3:55 – 7:42•Speaker 4

When I started learning the lion dance, I found it really funny. But after learning it, I realized that it was not as easy as it seems. You have to remember the movements, listen to the music and work with your teammates. Sometimes, you have to repeat the same movement over and over again. And honestly, yes, we got tired, but it's also very funny. Thanks to the lion dance, I gained confidence. And I know how important teamwork is. Our community is made up of very different people. We may speak different languages and have grown up in different cultures. And I think that's really cool. We can share our culture with each other and we can also learn more about other cultures. Even if we don't speak the same language, we can still enjoy music, art and community activities. Thank you, Miss Wu. At this stage, our municipal council has proclamations to give you, but I would like to read the names of all the artists, then read the text, then I would invite my colleagues to move forward to take a picture and put the certificates back.

7:42 – 8:18•Speaker 5

Mr. Mayor, if you allow me, I think they just said they would like to take part. Oh, there is more to say about the show. Yes, sorry about that. Thank you. What are you doing?

8:18•Speaker 1

Heat! Heat! Heat!

8:58 – 13:27•Speaker 5

Shedder Chaleur Heat! Heat! Jana Mushinku. Sirène Manguanwu. Aileen Wang. Charlie Lang and Isabella Lang, young artists of the Dance of the Lion, in recognition of your participation in an online artistic charity work, their dance program of the Lion together and your commitment to cultural heritage, teamwork, trust and community service through your performance at the meeting of the Municipal Council of Saint Gabriel. Okay, if I could. Okay. Can I ask everyone to come a little closer for my dancers, please? Come a little closer.

13:32 – 15:00•Speaker 4

Perfect. D'accord. D'accord. Prêt ? 1, 2, 3. 1, 2 et 3. Encore un. 1, 2, 3. D'accord. Maintenant, tout le monde regarde ici. Bon travail. Maintenant, pouvez-vous regarder ici ? 1, 2, 3. Et le dernier ici. Juste de ce côté. Prêt ? 1, 2 et 3. Parfait. Merci. Very good. but they will not stay for all these boring politicians' stuff. Very well. Next point, please. Recognition of the Coalition of Young People for Health and Public Safety. We invite the founder Aaron Chen to come up on the podium.

15:01 – 16:06•Speaker 5

Okay. Mr. Chen, welcome. Can you tell us a few words about your organization? So we started after the forest fires in Los Angeles in 2025 and we have continued to work in the field of rescue in the event of a disaster by donating articles and organizing rescue workshops to families affected by disasters. And yes, that's kind of what we've been doing over the past year since we started.

16:06 – 25:39•Speaker 4

Thank you, Mr. Chen. I would like to read the text of the proclamation, then I will invite my colleagues to take a picture with you. A certificate of recognition is therefore given to the Coalition of Young People for Health and Public Safety in recognition of its exceptional civic leadership and its unwavering commitment to promoting partnerships that improve resilience, health and security of communities. The mayor of the city of Saint-Gabriel wishes you a good continuation. 1, 2, 3. D'accord. Very good. Next point, please. Mayor Chan, Mayor-Adjoint, Council Member, Good evening. Sufet Simons. I am here tonight to invite you all to a financial education seminar that will take place this Thursday from 4 p.m. to 5 p.m. at the Bank of America, here, near Delmar and Lost Tunis. It is not sponsored by the Bank of America, but they were kind enough to make their entry hall available because it is air-conditioned and their parking lot because there are many parking spaces and it is linked to financial fraud. It is a very, very, very important subject at the moment and it is growing. The subjects that will be addressed are the understanding of fraud and common scams, because everyone is exposed to all kinds of scams. These people become more and more intelligent every day, and they are rather skillful. Even before you realize it, they talk to you, you give them information, and all of a sudden, it's like you're telling them, oops, I gave them things I shouldn't have given them, and they access your accounts. The other topic is identity theft. What you can do if you are confronted with identity theft, many people are embarrassed. They do not want to admit that they were victims. But yesterday, four people came to the police station who had been victims of an identity theft. It is therefore very widespread. This takes on a large scale and people must be informed of its functioning and what they can do for. Avoid it when they talk to people, because as I said, they are very skillful in their way of talking to you. They speak very fast. They are very, very, very cool in their way of talking to you. But it is important to start listening to what people tell you, because there are alarm signals that are set up, because people get scammed for very, very large sums of money. You know, I used all possible channels before coming to talk to you in front of the council, because I really don't think the city staff is taking care of my problem, right? So, I have the impression that, you know, talking to the staff, including the municipal directors, being nice, answering my emails, but they play Tai Chi, you know, brings me back to the man who started the chaos, this disorder. I'm going to read my complaint. No sweeping panels on the streets or regular sweeping, broken tree branches and pendants that have not been cut. Vehicles remained parked for more than 72 hours without any measure being applied. But my greatest concern concerns the recent application measure of the law concerning my lawn. I maintain my lawn after receiving the city's approval. I hired a gardener, replaced the saw, furnished the ground, sown new seeds, added smoke and provided the city with documents attesting to these corrective measures. Despite this, the file remains open. The co-application continues to focus on areas where the new grass has not completely grown and gave me until September 1st, limit date to grow the lawn in two weeks. The problem is that I am also held to respect the watering restrictions of two days of the district of the waters of the valley of Saint-Gabrie and the county of Saint-Gabrie on my property. I can only water on Mondays and Thursdays before 8 a.m. and after 18 a.m. Mr Mayor Chang, given your experience, your long experience within the Board of Directors of the Water District, I respectfully ask you, how can we reasonably expect residents to produce a green and luxurious plow in two weeks while respecting the district's irrigation restrictions? District residents should not feel obliged to break the rules of a public body in order to meet the requirements of another body. I also ask three questions. First, the city.

25:52 – 27:23•Speaker 2

About this quote. The last opinion of the autism that I received on August 11, 7 days ago, quoted clause 798.02 concerning landscape maintenance, but this provision refers to an important lack of maintenance. I respectfully ask that the efforts continue to be documented to repair and maintain a slum constitute an important lack of maintenance. Thirdly, I ask the Council to review the draft of the opinion regarding the amendments. The amounts indicated in the declaration indicating that the amendments will be raised to 100, 200, 500 and 1,000 dollars per day seem incompatible with the main barrage of the CD's fees.

