I am here tonight to exhort you to pause the ongoing closure of the Pathé of Maison 7 Sainte-Laurelle for an ambitious revitalization plan for the city center. Many things have happened over the last three years since this plan was proposed and explained by the staff and your consultants. I watched the video of the 24 April 2023 meeting. I have not seen any specialist in commercial real estate discuss the impact it would have on companies. I was surprised that this was not the case. Three years later, we came out of Covid and yet the shopping centers are well-lived and prosperous. Sunday's San Jose Mercury News indicates that Generation Y and Generation Z make their purchases beyond the simple online trade. The problem is therefore that we must re-evaluate this situation. When I saw that the Hallmark card shop was closing, we went into the neighborhood. My wife and I had not put our feet in this mess of a house for six years. We went through the back door to buy animal products at Baumeo, but we didn't even know what was in this street. I'm sure I'm not the only one in this situation. I was very surprised by the lack of pedestrians.

I did in-depth research on what other cities have done.

Burlingame, for example, decided not to close. Burlingame Avenue is its main shopping district. And what did they do? They took a half-hectare municipal parking lot and turned it into a new public square. I went there during the event of Burlingame Avenue a few weeks ago and it's spectacular. where many motorists drive between 65 and 95 kmh to go to the fire, ignoring the 40 kmh zone sign installed because of the community center for adults, near San Carlos Avenue and Chestnut Street.

I would like to find out about the statistics, and I understand that this may not be answered tonight, concerning the excesses of speed and the disrespect of yellow and red lights. in the area, as well as on the current police presence and what we can expect for the future. Thank you.

I listened with great interest to the subject of forest fires just before this period of comments from the public. In fact, I grew up in Altadena in California and a large part of the city where I grew up has disappeared for a long time. And a few of us have managed to save our childhood homes. I adopted here a fire extinguishing system using pumping material available in any DIY store. All those who own a swimming pool have thousands and thousands of liters of water. I just wanted to share this idea. If the city wants more information, one of the things we can all do is to invest in pumps in a fire. In the unfortunate event where we should fight a fire, we could use all the water available in the swimming pools of San Carlos.

The municipal council will now hold a public hearing to examine the adjustment authorisation of the service costs for the use of the land for exercise 2026-2027. Welcome, Tyler. Good evening.

Very well. Good evening, Madam Mayor and members of the Council. Tyler Moua, Director of Holidays. Tonight, I will present the adjustments proposed to the city's land use costs for exercise 26-26-27. A bit of history. The land use costs were established in 2010 as a source of funding for the replacement of synthetic lawns in Highlands. When we finished the first replacement of the lawn in 2021, the cost of the project was about 1.3 million dollars. The restricted fund had accumulated about 1 million dollars over 10 years. The remaining amount was therefore collected on the General Investment Fund. During our full study of the tariffs in 2022, we increased the fees to 86 dollars per player on the updated projection basis, according to which the next replacement of the lawn in 2031 will cost about 2 million dollars. To help the organizations to plan, we have scaled this increase over two years. When we look at the neighboring cities, the prices of San Carlos are much higher. For example, Belmont is at $32 per player, Berlin Games at $25, Midbury at $31 and Redwood City at $20 compared to our current $86. Some meetings and key conversations took place in the last few months. We met groups of users and heard their concerns, especially on the part of volunteer organizations, according to which the rates become prohibitive. The Council discussed this in April and asked the staff to come back with alternative options. When we met the sub-commission of the Council in July, the Park and Vacation Commission examined and unanimously supported the changes proposed by the sub-commission on August 5. On a different note, but related to the fees of the school district, a little context on this subject, a little context on that. So, the school district previously billed the user groups directly, but after the joint user agreement of 2025, the city began to receive their fees per player, which was $34 at the time last year. The school district was part of these conversations that we had with the sports groups and they have since reduced their field of maintenance, reducing the frequency of taunts from two times a week to once a week in order to reduce the cost for the sports groups. And this updated rate is now $ 22 per player. So, on the basis of the feedback and the direction of the sub-commission of the council, we propose the following adjustments. Reduce the fees per player for leisure organizations from $ 86 to $ 43. Reduce costs for clubs from $86 to $65. Reduce lighting costs from $33 per hour to $16 per hour. And also reflect the adjustment of the price from $34 per player to $22 per player with the length and length of the costs of the schools. Finally, it is recommended to modify the CAIP restricted fund for general maintenance of the fields so that it is not limited to the Highlands alone. Some financial considerations. These reductions will reduce the revenues of the fields by about 100,000 dollars per year. But overall, the budget impact is manageable and the proposed changes support the sustainability of our leisure and volunteer sports organizations. For the comments, I appreciate and I find it great that we are trying to reduce some costs. They were quite high for that. So I had two questions. The first, I noticed that the recommendation is to maintain the same rates, whether you are a resident or not. Can you tell me a little more about the way you came to this decision, about this process?

