Uh God, we thank you for uh the city that you give uh uh each of us the privilege to be a part of. Uh Lord, we thank you for this leadership team, for this uh for our city manager, for this council, for this team. Uh Lord, we just ask that you would continue to bless them with your wisdom and your understanding. Uh Lord, we I'm I'm reminded of of George Washington that said uh it's impossible to govern uh without the h without the hand of Almighty God. Uh and so I pray uh Lord that our leadership would continue to seek your face and your wisdom as as they lead this city and Father that you would continue to bless each and every one of us. Lord, we pray for those in our community that are dealing with sickness and illness and all of the the flu and the stuff that's going around. Father, that you would just uh Lord, that you would breathe uh your life into the into this community. Uh Lord, we can ask you for those things and your word says that you will hear us and answer us. that's right. Absolutely. Uh this is a proclamation of the city of Santa Fe, Texas. Whereas human trafficking is a modern-day form of slavery and a grave crime against humanity that involves the exploitation of individuals through force, fraud, and coercion for the purposes of forced labor or commercial sex acts. And whereas this devastating crime affects communities across the United States, including our own, and victims and survivors come from all backgrounds, races, genders, and socioeconomic statuses, with youth and vulnerable populations being particularly at risk. And whereas organizations such as the resource and crisis center of Galveston County play a critical role in combating human trafficking by providing free crisis intervention, advocacy, emergency shelter and prevention education while partnering with law enforcement and community stakeholders to raise awareness and support survivors. And now therefore, I Brandon Noto, mayor of the city of Santa Fe, Texas, proclaim January as human trafficking awareness month in the city of Santa Fe, and do hereby urge all the citizens to support efforts to end human trafficking and to stand in solidarity with the victims and survivors. In witness whereof, uh, I have set my hand and cause the seal of the city of Santa Fe, Texas to be affixed this 8th day of January in the year 2026. Um so I'm sure many of us in here are familiar with the resource and crisis center. You've been in Galveston County for over 40 years. provide um services to victims, but we like to say survivors of, as the mayor said, child abuse, sexual assault, family violence, and within recent years, we have also taken on um the priority of human trafficking. Unfortunately, that's something that has grown um especially here through the Houston Dallas corridor. And we have a shelter in Galveston. So, we have almost 60 beds. We do provide primarily for women and children there, although we do have services um throughout the county for men if needed. And we also have four resale stores in Galveston County, two in Galveston, one in Texas City, one in Lake City. They're 100% donation driven. And all of the revenue from theirs, I'm sorry, my voice is shaky. Um all the revenue from there provides um crucial revenue to our shelter, our outreach program, some of the services that the women, children, and men may need. And um it's really through, as they say, it takes a village. It really is through the partnership of citizens like you, our law enforcement all throughout Galveston County that keeps us doing what we do, fulfilling our mission and saving lives. So, we really appreciate that y'all are recognizing today.

I don't uh I don't have a report. I reported at the last council meeting and we you know I've been um pretty um inactive over the holidays. Is there do you have a a city manager's report? No, just that we're in strategic doing very much.

Well, we're just in strategic planning right now and um getting ready to um uh meet with our um the EDC board, the planning and zoning board and um our parks and recreation board tomorrow um and uh you know try to a path forward for the city of success. So, we're excited for that and happy new year's uh to all of our citizens. Thank you, Seth. All right. Um presentation and approval of minutes from the December 11th, 2025 regular meeting council. All right. We're going to jump right in. We're doing finance and then the Santa Fe resiliency center. All right. Uh for um our finance department, our sales tax revenue numbers for uh the month of October of 2025 uh came in. They are um actually higher than uh even what I expected. They're 15.6% higher uh than October 2024. So that is a good change. If you'll remember for the month of September, we were definitely in a dip. Um and so uh sales tax increased at that time. So for the month of October, we brought in roughly $49,000. And as you'll see for um uh fiscal year 26 um it's $49,000. And the reason for that is because it's the first month of the fiscal year. Um so it's a 15.67% change from uh last year. Um and if you'll notice here that um you know of course uh the city received um uh right at um 204,000 for that and the property tax reimbursement was at 102 and then same for the EDC tax was at 102 um000. All right, we're going to move right along to the resiliency center. um counseling hours decreased from uh November 25 uh 2025 to December 2025 by 15 uh% roughly which is a um uh but if you look back it's a 56% increase from December of 2024. All right, new counseling clients increased from November to December by 3.8%. Uh but this is a 3.6 uh% decrease from December of 2024. um their continuing clients decreased from November to December by 5%. But this is a 53.4% increase from December of last year.

