Do you want to explain just for our new commissioners kind of what we do, how we go about doing this?
How we go about doing this? Okay, so... Could you explain it, please?

So each year there's an opportunity for the commission to elect a new chair and vice chair. It is up to the commission if they want to do so. And so the commission does that by a vote, they make a nomination to nominate somebody. That person would need to accept the nomination. And then if that person accepts it, then the group would vote. If there's more than one nomination, then the group would vote for each one and the person with the most votes would win. And so you can vote for vice chair first, then chair. It's up to the commission on how the commission would like to do it. But for our new commissioners, Commissioner Capadia is our vice chair and Commissioner Andrews is our chair. And so they've been serving this last fiscal year. So they started in July 1 of 2025 and they're finishing up. Thank you.
I wonder if... the current, if the vice and the chair would be interested in repeating their roles this year? Sure. You'd be interested.

Okay. Item 2B is to discuss and develop the Senior Advisory Commission work plan goals and activities for fiscal year 26 and 27. So, in our packets, you will notice they're on page, it says 2 of 2.

there are an A through H of possibilities for us to use as our ideas for our work plan, for our ideas for the work plan. So I don't... Does everybody have this? So we've started without you.

So we are at, just to catch you up for a second, we've done a election for next year for our chair and our vice chair. And the motion was made to keep Chris and I here for next year.
Nobody gets the boot.
So we are now looking to do our senior advisory commission work plan for next year. Typically planning activities. So we have, for those who have the agenda in front of them, they have it. You need to have a economic center for my calendar. You have them, they can see on there.

This is the actual table. This was picking up from last month's meeting, or sorry, two months ago. You're kind of brainstorming. So capturing what you guys had talked about at that time. So what Rick was referring to as part of the staff report is the different categories from the age-friendly. Those are the different categories he was talking about. economics and employment, community housing, outdoor spaces and buildings, transportation and streets, health, wellness and nutrition, social and civic engagement and access to community resources information. And so at the last meeting, the group talks about advocating for housing regulations for older adults in Santa Clara. and proposing regulation modifications to protect older adults in rental properties. Also participating in the 2027 Health and Wellness Fair by hosting a table and to promote the Senior Advisory Commission And possibly offering a smaller survey, as mentioned, might be on a specific topic. And, you know, asking people to, could be three questions, five questions.
Yeah, for those that are new, the reason why we propose that, because the survey that was out is not exactly what we wanted.
And then... And then also you guys have talked about just continuing with the senior needs assessment and the data, pulling the data together and presenting that to council at your joint meeting in November. And then I was just kind of jotting down.
Do you have a date for the November meeting already? Do you have a date?
Yes. November. It is November the I emailed it to you all. I believe it's the 7th, the Tuesday. Usually they do it before their council meeting. I can resend it to you.

That was in a separate email a couple months back when council set their dates. Yeah.

