I would like to call this meeting to order and ask everyone to please rise for pledge of allegiance prayer. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, [clears throat] indivisible, with liberty and justice for all. Heavenly Father, we just thank you for this day. God, we just thank you for your hand in our lives, Father God. And Lord, we just ask for you just to guide us tonight, give us direction, wisdom, and let us glorify you in our actions and deeds. It's in your name we pray. Amen. Amen. Roll call. I'm present. Alderwoman Dent. Present. Alderman McKenzie. Present.

5:05 – 5:440

Alderwoman Wayland is absent. Alderman Letchworth. Here. City Administrator Burbridge. Present. City Court Clerk. Present. City Attorney Webber. Present. Public Works Director Payne. Present. Chief of Police Chase. Michael Love Day will be taking his seat spot. Uh Finance Director Stacy Easley. Present. Economic Development Director Setterfield. Present. And I don't think we have any other city staff here with us tonight. So, moving right along, the next item up is the approval of tonight's agenda. I'll make a motion to approve the agenda. And do I have a second?

5:41 – 7:050

I second the motion. I will call for the vote. Alderman McKenzie. Yes. Alderwoman Dent. Yes. Alderman Letchworth. Yes. Next item up is the consent agenda. I'll make a motion to approve the consent agenda. Do I have a second? I'll second that. This time I will call for the vote, Alderman Letchworth. Yes. Alderman McKenzie. Yes. Alderwoman Dent. Yes. We have no one up for public comment, so moving right along. For new and miscellaneous business, we have vehicle for disposal, 2007 Ford F-150. Should be the disposal of records. It's electric. This is for the electric department. Yeah, this this truck's on its last leg and it was also out I mean motor-wise it's it sounds like it's on its last leg. We just don't want to put a bunch of money into it. It was also out at the sewer plant during the flood and it took a a pretty good dose of 4 ft of water, so we'd like to put it in with the auction vehicles and uh I think they're slated for possibly a new vehicle in the coming year to replace it.

7:03 – 9:030

Yeah. Any questions from the board? None. No questions. No. We have a motion. Um I'll make a motion to add this electric ve- uh electrical vehicle to the sale. Do I have a second? I'll second that. There's no further discussion, I'll call for the vote, Alderman McKenzie. Yes. Alderman Letchworth. Yes. Alderwoman Dent. Yes. Next item up is resolution number 8-2026. Resolution number 8-2026, a resolution authorizing the mayor to execute a water tank maintenance contract with Viking Paint LLC for maintenance, inspection, and rehabilitation of the city of Salem, Missouri, 75,000 gallon legged water tower. Thank you. So, the staff summary for this item actually covers it and the following three items. So, there's four contracts total, one for each of our water towers. So, this is one we've been working on for some time for to get all of our water towers on an ongoing maintenance program. Um in there right after the staff summary, there's a pricing sheet also that kind of shows over time what that looks like. Obviously, this upcoming budget year, it's a huge dollar amount, but we're also looking at the complete rehab inside and out for the industrial park water tower. So, um as we've kind of talked about in the past, we can't begin that and start draining that to start out rehab until the new water tower's completed. Um you'll see in there that the new water tower is also on this maintenance contract once it's completed um and we start going to just inspections and routine maintenance for it right away. So, as soon as and and you'll notice that each of the other three water towers are all scheduled to be rehabbed in some way. And then after that, it