Total counseling clients decreased from November to December by 4.1%. Um but with this is a 36.4% increase from December of 2024. Um and then um their present presentation training outreach hours decreased by 79% roughly and their clients decrease by 69% roughly from November to December. But um this is a 81 uh% decrease and a 80.7 uh% decrease respectively from December of 2024. It's Christmas. I mean that's you know December it's the end of the year.

Yeah. Um all right. And then for their total for all services and hours and number of clients served the total number of service hours decreased from November to December by 41%. Their total client served decreased by 47% roughly which is a almost a 20% decrease. and then a 60% decrease respectively from December of 2024. And that's all we have. Hey. All right. Council, one question. Yes. You know, I mean, I'm looking here. September. Mhm. Shows I mean that's a tremendous jump. 66 new new clients. What's I mean, was there happened in September to have such a big jump? Do you know? Um, which page are you on?

The new counseling client. New counseling client totals. Let me go right. I know that I know that the um resiliency center is um embedded in the schools. Um I don't know that these numbers reflect that number, but they do they do help with the schools and I'm sure that that is an accurate assumption is that because of the school going back into schools of schools opening back up that they had an influx

of clients. Yeah, there's at the schools now we have wellness counselors. Um so there's academic counselors that you know deal with all their scheduling and course credits and all of that and then wellness counselors that provide um mental health resources in all of our schools and it's they're also funded through this grant. So it's not just the resiliency center, they're also on campus. And to give youall an update from the state and the federal government, there was a little bit of fear um just because a lot of um grants have been cut um throughout the federal government. But we have gotten word that this grant that we received that we passed through to them um is going to be fully funded in the next fiscal year from the federal government. And actually um they're potentially looking at giving a 10% increase across the board for that. So that's good news um for us and our citizens. Yeah, the um the the ISD was um supplanting some of their budget as well and of course they had to have had to make some very hard decisions there um with their funding situation and so um they had to cut back um and so really um it's just these resources here are the only mental health resources on our campuses and I'll tell you as a former educator at the high school um mental health is is um a huge a huge issue that we're facing with our young people.

mayor, council, thank you very much. So, this evening we are presenting to the council the very last and final um adjustment for the end of the year for our budget. It's uh merely to uh balance out our budget with our actuals, at least our actuals we had here in December 29th. Um we wanted to do this so that um when the auditors take a look at all of our expenses, it doesn't show any dramatic increases or decreases uh for for all of our line items and we can say this is what the council approved of at the end of the day. In the past years, uh there was a lot of wrangling back and forth. Oh, why was this department over or why did this line go over? I we don't need that this year, especially because we have to get the audit out a lot faster. So, we decided to go ahead and present this last final um um allocation to merge the two together so that the uh the budget and the actuals are as close as possible. At the end of the year, um, we are still looking at, there's a little typo there. At the end of the year, we're still looking at about $500,000 to the positive. So, we, uh, had started out the year, if you recall, with a $180,000 deficit, and looks like we're going to be at about $500,000 just to positive. And that's due to uh reimbursements that we received from the county for the uh, ARPA Avenue P. and uh the money that we received from the FEMA which u we were able to completely apply in uh 2025 because u we uh we received that money the the last amount that we received was 14,000 a little over 14,000 that we received this year that was um for category Z

So, if you recall, this is back uh to the attention of council and to consider the uh request that the council had given us several sessions ago in regards to making sure that we had uh an active contract with geotechnical services uh for this fiscal year and we brought it to council and it was been postponed till today. We've uh we reviewed all of the um proposals and uh we have several that are listed there um for your consideration uh and selection for uh the winning bid. It is up to the council uh to make that final selection. Uh we have put in uh our recommendations um and scored them appropriately, but at the end of the day, it's a council's choice. So um that should be in your packet. I don't have uh that in front of me but uh you have that there. Um

so Turkon was the vendor selected but it was the highest vendor of the um committee. I will say though if you look in totality um we had uh really five engineering firms all within striking distance of each other. Um, and I'll say with certainty that I have worked um, with all five of those in my prior roles and they've all been um, really great to work with. And I just want y'all to remember that this is just as a as needed basis. Um, if we have a project that requires their services that we have this um, contract um, ready to go. I've got a question

Because they and our purchasing over so much we have to get so many bids anyway. Right.

