Council to consider the CONSENT AGENDA:Item 7.a

Approve the minutes of the special meeting of January 27-28, 2026 and the regular meeting of March 17, 2026.

Adopt a budget Ordinance amendment to the FY2025-2026 budget in the amount of $3,770 to appropriate grant funding from the Rowan Arts Council to help fund a mural in Sergeant Pepper’s Alley as part of the Art in Alleys Project.

Adopt a budget Ordinance amendment to the FY2025-2026 budget in the amount of $2,000 to appropriate grant funding from Spark Good Local 2026 grant for expenses related to the Mini-Pitch system at Jaycee Optimist Sports Complex.

Approve a right-of-way use permit for 120 South Main Street for the use of two parking spaces adjacent to 120 South Main Street and one parking space adjacent to 118 South Main Street from April 14, 2026 through July 21, 2026 in accordance with Section 22-50 of the City Code.

Adopt a Resolution of Support regarding the transfer of maintenance of 0.06 miles of Henderson Grove Church Road between US-29 (Main Street) and the railroad right-of-way from the North Carolina Department of Transportation to the City of Salisbury.

Adopt an Ordinance to amend Chapter 13, Article X, Section 13-338 of the City Code to reduce the area of parking restriction on the west side of the 100 block of Depot Street.

Authorize the City Manager to approve a contract with Charles R. Underwood, Inc. in the amount of $276,565 for the Nazareth Children’s Home Lift Station Rehabilitation Project.

This item is included in the FY2025-2026 budget.

Council to consider the CONSENT AGENDA:Item 7.k

Authorize the City Manager to approve a sole source purchase with Clearwater, Inc. in the amount of $111,950 for the sole source purchase of a coagulation mixer for installation at the Water Treatment Plant.

This item is not included in the FY2025-2026 budget. Salisbury-Rowan Utilities will use budget savings to cover the costs.

Council to consider the CONSENT AGENDA:Item 7.l

Authorize the City Manager to approve a sole source purchase with Anton Paar USA, Inc. in the amount of $67,773 for the sole source purchase of an on-line zeta potential analyzer system for installation at the Water Treatment Plant.

This item is not included in the FY2025-2026 budget. Salisbury-Rowan Utilities will use budget savings to cover the costs.

Authorize the City Manager to approve a sole source purchase with MarMac Water in the amount of $56,000 for the sole source purchase of a chemical dosing system for installation at the Water Treatment Plant.

This item is not included in the FY2025-2026 budget. Salisbury-Rowan Utilities will use budget savings to cover the costs.

Council to consider the CONSENT AGENDA:Item 7.n

Authorize the City Manager to approve an agreement with Central Square Technologies in the amount of $107,475.25 for the annual maintenance of software used by the Police Department.

This item will be included in the FY2026-2027 budget and needs to be paid on July 1, 2026.

Council to consider the CONSENT AGENDA:Item 7.o

Approve an update to the job and pay classification to add the position of Finance Program Manager at Pay Grade 15.

Council to consider the CONSENT AGENDA:Item 7.p

Award a contract to Martin Starnes and Associates, CPAs in an amount not to exceed $66,500 for auditing services for the fiscal year ending June 30, 2026.

This item will be included in the FY2026-2027 budget.

Council to consider the CONSENT AGENDA:Item 7.q

Adopt a Resolution authorizing the execution of Opioid Settlement Agreements with Associated Pharmacies, Inc. (and American Associated Pharmacies), JM Smith Corporation, Morris and Dickinson Co. LLC, Louisiana Wholesale Drug Company, Inc., North Carolina Mutual Wholesale Drug Company, Inc. and United Natural Foods, Inc.

Council to consider the CONSENT AGENDA:Item 7.r

Approve a one-year contract extension on an economic development incentive grant with DHL.

The anticipated investment will remain the same and the new completion date will be January 1, 2028.