9:02 – 10:570

goes into maintenance. So, when you look at the cost overall, that cost starts shrinking as as we move farther out. So, um the contracts are identical with the exception of listing which tower and then what specific work for the rehab. I'm happy to try to answer any questions. Um Mr. Payne sat in on a lot of these meetings. Um Stacy, did you sit in on some of them? Some of them. Um we also had Chris McGurt sitting in on these as well. Um so, we've had lots of conversations. We also did have a rep from the company from Viking Tower who was here for the utility committee meeting last week. So. Uh I don't have any questions with this. I I think maintenance on water towers is a good thing and and it's just looking out for the city's benefit over a period of time. Kind of help reduce the cost for repairs and stuff like that future or later on. Makes it better for us to have a strong budget knowing, "Hey, we got this covered under this maintenance program." Yes. And the nice part two is they They had went out to the new tower water [music] tower site and with me and verified the the paint color. They've talked to us at length about logos. I mean, they're really on top of stuff. They're going to watch the paint job go on the new tower because they want to make sure it's of high quality that they, you know, since they're going to take it on in a maintenance cycle. So. Right. Good stuff. Yep. All right. Any further discussion? Do you have a motion? So, do we need to approve each motion by itself or is this 8-2026? You have to approve each water tower. For each, yes, each one. All right. Cuz they are separate contracts. So. Make a motion to approve resolution resolution number 8-2026.

10:58 – 12:210

Do you have a second? I'll second the motion. There's no further discussion. I'll call for the vote. Alderman Letchworth. Yes. Alderman Dunn. Yes. Alderman McKenzie. Yes. Next up, resolution 9-2026. Resolution number 9-2026, a resolution authorizing the mayor to execute a water tank maintenance contract with Viking Paint LLC for the inspection, maintenance, and rehabilitation of the city of Salem, Missouri 150,000 gallon pedosphere water tower. So, this is the one that is behind the water shop or by Walmart. It's also the same one that was repainted What was it? 2022, I believe. Mhm. And it does need some interior work done. So, dry interior, so not in the where where the water is stored, but in the dry area inside the tower needs some work done. Any discussion? I have none. Do you have a motion? I'll make a motion to approve resolution number 9-2026. And do I have a second? I second that motion. There's no further discussion. I will call for the vote. Alderman Kinsey? Yes. Alderman Letchworth?

12:18 – 13:120

Yes. And then Alderwoman Dean? Yes. Next step, resolution number 10-2026. Resolution number 10-2026, a resolution authorizing the mayor to execute a water tower tank water tank maintenance contract with Viking Paint LLC for the inspection, maintenance, and rehabilitation of the City of Salem, Missouri 400,000 gallon legged water tower located at 254 County Road 2240. Right. Yeah, this is the new water tower. Discussion? Nope. Motion? I move that we adopt resolution number 10-2026. Do I have a second? I'll second. There's no further discussion. I'll call for the vote. Alderwoman Dean? Yes.

13:100

Alderman Kinsey? Yes. Alderman Letchworth?

13:12 – 14:000

Yes. Moving right along, next step, resolution number 11-2026. Resolution number 11-2026, a resolution authorizing the mayor to execute a water tank maintenance contract with Viking Paint LLC for the inspection, maintenance, and rehabilitation of the City of Salem, Missouri's 400,000 gallon leg water tower located in the city's industrial park. Discussion? No discussion. No. Do I have a motion? I'll make a motion to approve resolution number 11-2026. Do I have a second? I second the motion. This time I will call for the vote. Alderman McKenzie? Yes.

13:59 – 14:180

Alderwoman Dent? Yes. Alderman Letchworth? Yes. All right. We're going to move along. Next up is the second reading. We'll start with bill number 3704. Bill number 3704, an ordinance annexing certain adjacent adjacent territory into the City of Salem, Missouri.

14:250

[snorts]

14:27 – 15:340

Which one is this? This is Perkins? Yes. All right. This is the annexation. This is Haven. This is the annexation of Perkins property. No. Haven. Yeah, this one's Haven. This one's Haven. The other one's Perkins. The other one's Perkins. Okay. All right. Open it up for discussion. I have no discussion. Do I have a motion for bill number 3704? I'll make a motion to approve bill number 3704. Do I have a second? I'll second. There's no further discussion. I'll call for the vote. Alderman Letchworth? Yes. Alderman McKenzie? Yes. Alderwoman Dent? Yes. Next up is bill number 3705. Bill number 3705, an ordinance annexing certain adjacent territory into the city of Salem, Missouri. Thank you. Discussion? No. This is the Perkins property.

15:34 – 15:540

Yeah. Yes. We've had hearings on this one, so 3705 was the name of this bill, right? Make a motion to approve bill number 3705. Do I have a second? I second the motion. There's no further discussion. I'll call for the vote. All in the electorate? Yes.