27:23•Speaker 5

Merci, Monsieur.

27:25 – 28:13•Speaker 4

And my neighbor, Mr. Alvarez, from 1406 Delmar, also wishes to support his complaint. We are going through the same situation as Mr. Harry. And I respectfully ask you all to want to be inspired by Mr. Miguel's work ethic and to review the type of work he accomplishes in our community. And it's up to you to see how you are going to see this situation. And thank you very much for your time.

28:19 – 29:19•Speaker 5

Do we have speakers at a distance? Good. Next point, please. Three minutes to make this technology work, isn't it? Oh, look at that. Very good. Very good. So, there was a motion presented by the municipal councillor Vanaka and supported by the mayor. So, go ahead and vote. We're going to try this touch screen. The motion is adopted by a vote of five votes against zero. Well, here's a little animation. Help. Yeah. Voilà.

29:23 – 36:24•Speaker 4

Ouais, il faut que les confettis tombent. Très bien. Euh, point suivant, s'il vous plaît. Okay. Uh, go ahead. Waiting for the technician. Do you hear me? Okay, perfect, thank you. Good evening, Mr Mayor and members of the Municipal Council. The staff of this evening recommends the allocation of a professional service contract to Townsend Public Affairs for the financing of subsidies and the council services in governmental affairs. As a reminder, the city has always called for subsidies writing services. However, while we continue to look for additional financing possibilities for some of our major municipal priorities and our projects to improve immobilizations, the staff estimated that it was possible to extend these services beyond the traditional subvention editing. This call for help aimed at finding a cabinet that could not only help us identify and apply these subsidies, but also to actively defend the interests of the city at the state and federal level. The extent of the services is actually composed of three areas, the financing of subsidies, the defense of state and federal interests and government relations. On the subsidy side, Thomson will work with staff to develop a strategic financing plan by permanently identifying the possibilities of subsidies and helping to prepare and submit competitive demands. But what really broadens our previous services is the interest defense area. Tonsen will monitor federal and state legislation as well as budget opportunities, will defend the interests of the city with elected officials and agencies, and will contribute to the search for financing opportunities such as budget demands from the state and federal affectations. They will also help us strengthen relations with our federal and state representatives and ensure that the priorities of San Gabriel are communicated to the appropriate decision-makers. Thus, rather than simply waiting for a great opportunity to come, it gives the city a much more proactive approach to seek external funding. The city carried out a competitive call process and received a total of 10 proposals. The proposals were quite varied. Some offices specialized mainly in request writing. Others focused more on lobbying and government relations, while others proposed a combination of these services. To evaluate the proposals in a coherent way, the staff developed a process of evaluation directly based on the requirements of the call. We have examined the municipal experience, the successes shown in terms of funding, the ability to legislate, the approach proposed by the Cabinet, the references in terms of personnel and the global value for the city. At the end of the evaluation, Tonsen Public Affairs obtained the highest global grade. I would like to underline that Tonsen was not the cheapest proposal. However, the price was only one of the elements of the evaluation. The staff estimated that Thomson would offer the best overall combination of experience in the field of writing grants, legislative complaints, proven results, staff and resources to meet the needs of the city. There are several things that have marked us at Townsend. They have considerable work experience with public organizations throughout California and provide both grant writing and the federal and state legislature. According to their proposal, they have obtained more than $ 3.4 billion in grants and competitive credit for their clients and have made more than 165 law projects move forward, of which I will ask Corée to talk about the SP-762 bill when it comes here. They also have. We have worked with them these last two months on this project. They have also assigned personnel to each element of the city's contract, including the federal plaintiff and the state's plaintiff and subsidy services. Even more important for us, their approach brings together all these services. For example, if we submit a subsidy request for a large municipal project, their involvement does not necessarily stop once the request is submitted. Their law enforcement team can also help to make it clear the importance of this project to the agencies and decision-makers involved. The staff believes that an additional part of law enforcement can contribute to making the city more competitive while we are looking for funding for projects related to public safety, infrastructure, parks, transport, economic development and other city priorities. The agreement proposed with Tonsen is two-year long. Finally, regarding the tax impact, the fees proposed by Thomson are $ 10,000 per month for an annual amount not exceeding $ 120,000. The current budget of the city for exercise 2026 to 2027 includes $ 70,000 initially planned for the subvention request writing services. Given that this new agreement extends its services to governmental relations, to the defense of legislative rights and to lobbying at the state and federal level, an additional $ 50,000 is necessary to fully finance the agreement for this exercise. A budgetary resolution has been included in the point of order of the day of tonight to affect these funds. The staff therefore recommends to the municipal council to sign the professional service agreement with the Townsend Public Affairs, to approve the annual amount not exceeding $ 120,000, to approve the additional $ 50,000 and to authorize the municipal director to sign the agreement and the documents. This concludes my presentation. Corée, Vice President and Director General of the Townsend Public Affairs, is also available tonight to answer the council's questions. Corée, would you like to introduce yourself?

36:29 – 37:39•Speaker 3

Thank you. Hello, Mayor Chan, member of the council. I am Corée Takénin, from the Public Affairs and City Service. I am the PDG and we are honored to be here tonight. We appreciate the opportunity to be considered to continue our work with the city. But it was a huge victory for your city and several others in the entire state who will benefit from this additional flexibility. We are the only cabinet in California to offer services for the defense of rights in California, for the defense of federal rights and for the writing of subsidies within the same cabinet. We really appreciate the opportunity to bring all the strength and all the capabilities of our team to your city to continue to defend your priorities in Sacramento and Washington, D.C. And I would be happy to answer all your questions about our services or our proposal. D'accord.

37:39•Speaker 5

Merci.

I know that we talked about pleading because we see other cities getting subsidies and opportunities and I have the impression that we are not stopping to make us forget and I am happy that it is recognized that we must do more. We simply cannot count on the existing staff because it is already overloaded and we need expertise like TPA. So thank you both for bringing them. My question in Korea is that, while traveling, the information of safeguards that have been provided for tonight, I noticed that you work with many different cities and agencies, but the only one I saw was in our region and when I say our region, the valley of San Gabriel, so Mar Park, Rosem, Temple City, you know, we have a certain demography and I wanted to make sure that this was highlighted. But when you ask for subsidies, do you take into account the cultural demography or are they only socio-economic conditions or poorly served populations? How does it work? Because we are different, you know, there are 31 cities in the San Gabriel Valley and they are in some way cut a little differently. And so, since Monterey Park seems to be the only city you know a little in this neighborhood, you know, how do you address these questions? How do you start to understand our community and does it all come into play?

