Good evening. My name is Paula Kier and I am the vice president of the board of directors for the Sunduski Witches Walk, which is a 501c3 nonprofit organization proudly based in Sunduski. Our mission is clear to unite our community while raising funds that directly support local youth and seniors. What began as a small local initiative has grown into a signature regional event welcoming participants from four countries, 26 states, and 53 cities across Ohio. At its core, the walk is about belonging, fostering connection, confidence, and shared purpose while transforming our downtown into a visible expression of unity and civic pride in the official Halloween capital of Ohio. [laughter] A significant milestone in our growth is the formal transfer of our Guinness World Record title to the city of Sunduski, the Greater Sundeski Partnership, and Shores and Islands Ohio. It ensures the recognition continues to generate tourism, economic impact, and long-term benefits for our region. This achievement belongs to the community that made it possible. Our largest annual fundraiser, The Witches Walk, will take place on October 17th with additional October initiatives designed to further engage our community and expand our impact. Proceeds support valued local partners including Meals on Wheels, Kuanis International, the Sunduski Recreation Department, and the Erie County Senior Citizen Senior Center, while also increasing access to meaningful academic

Um I want to just say a couple things. Um you know it's just amazing I think for all of us to sit here and see how this has evolved. Um maybe a lot of people sitting here don't remember but in 2011 uh Michelle Burch and some friends about eight or nine of them were looking at downtown Sunduski and you know the weekends were doing okay but during the week there there weren't a lot of people coming downtown yet and so Michelle had their jewelry store on the corner there and after hours she got a group of ladies to come in and they decided they were going to do a Wednesday night witches walk and they were going to come downtown and bring people into businesses downtown to get people to want to be downtown more. And that's that's where it just started from. And you look at it a few years later. We started in 2014, I believe, was the first year um in um fundraising actually for an incredible cause. Lung cancer was the first year. And um uh Michelle and Kora and Donna Bratz and all the ladies that have pulled this through and now Mimi, you and your team are going to take on this incredible opportunity um to have it's almost like a Hollywood set with a thousand witches out there. So, we're very excited, but most of all, the opportunity, and as you noticed, I'm going to just make a plug for them. Paula mentioned it is celebratory, but purchasing tickets is the opportunity to fund raise for our elderly, our seniors, and for our youth. So, at some point, if you have the opportunity, at least purchase a ticket for this great organization. So, thank you for all you're doing. Um, we're looking forward to seeing the whole month of October be an incredible celebration for um, we're the Halloween capital of Ohio of Ohio. So, we're ready to go. Uh, moving on. We do have a couple public hearings tonight. Um, and the first public hearing is a zone map 223-225 Meg Street. We'll have Mr. Panis come up and take care of these for us.

Yes. Thank you, Madam President. So, this is a public hearing for a proposed zone map amendment by recommendation of the planning commission for parcel 56-00693.0 to reszone the bait house brewery site from R2F two family residential district to DBD downtown business district consistent with the remaining portion of this parcel. The resoning will enable potential improvements to the portion of the property that is currently splitz zoned as the R2F district while respecting the minimum buffering requirements from the adjacent residential zoning district to the west. Uh this resoning aligns with the previously approved site plan process to guide site improvements. At the regularly scheduled meeting on November 25th, 2025, the planning commission unanimously recommended that city commission approve this resoning. Thank you. you. I can take any questions.

Yes. Thank you again, Madam President. This is a public hearing for the proposed petition uh for vacation of a 12- foot wide alleyway stemming from 52nd Street, which is located between parcels on 52nd Street, Milin Road, and to the north 50th Street. Uh the applicant, Brian Kurich, filed uh this petition to be able to essentially formalize how this alley has already been used for some time, which is as a private drive. Um, all other abuing parcel owners have also signed this petition. City staff have determined that the proposed vacation will not landlock any property, nor will it deny access to any adjacent properties. The city engineering department stated that the city has no public utility interests or any imminent projects planned for this alley. Therefore, the right of way is no longer of use for the public. Ohio Edison requested that the subject area be kept free and clear so that they can continue to access and maintain their existing electrical lines and facilities in the 4oot alleyway that will uh remain. Uh according [snorts] to the Ohio Vice Code, the city automatically retains a permanent easement to access public utilities whether owned privately or by a government authority such as the city. Um, at the January 28th, 2026 planning commission meeting, the commission unanimously recommended approval for the proposed vacation. Thank you. I can take any questions. all right. So, tonight we're going to go over the community development block grant um plan for 2026. And under CDBG, [sighs] which is a community development block grant, we're run under HUD, which is the housing and urban development department. And to qualify for CDBG, a project has to either benefit low to moderate income families, aid in the prevention of slum blight, or have a community urgent need. The program year for next year is it starts July 1st, 2026 and runs through June 30th and it would go to 2027. The anticipated amount for next year would be $699,000.40. Under the grant, there's certain requirements that we can exceed. There has to be at least 70% benefit to low to moderate income families. be $489,000 in 328 489 328 and then 20% must be 20% or less must be budgeted into program administration be up to 139,808 and then 15% can be budgeted into public services which would be 104,856. This is just a brief uh rundown of the schedule for this program. Right now, we're at the public hearing. The next steps will be land development and there will be a public comment period happening in March. This is the proposed draft budget. The categories are grouped together. The first one is program administration and planning. And under that there is the actual program administration which we're proposing 80,000 and then fair housing which is 9,500. The next category is public facilities