I can resend it to everybody. And then these were just some other, at the last meeting, individuals were talking about just resources in general and being that there's quite a few resources available to our older adult population. What I heard the group talking about was it just seems like people don't know where to look. And so the group was talking about What could the group maybe do to promote those resources? Or how do you communicate those resources out to individuals?
Yeah, related to, if you'll excuse me, related to a senior center. Because resources for adults out in the city, they just don't work. They aren't experienced. But I don't want to go into this detail. There are many, but they are not a center. And to be sad that you're here in bed and nobody actually has the power to do much.
I would say reach out to the senior communities that are already in the city. Instead of only this senior center, there are senior housing, like Pre-Housing, and then there's one on Down Street, and then there are other faith-based senior groups. It would be nice to outreach to them if possible, but I wouldn't know how to start with that. I mean, I have some ideas. I have two or three outreach places already in mind, but obviously we need to look for more. But that would be another way of reaching out instead of just putting stuff in the library or in the newsletter, which a lot of people don't really read, unfortunately.
I don't know if this moment is the moment. If not, Jennifer, you can tell me. But I have some documented situation here that I want to show to you all. that is related to why we need regulation to protect adults and seniors housing. Do you think I should show it now? It's a few photos.
Or should I do it later? I think our agenda item that we're working on right now is the work plan.
Yeah, that's what I'm saying. It's related to that. Just to reinforce the need for it. So you all be very conscious about it. Is that okay, Jennifer? Is that okay? It's quick, but I think it's important because we are discussing exactly that. So this is me about six months before I moved to a senior housing facility. And this is about two months after moving in. I think you can all, but I can pass so you can look closely. And this moves on like to this. to this, you know, to have alteration in the house, to the whole face. I'm gonna get to the eyes because this is, I think, the most shocking situation. Well, I think this is enough. So now I'm going to go, you know, nails from this. Toenails and nails. Can I just ask, what does this have to do with the house? Ferdinand's. I get that. Yes. So it's skin. Hold on. Hold on. It's skin. It's skin. I'm doing quickly because I don't want to take my stride. This is lungs. And I have heart too. Affected my heart. This is inside of my unit. This is the machine who sucks air and bring it inside of the room. And I want to present this to the CZ Council. So they see the need for ordinance, the fast ordinance. This is the opening where the air goes through. And if you can look at the bottom, you'll see the amount of dust. The professional who went there to document this, they even scrapped the bottom so you can see the debris and the amount of dust that was inside. And this is a few photos taken on neighbors that are not capable to clean their units. So this is the power back. This is two plants that she has in her apartment. The one that holds some of it. And the other one, what is even more critical. So I joined the city advisory commission to bring district attention to the city council. I thought it would be easier, but it has not been. And I have been here for two years. I think myself and he is the only ones from since I started. So that's the situation. It's not only one place. This is very common. And why? And I went to the health department. I went to the building department. I went everywhere in the city and the county to see if I could have them enforce landlord to clean this, to fix this problem. And guess what happened? I was evicted without never being late on one payment. I was sleeping on a parking lot for over a year trying to find ways to fix this because of course I'm not the only one who suffers with the consequences of this kind of environment. And why I was evicted? Because there is no ordinance in the city of Santa Clara to enforce landlord to fix problem like this. The inspector from the House Department went there. They saw it. But they could not do anything. Why I want to tell this on the first day with the new people. We have really serious problems in the city with seniors. And we here, we can make the difference and make the city council to pass law to enforce landlords to not have this situation. This is my unit. Okay, thank you for listening. If you want to look closely and then... There's something called Project Sentinel. Have you heard of them? They help a lot with some of this. That's why I mentioned when Sir says about the resources, I guarantee you, none of them do anything, can't do anywhere to all of them. Actually, the Law Foundation helped to evict me because there is a lobby in this country and in this state, in this city, that protects businesses, not people. All this... agencies that exist to help, including the law foundation who gave me a lawyer to go to court, to fight in court, they were not able to, they actually facilitate for me to be evicted because they get grants from the corporations who owns those properties. That's the problem. That's why we need laws. We need ordinance because if we had any, the court would be able, the judge would be able to act. But even the judge can't act because there is no ordinance. There is nothing written there that they can enforce the land law to fix the situation. And plus they lie. Do you know why they evicted me? I went to court, went in front of the judge. The judge encouraged them to make an agreement with me and fix the problem. They agreed that they will fix the problem. And then what they did, they asked everybody to remove their vehicles from the parking lot where I was parking, where I was sleeping, where was my house, to go outside. And when I moved in, they paint that that spot was assigned to somebody else. And that spot was the spot where the court assigned for me to stay. And that's where the law foundation failed because the lawyer said nothing to defend me as having a document from the court saying that that was the spot that I was assigned to. So the commissioner that was there that day was, of course, wasn't the judge who did the whole thing. She evicted me because they said I violated... the agreement by parking on a spot that was not assigned to me. But there was no spot assigned to me. Then the one the court decided was where I was.

I hear that Commissioner Ms. Vaz would agree that goal one for our work goals would be appropriate. And I would like to agree that that be one of our work goals. So maybe we could move to and see if that we want to be with that work goal and keep moving.
I want to ask a question about that goal. If I remember right in the last meeting with you and Chris, we're going to get together to talk about what did that happen?
Yeah, I didn't. I just wondered, it did happen though. It did not happen because we could not, at least I was spearheading and I could not get hold of the right people with different agencies.
That's fine. That's fine. It's just something that came to mind that we had talked about that.
We spoke about it, but we didn't do anything officially yet because we wanted the whole commission to get together and hear this and work together on it.
I have a question. Before we propose any new regulations... Should we not know what's already there in the book?
Well, that's one of the things that they were, the understanding was they were going to look up was the things that are already there. And regulations are not something that we as a commission have. All we can do is present something to the council in our meeting and in November as part of our work plan. So that's a no. That's all we can do.
If the regulations are already there, then we would look very foolish trying to present something that's obvious.
That's why we asked.
I'm sorry to hear, but I think I wasn't clear enough. No, you were very clear. This is me. I went to court. There is no ordinance to protect renters, senior renters in the city. There is none.
We can look into it. We'll continue on with that. Let's look at goal number two.
I want to court. Because maybe they did after that.
To make clear that. Let's find out.
I think what we're saying then, right, Chair Andrews, is that Commissioner Voss and Commissioner That is correct. To work on this item offline and bring their findings and their recommendation to the commission.
That was what was agreed upon at the last meeting in June.

