Resolution: Waiver of Proximity for Silverside Deli at 2122 South Highland Drive

The Council will receive a briefing on a resolution that would grant a waiver of proximity for Silverside Deli at 2122 South Highland Drive, pursuant to Utah Code 32B-1-202. The restaurant is located across the street from Sprague Library within Council District 7. As of May 2026, State code requires local municipalities to approve a waiver of proximity for liquor permits prior to the Utah Department of Alcohol Beverage Services (DABS) granting the license when the location is within a specific proximity to a community location, such as a library, public park, or playground. The City is required to hold a public hearing at least 30 days before a waiver can be approved. Ordinance: Maximum Daily Water Use Text Amendment

The Council will receive a briefing about a proposal that would amend Title 21A of the Salt Lake City Code to clarify that non-residential land uses are subject to the maximum daily water consumption of 200,000 gallons per day. On March 24, 2026, the Council adopted a temporary land use regulation (TLUR) that modified the exemptions to the maximum daily water use allowed. The proposal would formally adopt the TLUR, modifying the daily maximum water consumption allowed by limiting the exemptions to agriculture, schools, government-owned or operated facilities that primarily provide social services, places of worship, and hospitals. The proposal would apply to all zoning districts. Ordinance: Enhancing Transparency for Police Automatic License Plate Reader Systems

The Council will receive a briefing about a proposal that would amend Chapter 2.10 of the Salt Lake City Code pertaining to the regulation of the Police Department's use of the City's Automatic License Plate Reader (ALPR) system. The proposal would establish a regulatory framework to govern the use, access, retention, sharing, training, security, and auditing of the Police Department's use of the City's ALPR systems and data. Ordinance: Northwest Community Plan

The Council will receive a briefing about the Northwest Community Plan. The plan is designed to guide existing and anticipated development for the Rose Park, Fairpark, Jordan Meadows, Poplar Grove, and Westpointe neighborhoods for the next 15 years. The plan also includes the North Temple Station Area Plans for the four TRAX Stations within the plan area, as well as the future land use map. The plan is located in Council Districts 1 and 2. Informational: Affordable Housing Incentives Two-Year Report

The Council will receive a briefing from the Community and Neighborhoods Division about the City's Affordable Housing Incentives (AHI). In 2024, the Council adopted the AHI, which included a request that the administration provide a report containing an analysis of the costs and benefits of administering the incentives after two years. As of April 2026, only two projects have been completed. Resolution: Capital Improvement Program Follow-Up

The Council will receive a follow-up briefing about the City's Capital Improvement Program (CIP), which involves the construction, purchase or renovation of buildings, parks, streets or other City-owned physical structures. Generally, projects have a useful life of at least five years and cost $50,000 or more. The Council approves debt service and overall CIP funding in June with the annual budget process, while project-specific funding is approved by September 1 of the same calendar year.
