One of the biggest advantages of coming here is that you can work with great employees. As Tomi said, if I can't answer, many employees can answer your questions. I'm doing my best to answer everyone's questions. So if there's a question I can't answer today, I'll make sure to check it out and answer it. To briefly introduce myself, I was born and raised in Nubuck. While I was in Lubbock, I studied and studied at the University of Texas. I worked for a while in the natural gas industry and then moved to Odessa. I worked at the City Hall of the City Hall and worked as a deputy director for about 15-16 years. After Odessa, I moved to Galendro, outside Dallas, and lived there for about four years. I was really looking forward to moving to Metroplex. Because it was a big, new, and cool city. But while I was in Galland, I heard a lot of people say. I lived there, but I didn't think it was home. It didn't feel like home. Then I had a chance, and I met people through an interview, and it was really good. I thought I could make this place my home. So I'm here now. My wife is a second-year elementary school teacher in the city of Miserni. I'm a 9th grader in this city. So I'll tell you again. We've got our roots here. The biggest advantage is that I'm living here now. This is my house. It's an hour's walk from Lubbock. If your in-laws and in-laws have to go see their families, You can go meet your friends in Odessa. When you want to meet your friends in the Dallas area, You can go away for three to three and a half hours. I'll tell you again. I'm so happy to be here. And one of the biggest things I've felt here is... As I have already said several times, they are excellent employees. There are also excellent employees at the city hall. You may know Tina Diaski and Shane Kelton at the city hall. To briefly tell you about their background, as you know, we are also faced with infrastructure and financial problems, just like other cities in Texas. Here is Shane, he is a public business expert in our city. He is proficient in all fields such as roads, transportation, transportation, etc. His knowledge and skills are very helpful to Saint Angelo City, and I am also learning a lot from him. Because Pina worked as a financial director for several years, she can learn about city finance from her, and it is also very helpful that there is such a knowledge base in the City Responsibility Room. So we formed our team. The two of us promoted to the City Responsibility Room in January, and I first went to work on August 1st. I'm not used to this job yet, but I'm trying to learn as soon as possible and communicate with the local community. That's what today's meeting is for. Then, I'll briefly tell you the latest news about some of the things that are going on in the city department. I have a lot to tell you about the good things that are going on in each department, so I hope you all understand. Then, after briefly telling you a few things, I will answer your questions. First, I prepared a presentation with the head of the Brody Fire Department. I received help from all departments. One of the major achievements of our local society was the creation of a financial rescue team. Through cooperation and support from the government, we were able to secure trained personnel and carry out rescue activities in financial situations. In the huge storm that occurred on July 4 last year, everyone witnessed the need for these rescue activities. Another advantage of this team is that not only can we provide these services in our local community, but it can also help other local communities in Texas that are having difficulties. As I said before, the financial aid program was supported by the aid fund, and two trucks for wildfire suppression were also purchased through the main government aid program. In other words, we purchased the equipment without using local taxes. This equipment is supported by the main government, and the truck can be operated by placing personnel through it. This multi-purpose truck is much easier to enter the site than a normal fire truck, and can support fire suppression and rescue activities. Once again, these equipment were supported by subsidies, and the local taxpayers were able to replenish the firefighters without burdening them with costs. Let me tell you a little bit about the future of the fire station. A new fire station, No. 9 Fire Station, has been purchased. In order to maintain the right to respond to all types of cases in the city, it is to secure the necessary control areas. And we have confirmed that we are not always able to meet the required response time in the southwestern part of the city. The reason why I'm telling you that it's a response time here is because our fire station received an ISO 1 grade. The ISO 1 grade is the highest grade a fire station can receive. There are 2,500 fire stations in Texas, of which about 170 have received grades. So our fire station should be very proud of it. But to maintain this grade, We have to take care of the response time thoroughly. So, I bought a building in the southwestern part of the city and asked the architect for a conceptual design. When the related cost is confirmed, we will plan how to raise funds internally and build a new fire station that can serve the local community. Now I will tell you about the police station. First of all, I would like to tell you that President Griffith It means that you have been awarded for your innovative approach to building partnerships with the police and other agencies. We'll talk about this later. The president is currently training at the FBI Academy, so he couldn't attend today's meeting. The president would like to be with you, but he's using a good training opportunity. Now, let me briefly tell you about the real-time information center in our police station. As you can see, all police officers are wearing a body cam in front of the uniform, and now you can check in real time through this body cam what the police officers are watching while they are on the move. So, when the report is