This has been taken into consideration. We even discussed it at the subcommittee. But... Some cities apply a rate for non-residents. This is the model we have been following since 2010, applying the same rate, resident or not. Our non-resident participants, we don't have many of them in our group. So even if we increase these fees, it would not be very significant in terms of additional income. In addition, our organizations count on the participation of non-residents. They are authorized to join these ligues, which strengthens the overall solidity of these organizations. This is why they asked not to impose additional financial burden on non-residents, if this can help.

To give after that, I'm curious to know if for the other parks and leisure programs, this is the model that we use in general for activities, camps or other, or if it's specific to sports.

For our programs managed by the city, we do have additional fees for non-residents. 20% of the cost with a ceiling of 20 dollars. So it will never exceed 20 dollars.

So it is an addition that can go up to 20 dollars independently of the the total cost of the activity.

But youth sports groups set their rates separately. We do not necessarily dictate what the cost must be.

And one last question, just to be sure to understand this change in the structure of the fund. Can you explain this to me? Because before, there were costs for Highlands intended to replace synthetic lawn, right? It was a kind of tax for that, and I think that before, if you played on grass or elsewhere, without ever using the synthetic land, you didn't have these additional costs. Highlands, you pay less. You pay less. Is that right?

No. These costs were established to cover essentially the use costs of all the land. It was therefore a price per player for each participant during their main season covering the use of all the fields, whether it be Highlands, Burton, Harwell, whatever, right? It was therefore essentially the right to enter to access the field. It was decided at the time that all the income generated would be spent on a dedicated savings account so that after 10 years, a specific fund would cover the replacement of Highlands because it is the only land in synthetic lawn that must be replaced every 10 years. The remuneration of money degrading with, you know, security standards that impose this ten-year replacement. This is what was set in 2010 by this collective group of the council.

Is it therefore fair to think that if I do not play on the lawn, but that I pay these fees, I actually contribute to the maintenance of the field on which I may play, rather than dig only in the general funds of the city? This is a combination of both and now also of the general funds of the city, because I know that it does not cover everything. But now I can at least tell myself that if I play softball, it's free. On the administrative level, not really. We would just need them to provide us, finally, we are already asking for the status of resident when they submit their total salaries. So tonight, as it was mentioned, it is a study session to talk about regulations on electric bikes and travel devices that you could put in place. For the context, San Carlos has seen an increased use of electric bikes or electric assistance bikes and other scooters and things like that, mainly among young people. Many of them go back to school or simply enjoy the mobility offered by these devices to get to the city center without having to be driven by their parents. I imagine that although they offer environmental comfort and advantages, there have been signs of dangerous driving that have aroused important concerns in public safety. Current concerns are listed on the page here. I, you know, I myself noticed, while living in the city, some electric bikes seem to ride at excessive speeds due to traffic or weather conditions. Sometimes they don't ride on the right track, or go in the opposite direction of the traffic. They ignore or don't give way to pedestrians. They pass the traffic lights without waiting. Sometimes they ride without a helmet. I think that's something I've seen. The use of portable devices when they ride. It's something I've also seen. And then, you know, that's what I've seen the most, when a group of children ride, sometimes they ride not in tandem but in parallel. And that can create erratic maneuvers when they try to avoid or avoid vehicles. There are therefore three types of electric bikes recognized by the code of the Californian road. different classes of different capacities. The first is therefore a model whose engine can only go at 20 miles per hour and it cannot go faster than that. You have to pedal for this one, but it is very limited. The second is only powered by an electric assistance. that stops helping when the speed of 20 miles per hour is reached. They organized presentations on traffic, safety and electric bikes at the library and collaborated with the staff to produce a video on electric bike safety. They created a brochure on electric bike safety for the community and made a presentation to the urban and transport commission on the safety and regulation of electric bikes. They developed an online presentation on the safety of electric bikes for schools and community use and trained all their patrol staff on current laws and application practices. On the incidents involving electric bikes, over the last two years, there have been five reported cases, three complaints recorded in ACELA, the report system of San Carlos and 67 calls for services related to electric bikes. I'll tell you that when I was asked to retrieve this data, I encountered a difficulty.

I told Greg that it was difficult because there is no ability to separate an infraction for excess speed or an infraction for excess speed on an electric bike or something like that. We are working with the provider of our TicketPro devices to see if we can add that. It is an option that we are trying to put in place but it is quite complex but not impossible but complicated because all the contraventions go through the courts. So these are the areas that I consider to be the most important. Most of the feedback we receive via distribution generally concerns the pedestrian areas of the city. And I understand that it is also a security problem for pedestrians. So you know, we are trying to balance these elements.

And last question on this subject, have you collected data on people who have passed from the warning to the fine to this day?

Well, yes, absolutely. The advantage of our way of issuing warnings is that our motorcycle agents are really the ones who focus the most on it.
