr. President.

Thank you, Mayor Biasiata. Do any of the directors have any comments this evening? I have one miscellaneous floor motion to make. This is approval to advertise bids for the Graydon water line replacement. Director Gerson, do you want to speak on this?

Sure. So this is permission to go out for a public bid on the Graydon Road water line replacement. This was funded by Cleveland Water Department a few years ago, and we now have the plans done. You've authorized to do the plans. We have the plans done. Cleveland Water Department is

finishing up the review, and we'd like to get that out for bid, get some early bids, and then once we have the bids, we'll bring them back for consideration.

The water line and the trench repair of the road is 100% paid by the Cleveland Water Department, and then we would look to resurface the rest of the road, depending on what's done with the actual work of the water line. So we'll have more details once we have bids for you.

Anybody have any questions on this before I make a motion? There are none. especially since there's a police officer it's it's harder so very sorry if you need anything you know we're here for you that's all thank you uh councilman brian kelly um honestly i'd like to just start this up and say i never did pay carol to come up tonight to say any of that and carol i have a huge target on me now just so you're aware of that but uh I guess just publicly and legally here, I just want to say I do that because probably the first part of what you said, I get a lot of people when I walked around originally said, you know, Norm did a great job. Norm and I got along very well. But then people said, I don't even know who my councilman was. So that's why I go out. That's why I'm out on social media. Because I feel that as a legislator and somebody to represent Ward 2, that people should know who I am. I'm their councilman. Now there are things I can do and things that I can't do. And that's where I try to educate them on. The proper phone lines to call, the proper people to speak to and educate the homeowners on that, not to just call in or think they can complain about something. So I think there should be some education part on that. So that's part of why I go out and do what I do. But our council does a wonderful job here for the city. um our mayor does a phenomenal job this city wouldn't run the way it is if it wasn't for the people that we have up here it's simple as that we have to look many years ago back and then look at currently to what we have for this city this city is day and night and i want it recorded and i want everyone to know these are the people that make this great city for what they are and i'm proud to be up here and i'm proud to be part of all this so thank you for coming up tonight and i did not pay you but in all the condolences thank you very much um he was a great person great brother so and uh welcome aboard again i know you're gonna do a wonderful job you and i had a one-on-one and

right out of the gate you you just i can tell good people and you're going to be one of them so thank you thank you council president thank you councilman kelly council pro temp costanza uh same time councilman kelly have a tremendous roundness for respect for anybody on our safety forces so i appreciate what your brother did to protect us i'm so sorry and chief uh from the moment i met you couple months ago now at this point. I was thoroughly impressed and I'm very excited to work with you.
