Staff: Robin MacCartee City Council District: 6 Plan Area: University Tentative Map to convert one (1) lot into ten (10) lots. The project site is located at 4577 and 4589 La Jolla Village Drive, also known as Assessor's Parcel Number 345-090-15,18, and 19. The 12.88-acre site is in the Employment Mixed-Use (EMX-3) Zone, a Sustainable Development Area, the Airport Land Use Compatibility (MCAS Miramar) Overlay Zone, the ALUCP Airport Influence Area (MCAS Miramar - Review Area 1,2), a Transit Priority Area, the Community Plan Implementation Overlay Zone (CPIOZ-A), in a Paleontological Sensitivity Area (Moderate), and in a Very High Fire Hazard Severity Zone within the University Community Plan Area. Council District 6. A California Environmental Quality Act (CEQA) Guideline Section 15162 Consistency Evaluation was conducted against the previously adopted Blueprint SD Initiative, Hillcrest Focused Plan Amendment and University Community Plan Update Program Environmental Impact Report (EIR) SCH No. 2021070359, and the evaluation concluded that no additional environmental document is required. This activity is within the scope of the program approved earlier, and the program EIR adequately describes the activity for the purposes of CEQA. Report No. PC-25-049 PROPOSED ACTION Process 4. Staff: Martin Mendez City Council District: 4 Plan Area: Chollas Valley (Encanto Neighborhoods) Neighborhood Development Permit, Site Development Permit, Neighborhood Use Permit, and Vesting Tentative Map, for the demolition of an existing broadcasting facility including broadcasting towers and outbuildings and the subdivision of the property into 130 lots consisting of 123 lots for single dwelling units (including 13 affordable units), seven private open-space (Homeowner's Association [HOA]) lots, development of public streets for internal circulation, and associated public and private improvements. The 31.18-acre project site is located at 5702 Old Memory Lane in the RS-1-2 (ResidentialSingle Unit) zone within the Encanto Neighborhoods Community Planning Area. Addendum No. 1107880 to the Southeastern San Diego and Encanto Neighborhoods Community Plan Updates Project Program EIR (PEIR) No. 386029/State Clearinghouse (SCH) No. 2014051075 (Addendum) was prepared pursuant to the California Environmental Quality Act Guidelines Sections 15164 and 15168. This activity is within the scope of the program approved earlier, and the program EIR adequately describes the activity for the purposes of CEQA. A Mitigation, Monitoring, and Reporting Program (MMRP) for Biological Resources and Paleontological Resources will be considered for adoption. Report No. PC-25-053 PROPOSED ACTION Process 4. T-MOBILE PRESIDIO PARK - PROJECT NO. 1102178
Staff: Ian Heacox City Council District: 2 Plan Area: Old Town San Diego Conditional Use Permit, Site Development Permit, and Neighborhood Development Permit to modify an existing T-Mobile Wireless Communication Facility (WCF) designed as an existing 56-foot athletic field light (AFL) supporting six panel antennas, six radios, and six amplifiers concealed within a new 16-foot antenna shroud. Additionally, the project includes modifications to ancillary equipment to support the WCF within an existing 214-square-foot equipment enclosure, which was designed to maintain the architectural character of Old Town Presidio Park's historic atmosphere. The project's site is located in Presidio Park, across from the Presidio Recreation Center at 2833 Whitman Street in the OTOP-1-1 (Old Town Open Space-Park) Zone, FAA Part 77 Noticing Area to San Diego International Airport Lindbergh Field and Naval Air Station North Island and a designated historical resource (HRB#35) within the Old Town San Diego Community Plan. This project was determined to be categorically exempt pursuant to Section 15302 (Replacement and Reconstruction) of the California Environmental Quality Act.