received, the director of this center can see the body cam video and identify the situation. Through this, you can deliver information about the situation and the necessary support to other police officers on the move. In other words, everything is done so that the situation can be solved more quickly through information delivery. Also, you can deliver information directly to the field police officer. There may be parts that the police officer cannot see directly, but they can solve these problems by being recorded on the body cam. In the next slide, I will explain how the center uses drones to enhance the police force and power. There are four drones located all over the city, and you can take off according to the type of report you need. Let's listen to an actual case. While I was talking to Mr. Brody, I told you about the fire report that occurred about two to three weeks ago. The drone arrived at the scene of the fire in 45 seconds, and it delivered the scene situation to firefighters in real time, such as which part of the building was on fire, whether there was a difficulty in entering and exiting the fire truck. Thanks to this, firefighters were able to plan a fire prevention plan before arriving at the scene. Thanks to the drone, firefighters arrived at the scene faster and were able to respond quickly. Again, the time it took for the drone to arrive at the scene was only 45 seconds. I was from Odessa, and I was running a drone program similar to this in Odessa. One evening, a dark genetic accident occurred, and the drone arrived at the scene and was of great help to identify the situation. There was someone out of the car. This drone has a heat sensor. If the drone was not in the field, it would not have been able to find the person out of the car and provide the necessary treatment. In other words, the drone is a power-increasing factor. It is helpful to quickly support people in the field. Now, let's talk about some relationships. I talked about how regional relationships enable our region's work and development. Let me give you another example of 5 to 4. In western Texas, there are not always many cities or large-scale counties where resources can be relied on. In the end, we have to work hard to provide the services we need. Um, I think I talked about this with the president of Brody, but when I had a traffic accident on the freeway of Galland, where I used to work, there were times when five fire trucks were dispatched from five other cities. Thanks to the connected cities, we were able to effectively utilize resources. Partnership We can hold Howard University as a good example. We are cooperating with Howard University to establish our own police school and educating new police officers. In the six-month process, the Howard University and the facility are shared and the office space is also used together. It is a cooperative relationship that helps each other. In addition, all police officers who have completed this process will be able to receive 18 credits, so they can get a junior student certificate or even a student certificate. Again, this is possible through the partnership we have established. In the last Legislative Assembly, there was a requirement that the Ministry of Education should place armed police officers inside the school. So we were able to cooperate with the local education department to implement it. Currently, two police officers are receiving transfer support for the work of the school chief police officer program. In addition, a police officer in charge of this program is also assigned. In addition, several school chief police officers are deployed at the school to support security and emergency response. From my past experience, I found out that the school police officer is a pathway that can solve problems that are difficult for students to talk to teachers or counselors. By making a relationship with students at school and letting them know that the police is not a bad person early on, they can build trust and cooperate together. However, as I said before, you can get the help you need at school. I wanted to show you this, but it was already promoted several times at the police station. As you can see in this picture, several law enforcement agencies such as our police station, the U.S. Federal Prosecutor's Office, the Chief of Police, Texas Rangers County, etc. worked together as a drug trafficking group. As a result, they arrested 48 people and confiscated 77 pounds of methamphetamine and 10 guns. All of this was possible thanks to the cooperation of the local community. Now, let's change the topic and talk about the park management department. The park management department plays a very important role in the city and contributes to providing a space where quality improvement and citizens can safely enjoy leisure time. The knife in front of you. You did that to me last night. You're right in front of me, but I didn't see it. The knife is the department head of our park management department. After a while, I will introduce you to other department heads. I really like the phrase that Carl wrote on the slide. I will read this part without missing a single letter. Our employees preserve the history of San Angelo, create a space where families can make memories for the rest of their lives, provide recreation facilities for all ages, and help the residents to share precious moments of life. Carl told a story that a resident lost her husband and wanted to raise him, so she made a connection with the park. A few years ago, we installed a bench in the park to pay tribute to my husband. A few years later, the residents contacted us again, and the bench is still there. We continue to manage the bench. We are cooperating with the local community, and we are always with the residents even when they are having a hard time. Oh, I wanted to tell you about the downtown river stage improvement construction. I haven't been to the river stage yet, but when I first moved here, the Flatland Cavalry concert was held here, but it rained so I couldn't go. I really want