Good evening. Uh yeah, here to request uh 11,000 for uh limestone rock. Uh had three different uh price list. Capital Quarries, which is located in southeastern D County, K&D Crushing over in Iron County, and HCH Quarry below Houston. And uh the rock is just like $2 a ton higher for the capital quaries, but the we get about six trips a day from the quarry down here versus the others three to four loads, you know. So manh hours, fuel, safety definitely plays into it, you know. then on little more unfamiliar roads going to other quaries. So yeah, that's and it uh this will come out of the street maintenance line 100-515-46,530 uh 35,000 was budgeted. So uh yeah, I just moved to purchase uh spend 11,000 in rock from the local quarry.

So, we've tried that route and we've tried multiple patch material and all of it cracks out. Nothing is going as it should. Um, and so this change order is to go back and tear it all out and do it like we did the rest of the project. Okay? And replace all the sidewalk, the heating pads that are under the sidewalk. Um, as I laid out, the Bank of Salem has agreed, right, to pitch in the 5,000 to make sure this the heating elements go all the way up to the building front. Okay.

Um, so the bank is pitching in that amount and then Archer Elgen has agreed to split the remainder with the city. So this should fix the problem. It should. Yeah. Like I said, um their glasses wouldn't bond. Well, they would not even just not bonding. They were just cracking out just not even where it was supposed to bond with the other. Not what they used to pull the existing with. Yeah. And they've tried two or three different materials and nothing is holding up like it needs to. Okay. So, just want to make sure that was it. Yeah. Okay. So, I'm going to defend the gold option. Okay. So, I've got it up here on the screen also. Um, so first of all, it's taken us a while to get to the point where we're all happy with the logo size. Um, it was about 50. Well, that was an increase of about 50% from what it was before. So, we finally have the logo where staff is at a point where we like the size of the logo. We did talk to the company about eliminating they were going to put it on two sides of the tower and we opted to eliminate one side and make this larger and preferably have it kind of the north north facing as folks are coming into Salem. Um so in that whole packet of stuff that I believe Alderman Whan has there are four different color options that we have discussed as staff. There's the gold. There is the green that goes with our branding. Now, I'm going to point out this up here on the screen. These four color blocks on the bottom. Those are our branded colors that go with our branding. And so, that's why the gold background because it was designed to go with the logo. Um, if we try to put this logo on our blue towers, the kayaker and wave are a blue green and it will not show as well. So, what we're quickly needing a decision on by the company is what color do we want the tower? So, in front of you there,

Steve, you want to come do your report and I'll finish mine after you're done? Good evening, mayor. Alderman, I'm going to run through this pretty quick. Uh, wastewater treatment plants healthy. The water department has uh repaired several line repair uh leaks as well as four main breaks in the past two weeks. Uh, the hard freeze and then the fast thaw caused us some upheavalss and problems in the lines. uh the electric department, the new superintendent has began uh training with our guys and kind of uh helping them with newer uh things that he learned while he was over at Inner County and acquiring more parts for emergencies uh for the city of Salem. Replaced and removed several poles over the past two weeks as well. So, that's kicking up a notch for sure. Construction crew began building a set of stairs over at the city park. uh finished dirt work and seating and strawing off of Bergman. Street department trimmed limbs out of streets citywide as well as assisted tree trimming crew with dead tree removals in the cemetery. Worked on city street signs, filled in digouts and swept city streets uh across the city. Um I did get a call. I got an interesting call. I take a I take a lot of different interesting calls. Um, someone called and was very upset that he witnessed uh the tree trimmer dropping tree branches directly down into the bucket of a dump truck. And that's pretty standard uh procedure. He was uh the resident didn't leave a phone number. He was upset that uh he videoed it and that we were going to knock a windshield out. And our our tree

trimmer does that on a regular and does not damage the truck. So that's just procedure and uh it takes less manpower to you engineer out the hazard of repetitive motion of picking this stuff up off the ground if you can dump it right into the truck. So enough said. Uh street departments also keeping up on the street sweeping citywide. So the mechanic has been really busy. Uh kudos to John Ruse for keeping up with all the equipment repairs and such. We've had a lot of stuff u just having problems. So John's really good with our equipment. Cemetery crew dug one grave assisted with setup. We hired Paul. I don't know if I've ever mentioned Paul. Uh what's Paul's?

