Planning Commission - Regular Meeting

Thursday, March 5, 2026

The San Joaquin Planning Commission voted to continue the sole action item on their agenda, a conditional use permit modification for Manteca Sportsmen, Inc., due to the applicant’s request for more time to review new information and ensure a full commission for the hearing. 5:40 – 6:01Speaker 2

Thank you. We'll move on to approval of minutes from previous hearings for eighteen twenty twenty four. Is that correct? 05/02/2024, 10/03/2024, and 10/16/2024. Seems like only yesterday. Do I have a motion to accept the minutes as presented?

6:03Speaker 1

6:05Speaker 4

I'll second.

6:23Speaker 2

Thank you. Actions on request for continuance or withdrawals this time?

6:29Speaker 5

Yes, chair. Thank you. We do have a request for continuance for the one item that is agendized for tonight. It's my understanding the applicant would like to come up and speak to you about it.

6:40Speaker 2

Okay. Please state your name and your address for the record.

6:45 – 7:18Speaker 6

Thank you. John Swan, president of Manteca Sportsman's Club, 30261 South Airport, Manteca, California. At this point, with the fact that the office of education's report, from their expert was only made available Friday as well as notification they would have legal counsel in attendance. There's not been ample time for our legal counsel to review the report and make arrangements to be here this evening. Additionally, expert witness, Gene Weisenand, had to have a medical surgery procedure done Monday and is unable to be here for his recovery.

7:19 – 7:41Speaker 6

And as we understand that after this evening, the commission will be down short one member. At this point, we would like to request an open ended continuance to allow our legal counsel time to re review and respond to the experts report, and then for us to wait until the commission has a full five members before we bring it back up. Thank you.

7:41Speaker 2

Okay. Bring it back. Discussion? Somebody make a motion to continue this? Send us on continuance.

7:50Speaker 7

I make a motion that we continue it.

7:53Speaker 2

Do I have a second? Second. Any further discussion? Okay. Call for the vote.

8:00Speaker 3

Commissioner Sangha?

8:02Speaker 3

Commissioner Tui Tavuki? Yes. Commissioner Rhodes?

8:06Speaker 3

Commissioner Commissioner Milas? Yes. Commissioner Rufstaller? Yes. Motion passes, five zero.

8:14Speaker 2

Okay. I'm take us to other business.

8:21 – 8:54Speaker 5

Thank you, chair, director Jennifer Jolley. I would just like to thank Commissioner Tuohy for his time and energy on the Commission. It's been a pleasure getting to know you, and you've really brought a different perspective to the Commission, which we all really appreciated. So, you will be missed. My understanding is that Supervisor Gardea is looking right now, actively trying to locate somebody who is willing to be on the Commission that will need Board approval before they can serve.

8:54 – 9:29Speaker 5

So we anticipate, hopefully, in the next month or so. But we do have an item for next meeting. Those applicants are aware that there will only be four commissioners, and they would still like to go forward. So we are intending to still have that meeting. And other than that, I don't have a lot to report. It has not been a very active 2026 so far, so I feel like I haven't seen you guys in a long time. If you anytime you guys need anything, I know you reach out to Corinne or myself, so please continue to do so as we try to put our commission back together. Thank you.

9:29 – 9:41Speaker 2

Could I could I suggest that we did sort of take a straw poll here to see who's gonna be here on the nineteenth even though because we're down one. Is everybody else available?

9:43 – 9:54Speaker 7

Well, I'm waiting for a date for surgery, but I doubt that they're going to call me this week and tell me. You know? Hopefully, they'll give me more than two or three weeks to get ready.

9:54Speaker 2

Okay. Are you available on the nineteenth?

9:58Speaker 4

Yeah. Okay.

10:00Speaker 1

I'll be here. It's District 5, so I'll be here.

10:03Speaker 2

Okay. And I will be also. Okay. That takes us to planning commissioner's comments.

10:14 – 10:56Speaker 4

Anybody? Okay. I don't like goodbyes. I was trying to avoid this, you know, making a public comment. But I really appreciate you guys. You don't even know the respect I have for the my fellow commissioners, the professionalism, the camaraderie. Even though we may disagree on things, it was nice to have an agreeable disagreement, if if that makes sense. And it's taught me a lot about how to conduct myself on these commissions, quasi political. I've learned a lot. And Don, you're awesome.

10:56 – 11:31Speaker 4

No, you are. You're a role model for if I wanted to be on a in any commission or even stepping in a chair position, which is you know, it's a tough position. And you've conducted yourself very well. So I appreciate it. And I appreciate staff for being very cooperative. I know at first, I was asking a lot of questions. I just wanted to understand. And your staff has been very well, very welcoming, and I appreciate it. So thank you very much, you guys. And keep up the good work for San Joaquin County.

11:31 – 11:48Speaker 4

I'm moving to San Diego County, so I know that's a tough one. I'll try to send you guys pictures of the sunsets every night that I'll be staring out the ocean with hundreds of other people. Yeah. Yeah. Well, thank you. Thank you.

11:48Speaker 2

You're not gonna invite us to come down and visit?

11:50Speaker 4

You can come.

11:51Speaker 2

Okay. I just wanted to make sure that we have an open invitation.

11:54 – 12:07Speaker 4

Well, yeah, there is. We'll be renting for a while. You know, in San Diego, you don't live big, but you live outside. There you go. So I don't know how big our place is gonna be when we rent, but you guys are welcome.

12:07Speaker 2

Well, I I know I speak for everybody. You've been an asset to this commission. Appreciate it. And I'm just we are gonna miss you.

12:15Speaker 4

Oh, thank you.

12:16Speaker 2

It's for a very good reason why you're moving down there. So Yep. For family. Yep. Mhmm. And always comes first.

12:24Speaker 2

Thank you. Any other comments?

12:25 – 12:38Speaker 1

Well, I'll miss my neighbor here, so wish you all the best. You know? Definitely appreciate it. And like mister chair said that, you know, you were an asset, and I hope we get somebody good sitting next to me. Thank you.

12:42Speaker 2

Thank you. Okay.

12:44Speaker 7

luck, and enjoy your role as papa.

12:50 – 13:04Speaker 2

I think we've already covered what's future schedule. Would you like to add any? Just on the we're meeting on the nineteenth, and then I see there's possibility of April 16. Is that Yes.

13:04 – 13:17Speaker 5

We do have one it it looks like two items, but they're related. So it it's it's a little bit more like one item for the sixteenth. I don't know if we have spoken to that applicant, if he'd like to go forward, if we don't have a full commission or not, but we'll check.

13:17Speaker 2

Okay. All right.

13:20Speaker 2

Well, this meeting is adjourned. Good night, everybody.