to go soon, and I want to go to Riverfest, which I will talk about in a while. The construction of the stage facility has been carried out, and it includes the improvement of the accessibility of the disabled, the ADA, the improvement of the magnets, the new warehouse, the dressing room, and the upgraded store. This facility has put a lot of effort into it so that it can be maintained for a long time. And recently, research on the remodeling of the Kids Kingdom has been completed, and it will be finished soon. This project is scheduled to be carried out with the support of the Regional Economic Development Corporation. As a new person who moved to San Angelo, if you search on Google on the website, what is it that a family can do in San Angelo? It's one of the first places to come out of the Kids Kingdom. So the Kids Kingdom is a valuable asset and resource to us, and we have to take good care of it. The Kids Kingdom facility has been put to use, and now it's time to think about what this facility will look like and what it should do for the future. It is currently in the early stages. There is also a project to renovate various buildings including the fortress. There are things to organize and store in the library. Two weeks ago, the Parker Festival was held there. And what I especially thought was interesting was that I had never managed a museum while working as a city official. So it was very interesting to learn how to manage a museum. However, there is one great event that I could find out more about. It is Soulstroll, which is held in a joint museum. This event is an event that leads people who lived here before us. People like Buffalo Sol. We will show the history of San Angelo before we come here. To talk a little about the event program, the flag football program has increased, there is a senior dance party, and there is a community date night for families. It is a good opportunity for our citizens to have a safe and fun time. Riverfest, which had been suspended for several years, will be reopened on September 19th. As far as I know, the festival is the biggest event in our city. There are various programs such as air bounce, zoo, music, pickleball, etc. for children. I think there are many events scheduled. Please mark the 19th on your calendar and join us if possible. Now, let's move on to urban planning and development and talk about comprehensive planning. I think comprehensive planning is one of the most important documents the city can have. There was an expression that I really liked in yesterday's presentation, and comprehensive planning can be said to be a kind of guideline for the future of the city. Cities usually make these plans every 20 years. What kind of development do we want? What should our neighborhood look like? This plan looks at the current situation of the city, and these roads need to be reorganized, and the upper and lower city facilities in this area need to be repaired. It starts by reorganizing the city. Therefore, citizen participation is a very important plan, and citizens' opinions are actively reflected. The citizens cooperate with the city councilors and work with the consultants who are employed to build this plan. In addition, this plan will also help to secure future subsidies. This plan plays a very important role in determining the future direction of our city. From October 26 to 28, there will be a citizen participation event related to the comprehensive plan. You must participate to see what our city should look like in the future. Please give us your opinion on what is important. And as I said before, there will be several public meetings, and among them, the most important public meeting is a meeting where several city government committees and committees gather together to discuss the problem. The City Planning Committee, Economic Development Corporation, and the City Council will participate, and this public meeting will be held on Tuesday, October 27th. Please check the related news through the city website and the city's social media. More details will be released in the future, but this is a very large-scale plan. This plan will take about 12 to 18 months to be completed, but it will be an important data to predict the situation and future direction of the city. So please continue to pay attention. Also, road construction is going on a lot. If you come this way, you may have seen the construction site. It may be a good point or a bad point for commuting, but it also shows that work is being done to improve roads and that there is progress. Some projects are currently underway. I will tell you more about this in more detail. When I first moved to San Angelo, I went for a walk with my family, and I learned that the condition of the roads around me was very good. In the Nassau Washi Lake, the boat entry road construction is in full swing and we are receiving funding for this. Also, the EWP, the Infectious Disaster Recovery Program, is also running. This program is run by the federal government funding and itself provides 25% of the fund. This program is used to buy land in areas where it is easy to have infestation or flood damage and can be solved in advance before the problem is resolved. We can't solve all the problems, but we can find out the weakest areas of the flood and focus on improving them. In addition, report construction is also in full swing. In particular, the Rix Drive in the Poland region is under the process of improving the accessibility of the disabled. In addition, several report construction is underway throughout the city. We talked about using technology at the police station to increase work efficiency and improve work methods. This is a good example that the road management department in our city is also applying. The road management department bought a spray patcher, but there was a time when more than 700 road damage maintenance work was delayed and was not completed. Now, through this equipment, we can increase the safety of the work and process the work much faster. We also introduced robot fission