39:54 – 41:27•Speaker 3

This is an excellent question. So the first thing we do when we are integrated is to carry out a complete integration with your staff. We want to spend time with the board, with the management staff to really understand your city. We work with the city of Montreux-Parc. We also work with the city of South Pasadena. We are also lobbyists at the level of the state and the federal government for the Coq de la Vallée de San Gabriel for three years. We therefore have a vast experience of work with the entire delegation of the Valley of San Gabriel. A vast experience in this region. The team that is proposed for the city is also composed of the main managers of the COG's clientele. They therefore really know the region on the tip of the finger. As for the writing of the subsidies, it really depends on the subsidy. Each grant has a certain number of criteria. There are different criteria on which we want to insist for a federal grant and for a state grant. Our federal administration has different priorities from that of our state administration. We therefore examine each grant individually and we understand what it requires. We understand what story must be told and we adapt the history of the city and your project so that it corresponds as well as possible to these criteria.

E. To what extent will the team be accessible? Because you are three there and you are all a little divided. So I'm trying to understand how this process works. You must have a main contact. I mean, I suppose we're going to have a main contact. I suppose Indiana is the main contact. E. But you have three different teams as you said. They are everywhere. There, you know, the accent is so different from the federal, from the state and even from the subvention itself.

42:29 – 44:02•Speaker 3

Nous adaptons notre communication à la ville. So if the city prefers to have a contact point and that everything goes its own way, that's what we will do. If the city prefers to have a contact point for the writing of subsidies, at the federal or state level, we will work this way. This is really all that makes life easier for your municipal staff. We know exactly what has been said, the municipal staff has a million things to do and this is not the writing of subsidies or the legislative plea. It's our job. So, no matter how we can relieve them of this burden, we can make communication as simple, transparent and painless as possible, that's how we want to work. E, it's frankly very personalized for each customer. Each has slightly different preferences. E, sometimes, when the advice changes, we adapt because they arrive with new preferences. We really want to make things as simple as possible. E, as far as the question of knowing if you are going to attract attention as a small town, Absolutely. We are really proud of communication. We are proud of personalization. My job as a CEO is to make sure that this happens for each of our customers. More than 75 of our customers have been with us for more than 5 years. And I think this shows the fact that they all feel special. We really try to make sure that each customer has the feeling of being our only customer.

We have never had a federal or state defender, but inform the municipal council by email or in person or both. And you know what? What are you doing with the other cities? Because I would like to have news at least once a year. I know that our municipal director will send us emails when we will be rejected or when we will get, you know, some subsidies. But I would really prefer to have news directly from the TPA so that we can also ask questions. e. Because we all speak with other members of the municipal council and we learn in a way, e. You know, the progress or the absence of progress in some cases. What is your preferred means of communication? ou je suppose que cela dépend de nos avocats.

Oh !

46:34•Speaker 5

Oh my stock! Oh okay, I'm from Altonia then.

46:38 – 49:34•Speaker 3

Well… Corée, thank you very much for your presentation. Uh, uh, first of all, I understand that uh, uh, my colleague just mentioned that you are TBA because it represents many other cities and other agencies. So, when a particular grant, for example a financing opportunity, becomes available and that several of your clients can be admitted to the same source of grant, So, how does a PTBAS ensure that Saint-Gabriel receives its fair share of attention in terms of complaints? This is an excellent question. E. Our work consists in ensuring that each grant request that we submit is as competitive as possible. There are many things in your projects that we will submit for grants that we cannot control. Is the project ready to start? E. Has there been a community awareness? Are there counterparty funds that are affected? What is the level of counterparty funding? E. What are the demographic characteristics of the place where the project is located? All these factors have different rating criteria at different levels in different grant requests. So, what we want to do is to clearly communicate to your staff before asking for a grant, what are all these criteria before making a decision? Is it fair to postulate or not? And once we have made this decision, it is our job to write down the most competitive request possible. This is what we do for many clients. I would say that we do not have many clients who dispute the same subsidies. E, which may not be intuitive, but since there are so many of these factors when you examine the state of preparation of the project, the counterparty budgets, E, there are some subsidies for which, if the project itself is not in a disadvantaged community such as identified by the state, it is useless to postulate because you will not get funding. e. This really helps to self-select many of our customers depending on the opportunity. Sometimes, they want to wait for the next year because they will simply be in a better financial situation to go looking for something. e. We have never been in a position where we had to choose who would win the prize. They, after all, we like to make accounts with agencies to understand why, if we have not obtained the funding, how can we make our candidacy more competitive during the next cycle. Many of these programs are launched every 9 to 12 months. We therefore want to be ready to go there next time. We would like to do this with all the candidates you submitted before we even got involved, in order to understand how we can submit these candidates to the program again. Our role is therefore to position you as best as possible, but in the field of subsidies, there is an element that escapes our control when it comes to the notation criteria and the elements of your project.

49:34•Speaker 5

I see. So, a community centre meets the same criteria as a swimming pool.

49:42 – 49:59•Speaker 4

It depends on the demand for subsidies. There is therefore a subsidy program for the conservation of land and water that has just been announced today and will be due in November or February. It was announced a few hours ago. We won $6 million for Montreux Park thanks to this program last year.

