26-153 Adopting the City of Salem’s 2026-2031 Strategic Plan.

Recommendation: Adopt the 2026-2031 City of Salem Strategic Plan. Summary: In July 2025, the City began the process of updating its Strategic Plan. Through work sessions, the City Council engaged directly in consideration of key elements of the City’s 2026-2031 Strategic Plan. At their April 27, 2026 meeting, City Council will consider input from community members and employees, and the final draft Strategic Plan for adoption. At their November 17, 2025 Work Session, City Council (1) received findings from the situation assessment prepared by Baker Tilly, (2) provided input on the City's current mission, vision, and value statements; and (3) shared views on strategic goals and potential objectives to guide the City for the next five years. Then, at a March 13, 2026 Work Session, City Council considered the goals, first-year activities, and milestones and measures by which to gauge progress. In early April, the draft Strategic Plan was shared for feedback with community members and employees. meeting. The City Council is now considering the 2026-2031 Strategic Plan for adoption.
26-163 Small Community Air Service Development (SCASD) Grant Application for Commercial Air Service Recruitment.

Recommendation: Authorize the City Manager to apply for, and if awarded, accept a federal grant through the Small Community Air Service Development Program. Summary: The Salem-Willamette Valley Airport is seeking to apply for a grant through the U.S. Department of Transportation's Small Community Air Service Development Program. If awarded, this grant would provide funds for an Air Carrier Incentive Program in the form of a Minimum Revenue Guarantee (MRG) at the Salem-Willamette Valley Airport.

26-154 Reporting on Salem's use of the Bloomberg-Harvard Cross Boundary Collaboration framework in Downtown Salem.

Recommendation: Information only. Summary: The City of Salem was selected to participate in the 2025-26 Bloomberg-Harvard City Leadership Initiative. This is the ninth cohort of the program. Since the City's initial selection, the City launched a cross-boundary collaboration with a focus on Downtown public safety, engaged a group of 30 interested parties with a variety of perspectives on the problem, and sent a group to join other Collaboration Track cities to work intensively and iteratively on the problem with a variety of tools and iteration. This work is guided by the Bloomberg-Harvard Cross-Boundary Collaboration framework, which provides a structured approach for defining complex problems, engaging diverse stakeholders, and testing solutions to achieve measurable outcomes. While work continues in Downtown, the City will welcome a summer Harvard fellow to build the cross boundary collaboration framework for northeast Salem.

Summary: The City Council has expressed growing interest in multiple downtown initiatives, including activation of Riverfront Park, expansion of events programming, and continued investments in safety, cleanliness, and overall visitor experience. These requests present an opportunity—and a need—to align efforts under a unified downtown vision and strategic framework. The City has a unique opportunity to convene partners, align current initiatives, and guide future investments to achieve a more vibrant, safe, welcoming, and economically active downtown. Developing a shared vision will help prioritize initiatives, clarify roles, and sequence investments to maximize impact.