and improvements and that includes uh street resurfacing and that is $282,000. And then there's also community development public space improvements and that is $58,540. The next category is code enforcement and that is for 50,000. Then public services which would be assistance to subreients. In the past we've done Ogo Erie County Senior Center, different organizations like that. It's $55,000. And then we also have youth programming underneath that too and it's $49,000. Two more categories, rehabilitation, there is the lead paint removal program. That's with the Erie County Health Department. That's proposed at $75,000. And then the Healthy Homes program, that is $30,000. The final one is clearance and demolition, and it's proposed that $10,000 be allocated to that. Public service applications were due today. They were solicited starting January 26th. This year we had a pre-screen form that just helped me with the applicants kind of get the project set up a little quicker. Uh the projects will be scored and the funding announcements will be made after we get an official allocation from HUD. We won't get that until later in the spring. We did have a CPAC meeting which is our citizen advisory committee. There were some comments from that I wanted to share with the commission. There was discussion about using the CDBG funds for administrative wages versus programming. Administrative cost actually in this draft budget is lower than in previous years. There was also a suggestion to add recreational play equipment to the Sunduski Bay Pavilion. It was suggested that the city advertise public comments on social media. And then there was also discussion about CDBG funds being used for lead service line replacement. And finally, there was

discussion about the interior home improvements that is uh the Erie County Health Department was actually at the meeting and explained how that program works, but the CDBG program provides matching funds to extend that program to Sunduski residents. The 699 of Yeah, I use because we don't know. So, just to be safe, I understand. I just wondered if it's about the same. Yeah. You hope, right? You hope.

I was at the uh meeting where they discussed the uh this uh budget. It [clears throat] was my idea to maybe spend some of this money on uh Sunduski Bay Pavilion since uh it's been closed since 2004, and it's it's one of the lowest rented facilities in the city of Sunduski. They only had like 15 rentals last year, and there's a reason for that. There's no play equipment. Um, so we can maybe look into that for using that money. Um, also during the uh 2025 city commission campaign, there was a lot of discussion about renter assistance and and according to the HUD's website, we can use uh CDBG money for rental assistance. So hopefully you guys can make a decision on using some of that money for low to moderate income uh rental assistance for 2026. Thank you.

So, yeah. So, when will the Pacific come about? I'm sorry. I'm I was directing her and to you all. So, I wondering when will the Pacific come out then? What actually is going to be spent on the CBG block money? So, some of that we work through by the time the final plans put in. There will be another public hearing, I believe, in April. Mhm. And that'll have a little more detail, but we do already know what roads we're going to repave. And then the public service applications, we need to go through and score those, but we'll have an idea what those projects consist. When will the public be able to see those? The public can know as soon as we know what amount from HUD because we don't even know what we're going to get yet.

Damn. When will that amount be? Yeah, in the spring. So, you don't have no date. [laughter] No. No. We're on their schedule on their schedule. That's right. [laughter] So, it gives me go back to my original question. When will the specifics come out then? So, you know, I think um Mr. Garrett, I think one of the things that's difficult for Nicole and for for everyone is because you don't know the amount of money you're going to get and you have to to try to plan for that and to plan for projects that they're now just applying for. So they'll go through and they'll score them as she said and they'll see where where they believe funds could go. But then you have to wait for HUD to show up and say here's your here's your money and she said the spring and but you don't have a date May, April, June. You do not have a date. Last year was into the summer.

Okay. And that is completely controlled by the federal government. Has nothing to do with with the city. And I'm not gonna talk politics, but [laughter] will some of you said you you roughly got about 600 something last year. Will that be cut or We don't know. That is not determined by the city. We'll we'll get that allocation from the federal government and we don't know when. That's why I asked a question. It's a lot of unknowns. It is. Yeah. You can help us find out when? Go for it. Um the road pavement in what area will that be? Or is it just the whole city of Sunduski? Yeah, we're going back to the same area we were last year. It's going to be lane one and lane two off of Sanford Street back in there. There's a couple streets that have never been paved. They're gravel that we're going to put asphalt on. So, uh addressing that area again. it somewhat got cut off when the overpass was done and um and so those roads need have needed attention and commissioner I think it's worth noting CDBG dollars can only be used in specific areas and we can get you those uh census tracks. You're welcome.

Uh, Tim Schwanker, 362 Sheffield way. I had a question on item number four if somebody wants to write this down. That's uh $1.12 million for a new 2029 fire engine pumper. And the question would be, I'm not questioning whether we need it or not, but the question is, it looks like it's coming out of the capital budget. And I remember many, many years ago, an EMS fund was established, and we were supposed to be taking money out of the EMS fund to pay for fire engines, ambulances, you know, any equipment. And I'm just wondering um if uh we're going to, you know, reimburse the capital budget with EMS funds to pay for that. Uh the other question was how many bids were received? Will bank notes be issued? And again, why are EMS funds not being used? We're using capital fund budget money instead. Thank you. [snorts]

So, um the EMS fund is being utilized for vehicles and equipment just like it was intended to. Thank you.