Yes, but because we were short in the staff, the board and I, we decided to wait. And I would bring this here as I'm doing so everyone knows the situation. Because this is critical. That is nothing to do with Brown Act.
Because there's two people assigned to the subcommittee to work offline to propose a regulation modification to protect older adults and rental properties, as it's written here. Is that what the subcommittee wants to do?
We want more people on this committee, not just two.
You can only have three.
we want to change that that's why we do this that's the brown act personality doesn't allow that but this is such a crucial thing what has to do with such a crucial thing How about the Brown Act for the president that's making billions or millions of dollars?
We're not talking about that right now.
We can speak for him. We're speaking about us and it's the Brown Act, the law.
We're so lost that the president cannot do what he's doing either. This is related to what we're doing here. We should not be stopped to do what is so crucial for seniors to live in this city because there are people dying.
So the commission needs to agree as a whole on what the commission is going to tackle for their work plan. I want to propose a vote then.
Who's here that agrees that we should all work together on... Thinking on how we can address the sitcoms about this problem, it just pays our hat.
I would have a point of order. I think that I hear from... from the committee that there is a subcommittee and that you've agreed. We voted on it at the last meeting.
We had to have more people. That's why we just got started. You guys voted for the two of you to be on the committee. And we said that we needed more people at the time. It can't be more.
You can only have one.
You can have one more. Oh, that's okay. It just depends on who wants to be part of it and then join us. If they don't want to, then they don't have to. Oh, yeah, of course. So it's up to anyone that is new, that is here right now, that wants to join myself and Mr. Capordia to work on that. And we don't have to write anything. We just have to suggest something. to the city council that we needed them to do something about the situation.
I would be interested, since you mentioned the new member, I'm one of the new members, I would be interested to see the two of you were getting together, see what you can do, make some organization and maybe come back at the next meeting just and present your findings. And then... No, the finding is here. That's your... And I'm so sorry. It sounds awful what's happened to you, but we represent everyone. So as the commissioner and to be part of the subcommittee, I would love to see a start with what both of you could find and come back.
We haven't a start because as they said, and as we discussed when we decided to have the committee, Just the two of us, but we can have, I was hoping to get more, but as you know, now we can have one more. And that's when I'm going to start all together, not the two of us, but just three.
Right now you are a committee of two. I'm not sure if you're going to be able to get a committee of three. So I'm not sure. I'm not available to. begin that with you. But I would love to be able to see if you guys could brainstorm and what that committee could look like and what a third person could offer. That would be my suggestion.
When my turn comes, I'd like to speak about on the same subject what I found. Some basic groundwork is done already and I have some thoughts in that so I can tell you what I found. Because it's not enough to talk about now, but there is enough progress made so that we can make more progress. You know what I mean? There is a lot of groundwork has been done and we are going to do more. Because to give you an idea, I mean, an anecdote, that I wanted to have a flashing crosswalk light right outside our building because people, older people cross. So I went to the traffic department. I talked to them and all. They have a set procedure. They just don't go and say that, OK, a commissioner comes and makes a request. But one thing they did, they listened to me. As a commissioner, we have a lot of power. People will listen to us, okay? They cannot ignore you. So what he did was, he said, we'll have to do study. We love to have a data. How many people have been hit at that intersection? Because it costs them $10,000 to $15,000 and it's a public money. And they will not just on ad hoc because commissioner said so, they will do it. whether this problem or any other problem. So I learned from that point on, I have to have a lot of data because they go by data. Then they say that we will do our analysis, you know, traffic, how many cars go by. We have a lot of data. So ultimately they put the flags, they put the sign in the middle of the road, then they say pedestrian traffic, you can see that. Flags on both sides and all. They did that. But they did not put a light at Crosswalk. You see, he has responsibility that I learned as an entrepreneur. In entrepreneurship, we are the boss. You know, public is the boss. They have money. We cannot and they will not do it. Believe me, you try and they will not do it. They have their own. So I learn and I'm collecting data. That's what I'm talking about, the groundwork and all. How many seniors, what are the, and that's not available. My frustration is that's not available. Eviction isn't for everybody. You know, it's not for just seniors. But they don't have data for seniors yet. I'm trying to contact people and hold a meeting. Myself, Ms. Walsh, and whoever.
What you said reminded me of why we had plans. It's It's not that him or myself has to come here and present anything for other people to join. No, it's the community who's going to find ways. Whoever wants to join is going to do what I have done, what his has done, and we still have a lot to do, which is go out there and verify what is needed in this particular situation. You, for example, can look at the loss. and see if there is ordinance. And if there is, you're going to bring to the three of us, OK, I found this. I feel like I, this is only about me. But there are others probably that I visited. I have a lot of videos that I recorded of people talking. I have a lot of data, I can say. And he's doing his own. So if you want to join us and you welcome anyone who wants, but just one more, as Kim says, Just see what it is and do your own research and see why you can contribute to this. Thank you for that invitation.
But we are on our goals. So we've heard about goal one, potentially. So I just want to make sure that we're referencing what the work for this meeting is. And I can hear the passion regarding the ad hoc. But right now, We're talking about all the goals, and I see that it's on there. So I feel like we've discussed that goal one, and I think we need to look at it because it's everything that we want to do for over the year. Yes.
So I think we need to keep... And you can be in more than one committee. Okay.
You can be in more than one committee, yes. But our goal number one, we've talked about, And we have to come, we have to, you know, talk about that. And we still have to do goal two and three for our meeting today.
We have to present it. We have to give this to the council by I think it's the 25th of this month of what our goals are for this year. So we really need to get through this so that we have something to present. I mean, what you guys are saying is great, but I mean, this isn't set in stone yet.
This was everyone just, so the commission needs to decide if you like these three goals and if not, you change them, you modify them, whatnot. But if you're adding to them or adding a different goal, but this is what was, uh, From the last meeting.
And whoever wants to join the committee doesn't have to decide now. You can just send an email then and say, hey, I want to join this.
At any time, if you decide you want to be a part of it, then yes, we can add you to it. That's absolutely true. And we can add to our goals, but I... The one thing I want to make sure that we understand, whatever goals we make, we want to be able to achieve. So you don't want to get too extensive here. We want to, you know, we want to be something achievable to us. So that's as we're as we're doing this, like goal two, as we move into goal two is to participate in the health and wellness fair. You know, it is to put a table up. you know, promote the senior, you know.
I'm all for it. I can be part of that one.
And then at some point we need to create a small survey. That was our idea, just a small one-subject survey that maybe we're trying to get, you know, an answer on. I mean, if anybody took the survey that we gave out last year, it was pretty long. It was pretty extensive, and we should be getting results soon, I would hope. Things we need to more things that we're going to need to work on. So any other comments on goal two?
I'm personally the main thing is the sample size, who are we going to? I mean, promote to and how we are going to get the survey done.
And that doesn't have to be decided tonight.

