I call this meeting of the seaside planning commission to order please stand for the Pledge of Allegiance I pledge aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you Debbie could you please take a roll call commissioner Dawn Johnson present commissioner Brandon craft present commissioner Gretchen stalmer chair Robin Montero here Vice chair Kathy kic I'm here and commissioner Roger Mitchell here commissioner Chris Rose present wonderful this is the time and place duly advertised for the seaside Planning Commission to hold its monthly meeting agenda items can be initiated by the general public any legal property owner Seaside city council City staff and the seaside Planning Commission does anyone present feel the commission lacks the authority to hear any item on the agenda hearing none are there any corrections deletions or additions to the draft meetings a draft meeting minutes of January 7th 2025 hearing none the minutes are adopted as written it is standard procedure for the members of the commission to visit the sites to be dealt with at these meetings due any of the Commissioners wish to declare an expar contact or conflict of interest um I will just state that I did go by the property um for public hearing 769-2450

and Miss KAC you too NADA no okay thank you the following public hearing requirements apply to the items on our agenda the applicable criteria for the hearing items are listed in the staff reports prepared for this for this hearing testimony and evidence shall be directed toward the applicable criteria listed in the staff reports or other criteria in the plan or land use regulation which you believe applies to this decision failure to raise an issue accompanied by statements or evidence sufficient to afford the decision maker and the parties an opportunity to respond to that issue precludes appeal to the land use board of appeals on that issue the applicant will testify first followed by any others in favor of the request then any in any in opposition will apply and then the applicant will be given time for rebuttal for Testimony we will hear from in-person attendees followed by electronic attendees when the time comes to hear from the members of the public attending electronically there's a feature in the attendee window that attendee view that allows you to electronically raise your hand by clicking on the control pan panel at the bottom of your screen phone attendees can raise their hand by pressing star n you will then be placed into a queue and when your time comes to speak you will be unmuted and can address the commission our moderator of the comments Administrative Assistant Debbie Kenyan will monitor this area and let us know when citizens that have virtually raised their hand are ready to make comments via Zoom or by phone background noise must be kept to a minimum while testifying or your testimony time will be ended early prior to testifying please State your full name and your address for the record and please limit your comments to 3 minutes public

hearing items the first public hearing item on our agenda is [Music] 769-2450 residential R2 it's an approximate right at about a 5,000 ft lot um the applicants if I can pull up the site plan here they've they've provided the the two required parking spaces for the residents and it looks like they're going to seek a third parking space to have an extra extra um parking facility on the property although it's not required with the Adu uh it's a single story Adu um that will be uh sitting behind or sighted behind the main dwelling again it's a vacant lot um I believe the main dwelling is going to be constructed at the same time as the Adu and we have that building in plan review right now uh for um issuance of building permits uh so once uh the approval or the now goes through here and this process is completed they'll be able to submit for permits on the Adu as well and start working through that process um the staff report lines out the findings and justifications uh and the ordinance criteria as well as one standard condition about Minor modifications that can be approved by staff rather than coming back to the Planning Commission other conditions are

recommended um we have not received any comments uh written or otherwise regarding this application and um I don't believe we have anybody on Zoom at this time either uh no we do not so I'll I'll turn it back over to you I can certainly answer any of the Commissioners questions that they may have wonderful and who here would like to come forward and tell us about the project please have a seat yes come on up and make sure the the green button is showing on your microphone that microphone's but that microphone's light is out so it should be turned on it'll still work it's just it doesn't have the light that's right just get comfortable okay yeah and introduce yourself and tell us about what you're doing here there we go um I'm Angel live in octal my I don't think it's working you need to push in the center there the middle button there you go pull it Forward no let's try the other one that that's been a musical chair Angela that's okay that's okay do I push the button too nope it's working oh I see okay well there we go oh who commissioner kesic are you able to hear okay okay hey can they oh she can hear okay that's good okay so I'm Angela vcta my husband Marvin McCoy and uh we bought this property a couple years ago in 22 um with a 100-year old house on it and um it's a large lot and so we renovated that house and now we have a long-term renter in there and so we um at that same time we the the property was actually the property line was going the opposite way it was going north and south instead of east and west so we had the property line

changed and so now we have a usable lot and so that's what we're hoping to build on um we would like to retire here at some point in time so we're hoping that the design of these two homes we'll make it so we can like age in place and my husband is a woodworker and so we would like the garage house we want really the garage for his workshop and then we want the house in back is what we really want and so that's kind of our future is what we would like to do that way because that way we can have um we can really age here and we don't have to worry about steps or anything so um and like the community we are both oregonians even though we've been living in Washington for quite some time um we wanted to come back to Oregon wonderful thank you H any questions not yet oh I there might well actually hang on a second is there anybody else who would like to speak in is there anybody else who would like to speak in favor of this project is there anybody opposed to this project okay well you can just have a seat and stay there go ahead and stay here um before I turn this over to um the commission I just want to um make sure that uh should any of the Commissioners have questions or concerns about staff findings to ple please ask Jeff if you're able to before the meeting starts and if um for some reason there may be some misunderstanding by a Commissioner of a staff finding Jeff please let us know right here on the spot so we can clear any possible confusion sure and if I may elaborate on