49:59 – 54:34•Speaker 3

And it was for their Barnes Park swimming pool project. There is also funding from the Los Angeles county that will be available in the next few months to finance swimming pool projects. There is funding for community centers through the federal affectation process, the federal process for financing community projects. I know that you have all obtained funding for public safety from the deputy CHU. We could make a request for a community center. We could also ask our senators for this. There are also programs of subsidies at the level of the state that could finance the community center. If this community center can be an emergency operation center, it opens up other opportunities. So we really need to focus on each project and to mix the elements. E, the national parks program that comes in December and which should, I believe, start this month. E, it could finance a pool project, but we want other elements around, don't we? We want to include other equipment and they define them in the demand. So we're really going to dissect everything, and that's part of this complete integration. Understand all these different elements so that we can develop the strategic financing plan to decide, okay, for this project, it will be this element for this request, then this other element for this request. Maybe this one will be able to finance this whole project. Maybe we're making the payment here. Maybe when PO finances this one, we know we're going to open all these other opportunities here. So we like to be really strategic and precise to develop the best possible plan. Thank you. I feel much better after your message, because in fact, if some of my colleagues remember, we were in a situation where our neighboring city, I don't want to name who, but Amra, got $ 25 million for a large community center project with particular funding sources, while San received only $ 300,000 for the renovation of the Naguna Park. So I think it's really important for me that we can see the result. But I also examine this from the point of view of the return on investment. If a city really invests $ 120,000, which represents an additional $ 50,000 today, it is $ 120,000 a year in these services, so you help us get a lot more than, say, 1.2 or 2 million, which would already represent a return on investment of 10 for 1. But in fact, we certainly intend to get a lot more than that. My question is therefore the following. How should we evaluate Thomson's performance after, say, two years, Because the conditions of the two-year agreement, and in particular for some subsidies that require, let's say, a planning and an advanced positioning, while other financing possibilities are not really available during the first or second year. What is the measurable reference point that the city should use to determine if, as a partner, you get the results? Yes, the first thing I would say is that all our contracts provide for a 30-day resilience. So, even if it is a two-year contract, we operate on the basis of a monthly contract, because we know that you can resist us at any time if you are not satisfied. This can reassure you, because you do not commit in two years. You consider 30 days, 30 days at a time. The simplest measure is that of the dollar. For 90% of our customers, we get more than $1 million over the first 12 months. This is my goal. I want to come back here in two quarters. Give me six months and be able to say that we have submitted X demands. We will see these results in six months, then in six months, let's say you have a return on investment of 100% or 200%. This greatly facilitates my task. E. When we can show that the dollars come in more than what you pay. E. It's less quantitative, honestly, on the legislative side, isn't it? This is transforming. What bill are we working on amending? E. What bill is there in Sacramento that we have tried to fail? E. You know, the adoption of the SB 762 bill, let's hope that it will have positive results for the city and that it will probably be quantified in one way or another. E. But all these things, you know, take time. But I think the simplest thing is the dollars and the blood. Ce sera la partie financement.

54:35 – 57:12•Speaker 4

I think that one of the reasons why we need the city service and any other agency is that we have a very urgent need, especially for public safety and community infrastructure, including police stations, facilities, the fire station, the swimming pool and the theater of the mission. How to proactively identify the destination of the financing before an opportunity is officially announced? Let's say that if you continue, you can simply activate the radar, which will be on Sacramento, Washington DC or any other type of agency that will help Saint Gabriel to position itself to have a better chance of obtaining the subsidies. There are opportunities to come for everything you mentioned. I believe, the police, the firefighters and the theater of the mission. There are opportunities to come for these three things over the next 12 months. I will give you an example unrelated to this, but related to your second question. How to create new financing opportunities? This year, we led an initiative in Sacramento in partnership with the COGS of the Valley of Saint-Gabriel, but we called on the COGS of the entire state and the housing fiduciaries of the entire state to re-authorize the local housing fiduciary fund program. If the voters adopt this measure, we will have created a $ 200 million grant program that the San Gabriel Valley Cog and the San Gabriel Regional Housing Trust will be able to use to finance affordable housing in the community. Several of them are in the city. I know that the city has already received funding for 73 affordable housing in the framework of this program. All this has been done through the Legislative Assembly. It was the lobbying, the pleading, the collection, the support at the state level to create this financing opportunity. And now, once all this is signed, adopted by the voters, we will be able to work on the submission of the grant in the name of our clients to access this financing. Well, well, thank you.

57:12 – 58:20•Speaker 3

I think that, you know, I understand that, you know, I mentioned that Talson is not the lowest. In fact, we are happy not to have to choose the lowest. But let's say that the proposed fees are $ 120,000 per year. So, let's say that in Townsend, you have a level of service, personnel, pay or priorities different from that of other municipal clients that make things easier. Do you have a bronze member, a gold member, a platinum member, a titanium member? So, you are all gold stars. But really, we treat all our customers in the same way. E. The local government is a very small world. I mean, our office exists thanks to the results and our reputation. E. We treat each customer in the same way. We want each customer to be happy. We want each customer to have the feeling of being our only customer. E. And I think we're doing very well. That's why we've been so successful. Thank you. At least, right now, I'm very happy. Okay, that's all I had. Thank you, mother. Thank you, Corée. Thank you. Anyone else?

58:25 – 58:45•Speaker 5

The Mayor Adjoining. Yeah, okay. He's almost the most important member of the council. It's already the most asked question. Yeah, but I just have a lot of clients, including the city of Amras. So if Amras and also the city of Saint-Gabriel don't care.

58:45•Speaker 3

We don't work with Alhambra. Okay.

58:49 – 59:33•Speaker 5

The other. Neighbor. Okay. Yeah. Yeah. Sorry. Sorry. I'm sorry, but say the HRA. Yeah. Sorry. You got the pool for the. Good. In fact, our city, I think, tried to get the $1,000 sum for our pool almost 10 years ago, but so far, we haven't really managed to get a $1,000 sum. The question is therefore to know if your client is similar to our neighboring city, they ask for the same subsidy. How do you know if our municipal advisor W has higher or lower priorities? You know.

