The motion would be to weigh first reading and adopt as ordinance number 26-017 amending title 11 chapter 113 section 113.03A of the Shamberg Village Code relative to amusement licenses. F. And here uh will be discussion on the item that I asked to be pulled off the agenda which is uh petitioner's request to raise foul uh for residents at 501 Plymouth Lane. Um uh it's pretty straightforward. There's not a whole lot to this. I'm not going to ask staff to come up and give any uh extended discussion on it. Uh I am going to say that uh I just don't think it's uh appropriate that uh we be having locations uh basically raising chickens in the residential neighborhoods. Um you know looks like the property is nice property and everything else which has nothing to do with it. It's just a matter of is this what we want to have in Shamberg and have being um raised in Shamberg. And um I I disagree with it. Is the petitioner here? Is that you? Okay. Would you come mind coming up to the microphone for a minute? So um so we've got we've got all the minutes and stuff and pictures and all that stuff. So but why don't you in your words tell us why you think this uh is important to you and you would like to do this? Um so first of all um I don't want to repeat what we said in the in earlier meeting uh but we are going through um first of all I'm I am a student of uh regenerative design in horiculture so this is landscaping and regenerative landscape is very important for me and in order to complete the ecosystem this needs to include the to something so that I can generate manure and we and have uh I provide a habitat with bees as

well and other uh creatures to complete the ecosystem. That's number one. Besides this um we are going through a family uh situation for the last 2 years. Uh I have a son who is in hospice unfortunately and this allows us this forces us to stay at home. Uh me my wife my kids all of us we stay at home and we have to be around the family. So I have to provide something uh some means for them to uh creatively educate them and you know provide a environment that where they're comfortable and they can stay inside the house and we can take care of our son. Uh he's an infant um and you know we have to be there 24/7 and the the whole family is impacted so we have to be there as well. Uh besides this um we have um we have a new beautiful orch fruit orchard um and in it's the the back of the back of uh the property. It's not something that's visible anywhere. So we have a fruit orchard, we have bushes and we have uh we have already designed plans for this and I have shared the plans for this as well uh for how we're going to take care of it and again I can come up with pictures and plans for those uh for everything as well. Uh so this includes u towards the backside where it's not visible for anyone towards it is it's it's a small place for a chicken run and uh within the shed there was a previously there was a place for uh a coupe and we're going to utilize this modify it and then modify it uh and use it the just the property placed behind the shed as the chicken run. So it won't be visible to anyone and it won't bother anyone. Again chicken are not loud animals. They don't bark. They they have a very they're very quiet animals and they don't bother anyone. Uh and they provide nutrients. Uh they provide fresh food for the family. Again, this was something it a struggle for us. You know, when you have a kid who's u who's

in hospice and he's not able to respond, he's not able to see, he's not able to move his arm, then you're thinking of ways to provide him the nutrition that he needs. So, we had to go out of the way. You know, the food that we get in the grocery store is totally garbage. That's the honest truth. So we had to go long distances just to get milk. You know for milk we have to go uh we we we travel distances just to get milk for fruit and for vegetable when we found out you know there something food is ve is beneficial for him. So we we travel distances just so that we could provide nutrition to him. Um again uh so this is nutrition and providing good family good food for our family fresh food for our family is my highest priority. And besides this, I mean there are many other reasons. I mean I this is something that I can go on for I'm very passionate about and can go on for hours for this, but I don't want to waste your time on this. Um well certainly you've made a lot of um passionate plea for for wanting to do this um and obviously itemized it have given a lot of thought into why you think this is necessary. Um, I personally just am not interested in having chickens in residential neighborhoods regardless of the size of the property and that I don't think there's there's a need for this to be done in residential neighborhoods anymore. Um, there are places there's plenty of places that you can go west of here to other locations, but not in Shamberg. We just don't I just don't think it's necessary. But that's just me. Uh, I'm going to open it up for discussions from anyone else on the board who might like to comment on it and uh, see where we go from there. So, anyone else? Trusty Clark.

Yeah, I I agree with the mayor. I mean, I we understand, you know, what what you're up against, but you have to we we have to do what's good for the for the entire village. Um and if we start having you know chickens and other livestock and stuff all over the village it it becomes an you know an agricultural area instead of a residential area. So it you know I I don't think we can make an exception on this one.

The other thing is Shamberg was an agricultural area for the I mean till the last 60 years or so around I mean I was reading the history uh and it's a beautiful history of Shamberg that if you read it up there's a historian from the Shamberg library they she posts articles every week on the history and then until recently Shamberg was a agriculture I went to the when I go to library I just across the street there's uh there's a beautiful park when you go into the park you'll see a sculpture of a man who's holding which looks like a a skyite a site and my daughter was asking what is this so I told her this is how people used to live so which tells me that Shamberg wants to keep the roots of their village alive you want to keep the history of it alive on the other hand and I mean this is I mean I looked at the village website as well this is something that Shamberg wants to do as uh to is to keep up the to a tradition of the history or to keep it in line with the tradition. And the tradition was a agriculture. I mean, and I'm not talking about raising something that's going to harm anyone. And and it's certainly not sheep. It's not livestock in the sense that they're raging around the property. It's in a confined space and a very small space which is private, not visible. Again, chickens are not they don't I mean it, if you want to have an argument, we can have an argument about dogs. Dogs are loud. Chickens, they don't even make a noise. Roosters make a noise, but chickens do not. Um, and they they quietly graze around and they're in a confined area. No, I'm not disturbing anyone. It's in a property and the property is large enough. It's hidden from everyone as well. So, I I don't know. I mean, we we are sending mixed signals when we say this that we want to keep up with the the tradition of Shamberg as a and then we want to say that we want to want to help I think

there's a difference between acknowledging the history, which I mean, let's face it, everything was farmland at one point. So, uh, versus, uh, continuing to, um, have the use of, in this case, farm animals. Um, and that's just not where Shamber is at this point. It's no longer here. And if you heard, we had another petitioner that was already denied this evening. Um, and, uh, we've had others in the past that have been denied for this. So, uh I think we need to have a conversation at staff level uh about if this is uh something we really want to have in a long term. Um I don't um and uh uh depending upon how the rest of the board feels, we'll see where this goes. So, anyone else over here?

I mean, uh, it this this isn't the first time it's been requested, and it's probably not going to be the last time it's requested, uh, with prices of eggs and and other things, uh, I could see this, uh, not going away. Um, but I do have to concur with the the mayor that, you know, the Shamberg is more of a urban, you know, uh, residential type of community and not agriculture anymore. Um but I think we need to really look into a little bit more of this and see what can be done if anything. Uh we did something similar with the the the uh the be uh honeybees some years back where we have a community honeybee um you know uh farm. Uh we have a a park district that has an actual operating farm. you know, some maybe something can be done there where you know, community, you know, you know, just like a a community garden, they have a community, you know, coupe or what, whatever. Um, but that's something to look into, but I can't see this happening on an individual basis, you know, in residential neighborhoods.

And and just one more thing the the city of Chicago also is it's bigger than it's it's if you are talking about Turkun it's it's a bigger city and it allows chickens and El so is Elgen and so are many neighbor neighbor I'm aware that I think this plains also allows them to um so some do some don't um it just depends upon what community is there um and uh I'm not in favor of it being here in Shamberg but anyone else on the board wish to speak?
