Recommendation: ADOPT a resolution awarding a two year monitoring and assessment contract on behalf of the Carlsbad Watershed Management Area (CWMA) Responsible Agencies (RAs) to NV5 Environmental, LP in the amount of $677,742.00.
TMP-2474 RESOLUTION NO. 2026-9620 - FISCAL YEAR 2026-27 APPROPRIATIONS LIMIT
Recommendation: ADOPT resolution establishing the City of San Marcos' appropriations subject to limit for the fiscal year ending June 30, 2027 as presented.
TMP-2477 RESOLUTION NO. 2026-9621 - AUTHORIZING AN AGREEMENT WITH DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) TO RESTORE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR ELIGIBLE COMMUNITY PROJECTS
Recommendation: ADOPT resolution authorizing the City Manager to execute a Repayment Agreement with the U.S. Department of Housing and Urban Development (HUD) related to the Community Development Block Grant (CDBG) Program.
TMP-2483 RESOLUTION NO. 2026-9622 - AWARDING A CONTRACT FOR SAFETY CENTER HVAC REPLACEMENT TO JACKSON & BLANC
Recommendation: ADOPT a resolution awarding a contract for Safety Center HVAC replacement at 187 Santar Dr (Safety Center) and delegating authority to the City Manager to negotiate, finalize, and execute the contract and related change orders as needed with Jackson & Blanc.
26-2914 RESOLUTION NO. 2026-9623 - APPROVING A CONTRACT WITH NORTH STAR CONSULTING, INC. FOR ORGANIZATIONAL DEVELOPMENT SERVICES, PURSUANT TO SAN MARCOS MUNICIPAL CODE (SMMC) CHAPTER 2.30, AND AUTHORIZING CITY MANAGER TO EXECUTE RELATED DOCUMENTS
Recommendation: ADOPT a resolution approving a contract for organizational development services with North Star Consulting, Inc. and authorizing the City Manager or delegated designee to execute documents related to the contract, and authorizing the City Manager to approve and manage any amendments within the project budget appropriated by the city council.
TMP-2479 RESOLUTION NO. 2026-9624 - APPROVAL OF WITHDRAWAL FROM THE PUBLIC AGENCIES SELF-INSURANCE SYSTEM (PASIS) AND AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE THE WITHDRAWAL AGREEMENT AND ANY ASSOCIATED DOCUMENTS TO EFFECTUATE THE SAME
Recommendation: ADOPT a resolution approving withdrawal from the Public Agencies Self-Insurance System (PASIS) effective July 1, 2026, approving the Agreement for Withdrawal from PASIS Membership between PASIS and the City of San Marcos; and authorizing the City Manager to execute the Withdrawal Agreement and any related documents necessary to effectuate the City's withdrawal from PASIS.
TMP-2472 RESOLUTION NOS. 2026-9625 & 2026-9626 - APPROVING THE PRELIMINARY ENGINEER'S REPORT FOR ANNUAL LEVY OF ASSESSMENT FOR FISCAL YEAR 2026-2027 FOR LANDSCAPING AND LIGHTING DISTRICT NO. 1, AND DECLARING ITS INTENTION TO PROVIDE FOR AN ANNUAL LEVY AND COLLECTION OF ASSESSMENTS FOR MAINTENANCE IN LANDSCAPING AND LIGHTING DISTRICT NO. 1, AND SETTING A TIME AND PLACE FOR A PUBLIC HEARING THEREON
Recommendation: ADOPT resolutions approving the preliminary engineer's report and declaring the City of San Marcos' intention to levy and collect assessments in Landscaping and Lighting District No. 1 for the fiscal year 2026-2027 and establishing a subsequent public hearing on July 28, 2026 at the regular 6:00 p.m. Council meeting

Recommendation: ADOPT resolutions approving the preliminary engineer's report and declaring the City of San Marcos' intention to levy and collect assessments in the Vallecitos Town Center Street Maintenance District for fiscal year 2026-2027, and establishing a subsequent public hearing at a regular meeting of the San Marcos City Council on July 28, 2026, at 6:00 p.m.

Recommendation: ADOPT a resolution approving the updated Full-Time and Part-Time Classification and Compensation Schedules, effective for Fiscal Year 2026-2027; and ADOPT a resolution approving a 3.2% salary adjustment for the Mayor and City Council Members effective for Fiscal Year 2026-2027, based on the Consumer Price Index (CPI).

Recommendation: ADOPT resolution adopting indexed increases in Development Impact Fees, Inclusionary Housing In-Lieu Fees, and User Fees.
TMP-2463 RESOLUTION NO. 2026-9615 - APPEAL (AA26-0002) OF PLANNING COMMISSION RESOLUTION PC 26-5212 APPROVING A MASTER SIGN PROGRAM (CSP19-00003) TO GOVERN THE DESIGN, TYPE, AND DETAILS OF ALL SIGNAGE PROPOSED FOR THE UNIVERSITY DISTRICT SPECIFIC PLAN AREA, KNOWN AS NORTH CITY