You're just creating your work plan. And then from here on out, the commission with the different committees will work on each item.
Yeah, I am with goal two that, yes, we need to know where we are going.
And this has been done before the health and wellness fair. So we have an idea of what's done, how it's done. So we can build up on that strength and figure out how we can really work with our senior focus. So that would be a very doable goal, in my opinion, at least. I agree.
Just about every year, we've had a table.
Right. And we can see what worked and what didn't work and what we can add to make it even more.
Our last year's focus was on the survey. I mean, we were, this one here was, I'll get the survey from everybody. So it was a good effort.
In the past, the commission has also partnered with the health and wellness program and sat in the information booth. And so that was just another piece of the commission's assistants. They sat in the info booth and they helped the vendors get to their booth, welcomed them, passed out bags, surveys, evaluations, things like that. So the commission has been involved in a couple of different ways with the health and wellness fair in the past.
I think what Rick was saying is about me. I did exactly what that Jennifer was saying. So I didn't sit there and wait until the people came to our table. I walk around and I went to each one and that was, according to their own testimony, was really good. I got a lot of response. I got a lot of people that didn't even know about it. So that's what I'm hoping that other people come and join me on this really hard work that we have to do in order to make a difference in this city for the seniors and so much needed because the people who come here they have income i'm talking about people who do not that make a thousand dollars a month in their retirement they pay 900 of rent and they have to live with that so they don't have even a dollar to pay to come anywhere That's the ones we need to work to help. And remember, we are in the most well-seated in the world, and this is happening.
So are we all in agreement on goal number two?
Yeah.
Okay. Goal number three is the senior needs assessment, and that one's going to kind of be a moving target until we get the data. Until we know where the strengths and the weaknesses are that we need to get involved in, we really are just going to have to wait. I'm not really sure.
When is it going to come?
That's the question I was going to ask.

