26-185 Acquisition of Property for the Marine Drive NW Project

Recommendation: Adopt Resolution 2026-16, declaring a public need to acquire and the City of Salem's intent to negotiate for the acquisition of right-of-way and easements for the Marine Drive NW Project. Summary: The Marine Drive NW Project includes constructing a new collector street from Harritt Drive NW to 5th Avenue NW with a new street connection to Wallace Road NW and a multi-use path connection to Wallace Marine Park. (Attachment 1) The project is currently in design, and it is necessary to begin the property acquisition process.

26-188 Multiple Unit Housing Tax Incentive Program application by Willow Mixed Use SPE, LLC seeking a 10-year property tax exemption for a 49-unit apartment development located at 590 Willow Street NE.

Recommendation: 1. Adopt Resolution No. 2026-17 approving an application by Willow Mixed Use SPE, LLC for tax exemption under the City's Multiple Unit Housing Tax Incentive Program; and 2. Direct staff to make a request to boards of other taxing districts to adopt a resolution agreeing with the policy of providing a tax exemption for the project, therefore exempting the multiple family residential portion of the project's full property tax liability. Summary: On April 28, 2026, Willow Mixed Use SPE, LLC (Landon Hatton, Principal/Applicant), submitted an application for participation in the Multiple Unit Housing Tax Incentive Program (Program) for development of a multi-family building tentatively named "Creekside at Willow" (Project) on an existing, privately-owned lot, formerly a single family dwelling. The Project will consist of one 42,518 square foot building containing 49 residential rental units and 1500 square feet of commercial space, located at 590 Willow St, NE, off High Street, NE north of Division Street, NE. The Applicant has submitted applications and materials asserting compliance with all Program requirements. The Project contains more than two dwelling units, is located within the Core Area, and meets 10 of the 19 public benefit requirements. Adoption of Resolution No. 2026-17 (Attachments 1, 2, 3) would approve the application by Willow Mixed Use SPE, LLC for tax exemption of the multiple family residential portion of the property under the Program.

26-194 PY26 Annual Action Plan for HUD CDBG and HOME Funds

Recommendation: Approve the PY26 Annual Action Plan for submission to the HUD Portland Field Office. Summary: City of Salem has drafted its Program Year 2026 (PY26) Annual Action Plan for HUD CDBG and HOME Funds for Public Comment and Council Approval. The City's total CDBG Award for PY26 is $1,456,548 and total HOME Award is $678,183.

26-183 Proposed Council Rule Changes.

Recommendation: 1) Prepare a resolution for Council’s consideration to adopt changes to Council Rules as set forth in Attachment 1, 2) Present a policy and plan to implement a prohibition on weapons at City Council meetings and implement the use of metal detectors at City Council meetings? Summary: The Council Rules Committee met in January and February of this year to review and consider changes to council rules. The Committee is recommending changes to rules 5(j) - Special Orders of Business (adding a definition of "new business"), 8 - General Decorum (Giving the Mayor express authority to suspend public comment, prohibiting sticks, poles and other items that may be dangerous, and substantially revising the rule concerning removal of a person from a council meeting), 15 - Public Comment (prohibiting profanity), and 17 - Membership on Boards or Commissions (adding a process for appointing a councilor liaison to a board or commission and adding a guideline for liaisons). The Committee also recommends that budget committee rules be updated and that the City implement a plan to use metal detectors at council meetings.

26-189 Status report on Engagement and Outreach for Drug Prevention, Treatment, and Enforcement in Salem

Recommendation: Information only. Summary: Substance use remains a significant challenge impacting the health, safety, and livability of the Salem community, and is a high priority for residents. In response, in late March 2026, the City initiated a comprehensive Prevent, Treat, and Enforce strategy to better understand and strengthen the system of services addressing substance use. Through ongoing engagement with community partners, the City continues mapping existing resources, identifying service gaps, and clarifying roles across prevention, treatment, and enforcement efforts. Early findings highlighted gaps in enforcement capacity and confirmed that treatment services are largely outside the City's core responsibilities, emphasizing the importance of partnerships. The City developed initial assessment and engagement tool to guide this work and is leveraging existing collaborations, including Marion County and regional partners. This effort aims to align resources, enhance coordination, avoid duplication and identify opportunities for both immediate and long-term action. Through summer 2026, staff will continue engagement efforts and return to Council with findings and recommendations to inform a coordinated strategy and next steps.