Correct. Cuz sometimes the cheapest bid is most expensive bid. That's correct. That's absolutely correct.

I I I have um much faith in both of those firms to do the job correctly.

First reading of an ordinance of the city of Santa Fe, Texas, repealing section two reserved of chapter 6, health and sanitation, and amending and renaming section two donation bins, donation boxes, or receptacles of chapter 6 health and sanitation by adding additional definitions, regulations, enforcement of regulations, and penalties. providing a repealer clause, a severability clause, and an effective date in Georgia. Before you start, I will say that uh after I recorded um the mayor's Monday update for this week, um I can't believe Tai um asked me, you know, if I thought that there was anything um on there that was worth highlighting in like a 15 or 30 second reel because that's how people watch things on social media now. And so I told him yes. Um, and the number one being this donation bin. Um, not because so many people use it, but because so many people see them. And so he did. And I will say that we received very, very good response from the community.

And I and I do feel like I do feel like I owe Gina Welsh a special shout out in that mayor's Monday update. I said that, you know, we have his ministries here in town. We have a Goodwill on either side of Santa Fe. And I forgot to mention that we also have the tribe closet um which is at the um Santa Fe ISD administration building and they accept uh clothes there for students that um you know are in need of them. So um his ministries Tribes Closet would be my first two recommendations. If you can't get it there then then you've got the Goodwill. But uh not in the parking lots anymore here in probably about two minutes. Go ahead Georgia. M

this is just the first reading. Good evening, mayor and council. During the December council meeting, I requested guidance from uh mayor and council regarding the outdoor donation bins, seeing as they've become a dumping spot for trash mainly and not so much as donation bins for clothing. So, we followed suit with some of the surrounding cities and we are looking to put in place an ordinance that is going to ban them from parking lots and essentially all outdoor locations. While I was doing research, I saw several different organizations that had tried to escalate an issue to higher courts that there was an argument that their only source of donations were these outdoor bins and that by outlawing them entirely that their organizations could no longer function. So, I also added a section in there that strictly outlines where bins are allowed to be placed, which would be out of the view of the public and inside lobbies and other areas. Um, like say we had a hotel, it could go in there. They're allowed to be inside the school and in um apartment buildings, the lobbies of any of the old folks homes that we have, those types of things. It also specifically outlines that if anyone enters into an agreement within an organization, it is between the business or property owner and that organization and the city does not have regulation on it. Um, there is a special caveat in there. If someone is doing a fundraiser type thing and they have a outdoor bin, it's allowed to be there for 48 hours. After that, there is an enforcement that goes into place

like maybe if they're collecting canned goods or something for just a day. Yes. Pip or something. Yes. So, there are a couple different options that are there. I'm I'm very positive that it's not going to affect it, but I just want to make sure that we get it out there in the open and on record because I actually didn't even think about it till that person u mentioned it. This will not affect the blessing boxes or the the book deal that we have here at city hall. Correct. Okay.

Under the definitions, it specifically says clothing, shoes, textiles, household household goods, or similar items for the purpose of donation, resale, recycling, or redistribution. So, it does it excludes the food in there. I don't imagine our code enforcement would go around shutting down blessing boxes anyway. And most of those are on properties that are churches and they keep everything very well maintained. Just want to assure the public we're not getting away not getting rid of the blessing boxes. The two vehicles that we have were previously being used for the building official and the building inspector since those positions have been vacant for quite some time. And it looks like we are going to be utilizing Wildan for quite a bit longer. We are looking to eliminate the Dodge Charger. It currently has 131,000 miles on it. Uh we just replaced the catalytic converters on it, but it does need new tires and it needs a little bit more love than I'm willing to put into it. No mad about it. We're fixing to sell it.