Okay. All right. So are there any other goals that we want to, because I think the senior needs assessment may end up being a large project in itself, just by the answers to the questions of what we think we need to do. I think that's just my opinion. Yes, ma'am.
I have a comment, maybe like, Correct, incorrect. But it's my understanding that only a thousand surveys were done, which is really a very small data point that everything said and concerned. So, yes, we have to look at the results. Yes, we have to analyze them. But at the same time, I think that we should also keep our common sense and our reality and what we know about the general public in mind as well. Absolutely. We cannot just take the results and say, oh, because these thousand people want X, Y, and Z, so we have to do that. No, that's not...
In the survey world, or in a lot of the world, when it comes to participation, if you can get 8% to 10% of the population of that group of people you're trying to get, you've done well. There's 15,000 seniors in this, right? 15,000, right, seniors?
I thought it was 22,000. No, 15.
15,000? They use a quantifier.
Yeah. I think it's more than 15,000.

According to... Like 500,000 seniors in this area.
Don't describe the city. I wasn't thinking. 15,000 in Santa Clara.

In Santa Clara County. Yeah. No, Santa Clara. 15,000, right? 15,000, yeah. You look at it, it's on the website. It's like 8%, right? 7%? Wait a minute. You're right. But... as long as it is distributed all over 15,000. Agreed. If you have 1,000 from senior center, that's skewed. That will not work. Okay. I hope you people understand what I'm saying. See, distribution means it's spread out all over different populations, rich, poor, healthy, unhealthy, everybody. But if you go to rich area and get it, Hey, they are all, they know what to do. Surveys are challenging. I have studied. I'll share as we go along. You'll hear from me.
That's a good point. I appreciate your point. It's a good point, but I think we have to I mean, that alone, I think, is going to be whether we use the assessment or we use other metrics to look at it. That alone is going to be a large project all by itself. And I don't know if we want to attack more, add more goals. Like I said before, I would like to make them attainable by the end of the year, by next June, that we can say we accomplished our goals.

It's been a hard thing to do here as long as I've been here and the Senior Advisory Commission is to accomplish because a lot of times we've made too many and you get to the point, you go, we still got all these to do and we haven't got there yet. Using Maria as an example, we have not paid the attention to that that we really need to, the housing. We have not. We've had all these other and I think

I agree with you. I think we should now wait and see what the survey is going to tell us. And from that survey, we can think on what We can still need to ask and make the small surveys as we have been proposing.
If I may, can I ask the staff what their opinion is on that? Is three goals enough? I mean, does the commit, does, will the council, you know, they won't say, yeah, but I'll do it.