That is correct. It does state the capital funds. Just for [clears throat] everyone's knowledge, the first $400,000 that we collect annually in EMS funds from the fire department um goes into the general fund. Anything after that goes into the capital fund specific account number marked for EMS funds that we account for the revenue and expenditure of uh the EMS funds. It is intended that um this will be purchased by cash from EMS funds when this comes due in 2029.

And I' I'd like to uh you know just uh Chief DO Michelle and the fleet folks along with Chief Oliver who's responsible for them have um has [clears throat] plan in place um for replacements of these very expensive um apparatus and uh they've um have it programmed out to use utilize those funds and and uh not take on um financing and and paying for it. Uh so the chief um is commended for um he started out he's got a plan in place and and they're utilizing those funds um to you know for what the purpose is. So appreciate his efforts. Thank you. Yes Mr. Uh, I just want to point out one other thing uh uh that was in our paperwork that the public might not normally see, and that is that when this pumper comes into service with the city that a a backup reserve pumper uh is intended to be sold uh so that we're we're not just building up equipment, but we're we're replacing equipment on a regular schedule. And those ext the extra pumper the what fourth pumper that we currently have will probably be will be sold off at that time. So

And uh it was well attended for the very first meeting. Um Tom set that our website up for people to be able to actually um let us know that they were coming. And I believe the last count we had like seven or eight that had signed up. But we ended up having 18 individuals that showed up for that meeting. um moving forward, I'm thinking that uh the way to actually um deal with the residents and and I thought it was a good meeting. Um you know, there's a couple moments where was a little heated, but you know, I'm used to the heat. Um, and so we were able to get through that and every single item that we talked about, you know, I made a promise that look, I'll talk to the city manager, you know, he'll talk about who the engineer or the director for that department is and and we'll get back to you on it and anything that we don't get to, maybe those items can be forwarded and placed upon the community relations agenda. Um because one of the things that that I thought about was as a liaison for the community relations agenda, I I just don't see um an entire year going by where we don't meet. Um so that's one of the reasons we talked about doing the community circle in the first place. Right. Uh, as you all know, if you all know me, my big my biggest concern and issue is with the waterfront and how our waterfront is developed for the public. And I'm a little bit disappointed to see that during the uh last finance committee meeting, which was last week, that there's nothing in the 2026 budget for the Sunduski Bay Pavilion. In 2025, there was supposed to be a $50,000 allocated for some kind of a plan or a study. And then this year, there was supposed to be $350,000 allocated to do something with the Sunduski Bay Pavilion. You all know the history, but I'm going to tell you real quick a little bit. 2004 it was closed under Mike Will. 2016 it was demolished under former city manager Whoopser. 2018 there was a master plan for that property which was never followed through on. In 2020 the playground equipment was removed as I mentioned before and it's not being used. And under Whoopser. That was the plan is to have nobody use it so that we could either sell it or just just ignore it. And it's gone on too long. It's gone on way too long. It's It's time to do something with it. The last rec board meeting, the answer I got back was is that we have too many projects, too many irons in the fire right now. But I got I've got to tell there's grant opportunities out there for we're going through every park in in replacing all the playground equipment except for some reason that up there is taboo and that needs to change and hopefully it'll change this year. You guys, you guys pull the strings. You guys spend the money. Let's spend some money at the Suski Bay Pavilion. And hopefully somebody tonight will comment on on this tonight. Uh maybe the city manager because him and I have talked a little bit about it. So maybe somebody can comment tonight. Thank you.

Um we've been uh trying to uh make sure that our capital plans reflective of the year and the cost that we have funding for different projects and um sometimes in the past we had placeholders in place and we didn't do projects and then we get questions about why we didn't do a project. So, uh, we don't have the, um, uh, Sunduski Bay Pavilion in the plan this year cuz we aren't prepared to do that. Um, there's a playground, um, at Shoreline Park that we put a ton of money in, um, you [clears throat] know, a quarter mile away from the Sunduski Bay Pavilion. It's the intention of, uh, us to um, upgrade that park. Uh, we we aren't prepared to do that this year. We are looking at uh, starting that process next year. Um there is no intention uh to uh have private development or anything there. Um as most of the commissioners probably know um and we've talked about it in the development agreement with Maruse. We're supposed to invest um about a million dollars into that park uh to upgrade it. Um there's not a timeline in place for that. So it might be 50,000 one year and it might be 100,000 the next. [clears throat] But we haven't uh tackled that project yet because we have a ton of other projects and um when we start talking about the waterfront and things like that then everybody gets in an uproar. So I'm not ready to get an uproar this year. Um but it is in our plan. Um we uh I did send Tim an email to uh support our project at Lions Park um for a beach that we want to get put in for the community. So, there's uh all kinds of different things that um we're trying to get accomplished um that uh the pavilion's just not on the top of the list right now, and I didn't want them to uh say,