59:33 – 1:02:53•Speaker 4

The parameters of the projects tend to be very different, even between neighboring cities. The Fund for the Conservation of Land and Water has a strong influence on. I have not written a single one of these subsidies for a few years. My colleague has done the work. I have not read these directives recently, but they have very specific criteria. And as I mentioned, some of them, as consultants, cannot be controlled. Let's say, for example, that they would like a 10 to 20% counterpart. We will tell the city that to be the most competitive, you should make a 20% counterpart. But if you ask for 6 million dollars, for example, you may not be able to make a 20% counterpart. Maybe you can make 10% of the counterpart. You will get less points than a city that is ready to make a 20% counterpart. So we can only provide guidelines, right? In this scenario. In the end, it is your staff who makes the decision on these measures or these figures. E. We cannot control the criteria of the disadvantaged communities. The screen that Hélène Virault defines these data. They have their own formula. We are simply looking at a map and it appears in red, orange, yellow or green. E. So if your project is not in a red zone, there are subsidies to which you should simply not apply. But maybe your neighboring city is in a red zone. E. There are generally measures in the world of subvention editing that help to know that some projects are better and others are not. I have one that is important and concerns a lot of subsidies, especially at the level of the state at the moment, it is community awareness. The park program at the state level, for example, which must be put in place in December. They require a minimum number of community awareness meetings. I think there are at least six. They want it to be done in two languages. They have very specific criteria. They want a certain number of meetings in person. They want a certain number of virtual meetings. They, the cities told me, we're not going to do that. We still want to submit the grant, but we're just not going to do it. They will not get a score as high as a city that is ready to do it. They, so these measures appear simply in the grant editing process where there are things that we cannot control. e. Our work consists of taking what we have and making it the most convincing story possible. e. For example, another example that I will give you, the active transport program. It is the enormous ATP subsidy at the state level. e. There is a financing at the state level and then there is a financing through your word via SCAG. The financing at the state level is on 100 points. The community criteria for ATP subsidies is on 20 points. If you do not get 88 points or more over the last two cycles, you do not receive funding at the state level. So, if you are not in a disadvantaged community and you get 0 out of these 20 points, you are out of the game from the start. We can still submit our file to the SCAG, right? And we can present our best arguments to the SCAG, which is more regional. They get their own funding. So we can always make the strategic decision to submit our application knowing that we will not get this money at the state level. But knowing that we can position you very well at the level of the SCAG to be competitive in your region, which may have different demographic characteristics from that of the Central Valley or the Northern California. There are therefore many factors that we cannot control. Our job is to write down the most convincing strategic candidacy possible. And then the notation, the notation is out of our control.

1:02:53 – 1:04:20•Speaker 5

I understand. It's something we can't really promise, is it? So, but I think it should be how do you want, for example, for our Piscine Smith Park. So, how do you get all the information of our municipal staff? It is unique for our city of San Gabriel, what we need. So, how do you communicate? This is the first question, the second question, but you have already mentioned it, for example. You say that you have a 20% or a percentage of counterparty. So, in general, you can communicate with our municipal director to find out how we can make a counterparty or send a report to our municipal council. So, I like it to be quarterly or quarterly. At least, or a fund, maybe you think it's really urgent, maybe you can inform the staff. So, and, we can discuss what we want to do or not. So, if a 20% counterpart if we get 10 million dollars, why not, right? We can also consider adjusting our budget to get. Ce genre de subvention. Donc oui, ce sont mes deux questions. Oui, merci.

1:04:20 – 1:05:47•Speaker 4

They are sitting there talking, then we type and now we move on to the request. Maybe they prefer to write us this information. However, your individual staff likes to give us this information. Yes, I mean, all your staff and service managers are different. We therefore want to customize our communication according to their preferences. Just to answer your question and add something, Vice Mayor Deng and the current consultant, California Consulting, with whom we work, we meet every month and each service to a designated personnel member. We therefore have an order of the day that we follow every month and we examine which subsidies have been granted, which are in progress and which are available. As staff, we therefore give comments to consultants on those for which we want to apply, those for which we must meet certain criteria. We do not communicate only every month, but we constantly communicate with the consultant to know which other subsidies you want to apply for. Here's a little bit of how it works. We follow this similar format. It seems to work, but there are other means and suggestions that I will probably do to Corée and her team to improve and add more communication.

1:05:48 – 1:06:31•Speaker 5

1:06:35 – 1:07:41•Speaker 4

Oui. As a reminder, the federal spending program led by the Congress, the one on which you worked with the member of the Congress for the financing of public security, we expect it to be an annual process. It has been around for 5 years now. The Playhouse mission would be competitive. It would be eligible for this process. The funds allocated by the State are in discussion in Sacramento. I am prudently optimistic about the fact that the funds allocated by the State will be paid in the coming week. Apart from the subsidy process, these are expenses directed by the law. So these are the two that come to mind and which, I think, would be perfect. And I think that as we get to know more about the needs, we will be able to start distributing the possibilities of subsidies that could also correspond to the project. Okay.

1:07:42 – 1:08:00•Speaker 5

Because I think we only have six months to do it, it's great. Okay. Overall, I'm just asking the basic question. On your company or your team, write a global grain. So, what is the success rate you get?

1:08:02 – 1:08:50•Speaker 4

It's an excellent question. It is a question that we have examined several times. It is a difficult question to answer because it often happens that we know that we will not be competitive for a grant, but the city would still like us to apply for it. You can be pushed by the council for a particular grant, whether you get it or not the funding. There can be all sorts of factors explaining why we submit a request. After all, if the city says that we want to submit a request, we will submit it. Even if we know that it may not be competitive. So I say that because it can pose problems around what is a success rate.

I think that $ 120,000 is probably less than what we would pay for someone who deals with government affairs. And I think that what we get for the amount of money will certainly be a huge reward for our investment. I see in particular the work that Thunsen has accomplished. And I say to myself, wait, what, what is it? And I try to understand things because I knock on the doors of people and members of the Congress. I don't have the impression of being as prepared as the people who have lobbyists and those who have Tonsen or another organization to support them. And I see how they really make things happen and I hear the testimonies about the victories they have obtained. So I want to know and I want to understand for Taunus, what are the greatest victories that you are proud to say that we have obtained so much money? What are these strengths? Can you tell us about them?