My name is Martel, and I'm with the city's traffic engineering team as a of data right so but last time i was here if i haven't met you i uh went over um the sv hopper program a little bit about what the hopper is how you guys can book a ride and take it around the city so i wanted to give a brief update on that as of july we actually expanded to the northern part of santa clara And so now you can take the SVA hopper up to anywhere you like within the city of Santa Clara and Cupertino now for this fiscal year. Afterwards, we're going through some funding, see if we can grab some more grants from state and federal funding as well to keep the program going. But I just wanted to give this pamphlets. You might have seen them already around the Senior Center, but I will leave this here for you guys. And if you guys would like me to do another presentation for you guys to go over the S.E. Hopper program and answer any on getting the agenda.
I have used it and I love it. So it's a lot of fun. The only fun part is not if it's a smaller car and they kind of squish us in like three in the backseat and we're all squished up. That's not the fun part, but if it's a bigger car, it's a lot of fun. But I have a question and here's, I'm sure you know the answer. How much is it really used? Is it used as per your projections? Is it used more? Is it used less? Because if you have to go and look for funding, you will need to justify the funding. So is the use there or do we need to promote it more?
Oh, absolutely. We are seeing a huge increase in the service. We're running a fleet of 16 vehicles from 13 vehicles. And to your point about being squished in the back seat, efficient, but also environmentally friendly. So the point of view of picking the hopper and also doing these kind of rides that are going to the same location in one vehicle versus having to do a single vehicle trip. And again, bringing up the data that Commissioner Capati brings up of our data projections are actually As word slowly gets out, we want to be able to mitigate the expectancy of wait times for the people who are currently using it, and then also being able to supply the rides to new to new writers as well so we want to make sure that you guys are still getting the same level of service while also um low cost not low service right both so that's why it's both low cost animals Yes.
So I don't know why Sunnyvale dropped out of it. Sunnyvale used to be part of it two years ago, and then we suddenly chopped it down, and now it's only Cucutino and Santa Clara. Was it funding, or was it lack of need?
Different city council priorities. Okay, so it was a funding issue. It could be that they have their own reasons, and we attempted to reach out to Sunnyvale, but they just didn't want to play ball. Okay. Yeah.
It's a different transportation service. Oh, okay.
So, hi, how are you? I was here last time you had a presentation. I brought your information back to my organization and I gave out information to some of the seniors. However, Several called back and said they had difficulties with the phone call because not all of them have, you know, tech savvy capabilities with their phones. They don't have iPhones. So I had told them that you had suggested given a call that they could have like a, you know, the credit card or they could pay. But they all had, like, yeah, either there was nobody there to answer the call, there was nobody to help them properly, and they couldn't get the service. And so that was what some of my clientele were, like, experiencing.
That is, you know, the call center is something that we're still currently working through internally via our operators. help out the seniors. I actually helped out a couple, did a couple of house calls.
They need that. They need a little bit more service, slower talking. Set up the phone call. They would work with them on the phone because some of these seniors can't come in here.
I can work with them in person. Okay. Yeah. And if any of your residents feel that they need help personally, feel free to give me a call. That's great.

However, to your point, Commissioner Seldon, Commissioner Kabadia, and Commissioner Vaughn, any work that they complete that they want buy-in from the whole, the whole commission has to approve their work before it gets presented anywhere outside this body. So if they say, you know, we want to present this ordinance or we've realized that these laws are invalid or not working or whatever it is that they come up with, the commission then gives them feedback and then they may present that to the bodies that this commission agrees to at a later date. So you are only allowing them to work in these areas at this point. But under that definition, right, they're supposed to propose a regulation and modifications to protect older adults in rental properties. So as long as the rest of the commission believes that they're meeting that goal when they present back, you can determine that at a later date.
I think what I have in mind is
We're going to present the problems to the city council and ask them to create laws, ordinance for renters. That's not what this says. I know, that's why I'm saying again, because that happens the same thing with the survey. We said what we want, but was written something else. I'm reading that carefully, and I don't know what is written there is what I am saying. What I am saying is, propose to the city council that they need to pass ordinance to protect seniors renters in Santa Clara and protect in a sense that if the environmental is bad, as I have presented here, the system can enforce, for example, the housing building department that I called them to see this. They are capable of enforcing the landlord to fix this. There is no ordinance for that. I don't know. This is not my language.
I know, but as an advisory body, you don't necessarily...
say fixes council right you're meant to provide them with options as as an advisory as an advisor yes and that advises there is no ordinance to protect seniors renters in this situation i'll present the situation so use an example you would the committee would research what other cities do so you would research to see what the city of sunnyvale what type of housing regulations or what type of rental rights they have. City of San Jose, City of Cupertino. So by providing that information, we call that benchmarking. So you're showing them what the other cities are doing. And then the commission is saying, based on what the other cities are doing, We are proposing X, Y, or Z. And that's how the whole, you know, if you're presenting something to counsel, that's what the commission, subcommittee slash commission would do.
Wonderful. That makes clear to me. And I have done for San Jose. Of course, I don't have everything in writing because at the time I did with the lawyers. And we verified that San Jose has ordinance for such situations. Santa Clara doesn't. We saw that together, the lawyer and myself.
So we're not doing homework right now. No, but I'm just finishing.
I want somebody that can join one more person, just not the two of us, because it's a lot of work. I want the three of you or the four of you. decide if you want to join us and work on other cities to see what they have. And, of course, I'll put in writing what I already found for San Jose, and I can do all this too. So the more we have, the better on the whole area. So you don't have to decide now. Another one is I'm also hearing that maybe there's an interest and maybe not, but I'm going to lift this up and see if it's in the ballpark. We give advice. them ideas what to do bring the problem ask them to fix the problem that's amazing yes you're going to bring this so that's why the issues you want them to consider well yes while looking at or considering the future and that's why i put ordinance because the problems start when they are building and i want to bring this and i have this already documented part of it because When they build, they build with problems. And I want a regulation to force them to fix the one that is already with the problem, that was built with the problem, with the permission of city of Santa Clara housing department that inspect and do all this.