maintenance equipment. Previously, 6 workers had to fill the fission and maintain it, but now only 2 people can work. Thanks to this, the rest of the mission was able to focus on other road construction. And there are other equipment such as concrete trucks, so we are helping to fill up the dam and preserve the road to make it safer in the future. Other projects include the removal of wood around the lake and the stabilization work to be carried out. Sunset Drive, Sunset Drive, Refinery construction will also start, about 3.25 miles, about 5.2 kilometers. This construction will also be supported by the Texas Transportation Department's TX DOT. This project is quite large. And there are two more projects here, one is a road construction and the other is a road construction. These two projects will all be supported by subsidies and will greatly improve the connectivity of the city. One of the most important tasks when establishing a comprehensive plan was to point out the lack of connectivity with the traffic in the city. Through these projects, the connectivity of the city will improve, and we will be able to show that projects that are helpful to our city are continuously being promoted. We are also conducting research on ETJ, Extra Top of Jurisdiction, and flood areas. As the city develops and grows, We want to figure out the problems related to the leakage of floodwater from outside the city. In other words, it is a plan for the future. Let me tell you a little bit about the water business. Recently, Hickory expanded its underground water treatment facilities to increase the daily processing capacity from 8 million gallons to 12 million gallons. Also, as part of the remodeling construction of Central High School, we are working on transferring the 20-inch, about 50cm-high large water pipe below the school. Through this, the school can start or continue construction. And one of the most important achievements is that we are replacing all 30,000 water meters installed throughout the city. So, citizens will know that a water meter with new and accurate numbers will be installed, and it will be helpful for the program I will tell you about in a moment. The federal government has made the decision that cities should investigate the water quality and water pollution in the system. This was a response to the water quality problem in the northern U.S. region. Through this survey, we confirmed that no butterflies or cranes were detected in the upper city. This is positive news for us. Also, a large-scale lower-city construction will begin in the northern part of Kwoncho. It is a construction of about 1 mile, about 1.6 kilometers. The biggest advantage of this construction is to remove the water tank. The water tank is a facility that causes a lot of difficulty in maintenance and management. In addition, several projects related to the upper city are underway. I won't tell you everything. We are making a lot of effort to maintain and operate our infrastructure smoothly. However, what I wanted to emphasize the most in this slide is the customer portal for the management of cash flow and water usage. As I said about the newly installed meter, this meter can accurately deliver the water usage to us and our customers. Like me, those who are supplied with electricity from Reliant Energy receive an email every Monday saying the amount of electricity used today and the temperature of the day. Through this, you can check information such as where you are using electricity, when you are using it the most, etc. Now you can also determine the use of water in the same way. As of now, the function is not provided, but we will be able to get more detailed information about the use of water, such as water supply, after checking the use rate and the use of water. Now let's move on to the budget. The City Council selected four key areas as priority in the strategic planning process. Right-of-way facilities, economic development, public safety, and employee compensation and maintenance. The budget was formed based on these priority rankings. First, the tax rate remains the same in the budget. There will be no tax rate impact, and there will be no tax rate and tax rate impact. Please remember this point. The budget includes employee maintenance and compensation issues, and we will take a closer look at this. In addition, the road maintenance and maintenance budget has been continuously secured, and I will briefly explain the construction of the road, which is in place and in progress. Since I'm talking about roads, let me give you an example that will help you understand the roads. There is a road about 1,200 miles above San Angelo. This is the length and size of the road from San Angelo to Chicago. Another thing to remember is that according to the personnel of the road management department, each employee is currently managing a road about 40 miles, about 64 kilometers above. In other words, there are a lot of roads, but there are not enough personnel to manage the roads. Then let's talk a little bit about the current budget issue. The main government issued bill No. 2, Senate Bill 2, before the third round, which was about reducing the city's tax revenue. It was an attempt to reduce school budget, and there were attempts like this in the city. So there is a 3.5-year line of damage to the income tax. This is a very difficult problem to deal with and maintain, especially in situations under pressure in various fields. I will give you some examples. Also, there is a housing owner exemption, an exemption for older than 65 years old, and an exemption for private property for business purposes. In these three areas alone, a total of $7.6 million of taxes will be deducted from the budget. As a city councilor, from the perspective of a city manager, the number of taxes lost in the field is considerable. However, as a citizen of San Angelo, I think the housing owner exemption system is good. So it's good to have such a system, but I think it would be good for people to know that considerable amount is spent on the city