City Manager's Report

Ordinance authorizing the submission of the High Intensity Drug Trafficking Area (HIDTA) grant application and acceptance of funds upon award in an amount up to $2,108,551 from the Office of National Drug Control Policy (ONDCP) for the period of January 1, 2026, through December 31, 2027; with a personnel complement of 17 positions, and a cash match of $1,151,226 funded by the General Fund.

Approving the appointment of Lorraine “Lori” Castillo (Mayoral) to the Hemisfair Park Area Redevelopment Corporation for the remainder of a term of office to expire May 31, 2027.

Ordinance approving the appointment of Cynthia Landez (District 6) to the Streets, Bridges and Sidewalks Advisory Board for the remainder of a term of office to expire May 31, 2027, and waiving the residency requirement.

Approving the appointment of Aaron Gonzalez (District 6) to the Parks and Recreation Board for the remainder of a term of office to expire May 31, 2027.

Approving the appointment of Alissa Levey Baugh (District 8) to the San Antonio Early Childhood Education Municipal Development Corporation for the remainder of a term of office to expire May 31, 2026.

Approving the appointments of Michael Pena (Trade or Labor Organization) and Barbara Acosta (Organization Serving Individuals with High Barriers) as at-large members to the San Antonio Ready to Work Advisory Board for the remainder of an unexpired term of office to expire on May 31, 2029.

Approving the appointment of Camilla Montoya to an At-Large Community seat on the Airport Advisory Commission for the remainder of an unexpired term of office to expire on March 18, 2028.

Ordinance approving the settlement of a personal injury lawsuit styled Jesse Rubalcaba v. City of San Antonio in the 224th Judicial District Court, Bexar County, Texas, Cause No. 2025CI12279 for the amount of $110,000.

Ordinance approving a total amount not to exceed $19,082,428 in Consolidated Funding awards with Human Services and Homeless Services and Strategy delegate agencies for a 16-month contract term, from June 1, 2026 to September 30, 2027, with an option to renew through September 30, 2028, subject to funding availability and City Council approval.

Ordinance amending the FY 2026 Annual Operating and Capital Budget based on actual revenues and expenditures for the first six months of FY 2026 (October 2025 to March 2026) and projections for the remaining six months of FY 2026 (April 2026 to September 2026) in the General Fund and Restricted Funds.

Ordinance requiring a Taxpayer Impact Statement to be published annually as part of the annual budget process.

Ordinance approving a two-year agreement with Bexar County Hospital District d/b/a University Health for onsite healthcare services to persons in custody at the City's Frank D. Wing Adult Arrestee Processing Center, with the option to renew for an additional one-year term, for a total amount of $3,833,071.47. The term of the agreement begins October 1, 2026 to be funded from the General Fund.

The purchase, exchange, lease or value of real property pursuant to Texas Government Code Section 551.072 (real property).
