Alright. So I'm gonna go ahead and call the order of this regular meeting of the community development block grant dash mitigation advisory committee, 10/21/2025 at 11:04AM. Can I get a roll call?

0:23Speaker 2

Oh, Travis Nelson.

0:25Speaker 2

And Bill, tell me your last name. Agnew.

0:28Speaker 3

Agnew? Here. K.

0:31Speaker 1

Alright. Anybody online?

0:33Speaker 2

I don't think so. Got it.

0:36 – 0:47Speaker 1

He's coming That's us. It's just us. It's the whole people. Yep. Thank you. Thanks for being here. That'll take us to thirty thirty minutes of the syncopal period, so don't have anybody signed up?

0:49Speaker 2

And no one's online asking

0:51 – 1:09Speaker 1

to speak. Okay. So I'll close the citizen comment period, and we will go to item number four, presentations, a staff presentation to update the committee on MIT funded projects and public outreach. And is it my understanding that we don't have the presentation available?

1:09Speaker 2

We I have just a real quick thing Okay. Just so we could have a little visuals.

1:13Speaker 1

Sure, Bella. So,

1:16 – 1:37Speaker 2

here we go. Just a quick reminder since it I know it's been, like, ten months since y'all met. So quick reminder of the committee charge, keeping the public informed, giving us input on that. Although we're past the project stage, so we're kind of pass out. And then any recommendations for smooth implementation.

1:37 – 2:21Speaker 2

And so, really, I'm gonna go here. This is kinda busy, but, this is the whole budget. And next, meetings, since we have to have one pretty quickly, I'll get an update for each one of these planning projects. And we'll also have Greg Schwartz, who's the project manager for the stormwater master plan update, talk just super briefly on what he's doing to do public outreach. I talked to him this morning. He mentioned he had had some input in the spring, and he's got a plan moving forward. So he can give y'all a little update on that. But that's the main part of the budget. I also need to to get the current budget filled in for each one of these.

2:21Speaker 3

So that's both projects combined. Is that what that is?

2:24Speaker 2

That is Yeah.

2:25Speaker 3

I see. Well,

2:27 – 3:07Speaker 2

there's okay. So you have the Construction projects are pretty much just all done. We have a little bit of maintenance period and things like that going. Planning projects, hazard mitigation plan is done. The other ones are underway, and the land preservation plan may be done also. That was a kind of a smaller plan that was more like a philosophy of preservation. And then the stormwater master plan and the community rating system are kind of our big two. Richard Reynosa is the city's floodplain manager. He's running the community rating system one. And then Greg Schwartz is an engineer, and he's the project manager for the Mhmm.

3:07 – 3:28Speaker 2

The stormwater master plan update is kind of like an eighteen month project. They're midstream, so he'll give you an update on that next time. And then I'll also get with Richard on the community rating system, and then he'll he'll be the one over the floodplain models and masks too. So we'll just kinda get you an update on those individual projects because that's really what's happening right now.

3:28Speaker 3

Well, the column that says budget at the top of it. Yeah. I mean, the ones you're just talking about are blank, but they presumably have a budget. Right?

3:37 – 3:58Speaker 2

Their total budget is 1.7. And, honestly, I started prepping for this meeting way too late, and I couldn't find the one that listed out the individual projects for the under the planning category. So these are all planning projects, and we'll get you the budgets next Yeah. Because they are active. But their whole budget is about 1,800,000.

3:59Speaker 1

And Is that administration? Is that part of the 1,791,000.000?

4:04 – 4:38Speaker 2

Nope. It has its own 1,200,000.0. We're gonna have to look at that pretty carefully. We're really wrapping up administration. It's taking very little because the project managers are not charging their time to administration. It's really just me now, and I think we may stop just so we can have a number of, okay. We're done charging to administration. I'm paying for with other funds, and we can we'll have some left over, and then we can move it. And there will be some discussion. That would be a public outreach too of, you know, like, okay. We have this money. Here's what we're proposing to do with it.

4:38Speaker 3

What you're doing?

4:40 – 5:15Speaker 2

Sean Condor has mentioned once like, now that these projects are closed out, the construction, we have little bits of funding left over, and then we'll have kind of substantial funding left over from an admin. So he's he's gonna be the one leading on what should we do with it. Do we do another small construction project, maybe 500,000, or do we put it to another planning effort? You know? We're I don't know. I think he's leaning toward doing another like, putting it toward another storm heart, but we'll have to

5:15Speaker 3

ask him. That's probably they can probably let that a little more. Probably.

