The motion would be to approve the request from friends of Shamberg to hold a raffle on August 17th, 2025 at St. Peter Lutheran Church located at 202 East Shamberg Road, Shamburgg, and to wave the fidelity bond requirement. Can the clerk please show that I abstain from that? Okay. Number eight, transportation committee. The motion would be to authorize the village manager and village clerk to execute an agreement with Hampton Lensini and Renwick Inc. of Elgen, Illinois for uh phase one preliminary engineering services for National Parkway Improvements Shamberg Road to Higgins Road in the amount of $269,590 and approve the required resolution. B. The motion would be to accept the findings of the central road extension feasibility study and direct staff to advance the project to phase one preliminary engineering. Nine award of bid A. The motion would be to award the contract for the purchase of a Wi-Fi replacement system to VAC Inc. of Shamberg, Illinois in the amount of $77,1464. 10 resolutions. The motion would be to adopt as resolution number R-25-040 authorizing the village manager and

village clerk to execute an agreement with Hampton Lensini and Renwick Inc. of Elchin Illinois for phase 1 preliminary engineering services for national parkway improvements Shamburgg Road to Higgins Road in the amount of $269,590. 11 ordinances. The motion would be to weigh first reading and adopt as ordinance number 25-066 amending title 15 of the Shamberg Village Code relative to 2023 National Electrical Code standards for electrical vehicle power transfer systems and energy management systems and title 15 of the Shamberg Village Code zoning code relative to electrical electric vehicle parking requirements. Uh, speaking on matters that are pertinent towards the village of Shamberg. Alaykum. Peace be upon you. My name is Ysef. I'm here to hopefully clear a few misconceptions in hopes of us becoming less divided than we are today. If you are a Christian, you might say that Jesus peace be upon him is your God who

is not God of the Muslims. Well, how about considering the verse from Gospel of John 5:30 where Jesus peace be upon him says in red letter, "I can of my own self do nothing." With all due respect, if Jesus peace be upon him, as you say, is God, then how can he say that he can of himself do nothing? You might say that Jesus peace be upon him is a god three in one because you believe in trinity whereas Muslims do not. Well, can I interrupt you a second? Is this a matter that's pertinent towards the village of Shamberg? Yes. Okay. And what particular is that that's pertinent towards the village of Shamberg? Quite frankly, I don't need you lecturing about my religion. All right. I I need to know what it is about village operations or some village aspects that are not pertinent for you. I am hoping that what I have to what I'm sharing you find it beneficial and then I'm I'm hoping that please don't lecture me about my religion. Okay. I won't talk to you about your religion. You don't lecture me about my religion. So let's get to the point of what is it that about the village of Shamri that you want to discuss. Okay. Can I have the opportunity to at least present what I have to share and then you can make your decision. Uh no it's it's really I am asking what is it about village operations that you wish to discuss? That's what we're here for. We're not here about religion. We don't talk about religion here. We just talk about operational aspects of the village. If you got an issue with your trash uh getting picked up, your streets not getting repaired correctly, you don't like the police department for some particular reason, whatever, that's fine. But other than that, it just helps us unite to a common purpose. I don't we're we're not disunited. So, what is it that you need about the village that we're here? We all have families. We have things to do. What is it that you need from the village of

Shamry that we can help you with? Well, uh, let let me ask you, can I have the opportunity to present or or no? No. Thank you. Okay. Next. Good evening, distinguished members of the village board. My name is Eric Refik. I reside at 14 Ascot Circle in Shamberg. I'm here with members of my family and I stand before you on behalf of our entire family, neighbors, and other nearby Shamberg residents who have strong reservations about the village's plans to install lighting and cameras in the natural area along the pathway adjacent to Jurgen Creek between the prairie center and Plum Grove Road, now known as the sculpture path. We were first made aware of this project only after seeing workers digging behind our home and installing electrical pipeline along the way. Unlike with other nearby efforts like with the current asphalt rejuvenator street paving or with the community bee garden several years ago where residents were given advanced notice with detailed explanation. Residents were not notified about this work and we could not find this in the village record. For comparison, the street work is a one-day inconvenience. The lights and cameras next to our family property have permanent impact. But rather than focus on what has been done, we would like the board to consider options for moving forward. while maintaining vis village aesthetic and natural resource stewardship goals and being in more in line with resident sentiment. Over the past several weeks, we have exchanged emails with the village manager, Mr. Townsend. Mr. Townsend. Mr. Townsend explained the reasoning for the project that the work is being done quote in accordance with the policy direction established by the village board and among other feedback assurance that quote the village strives to be a good neighbor in every way. While we appreciate his response, as residents, the unambiguous takeaway is, "We understand you have concerns, but

