PUBLIC COMMENTS ON AGENDA ITEMS

At this time, the general public may address the City Council on items on the agenda only. Please be aware that the maximum time allotted for members of the public to speak shall not exceed three (3) minutes per speaker. State Law prohibits the City Council from taking action or entertaining extended discussion on a topic not listed on the agenda. Please show courtesy to others and direct all of your comments to the City Council.

Determine the adoption of Interim Urgency Ordinance No. 1172 is exempt from California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15061(b)(3); and

Introduce by title only, and waive further reading of Interim Urgency Ordinance No. 1172, imposing a 45-day moratorium on the approval, establishment, expansion, or relocation of blood banks, plasma centers, and other specimen donation facilities.

Authorize the City Manager to execute a Memorandum of Understanding (MOU), in a form and content approved by the City Attorney, between the City of Santa Fe Springs and Mariachi Nuevo Tecalitlan (Mariachi) for participation in the 2027 Pasadena Tournament of Roses® Parade; and

Appropriate $50,000 to cover expenses associated with the Mariachi MOU; and

Approve a sole source procurement with the Pasadena Tournament of Roses Association (TOR) in the amount of $200,000 for designation of the City's float as an official Entertainment Float; and

Appropriate a not-to-exceed amount of $225,000 for the Entertainment Float presentation fee; and

Authorize the City Manager to execute any agreements with the TOR related to the Entertainment Float presentation, and any related agreements, amendments, or documents necessary to implement the City's participation, in form and content approved by the City Attorney; and

Take such additional, related, action that may be desirable.