5:20 – 6:02Speaker 2

Yeah. Because these I I don't know what other plans we would need related to hazard mitigation and storm arc, so we might as well put it out there and, you know, show something. The other thing where it might go is this public space acquisitions. There's already still 1,700,000 in that. That project and I always acted like these are all done. I meant to say public space acquisitions isn't gonna start until after the stormwater master plan is done. Sure. Because it will guide where they acquire property. So the public space acquisition Oh. It'll be a multi departmental effort. We've got 1,700,000.0 allocated to it. So it'll be CIP and engineering working with parks

6:02Speaker 3

and public works. None of that's been spent yet.

6:05Speaker 2

Not at all. Oh, okay. Yeah. Sorry. I kinda said it.

6:08Speaker 3

Yeah. That sounds okay. Yes.

6:09 – 6:25Speaker 2

And then but it'll be mostly guided through, hopefully. I mean, the plan is, really, the engineers are the ones telling us where to acquire the land. Hopefully, it it won't be sort of who wants what. It's more like what does a sales good.

6:25Speaker 1

Need to go. Right?

6:26Speaker 2

Yep. So I think that's how it will roll, but it will be based on what the engineers have found in the stormwater master plan update because this had a whole lot of engineering underneath it.

6:37Speaker 3

So because as far as, like, public space acquisitions, up to this point, we haven't thought out and purchased anything. Right. Okay. That's for some reason, I thought that some of that had already

6:47 – 7:11Speaker 2

No. We did a little bit along the way for Blanca Riverine. I think they had to acquire a little bit to make the project go through, but it wasn't the same thing as just these are the ones that we're gonna buy and hold the property in perpetuity to use it as storm water management. Yeah. And then we'll they'll have the parts department involved because they'll be the ones maintaining it. You know? For sure. It'll be

7:11Speaker 3

So it'll be some parkland

7:13 – 7:26Speaker 2

It'll be parkland, but it's really for a storm water purpose. Yeah. Yeah. So that's pretty exciting, but it has to wait probably another year before the stormwater master plan is completely done, and they can decide. So

7:27 – 7:38Speaker 1

That's that's the logical way you should get. But Yeah. Like, we we we know we need this for stormwater. This is turning two apart until till we dig it up and fill it in again.

7:39Speaker 2

Well, it may just be land that's held open.

7:42Speaker 2

So it may just be land that where they want the water to flow over when it rains.

7:45Speaker 1

That's good. So that'd

7:47Speaker 2

nice area. Okay. What else have I got? Other than that, next meeting, we do have to have two a year, so I'm sorry. It's gonna be back to back.

7:56Speaker 1

I'm I'm free to tell the whole team. I'm free to tell them to listen to

8:01Speaker 3

Okay. That's fine. That's the situation.

8:05Speaker 2

Would you rather have, like, mid to late November or early December? Any preference? We can do either one.

8:14Speaker 1

Yeah. What's your volleys? My kids are growing. So Long live. Yeah.

8:20Speaker 2

Not a roaring social.

8:22Speaker 1

two kids in their fifties. Mean, that

8:24Speaker 3

talk about something that makes me all feel old. I mean, I don't Yeah. I don't feel that old because

8:29Speaker 1

of my age, but I realize I've got two kids that are in

8:31Speaker 2

their fifties all the time. My sister turned 60, and my dad was like, how is that possible?

8:36Speaker 3

I don't know exactly how it's Well, not quite to that point, but I will be.

8:40Speaker 1

Yeah. My daughter my daughter just turned 29. That's why.

8:44Speaker 3

Yeah. I remember she did. My my daughter's 53, and my son's 55. Yeah. I think what you're saying, you'd be okay with later in

8:52Speaker 1

the Yeah. I would later in Like, we don't have to I don't need a beetle for Thanksgiving. Right. Okay. Okay. Or, you know, Christmas tree. Correct.

9:00Speaker 2

Okay. Well, that was all I had as far as

9:03Speaker 1

Oh, the only thing I can't do is November 13.

9:06Speaker 2

Okay. Yep. Got it.

9:07Speaker 1

I gotta go get an MRI and a CT scan on my birthday.

