Approve the minutes of the special and regular meetings of July 21, 2026.

Authorize the City Manager to approve Purchase Order 270226 to Carolina Tractor and Equipment Company, Inc in the amount of $156,149.54 for a CAT 420XE Backhoe Loader for Salisbury Rowan Utilities.

This item is included in the FY2026-2027 budget.

Authorize the City Manager to approve two Purchase Orders with Oltrin Solutions, Inc. in the total amount of $155,000 for the purchase of a 12% sodium hypochlorite solution for Salisbury-Rowan Utilities.

Purchase Order 270137 is for $75,000 and will be used at Town Creek. Purchase Order 270143 is for total $80,000 and will be used at Grants Creek. This item is included in the FY2026-2027 budget.

Adopt a Resolution authorizing the Salisbury Police Department to enter into an agreement with the North Carolina Governor's Highway Safety Program to accept a no-match grant from the program and to adopt a budget Ordinance amendment to the FY2026-2027 budget in the amount of $30,000 to appropriate the grant funds.

Authorize the City Manager to approve a Purchase Order in the amount of $117,496.70 to Newton's Fire and Safety Equipment for the purchase of turnout gear for the Salisbury Fire Department.

This item is included in the FY2026–2027.

Consider granting a two-year extension to the Conditional District Overlay for Towne Creek Apartments, LLC located at 685 Julian Road, thereby moving the extension date to September 3, 2028.

Council to ratify the statement of consistency for the rezoning on 5.89 acres located at 846 Faith Road:

The City Council hereby finds and determines that adoption of an Ordinance to rezone the property described herein is reasonable and in the public interest. The proposal is fundamentally consistent with the goals, objectives, and policies of the Forward 2040 Comprehensive Plan due to the proposed petition, surrounding development pattern, and observations provided by City staff, identifying the policies that support the petition.

Adopt a budget Ordinance amendment to the FY2026-2027 budget in the amount of $500 to appropriate a donation from the Blanche and Julian Robertson Family Foundation for the Back-to-School Bash.

Consider a Statement of Consistency and Statement of Reasonableness and adopting an Ordinance amending Chapters 2, 3, and 18 of the Land Development Ordinance.

Council to consider formally accepting the Mahaley Branch Watershed Stormwater Master Plan to satisfy the North Carolina Department of Environmental Quality Local Assistance for Stormwater Infrastructure Investments Grant Program requirements for project closeout and final grant reimbursement.

Council to consider authorizing the City Manager to enter into a grant agreement with the United States Department of Transportation’s Federal Highway Administration for a Reconnecting Communities Pilot Grant to complete a planning study of the West Innes Street Corridor.

National Night Out will take place Tuesday, August 4, 2026 from 6:00 p.m. until 8:00 p.m. at Bell Tower Green Park.

The event will feature neighborhood associations, community resource agencies, music, games and food. The event is free and open to the public. For more information contact Michael Brooks at (704) 638-4460.

Applications are being accepted for the 2026 Salisbury Citizens' Academy.

The academy will meet at various City facilities for nine weeks and provide an inside view of City operations. Applications are available online through Friday, August 7, 2026. For more information, contact Tracey Keyes at (704) 638-5313.

The Salisbury-Rowan Sports Hall of Fame Induction Ceremony will be held on Saturday, August 8, 2026, at 3:00 p.m. at the Salisbury Civic Center, located at 315 South Martin Luther King, Jr. Avenue.

Salisbury Parks and Recreation will host the Back to School Bash on Monday, August 10, 2026 from 4:00 p.m. until 6:00 p.m. at the Miller Teen Recreation Center and Hall Gym located at 1402 West Bank Street.

Salisbury Parks and Recreation will host the Reels and Riffs Summer Concert on Saturday, August 15, 2026.

The Parks and Recreation Department, as part of the Mayor's Play Ball initiative, invites youth ages 7 to 15 to a free baseball and softball clinic led by Catawba College's Baseball and Softball Teams on Saturday, August 29, 2026 from 9:00 a.m. until 12:00 noon at Whitley Softball Field located at 2135 North Park Drive.