And I do have a question. Since I am the new member, can we have a timeline? Once we say, okay, these are the three things we need to do, and I would like to be on the Goal 1, I can be on the Ad Hoc Committee. What's the timeline are we looking at? Like I, as a committee member for Goal 2, when does the Senior Advisory Commission want me to present for that goal? What's the timeline? Can we go over that?
Yeah, usually. So the work plan is for the whole year. And so obviously with that, there's that initial deadline. Goal, that's your one time frame. You have a year. But sometimes within each goal, there is separate timelines. So for instance, like the health and wellness fair, then it would be completed by May because the health and wellness fairs are in May. So that would be completed by May. So, but there have been other goals that the commission has worked on and said, you know, it would be done by February or...
So the November 17th meeting, all we need to do is just present these. We don't need to tell them that this is what we have done. This is what our research has done. And this is what we propose doing for the health fair. This is what I, as a committee member, will be doing X, Y, and Z. Talking to these people, nothing like that in the November meeting.
Yeah, at the November meeting, the commission would provide their kind of like this format. And so it would say these things. And so they'd be able to see what the plan is for the year. And so they may ask you questions. Oh, what are you guys doing with this? Or have you guys made much progress on this? So there has to be some brainstorming.
some ideas put forth in black and white so we can say, okay, this is what we are thinking. It's a work in progress, can be improved, can be deleted. But overall, this is the framework we'll be doing.
In my case, just in my case for this, I want to have a little bit more advanced by November. But this is me because this is, it's, it's my, suggestion so as we work as a subcommittee and as we get to the point that you guys is going to approve and then on the on this dinner in november i will present to the city council what we approved and perhaps with the mayor and I want to have minutes to talk and she already granted that to me. So whatever is the procedure, how they do, they do. But what I'm saying is, Because this is my thing. I want to talk at the dinner and say some words.
I think we're off topic on that. I don't agree with that. There's a public forum, but we are seven of the body, and we have a president, a chair of this commission, and a vice chair. So that's going to be determined later.

And then any commissioners who are interested in talking more like across the city so it's not just a snapshot of just what the seniors do and we can look at what some of the other groups have done we have four commissions in our department so we can also tell you some things are recurring and some things don't get don't ever fall off the work plan and some things are new and some things have timelines and some things are we do them so there's And I know some of us are still new and getting warmed up to this as a concept. And that several of us, although new, will be on the commission for repetitive years. We're hoping to keep you guys on the commission for a little while. And then you'll see how these work plans evolve and how some things come in and some things stay and things like that. So absolutely, we can do that work. I wanted to make sure that you felt and or you have an opportunity to learn more about the work plan.

And then the senior needs assessment, the The data has been submitted to our research company. So they're compiling the data. And we're going to set up a meeting. Kim and I will be meeting with them to just kind of talk about the basic findings. And then we'll work with them on creating the formal presentation. So if you have a copy of the old one, I can also, I'll send, since we have new commissioners, I'll send you guys the copy of the previous one. And so it's like an executive summary and it just breaks down the data and compares from last survey that we did in 2017 to this year's. So compare, see if there's similarities or differences. And so that'll be a substantial summary. So that'll, I'll So that will be coming.
And we can commit to having a high-level overview by October, so you can see it before we have our dinner. And then the final report won't be out by then, but we can at least have some preliminary data to share with the council at the meeting. And to share with you first. Yeah. It's a long time.

Any other updates, staff? If you haven't driven by Henry Schmidt Park, I would take a look at that. There's quite a lot of construction going on there that's slated to open to the public sometime in the winter. So it's happening, though. The International Swim Center continues to make progress and on track. to open the bodies of water sometime late summer, fall 2027. And then on Tuesday night, we take phase two, which will be the building, administrative building and locker rooms and such. The designer will be, so the agreement is on the council agenda for Tuesday night. And so that is exciting progress being made. And our lovely Art and Wine Festival is happening September 19th and 20th. So mark your calendars for that.