1:11:07 – 1:14:38•Speaker 3

I would be delighted. I think everyone would have a different answer if you asked them the question inside the office. I will tell you my greatest success. It's a bit of a long story, but it really sums up everything we do. It was in In 2014, the Senate bill No. 1, the measure relating to the gas tax, was on the ballot to increase the gas tax and an orange senator was on the ballot. The county senator Josh Newman had to firmly vote to support the SP1 and an election of revocation was immediately launched against him. At the time, it was one of the most controversial seats of the state on a political level. All this happened around May or April. As soon as the revocation was launched, he voted on the governor's request to support the governor's initiative. I knew we had an opportunity. Sacramento's leaders were going to be encouraged to help him. To thank him for being risky for them and now having to face the politics of a revocation election. We had six cities in its district at the time, in the county of Orange-Nord. And I knew, thanks to my work with them over the years, that the prevention of youth gangs and violence was an important problem that did not correspond to the limits of the city. This transcended borders and homelessness was a growing problem at the time. We therefore gathered the municipal directors, the police chiefs, we met and we went to meet the senator and we took measures. A request. He would take care of the homeless and the reinsertion of criminals in the community. And I remember looking at Christopher and telling him, what do we ask? How much do we ask? What do we think we can get from all this? And we decided 20 million. We just got this idea out of nowhere. We sat down with the senator. We had an excellent conversation. We had eight police chiefs in the room, as well as municipal directors, and they kept talking about the possibilities of subsidies. I want to be useful. I want to do this and I said, Senator, you have an opportunity here that no one else in the state has. The state budget must be promulgated on July 1st. Can you ask for $ 20 million for the work group on public safety in the Orange-North county? And in his honor, he said, why not? I have nothing to lose. He made the request and we got the $ 20 million. This work group was created. It is now called the North Orange County Public Safety Collaborative. The following year, it was recalled. We then went to the federal level and we got more than $70 million for this work group since 2014. It's such a cool story of public organizations that met with the non-profit community, to see them all together in the same room for the first time and to see the non-profit association Grand Frère Grande Soeur look at the police services and say, we want to join you. We have been trying to work with you for years on these issues, but we have never managed to get in touch with you. And here they are collaborating and developing incredible programs that work and really help children. They really help people get out of the street. It was simply about being able to see the politics, but also to understand the community and its needs, and to put together a really powerful set of gifts. We were able to take part. It was so much fun to see it develop, grow and become what it is today.

1:14:39 – 1:15:45•Speaker 5

Merci.

1:15:47 – 1:16:18•Speaker 4

Yes, we have already started. If you have a copy of the proposal, there is a page on page 15 where we examined the priority projects of your city. Between pages 15 and 16, we talk about the theater of the mission. We talked about the Smith Park basin and we have already started to put them in touch with future financing opportunities. We therefore examined your target in a proactive way when we prepared the offer. And of course, if we get the contract, we will deepen our research from tomorrow, in addition to our conversations with you, your staff and your management team.

1:16:18 – 1:16:51•Speaker 5

And I thank you. And I'm sure you had opportunities when you worked with another city and you said to yourself, it could work for this city or maybe I can convince this city and this city to join us, as you did in the Orange County. And these opportunities are present themselves. And I think that having more cities under your jurisdiction will really contribute to the health of the organization. Is that right? Can you explain to us how this could be beneficial?

1:16:51 – 1:17:35•Speaker 3

There are subsidy programs that really give priority to regional projects. So, you need to know what your projects are, understand which projects cross the city's borders. We have worked with several cities on requests for bridge projects that extend from one city to another. So, we want to seize all opportunities, regardless of the project, regardless of the jurisdictions, to bring people together. The joint use projects work very well within the framework of the state-scale parks program, in partnership with your school district. We do not need to represent your school district to help fill a request if it is a joint project with the city. We therefore really want to call on these partners to ensure that the request for subsidies or the request for legislative requests is as competitive as possible.

1:17:37 – 1:18:08•Speaker 5

Interesting, thank you. E, can you briefly explain what your range is? I know that you have a range at the state level. E, can you tell us a little more about what that means? What are the cities that you can, if you can briefly highlight some of your cities? Is it only Southern California? I mean, when you are in Sacramento, anything is possible, isn't it? And then, I imagine that when you are at the federal level, you have access to all members of Congress. So, I want to somehow understand these two different points of view.

1:18:08 – 1:19:26•Speaker 3

Yes, we have cities in the entire state of California. We have cities in the Alama County, in the Central Valley, in Los Angeles, Riverside, Oxnard, San Diego, in Louisiana. We have a whole range of cities. One of our first cities as a cabinet was the city of Santa Ana in the Orange County. One of our third cities, I think, was the city of Oakland in the Bay of San Francisco. So we really represent all the cities of the Orange County, but I have the impression that we represent the majority of the cities of the Orange County. In fact, we represent more than 20% of Californians. If you calculate the number of inhabitants of each city and you look at the entire state of California, more than 20% of Californians are represented by municipal services and public affairs. At the federal level, we focus on Californian public agencies. We therefore maintain extremely solid relations with each member of the Californian delegation. And then we also have additional strategic relations with outside members of the State in certain committees with which we know that our clients will really work in close collaboration. The Chamber's Transport and Infrastructure Committee, which includes everything that concerns infrastructure, surface transport, common transport and water, and the Credit Committee are the two main committees with which we have relations outside of California.

1:19:26 – 1:21:00•Speaker 5

Well, that represents a lot of information. I think I got a part of it, but I'm going to rewind the tape and listen to it again or I'll take it back if we end up selecting cities and I'm sure we'll have the opportunity to meet and I'd like to meet the whole team. Absolutely. And build these relationships because I think it's very important for your team to know each of us, who we are, what we represent and what we want for our city. You may notice that we all have similar goals. And I am delighted to see that all our colleagues are, you know, delighted to have a lobbyist and a grant editor and that we have the same vision of making our city move forward. And I think this is an excellent opportunity for Saint Gabriel. So, thank you. I will give up my time. Thank you. Thank you, Councilor Herrera-Aila. Very well. Well, if that doesn't bother you, just one last chance. Councilor Whoop. Yeah. I would like to question Ediana about today's current budget. It shows that a $70,000 budget has been established for the big project editorial service which is provided by a California board of directors. So now, let's add that. Are we also going to approve additional funds for that?

Because lobbyists always have a kind of negative side and therefore you defend our cities. I just wanted to clarify that. Thank you.

1:21:46 – 1:23:01•Speaker 5

Thank you, E, member of the Matshaka Council, for this correction. Thank you. Very well. Very well. My colleagues. I suppose I will be the last. But what is good with the fact of being last, is that I think that my colleagues have really asked about all the questions that I had and have obtained good answers. I am very satisfied with the answers I have heard. And I would like to echo the feelings of my colleagues according to which San Gabriel is a unique and special city, rich in history. So we are not like other cities. But it seems that your office knows. really consider each customer as an individual city and determine their needs. So, yes, I think I'm pretty much in agreement with my colleagues and I don't have any other questions at the moment. Mr. City Councilor, do we have any public comments on this question?

