The applicant requests a Major Use Permit (MUP) to develop a Civic, Fraternal or Religious Assembly use, pursuant to Zoning Ordinance Section 1348, and a Child Care Center use, pursuant to Zoning Ordinance Section 1332, on two lots totaling approximately 2.43 acres. The proposal includes construction of a 13,845-square-foot assembly building, retention of three existing structures, and site improvements such as parking, landscaping, and right-of-way enhancements, specifically, traffic striping to accommodate two left turn lanes and a DG pathway to improve pedestrian safety. The proposed new building's will include administration offices, mikvah, religious education classes, kitchen, childcare, and meeting spaces. Outdoor spaces will include landscaped garden areas, courtyard, playground, and perimeter screening/fence. The retail use, currently a candle shop, will remain and continue operating within its current structure. The project site is located at 14906 Via De La Valle in the San Dieguito Community Plan Area. The General Plan Regional Category for the site is Semi-Rural, and the General Plan Land Use Designation is Semi-Rural Residential (SR-2). The Zoning Use Regulation for the site is Single Family Residential (RS). Access to the Project will be provided from Via De La Valle. The Project will be served by the Santa Fe Irrigation District and the Rancho Santa Fe Fire Protection District. A Mitigated Negative Declaration was prepared for this project pursuant to the California Environmental Quality Act (CEQA) and is on file with PDS. The Planning Commission will determine whether to approve, approve with modifications, or deny the project and whether to find the project in conformance with CEQA. Public Safety Towers Wireless Telecommunications Facility; PDS2022-MUP-22-015, PDS2022-ER-22-02-005; Proposed conformance with California Environmental Quality Act (CEQA) – Notice of Exemption Section 15303; Fallbrook Community Plan Area (M. Sanchez)

The applicant requests a Major Use Permit (MUP) to construct, operate and maintain a new wireless telecommunications facility consisting of a 50-foot-tall faux monoelm. The project will include 12 panel antennas mounted on the upper portion of the monoelm within a lease area. The monoelm and equipment is within a 1,225 square foot Concrete Masonry Unit (CMU) enclosure. A 30kW emergency generator would be located within the enclosure. Each panel antenna would be covered by "socks" which would help to conceal the antennas. The project site is located at 2405 Via Rancheros in the Fallbrook Community Plan Area. The General Plan Regional Category for the site is Semi-Rural, and the General Plan Land Use Designation is Semi-Rural Residential (SR-2). The Zoning Use Regulation for the site is Limited Agriculture (A70). The site is within a special area designator "A" and within a Williamson Act Contract. Access to the site is proposed through Via Rancheros, a private road. A Notice of Exemption was prepared in accordance with Section 15303 the California Environmental Quality Act (CEQA) and is on file with PDS. Slaughterhouse Canyon Major Use Permit Modification and Reclamation Plan Amendment; PDS2020-MUP-78-083W6, PDS2020-RP-78-001W2, PDS2020-ER-78-14-182C; Proposed conformance with California Environmental Quality Act (CEQA) – Addendum to EIR (15162); Lakeside Community Plan Area (C. Jacobs)

The applicant requests a Major Use Permit (MUP) Modification and Reclamation Plan (RP) Amendment to extend the time for the currently operating Slaughterhouse Canyon aggregate mine until March 17, 2035. Other than the extension of time, the applicant seeks no change to any element of the approved operations. Phase 1 has largely been completed, and the operations are advancing into Phase 2 at the northwestern portion of the site. The Project is located at 12560 State Route 67 (SR-67) and takes access from Slaughterhouse Canyon Road, west of SR-67. Mine site features include the processing plant area, access road, truck scales, office and shop areas, conveyors, stockpiles, drainage and retention basin facilities. The project is partially located within the San Diego County Sanitation District boundaries. Water service would be provided by the Lakeside Water District, and fire protection would be provided by the Lakeside Fire Protection District. The General Plan Regional Category for the site is Rural and the General Plan Land Use Designations are Rural Lands (RL-20) and High Impact Industrial (I-3). Zoning for the site is High Impact Industrial (M58) in the eastern and northern portions and Limited Agricultural (A70) in the western and southern portions. Extractive use types such as mining require a MUP in both zones. An Addendum to the previously certified Environmental Impact Report was prepared pursuant to the California Environmental Quality Act (CEQA) and is on file with PDS. The Planning Commission will determine whether to approve, approve with modifications, or deny the MUP Modification and RP Amendment and adopt the Addendum to the EIR.
