Staff present tonight include community development director Atkin and recording secretary Katnik. Um, Mayor Marorrow had added a discussion item for lot 20A. Is there any additional items that need to be added to the agenda or any amendments additional amendments? I'll move to approve the amend uh agenda then as amended. Madam chair I. All those opposed. Motion passes. Is there a motion on the table to approve the meet the meeting minutes of September 10th, 2025 as amended or submitted? Or submitted. Second. All those in favor? I.

The person is requested but not required to state their name and address for the record. Comments will be limited to three minutes per person. Seeing no one in the audience, uh, we will open public hearing number 25-10, application from the Selen Area Soccer Association for a special land use to operate an indoor sports training facility at 1271 Industrial Drive, Selen, Michigan 48176, parcel numbers parcel numbers 18-12-31-120-014, 015, and 016. In our packet, we have a memo dated December 3rd, 2025 from community development director Atkin.
Yeah, there are three uh personal IDs to this, but it's just one building. I believe when it was [clears throat] developed back in 1999, it was done under a site condo. Uh this particular building was built in the second phase of three-phase uh project. Everything except everything was approved in 99. Uh currently zoned I2. this uh type of use as a special land use in that zoning district. Uh they want to do an indoor sports training facility and more for practice of their team. It won't be open to the public. So there won't be um people going in and out of there at all hours of days of the day um or weekend. Uh their hours are going to be in the evenings and weekends. So there won't be a big crossover or congestion of traffic with people coming and going with other businesses that are in the area. Excuse [clears throat] me. Um in the immediate vicinity uh around that particular building there are 20 excuse me 34 parking spaces with two barrier free and then the building immediately to the east it's uh Selen area social services. Is that right? There's 27 parking spaces out there. So, um, given that we don't have a, uh, this use in the parking standards, I did something that was close to it, uh, for open floor space and I think it came down to 15 parking spaces. There's, so there's plenty out there. Uh, that no proposed exterior changes. Everything will be interior. Uh the most recent use was for bank supplies which has relocated and they were using it for office and warehouse annex um facility. Uh but don't see this being uh very intrusive or intense.
Um so they meet all the criteria for the special land use. So we're recommending approval. Thank you. Any questions for community development director Atkin? Yes. Uh just a couple. Chris, um I know the one thing we have the other academic sports academy building. I can't tell you where it is. The one on um Woodland there. Um that also probably has a parking thing that we used at one time. So I don't know what I I looked at one uh [clears throat] uh because we did that back in
1718. And same uh we based that usage off of or that parking based on how many people they thought they were going to have the bill in the building at one time and square footage. Um I didn't get the square footage of that building but there was going to be a little bit more turnover. Um and I know their parking I think their parking was in the 40s. Okay. Parking spaces and they they have a pretty large uh dedicated parking lot there. I just wanted to use that as a comparison for us here. I think that's a good comparison in order to to assess this.
Um then the only thing if they were to change or add more um practice or to expand this more to bring in teams and do actually tournaments or anything that will that come back to us for review have to because that's not part of this okay [clears throat] request. And then the last question, um, has there been any review of the property in terms of are there any needed repairs in the parking lot, lighting, any of those things that need to be brought up to speed or should be fixed at this time to to address? Look at that since it is part of a an association, I guess. Uh, so, you know, we tried to do that in the past, so I'd like to do that at this time.
Building so I don't know how that's set up. Um it looks like the parking lot was redone at least re uh reser I don't want to say resurfaced uh resealed um within the last 5 years or so. This is being sold. So is it going to be part of a part of a It's just the building. Just the building.
It's so the where the dentist office is up front. That's a separate parcel. And then there's the twotory building uh that also fronts Industrial Drive and then these two buildings in the back. So those three, the twotory and these two buildings are on the same lot, but they all have different property ID numbers per suite within those buildings. I guess my my only comment on that would be is this would be the time if we should include that as a condition or whatever to let council know that if there are any things that need to be fixed around the building or whatever, it should be occurring. I didn't look at it that closely, just more, but we'll just add that as a potential condition. Thank you. Additional questions for the community development director.