1:23:01•Speaker 3

No public comments, Mr. Mayor.

1:23:03 – 1:23:15•Speaker 4

No, okay. Very well. I suppose it is now time to move on to the discussion of the Council. Well, I will propose a motion. I think we have already had an in-depth discussion.

1:23:15 – 1:25:05•Speaker 5

I will press. Okay. May I? He is a member of the Council. Oh, I also have a question. I have one thing to check. If it is correct in paragraph C, resolution number 26 to 47. Section 1 indicates that the account number is 121 721 0000 22 083. But this does not correspond to section 3 and does not correspond to the personnel report in the last paragraph above the recommendation. Can you specify if it is simply a strike fault, because if the bottom goes on the same account, then it is 08 3 or 08 13. For the joint C part, which is resolution 26 to 47. Page red 64. It is a reference to an account number. And thank you, members of the WOU Council, for having reported it. Linda, could you come and tell us which of the two is correct? And while you are doing this, they, members of the WOU Council, the only thing I was going to highlight when I was trying to interrupt the vote, the countdown, the staff recommendation in the staff report did not explicitly include the adoption of this resolution. So, whoever presents the motion that has already been presented and supported, if it does not bother you to modify your motion in your second motion to include the adoption of resolution 2647 which is linked to the personnel report. Please. Good evening. Hello Linda.

1:25:06•Speaker 4

I would like to clarify that the account number ending with 086 is the correct account number for you.

1:25:13 – 1:25:25•Speaker 5

I'm sorry, I can't hear you. The account number ending with 086. 086. But it's not even there. It's 813. 813 or 083. 08, this must be a hit error. Yes, it's a hit error.

1:25:28 – 1:25:49•Speaker 4

The account number should therefore be 124721. 33 96 086. I apologize, advice. This must have been a mistake on my part on the account, but we will make sure that it is correct.

1:25:50 – 1:26:01•Speaker 5

It looks like it's my account number. No, I'm not sure the money was paid to me. Your account number. Is it a fault of Frappu?

1:26:02 – 1:26:51•Speaker 3

But I think that if we had to adopt the resolution, it would be better for us to have the right account number.

I'm sorry, I was looking for two different things. This is an excellent opportunity to test our high-resolution camera. I apologize, because I was actually on a vote count. The count number is once again 1,217,210,022. 813. 813 is correct. 3813 is correct. It is correct. The 083 must be replaced by the 13. Okay. On your section 1, it is. On section 1, it has been replaced by the 13. Okay. Yes. Okay. It is. The motion to be added on this one. Okay. Okay. Cela peut permettre aux habitants of Monas to take advantage of the advantage of passing through Saint Gabriel to go to Temple City and maybe to another. City of neighborhood. It is a passenger and, let's hope, the state can grant a subsidy for this in order to help. I hear about the oldest residents of the city of neighborhood. Even our elderly people really want this kind of advantage for the neighboring city-street, transport. It is already in progress with our senator of state, our local representative. So, if you have the opportunity to help, not only our city, but also our neighboring city. Yeah, thanks. Okay. That means a common transport program that would go between cities and something like that. Yeah. It's cheaper, but how do they use the system? We can share a common transport system that will serve our neighboring cities, because we are all small tight cities against each other. Okay, I understand. It's also the lowest cost for elderly people. I'm sure of it. Yeah, most cities cost $1, some cities $2, but yeah. So, it's really useful, you know. Yeah. Very good.

Section 1. The number of accounts must end with 813 and not with 083. Thank you and press. I will press. The corrections. Okay. Motion presented by the municipal councillor Maka, supported by the municipal councillor Herrera Aila. Let's move on to the vote. Let's see if this technology works this time. Okay. And them? Okay. So, what's going on? It is indicated that we have voted. It is not specified how. Oh, there you go. Very good. The motion is therefore adopted by 5 votes against 0. Thank you, Mr Mayor, member of the council. I will be very brief. As Mayor Chan mentioned, we are working with a new technology. I appreciate the patience of the public and in particular of the municipal council while we are working on these bugs, but we will only improve as we adapt it to the way you want to use it and we will also correct some of the bugs we encountered tonight. Thank you. Okay. Thank you, Marc. On August 7, I attended the inauguration of 986 armacies in a Sunfra supermarket. It was a wonderful event and I am very happy, you know, to welcome with my colleagues these wonderful members of our business community of Saint Gabriel. On August 14, I attended the inauguration of the OIP coffee. Many of my colleagues from the municipal council were also present. Ceci conclut mon rapport. Merci, Monsieur le Maire. Très bien, merci, Conseiller Hou. Qui souhaite prendre la parole ensuite ? Park Vincent Luga. It was really good for the previous representation. Then, after, they also projected the film. There was a strong participation. It's the weather. And on July 26, I had the chance to participate for the first time in their NAMI family support group for a fund collection in the Valley of Saint Gabriel. They are in Pasadena, they are trying to help the family in particular. And in fact, yes, I went there on August 4th, it's a national holiday. It's incredible too every year. It's a way, they, the police service, it's a boss, it's a they do good work, okay, maintain, they, also maintain the security of our city and also do. Know to our residents that it's a safe place where they can go, okay. Over the last two weeks, I just want to show the conclusion, it's. Really incredible, many small businesses in our city have made their big opening. I had the chance to talk to them, them, them. It's them, Minnesota, the big opening to the duo and them and the pharmacy 986 in the San Gabriel supermarket next door. And them another, it's called the robotic well-being center and or else, the big opening too. And they, each event takes place in our city, in Hilton, okay? And this Ellen Lynn is also the Lynn Club Internet District, they are in the whole district, they are the governor, the installation too, they, on August 8 and 15. This hero is overseas and they have a total of 4 different Lynn clubs. They are also installed in our city. So, it's the Lean Club that also takes care of the employee, so yes, it's the event of my last two weeks. Okay, thank you. Oh, and besides, I meet our senator about our RYDG. Okay, I hope we can get a grant. They have grown up. Okay, thank you. Very good. Thank you, Vice Merding. Who would like to go there?