we're moving forward on this project anyway without changes." Should homeowners have to submit to highly undesirable and impactful changes to endure permanent negatives because non-essential changes are being mandated without resident consideration by their local government? This is a local this is a rhetorical question, but I'll take this in a different direction. Have you ever gone walking on the sculpture patch at night during the summer? If you were there tonight, tonight, you might be amazed to find that it's a wash with more fireflies than you may ever see. We were just out there, my family and I, this weekend, just after nightfall, we saw over 20 bats. Amazing. and our 11-year-old daughter and niece walking this path at night while much younger in the dark, an area she wispy calls Tinkerbell's Hollow. You know where you won't find but a few of these, if at all? Close to the lit areas of the pathway near the Prairie Center. You know where the existing light poles exist now? No. Just east of there in this last bastion of Shamberg Dark, this little hamlet of nature where residents can see the sky, open to the public at night. Just ask you to consider this. Our family is one of three closest homes to the path and thus the proposed bright lights and cameras will undoubtedly illuminate and surveil our property. When we asked to consider an alternative to this proposal, Mr. Townend responded that quote, "The lights will face away from the homes, but lights already installed further west on the existing path illuminate an area that would easily encompass our properties and in no way allow for nearby dark sky viewing. The cameras can number two, the cameras can record you, but will be focused on other areas and are not capable of capturing details. It doesn't matter the level of detail. As Illinois statute states, it is unlawful for any person to knowingly make a video record

or transmit live video of another person on that other person's residence without that person's consent. And number three, quote, buy and install privacy shielding or or fencing, a fence which would shut out the beauty of the area and negate all backyard benefits our family has enjoyed since the house was built. I submit that these are not negligible impacts. And finally, in closing, my family has lived on this property for over 50 years, and we've seen our fair share of good and bad in initiatives that have impacted this open natural space. We support the village's efforts to maintain this as a natural area and have helped keep it free of trash and storm hazards for generations. But installing lighting and cameras is easily the most impactful, most permanent alteration of this treasured natural area in Shamberg in half a century. It is for this reason that my family and I stand before you today on behalf of our entire family, neighbors, and others who feel similarly and ask for your reconsideration. Thank you. Anyone else? I have um some items regarding um appointments resignations for the pilots technical advisory commission PTAC as it's referred to. Uh, I am looking for approval on the removal of Josh Canannada, uh, being removed as an alternate and the appointment of Matthew Mowgli, I believe, if I pronounce that correctly, as his replacement and the reappoint of uh, uh, Brian Still, William Berga,

Uh the next item I have is I received a letter uh from an individual, a 34y year veteran firefighter who works for the Chicago Fire Department. Grew up in Shamberg. Uh went to uh schools in Shamberg, including Conan High School. Um and apparently his 85year-old mother went to the driver's license facility in the village back on June 30th. Um had an incident. The mom got confused. um actually got lost. Um not unsure where to go. Uh her friend called uh 911 and officer uh David Canillan, I'm pronouncing it correctly, responded to the scene, um helped uh the the mother um helped calm her down uh in a very professional manner. um and then placed a and managed to place a call to the son. Uh son said he was 45 minutes away. Uh the officer said that was fine uh and stayed with uh the mother and her friend um and kept them calm and peaceful until he arrived and was able to take over and uh I assume escort her home. uh he wanted to express his deepest thanks and respect for the the police officer and for the uh police

department and wish them all the very best and uh felt that they were still um the best department around. Um and the chief already has this so thank you very much for that. Uh that's all I have.