Will the Schmitt Park still have the cute little train? It will have an even cuter train.

And then actually Thursday night, um, here is a public meeting, um, from six to seven or so six to seven 30, um, for, um, We've been doing a survey on the city's interest, community's interest on this and pickleball. So you'll remember that that was a hot topic in Santa Clara from some of our previous commissioners. And so we'll have a community meeting downstairs in the multi-purpose room starting at 6. Again, over 1,000, about 1,300 responses on that survey. We'll share the responses to the public and talk through some facilities where people We think potentially we could add additional amenities for the public's enjoyment. So yeah, that's coming soon. This is just a comment. During the Thursday night 49er game, my dad lives in a senior housing building right at the corner of Lafayette and Cali de Luna. And And it's filled with seniors. And the turn to the right was open. And then later, they closed that. But there's no man there to tell you which way to go, what way. I feel like they should man that and have a pass to get through there, at least the seniors. Because literally, the building's right on that corner. And then they take you all the way down Lafayette to almost, they want you to go to 237. Yeah. It's just, it's just not really good for seniors. And I'm not sure who to talk to or tell. So I thought I'd bring up the right people. Okay. Yeah. That's awesome. Thank you. What's this? It's Lafayette and Cala de Luna. 2350 is the building that he's in. 2350 Cala de Luna.
That was the same place that has huge street parking issues and all. Yeah.

Yes, I just wanted to apologize for my absence in May. My mother-in-law passed away suddenly that Friday for the 17th of May. And just that whole month going forward was just chaos because my husband had lost his father a year before. So they kind of left each other one and then the next. So it was just... a lot so i would like to excuse my absence or ask for an excuse and just letting you guys know that that is what had happened and i wasn't trying to miss the meeting purposefully so just an update thank you thank you thank you we already did i think we already excused her from that so commissioner kapadia oh okay
I was working on this in the background because I realized that without the concrete data and all, the needle is not going to move, no matter what wordings you come up with and all. the council and all, whatever little I've learned is not going to be very effective. So I was trying to contact agencies like SALA, Project Sentinel, Bay Area Legal Aid, Law Foundation, who have, all these organizations have worked with evictions for a number of years, and I wanted to learn from them and then come up with a she called it ordinance or wordings and recommendations for the council based on the information and the data from these very reputable agencies. So that's what I'm working on. And when it's hard to get their time and appointment, I had my own issues, traveling, my own health, and also I couldn't work as hard as I wanted to. On the ADA front, which is one of my favorite area, I found out I'm continuously doing research on that. And there are good numbers all around, but I'm not an expert in ADA construction and all that. There are prefab ADAs available at a very... ADUs, sorry. ADUs, I can correct it. ADUs, ADUs, ADA, you know what ADA. So ADUs, and they look very, numbers look very good. And I checked with the city. They take one or two, six months to issue permits, depending on the complexity of the project. And charges are between $300 to $800 for the whole permit. Now, the thing is, water and sewer is connected to the main house, and water may have a separate submeter if you want to measure that, how much water being used by ADUs. And electric, you can have a separate submeter. So everything is very smooth, very easy. It's a matter of somebody taking that step and doing it. Other thing I always, I volunteer at senior center. I always, I made many friends and I talked to a lot of people and few of the senior problems are social isolation. Several have died recently. They tell me in their relation because nobody was there to communicate. They fall, something happens, and they are gone. So that's the issue I'm going to take on my own. Maybe develop some app, get some big names. So some people have died because of falling. Some people have died because of the... issues with carpet, and some people have died because of smoking and carpet catching fire. So these are, you know, we are looking at these three goals. but there are many, many very crucial, important issues. So I am brainstorming myself and see how we can holistically put together a plan for senior, not for this year, but for the years to come. And I have, if you would like, I've done some work and I'll share it with you. I put 12 major issues And I've created a flyer. And so this is like a, you can put it on your refrigerator. Everybody can take one. And these are the major issues for all cases. And you may immediately recognize some of them because of your own issues. Thank you. Thank you.

And the first thing he did was hug me. And he said, thank you for coming and checking up on me. So sometimes you have to take risks. Sometimes you can't say privacy, privacy. I went there. The other guy said his wife passed away, and he was in social isolation. And he sent me the text, because of you, I'm coming. There are things we can do. And, you know, these are small, small things we can do to help.
You know, Connie, the one who used to come, she fell down and now she can't drive. There are so many of seniors who need help.
