1. Approve the minutes as submitted.

PUBLIC HEARINGItem 2.

CONDITIONAL USE PERMIT ("CUP") CASE NO. 860 – TO ESTABLISH, OPERATE, AND MAINTAIN A USED COOKING OIL RENDERING FACILITY USE WITHIN THE M-2, HEAVY MANUFACTURING, ZONE AT 8707 SORENSEN AVENUE. (PHOENIX PUMPING LLC)

1. Open the Public Hearing and receive the written and oral staff report and any comments from the public regarding CUP Case No. 860 and thereafter, close the Public Hearing; and 2. Find and determine that pursuant to Section 15301, Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA), the project is Categorically Exempt; and 3. Find and determine that the proposed project will not be detrimental to persons or properties in the surrounding area or to the City in general, and will be in conformance with the overall purpose and objective of the Zoning Code and consistent with the goals, policies, and programs of the City's General Plan; and 4. Find that the applicant's CUP request meets the criteria set forth in §155.716 of the City's Zoning Code, for the granting of a CUP; and 5. Approve the requested CUP Case No. 860, subject to the conditions of approval as contained within Resolution No. 324-2026; and 6. Take such additional, related action as may be desired.

PUBLIC HEARINGItem 3.

GENERAL PLAN AMENDMENT (GPA) CASE NO. 33 AND ZONE CHANGE (ZC) CASE NO. 142 – TO ASSIGN A FREEWAY COMMERCIAL GENERAL PLAN LAND USE DESIGNATION AND M-2-FOZ (HEAVY MANUFACTURING–FREEWAY OVERLAY ZONE) ZONING DESIGNATION TO A CITY-OWNED PARCEL LOCATED AT THE SOUTHWEST CORNER OF SHOEMAKER AVENUE AND FIRESTONE BOULEVARD (APN: 8082-002-918)

1. Open the Public Hearing and receive the written and oral staff report and any comments from the public regarding GPA Case No. 33 and ZC Case No. 142, and thereafter, close the Public Hearing; and 2. Find and determine that pursuant to Section 15305, Class 5 (Minor Alterations in Land Use Limitations) of the California Environmental Quality Act (CEQA), the project is Categorically Exempt; and 3. Approve GPA No. 33, amending the General Plan Land Use Map to designate the subject property as Freeway Commercial. 4. Approve ZC No. 142, amending the Official Zoning Map to designate the subject property as M-2-FOZ (Heavy Manufacturing – Freeway Overlay Zone). 5. Adopt Resolution No. 325-2026, which incorporates the Planning Commission's findings and actions regarding this matter; and 6. Direct staff to present the project to the City Council for final consideration. 7. Take such additional, related action that may be desirable.
