Ordinance approving a contract with MuniCap, Inc. to conduct a study to provide projected cost of service impacts, perform revenue forecasting, and identify new revenue opportunities for the proposed Sports and Entertainment District for the Finance Department, for a base contract cost of $316,350 with a contingency of $33,650 for a total contract value of $350,000. The term of the contract will begin upon award and run through April 30, 2027. Funding is from the HOT Redemption and Capital Fund. Ordinance approving a professional services agreement with Accenture Infrastructure and Capital Projects, LLC to provide the City of San Antonio an Executive Program Manager (EPM) for the proposed Sports and Entertainment District, in an amount up to $6,000,000 for Phase I, for services through March 30, 2027. The Contract term begins upon award and expires on September 30, 2031, with five, one-year renewal options. Funding for the contract will come from the HOT Redemption & Capital Fund and the Capital Budgets for Projects within the District. Ordinance a) approving a construction contract including one additive alternate with E-Z Bel Construction, LLC in the amount not to exceed $24,599,320.38, of which $2,888,005.70 will be reimbursed by San Antonio Water System, and $153,782 will be reimbursed by CPS Energy for necessary adjustments to their existing infrastructure related to the construction of Seeling Drainage Phase 4 (Lowery Drive to St. Cloud and Placid Drive from Sage to Pardo), a 2022 Bond Project; b) authorizing the reallocation of funds in the amount of $12,464,998.74 from Seeling Channel Phase 3 and Seeling Channel Drainage Improvement Phase 4 projects to the Seeling Drainage Phase 4 (Lowery Drive to St. Cloud and Placid Drive from Sage to Pardo) project; and c) authorizing an incentive payment up to 10% from the project's contingency, incentive allowance, or other available project funds for early completion. Funding is from the 2022 General Obligation Bond Program, Storm Water Regional Facilities Fund, Prior Debt Proceeds, and Bexar County contributions included in the FY 2026 Capital Budget.