1:40:01 – 1:42:20•Speaker 4

I guess I'll be next. Very good. So, uh, I also wanted to thank our police department for the national party. It was an excellent family party, between friends, lots of links. So, thank you, boss, for that. I must also remind everyone that you can have everything. You can organize a national party and organize a neighborhood party. I know people still have mixed feelings, but you can do both. And as it was mentioned earlier, we recently attended a wonderful neighborhood party. A lot of people. It was actually a very nice evening, even if it was hot during the day, but in the evening, it was very cool. So, if you want to organize these neighborhood parties, you can organize them at any time. The police and the firefighters come, the members of the council come, and we can actually spend more time than two or three minutes. Because when I was at the school council, we went to all the neighborhood parties and could only spend two or three minutes because there were so many. It is therefore a better opportunity to spend quality time with your elected officials as well as with your first speakers. So, if you are interested, do not hesitate to contact Stacey Gutierrez, I believe, and she will help you coordinate the presence of everyone. I wanted to especially thank Karen Cohen, our PIO, because as it has been mentioned, you know, in our city, we are now organizing all the big inaugurations, and we are doing it for free for our small businesses, and it's so wonderful. Each of these inaugurations, the Moiseau Pharmacy 986, the OIP coffee which is just below, belongs to the same owner, these are the two sisters who own Dancing Spoons, they now own the OIP coffee and, Well, Karen Cohen and her team, as well as our Pio team, do a great job. You know, we have the scissors, we have, you know, they tell us where to hold us, and they take these beautiful photos, and it's so nice to create a community spirit. And again, it's free for companies, and they really appreciate it, and they are delivered with the ribbon, and we are delivered with the big scissors with which you can hurt yourself if you don't pay attention, right, Mr. Mayor?

1:42:20•Speaker 5

These are real blades, don't put them on you.

1:42:23 – 1:44:42•Speaker 4

True soul and it weighs about 20 pounds, but hey, but anyway, it's just a big thank you to this team for being there and for really helping our companies to feel so welcomed. So these are wonderful inaugurations that have been organized and hey, and again, thank you very much. Hey, I wanted the only thing no one has attended, but hey I went there and I think it's just because for various reasons, there was probably something else going on that day. But they, the community services, have organized their very first carton boat rally, and what it is, is that the members of our community, mainly children, there were, I think there was a category of 18 and more, but what they did, is that they built these carton boats and in adhesive tape. And it was so funny because some of them, you know, were just fast and furious. They had their little pagayas and that's it, and they had wonderful names, but there were others that sank right away. And we still encouraged them and we, you know, we had the rescuers there and they tried to help them at least cross because it was happening in Smith Park. So, you know, there was a lot of encouragement to try to make these boats cross which sank right away on the other side of Smith Park's pool. And then we had prizes for the first and the second. We had prizes for those who had the cutest names. I think one of them was called Sweet Kitty or something like that. But it was so fun and healthy. And again, I want to congratulate the community services for doing something like that, because it was a first. And when you organize events for the first time, you never know what's going to happen. And it was such a success. It was so, uh, it was just great. It was really great. And the parents were there. And some parents were even in the boat. So, you can imagine that some of these boats are really well built. I mean, the minute I saw the parents getting on the boats, I thought they were going to sink right away. Well, that's not the case. So, I guess there's a little magic in there. When you put cardboard and adhesive tape together, there's a way to make sure they go to the other side.

1:44:42•Speaker 5

It's what we call the physical part.

1:44:44 – 1:45:27•Speaker 4

There were a lot of engineers there. But, once again, thanks to the community service team. It was very, very hot that day. But it helps to be in the pool and it helps, you know, to have this spirit. There were so many trains, everyone was there. I mean, we applauded and we were in the heat, but we managed to make it work. And so, thank you to the community service for everything you do, for your creativity and your originality, and for organizing these inaugural events.

No, they took it very seriously. There is a certain competition of communication. It was, it was, it was wonderful. Very good. Thank you, Councilor Erahila. Thank you, Mr. Mayor. Well, it was nice to hear. I will try to be there next year. It looks fun. I have two things to report. From July 22 to 24, I participated in the Mexican summit of the Amapá. We were in Mexico. MAPA means Mexican American Police Alliance. I participated alongside many leaders, senators, assembly members, and even the assembly member Mike Fong was there, from all over the United States. We have also had the opportunity to hear from Mexican leaders and to deepen the economic impact and opportunities that exist between the two countries, given that it is a limitless city. I am also happy to announce that I have received the authorization for the presidential nomination of the city of California to sit on the resolution committee. Merci. Merci, conseiller municipal. Très bien. I suppose that I have attended most of the events that my colleagues have attended, but just a brief recap. On July 30, I attended the meeting of the City Selection Committee of the County Council of Los Angeles at the seat of the Council of Governments of the Valley of San Gabriel in Monrovia. You will find a lot of fun things in it and before even realizing it, each article is not that expensive, but $ 100, it comes to you quickly. The 7th, inauguration and inauguration with my colleagues from Pharmacie 986. They are located at 1635 South Saint-Gabriel-Saint-Gabriel Boulevard in Saint-Gabriel, in our city. This really helps to prevent a neighborhood from sinking into crime. On the 12th, I attended a party in the Arcadia Chamber of Commerce in a store called Ossim Ossim. It is in the Arcadia shopping center and they specialize in high-tech high-end massage chairs. I had a sample and, of course, I fell asleep a little in it. And the 14th, the opening and cutting of the ribbon for OIP, once again with my colleagues, OIP Coffee & Tea just below. So, 415 South Mission Drive. Once again, it was mentioned, the same owners as Dancing Spoons just next door. So, try them both. And finally, on the 15th, it is the event at which I attended, the joint installation ceremony of the Overseas Lyon Club in Saint-Gabriel, our own Saint-Gabriel-Hilton. And it was with the Mayor Adjoint Ding and the Municipal Advisor Wu. So, this concludes my report. And the next point, let's see. We do not have a session at 8 o'clock. And so, the next point is the update. So, the next ordinary meeting of the municipal council will take place on Tuesday, September 1, 2026 at 6.30 p.m. This meeting is updated at 8.25 p.m. Thank you.