budget due to the exemption items. I talked about the 3.5% upper limit related to the property tax. Next year, the electricity bill is expected to impact more than 5%. The health insurance fee of city officials was also increased by about 7%. We have investigated the market income level of all city officials, including public safety officials. Currently, police officers and firefighters are receiving 11% to 16% lower income than market income. It is important to remember that there are various options for firefighters and those who want to be public safety officials. If you pay more than other regions from the beginning, it is difficult to maintain your human resources as well as renew them. Also, it is important to point out that our firefighters are contributing the highest rate of pension from other cities in the Texas region. This is another problem we need to solve. People who want to be firefighters are at a disadvantage in that they have to pay a much higher pension contribution than other regions even when they receive a high salary from the beginning. The salary of the general employee, that is, the law enforcement officer, the officer in charge of road maintenance, the officer in charge of animal management, and the financial officer is about 4% lower than the average of the market. As such, there are plenty of problems to be solved in the budget. In addition, there are various cost issues that hold up the budget. We have talked about the road maintenance deposit and the asphalt maintenance deposit used for road surface coating construction, which I mentioned earlier. Since 2020, the asphalt price has risen by about 13%. The goat price has also risen considerably. Maybe the price of other chemical drugs will be the same. In particular, the goat price has risen by about 31% since 2020. And recently, I had to order a fire truck and a ladder car. We Firefighters are running out of life, but they are spending more time on maintenance than on-site. Maintenance costs are higher than continuing to use new cars. But the new car will continue to be produced, and it will take some time until it is finished. But you have to keep in mind that the price of firefighters has doubled since 2020. So I wanted to emphasize something that would help explain our situation in relation to expectations. Let's take a few cities that are similar in size as an example. Of course, not all cities are the same. The population structure and commercial base of each city are different, and we will talk about this in detail later. Please pay attention to the third row. San Angelo has a asset value of $ 8.3 billion. This is the asset value that we can pay taxes on. Brian, who has a population of 7,000 less than us, has a value of $1.1 billion. Wichita Falls is about the same size as us. Evelyn is $1.2 billion. Midland is $2.1 billion. Of course, we understand that the economic structure of each city is different. The situation is different for each city, but for these cities, one task is the same. As you can see from this table, our city is being applied to the highest interest rate. The reason is because the real estate value is low. Another interesting thing about San Angelo is that about 70% of the real estate is residential real estate and 30% is commercial real estate. In most cities, the ratio of residential and commercial real estate is about 60 out of 40, which is much more balanced. So we The city is in a situation where tax returns are not properly made in the commercial real estate sector, which is burdensome for residents, and this must be resolved and more entrepreneurs should be encouraged to pay taxes. As you can see, even though the highest tax rate is being applied, our city is higher than cities of similar sizes such as Wichita Falls. Let's take a closer look at Wichita Pulse in the next slide. This slide may not look good. It's a small number, but in essence, this data shows that the average sales tax rate in 2026 was about $47 million, but we're going to end up at about $36 million. In other words, the average sales tax is $10 million to $9 million less than the average. For example, Wichita Pulse, There are more sales than we do. Midland, Odessa, Evelyn, and Wichita Falls are all selling more than we do. Therefore, we are already in a disadvantageous position in terms of budget formation because the value of the overpayment target is low and the sales income is low. So today I will tell you about the items that will be included in the budget. This is one of the major issues we would like to discuss at the City Council today, and we will also inform you of the City Council schedule that can be discussed in more detail about future problems. The budget includes the introduction of a road usage fee of $15 per furniture. This usage fee will be added to each furniture and will be included in the water bill. Once again, this is not a tax, but an usage fee. I will explain the difference between the tax and the usage fee. This usage fee is used to provide funds for road maintenance and maintenance programs. Therefore, all road surface coating work, road damage maintenance, equipment and human resources maintenance costs will be managed as a dedicated fund and will be charged through the usage fee included in the water bill. The important thing is that the city that introduced this type of usage is not only our city. We have heard of the example of a city that introduced this type of fee for Evelyn, Killin, Fort Worth, El Paso, and Taylor. However, one thing I want to clearly tell you is that the fee is $15 per furniture. Some people ask if it is $15 per vehicle or $15 per furniture. It is $15 per furniture. In addition, this fee applies to all commercial real estate in the city. It applies to all commercial real estate such as non-profit organizations, large banks, and food stores. I will explain the fee selection method in detail later. The fee is based on area, business type, etc., and is based on the national public transportation manual. Here is an example of a commercial real estate transfer fee.