So, it is part of an association and we don't plan to do anything to the exterior of the building and we will pay dues for the homeowners association to maintain the parking lot [clears throat] and exterior building. Uh Madam Chair, if the uh petitioner has no additional comments, I would move to open the public hearing, affording the public an opportunity to speak to this issue at 708. So moved. Second. Just for the, if I may, Madam Chair, uh, for the petitioner's benefit and for a planning commission, we put a placeholder on the council's agenda um with the, um, assumption that that that these items this item might pass this evening. So, um it will be considered by city council at our upcoming meeting um on Monday, which is the 15th at 7 p.m. here in council chambers. And do do we need to attend or will we be notified or
I'm sure you will be notified by city staff. Um it's your prerogative as to whether attend. I would encourage you I always encourage petitioners to attend city council meetings in the event that my colleagues have questions or concerns that are best addressed by you. Okay. And is that here? Yes. Yes, ma'am. 7 p.m. Monday. Good. Um, I do have a question, Chris. Um, reading your memo, I didn't see any conditions that were listed. Am I mistaken? No, there aren't. The only condition I think would be that, um, if they do open this up for other teams or that would have to come back for an amendment to the special menus.

It looks like much like last year, um, it's the second Wednesday of the month. uh unless a special meeting date um for the fourth Wednesday. But Chris, if there's anything you'd like to include.

Uh director, would you give a a brief update as to where we're at with the potential sale and development of lot 20A? So that's the space on East Michigan A adjacent to Zippy's car wash.
Yes. Uh I've been in pretty consistent communication with the potential developers or the purchasers. Uh they are going to be closing on the property soon. Uh they when I spoke with them Monday, uh their plan is to be here at the January 7th meeting. What the [clears throat] first meeting in January?
I think for site plan uh preliminary site plan review. Uh this is going to consist of two commercial buildings uh with two units in each um and then some uh [clears throat] how residential behind it. Uh single family attached uh town home like um this is going to be done in phases. They're uh possibly purchasing more property down there to expand it to the south. Um um we've been in contact with uh other [snorts] property owners too so they can have access for the residential down to be uh either through property purchase or an easement. So it's mostly will be residential. This will require um some reszoning of property to SPA uh the property that they [clears throat] probably acquire sooner than later um is zoned industrial. There are two easements in that property. 70 ft wide which is a city easement for I think it's sanitary and water that go through there. can give them about 10 ft off of that 70 foot and then along the west property line there's a 60 foot wide easement that DTE has and we've been in contact with DTE when they wanted excuse [clears throat] me us to show them exactly what they needed because right now there's only a single row of overhead wires that run through there for a 60 foot wide ement. So they're trying to get it down to anywhere between 12 and 20 feet to allow more room down through there. So, um, it's a lot of moving parts in this one and getting things organized and, uh, had to be very methodical how we go about it and not get ahead of ourselves, but it's moving along.
Very good. I appreciate that. So, uh, we we should all make the 14th a priority with the understanding that that item uh, will be considered for preliminary site plan approval. Yes, they said they could probably have I requested that they give me the information by next week, so I don't know for sure. Thank you. Additional discussion, different items. Um Chris, I somebody asked me and I forgot to put on this. Um the banning car wash, any status on what that's happening. I've got two calls about that just recently. Nothing yet. [clears throat] So, we're It kind of fell by the wayside, but we'll we'll get on. Um any idea what we might be able to get on it?
Uh just condemnation order. Okay. It's open and accessible or I there hasn't been any vandalism back there, I don't know if any of the utilities have been removed. Um whether with intention or without um but we can get it for condemnation. Okay. Just since we're going after Thorn Crest, that this should be probably part of that situation. Thank you.