9:12Speaker 2

Oh, happy birthday.

9:14Speaker 1

You know what? Just that the day he came up, and it was like they're like, oh, this is your birthday. I was like, that's why I'm just gonna

9:20 – 9:43Speaker 3

I just recently got an MRI of my spine and my brain same time. And I I had to get to do it. I had severe claustrophobia. Anything involves putting my head in something like that. I freaked. So I've it's just all. I've. I'm trying to They annoyed

9:43 – 9:58Speaker 1

with me because I I studied at school. I taught them anatomy and physiology for four years. Right? I mean, so and we had a little thing where we did techniques. So we would teach CT and whatnot. Like, we're running gels and stuff like that. So I'm I'm all about the machine.

9:59Speaker 1

And and so they're just like, come on. We're trying to get you out of here and just say, no.

10:02Speaker 1

don't know this works. Anyway, so enough enough personal stuff. Okay. So anything else on the discussion?

10:08Speaker 3

There's be sometime in the present day. Problem. I'm sorry? Sometime in November, probably.

10:12Speaker 2

I'm thinking late November.

10:14Speaker 3

get it. That's that'd be fine.

10:17Speaker 1

That's fine.

10:18Speaker 2

Okay. Great. I'll be

10:20Speaker 3

Okay. Good afternoon. If our service could become interesting.

10:24Speaker 2

Yeah. I think I will. I really need some

10:26 – 10:37Speaker 1

time to prepare for it so we can Yeah. Look through some stuff before we end. Right. Alright. Is there any more discussion or discussion on us? Do you have any more discussion on us?

10:37 – 10:54Speaker 3

I guess the last thing I would say, and I'm sorry Brandon is not here. Brandon's who I think he is. Mhmm. Because, I mean, most of the information we've gotten in these meetings as far as the outreach that has taken place, I think we got that from Brandon. Is that correct? Is he the one who's presenting that to us?

10:54Speaker 2

He's an engineer, and he was helping, like, kinda keep everybody up to date on everything that was happening. Yeah.

11:02Speaker 3

The only reason I bring that up, I mean, the

11:04Speaker 2

last thing he said,

11:05 – 11:22Speaker 3

I was really, really pleased with what I've been done. I mean, I really it really was good. I I just didn't really get a chance to say anything to him, and just wanted but it sounds like he did a really good job on it. Okay? A lot of things we concern we were concerned with it seemed like we took care of. So I just Yeah. Was really happy. That's good.

11:22Speaker 1

That's good to hear. Yeah.

11:23Speaker 2

Yeah. Let's see. I think it looks like he had to call in on his phone.

11:31Speaker 2

Oh, that's his

11:32Speaker 3

okay. Perfect. Yeah. That didn't work.

11:35Speaker 2

We can allow him to talk. But, anyway, we can continue down. So

11:41Speaker 1

So, yeah, we so we're now on on item six reports. Does Brandon make a report? Or

11:49Speaker 2

Not necessarily. He's just here if y'all have questions.

11:52Speaker 1

Billy, any other questions for me? K. So updates from committee members on activities since the last meeting. I haven't been doing anything. No.

12:02Speaker 3

Do that. We go to doctors and stuff like We do a lot of the same. So yeah. But now you have nothing to report.

12:09Speaker 1

Alright. So we'll move on to item seven, future agenda items. Do you have any any requests?

12:19Speaker 3

Thiago. Oh, I'm sorry. Okay. That's good. K.

12:23Speaker 1

And so now I'll take a set item, any question and answer session with the press in public, then we'll sign up. Correct? Or is there someone?

12:32 – 12:50Speaker 2

Hey, Brandon. Are you the phone number that's showing? It's a 210 area code. I don't know if he can talk. Trying to let him. It's okay. I think you can skip it. I'm guessing Brandon had to call in because his his audio is not working. So

12:50Speaker 1

Okay. So there's there's a caller. Maybe it's Brandon, but they're on mute. And Yeah. We can't Okay.

12:58Speaker 1

Okay. Well, they

13:00Speaker 2

He's got permission to talk. I think he's just struggling. Yes. Hello? Can you hear me now? I think we're good.

13:07Speaker 1

Well, this this one. Okay. So sorry.

13:12Speaker 1

Alright. So entertain a motion to adjourn. Motion to adjourn. Yep. And we stand adjourned at 11:16.