We got him over there and that dude is he stays so busy. Um he's constantly letting Brent know at streets like, "Hey, I'm taking this on and cleaning this up and uh uh takes care of the equipment really well. Um just a real good ad to the team." That that reminded me um would you be able to speak to any of the water loss issues like approximately how much we may be losing due to water main breakage? Any numeric for that? Okay. Yeah. Thanks. What we use to uh calculate water loss is Missouri Rural Water Association has got a a what they call a tool online that we use and it it's determined on the size of the line and what type of brake it actually is in the line, how much pressure that your your system normally runs at and everything. And then the hardest part about it is calculating the time when this thing actually broke. And this this tool is a is a great thing. And what we try to do is try to determine how long this thing has been broke or how long it's been leaking. And then I plug all them those numbers in. And then uh it automatically tells me how many gallons a day or even to the hour or a minute that we've lost through that break.

Uh would there be any other reasons you can think of for uh us losing additional water or not accounted for water? Well, so and I don't like the term unaccounted for water because we try to account for all of our water. There's several factors that go in when I do a water loss statement. Like our wells have analyzing systems on them and every year and well throughout the year we take a measurement of how much because water runs through those 247 and right now those are running to a gallon to a gallon and a half a minute. And you figure that's every minute 1440 minutes 365 days. And then when we run a hydrant or flush a hydrant, there's a formula that goes you measure the size of the nozzle, the height from the ground up to that nozzle and how far out the water is hitting, and that'll tell you how many gallons a minute that you're putting through that. We have factors like the back truck that is the water is not metered. We know how much water that back truck holds. So we can go by the level in it before we start filling it. The street sweeper, the sewer jeter. We just we the city has got multiple things that that take water to operate and we just have to keep a track and calculate how much water the fire department I have to get with the fire department and it's just an estimate of how much water that uh they've actually used and how much the uh outside fire departments that come in and actually get water out of our system. We try if if ahead of time if we've got a company that needs water for a project and uh we set up an account up at the utility office with them if we have a hydrome meter available and we can measure that water and bill for that water. But there's just a lot of water that you just you

can't account for those exact gallons. So it's it's a best estimate deal. The biggest issue was is we like to see lines get replaced with newer lines. In DNR regulations and in lines and streets, the DNR regulations, you got to have 4 in of bedding underneath them, 6 in on top. But if you're in a street, you got to top that all the way to the top with gravel. Do you know what a creek bed is or a river bed? Y

it's gravel. So you can actually have a water mane break or a leak that may not show itself for a long time because it's traveling through an underground creek basically a waterway. So we do our best though to try to determine I watch the ska system religiously and stuff because if you have a big main break your skate system will do that. I like to I'm big on running trends. I was taught when I was real young running equipment to know the characteristics of that equipment and a lot of it is pressure gauges and you see the slightest change you know something's occurring and to start looking for that and that's what I do with our skater system. I like to run trends on it and we've got our water system in such good shape right now that we can almost set our watch by the times that the wells are running. We know when our whales are going to be running and when they're not going to be running almost. And a few years ago, our wells, all four wells run 24/7. And now we see a trend. When I get to work in the morning, 99% of the time, no wells are running. They'll come on a little bit after, right before 7 when people are getting ready for work. Then we'll drop down to usually about one well right before noon time. And this is our wells are running less and less all the time. And thank thanks to our team at the water department. These guys we got now really care about this system and they feel just like I do. It's their name that's on it. They're the ones people see out there maintaining it and keeping it and we're we're proud of what we're doing with it in the shape we've got it in right now.

Um, and doing so what was published out was about 40 kids were helped in that endeavor to include uh five additional with the uh the angel tree that they had at Walmart as well. Um, the other thing I wanted to ask about if I could is, uh, Chief Chase, did we have an incident a little bit ago where an officer got hurt while on a call?

Okay. Uh, our officers got a call about 4:30 in the afternoon about well a little 4:20 4:30 that there was a vehicle that slid off the road on County Road 6150. There were no highway patrol available. There were no sheriff's deputies available. They were on their way, but they weren't close. And so our officer responded to that because it was just 200 yards down 6150. So it was visible from the highway. and Officer Love Day uh carries dual commission because he works with the sheriff's office when he was doing the K9 work. Uh he gets down there, there's a vehicle that is slid off the road. The driver is staggering down the ditch. So, he's not aware if she was injured or you know what was going on. So, he stops, makes contact with her. Uh she immediately became uh verbally combative, then physically combative. She struck him in the face and then in the shoulder required her to be restrained. And so uh ultimately then it turned out she was also armed with a 357 Magnum that she had just randomly cracked all the shots off into the ditch or into the woods somewhere. We know this because the gun was like hot to the touch and had been freshly fired. Uh she had that on her person. Uh he was actually he had to take her to the ground to restrain her and put her in handcuffs. Uh she remained verbally abusive and resistive the entire time. Was ultimately charged charged that I'm aware of with a DWI. Uh I don't know if there was anything pursued. Uh there was a special victim's fourth degree assault because law enforcement uh but I don't know if there was anything came from the firearms yet. I haven't seen anything on it yet.