that really quick the findings are adopted by this commission to approve or disprove this application so if the findings if you don't agree with the findings that's fine but this commission needs to discuss that uh disagreement and and could adopt their own finding for that specific criteria okay so glad we just get the ground rules all righty on that note I will turn over your application to the commission great okay thank you all right oh no you just sit there and be comfortable because we're going to ask questions maybe Mr Johnson no questions nothing nothing Mr craft I don't okay Mr Mitch oh Mr Rose no questions Mr Mitchell yeah have no questions Miss KAC just a couple clarifications um Can somebody clarify what the address of the lot is and then if the it appears that there's a discrepancy between that and the residences okay and that might just be the paperwork the um there's a separate lot it started out as a very big lot with the old old house on it did you and then we um had it surveyed and had it divided so now there's two lots there there's a old house on the corner of 9th and North Lincoln and then this this empty lot is just to the south of them the um so uh Debbie takes care of addressing the original house is addressed at 889 North Lincoln uh okay

the house that this project is accessory to is addressed as 879 North Lincoln and the Adu is going to be addressed as 877 North Lincoln okay 877 879 um but this is a separate lot now but the the lot that both the Adu and the house will sit on is one lot that is correct yes and then the the original how this was a double lot it was platted as two lots originally the configuration was uh changed through a lot line adjustment so that the Lots I believe they they did run north south the common lot line did now they run east west and this would be the southern lot of that uh adjustment that is a vacant lot right now and it put the uh the house at 889 North Lincoln on a separate lot without the actual platted property line running through the building so it cleared up a potential ordinance violation there okay and the lot could not be further subdivided not according to our current ordinance no okay thank you it's at the it's at the lot size minimum lot size requirement of 5,000 square F feet okay there was just some graphic drawings that I couldn't decipher and then there was no specific um site plans for the two different buildings from what I could see am I seeing that correctly the the third building the original house that was standing is not on any of the site plans the uh the site plan um in the uh packet in the applicant submittal shows the Adu and the dwell it's going to be accessory

to but it doesn't show any of the elevations or designs for the residents only for the Adu is that correct that's correct yes okay so the orientation of the windows and doors they're not part of the the scope of the criteria for this project just for liability purposes um in future so the residence is that a one story or a two story I not the Adu I don't recall I don't I don't recall what the the elevations of that one look like okay all right um and there's no issues with Street um access for the two parking area accesses that'll have to be reviewed by Public Works to ensure that they are both um viable but right now I I don't called the Public Works ordinance off the top of my head to see uh we just need to ensure that they have two parking spaces so even if one access was not permitted they would still have the two parking spaces through the one axis that would be permitted and if that the two spaces the two are parking areas the way that they're lined out now were not viable as they're drawn out is that a major or a minor change they're they're viable the the parking area to the north is viable for the two parking spaces that are required um the third parking space to the South would be considered just a minor change it's not an ordinance requirement it's not a criteria it's just an added uh feature that the applicants are hoping to to put in okay thank you Al righty um let me see I don't really think I had anything um and it's very clear in here and I'm I'm sure you were aware that you cannot have a vacation rental on this property

ordinance Administration I have nothing for you tonight okay okay comments from City staff please I have nothing and you have nothing nothing okay comments from the commission Mr Johnson nothing Mr craft nothing Mr Mitchell nothing Mr Rose nothing Miss KAC nope this not this time okay I do have a I do have a couple uh questions um thank you uh let's see the transportation transportation system plan the tsp um I was I did I hear you good I uh I noticed it you know it's from 2010 and it has a recommendation of reviewing every five years or so um is is that on our list of things to accomplish where does it fall on our list of things it will likely be part of um after the adoption of the new comprehensive plan okay um I hope to put together a list and prioritize a list of what else needs to be looked at okay and um at that point yeah the the tsp we need to look at these plans before they become so outdated that they become a complete rewrite so it'd be nice to maintain some of these plans and ordinances to where we keep up with current flaws and requirements of the city and there are some projects in there we can actually cross off um and the uh the the numbers the projected cost values are certainly not current all righty and the other thing I I wanted to ask about was the um Avenue U parking lot at uh by the tides at the

end of Avenue U on the West End do we have any plans of that getting paved or whatever that's a question for City Hall I I have not been involved in those conversations to a large extent all right I know it's been a discussion I just don't know where they're at with that all right I'm asking because as we know season is coming and yeah you know I don't think the asphalt plant's even open yet so I'm sorry I don't think the asphalt plant's open yet for the year I think they're still closed so oh that's all right you know that's the last guys to come in right it's all the other stuff that has to be done first all righty any uh anybody else that's it all righty and that note wow that that was fast we're adjourned wow perfect car your bad self bye Cathy yeah I mean the last one was was
