B receive seaside san county sanitation district operation report for December 2025. C. Approval of July 2025 through September 2025 expenditure report for Seaside County Sanitation District. D. We adopt a resolution adopting the Seaside County Sanitation District standard conditions for the uh fat oil and grease control program. E. Adopt a resolution authorizing a professional service agreement with the Wallace Group to prepare an update to a sanitation sewer system master plan for amount not to exceed $247,125. Thank you Rose. Good morning members of the board um staff and public. My name is Patrick Grogan. I'm an engineer with the district and the city of Seaside. Um I wanted to give a brief report on our inspection activities for our um FSES, our food service establishments in our FOG program, Fast Oils Greece. In the second quarter of fiscal year 2526, our new engineering inspector began performing fog inspections, taking over for the maintenance workers and consultants who had been performing the inspections in addition to their normal duties. Um, SCSD staff performed 38 regularly scheduled inspections. Uh none of the locations inspected um between October and December were over the 25% fog limit, although some of the locations were very close to the limit and were asked to um schedule their pumping. Uh staff also conducted follow-up communications on locations from um past inspections where they were missing pumping records or other documentation that's required. Um to give some context, we have about 170 food service establishments within the district. Um, and that equates to about 290 regularly inspection regularly scheduled inspections a year. Many of them are inspected twice a year. Some are only inspected once a year. Um, we have a second engineering inspector starting uh in the near future, hopefully end of February or March. Um, that'll help increase our our inspection frequency. And now that our current engineering inspector has received training, he's able to to go and start doing these a little more frequently as well. No, you hit next for me, please.

Um, staff will continue to perform annual and bianual inspections on FSE throughout the system. staff are also developing a list of incomplete or pending inspections in the system that will be uh and we'll be working to finalize any such inspections. Uh we have a number of inspections marked pending from um the previous year and maybe a little bit beyond that and we're working to clear that list to make sure that um everyone's inspections are finalized. Um most notably inspections are marked pending if we were waiting on documentation such as pumping records that they didn't have on hand at the time. Um, and new staff will be working to clear that list by the end of this fiscal year. Thank you. If you have any questions, I can answer those for you now.

We mark the inspection as incomplete or failed depending on uh if there's other things wrong with the inspection. Um at a minimum we mark it incomplete and then we follow up um a few months later to see if they have gotten the inspections. Um because we uh were lacking staff, we had consultants doing some inspections and that transferred to some maintenance workers doing their inspections and they um have had trouble finding time to follow up with those. So now that we have our staff, they'll now be reaching out to make sure that we get all the records that were owed. So, I'm just trying to get my answer. So, do you go back out or you wait for them to turn it back in?

And and and it's probably the same answer like when when they're close to just underneath the 25%. How do you u make sure they got it within a a good amount of time? Is it is there a note in the system that says hey you know plumbing was yeah inspectors can and it's been 6 months and we haven't received a yes that's correct and inspectors will place a note on the file and they'll ask them to send the pumping record in a certain period of time. So just uh just briefly, we continue to work with um the city of Sand City on the upcoming paving projects uh for for the upgrades that we need to perform uh prior to that. Um and then we look forward to giving you an update in future meetings on the what was just approved for the sanitary sewer uh sorry yes the san the sewer master plan uh update that Wallace group will be getting soon. Yeah, I I have one. So when you think about your maintenance program going um moving forward in this year, you have any concerns? You're comfortable? Everybody's responsive. It doesn't seem like any hiccups coming forward. Not not at this time. As we get into the plan, you know, we'll we'll we'll notify you of the things that need to be upgraded as we this becomes revealed. Um we'll be modeling the system for the modeling of the system that's part of it and then developing a list of capital improvement projects related to that and that will be basically the result of this this study and the update to the master plan.
