26-105 Advancing the City of Salem's 2026-2031 Strategic Plan.

Recommendation: Information only. Summary: In July 2025, the City began the process of updating its Strategic Plan. The purpose of this Work Session is to discuss mission, vision, values, and guiding principles for the City's 2026-2031 Strategic Plan. Council will also be engaged in conversation about milestones and measures of success. The Work Session will be facilitated by members of the Baker Tilly team. At the November 17, 2025 Work Session, City Council (1) received findings from the situation assessment prepared by Baker Tilly, (2) provided input on the City's current mission, vision, and value statements; and (3) shared views on strategic goals and potential objectives to guide the City for the next five years. There will be more touch points, including opportunities for community input through a survey in March, with Council consideration of a final draft Strategic Plan anticipated for the City's Council's April 13, 2026 meeting.