15:52 – 17:010

All in the electorate? Yes. All in the electorate? Yes. Next up is bill number 3706. Bill number 3706, an [clears throat] ordinance amending section 110.410 of the city code to authorize subcommittees under the committee and community involvement committee of the city of Salem, Missouri. Any discussion? Do I have a motion? I move that we um adopt bill number 3706. And do I have a second? It's important that you do this because it involves city committees, guys. There's no second. Bill number 3706 fails due to lack of motion.

17:020

[snorts] Next up we have first readings for bill number 3709.

17:21 – 17:560

Oh, and bill number 3710, or do we do them separate? You guys got them together. Okay. Looks like they're together. Bill number 3709, an ordinance amending the city of Salem code of ordinances to re- related to backflow prevention devices by the city of Salem, Missouri. Do we do these together or separate? Cuz you guys got them on the same stat somewhere. We do have them on the same stat stat somewhere cuz they're related. Okay. Um but this is just a first reading tonight.

17:53 – 19:360

Okay. Um so these these two sections of code, um I believe were originally adopted in Oh, and I didn't notate it. My apologies. I want to say '96. Um and it basically I mean, as you can see, hang on. Let me get there to it. It um the amendment itself, this is the the lined version, um states that the the department, meaning our water department, does this um installation, and we do not. We do not install these devices. Um the next one talks about testing of the backflow devices. We don't have the equipment to test these backflow devices. And so this is just amending our codes to bring them into actual practice. Now, um DNR does regulate the businesses many businesses, especially if they have sprinkler systems or things things of that nature. A lot of other businesses um veterinary clinics that perform procedures, um forgive me, I won't remember all of them off the top of my head, but there are certain ones that because of what they do would provide an opportunity for cross-contamination if there were backflow from their business. So, they are required by Department of Natural Resources to have backflow. And so this is just bringing our code up to actual practice because again, our department does not install nor test those. So, it is up to the owner of the business or the business itself to have that done. So. And so, that's this one like I said, this first one is about installation. The next one is about the testing. Do we have any information like if that was to take place to where if the business owner did that they could take it to for or

19:340

Um Chris Maggard, our water superintendent, does have a list of of places that do testing for businesses. Yes.

19:48 – 20:330

Any questions? I have no questions. No questions. No. Okay. Uh next up, first reading of bill number 3710. Bill number 3710, an ordinance amending the City of Salem Code of Ordinances related to backflow prevention devices annual inspections by the City of Salem, Missouri. And this part is for the annual inspection. Correct. Inspected and tested, yes. Any questions? No questions. No questions. No.

20:340

[clears throat]

20:34 – 21:310

All right. Next up, we have the first and second readings. We'll start with bill number 3711. Bill number 3711, an ordinance authorizing the mayor to execute task order three with Toth and Associates Incorporated for professional land surveying services related to the Westwood Drive Lift Station property by the City of Salem, Missouri. Permission to read 3711 by caption, only. Yes, please. Bill number 3711, an ordinance authorizing the mayor to execute task order three with Toth and Associates Incorporated for professional land survey surveying surveys services related to the Westwood Drive lift station property by the city of Salem, Missouri. Okay. So, this one we've had discussions about previously. So, this is just to survey the easement on the property to determine if the lift station is in the easement or outside of it. So.

21:340

[clears throat] Questions? No questions.

21:37 – 23:340

Do you have a motion? I'll make a motion to approve task order number three for the 18 Westwood Drive easement survey. Do I have a second? I'll second that motion. There's no further discussion. I'll call for the vote. Alderman Kinsey? Yes. Alderman Whitworth? Yes. Alderwoman Dent? Yes. Uh next up is bill number 3712. Bill number 3712, an ordinance authorizing the mayor to execute task order four with Toth and Associates for for professional land surveying services related to the 9th Street right-of-way dedication by the city of Salem, Missouri. Permission to read second reading by caption only. Yes, please. An ordinance authorizing the mayor to execute task order four with Toth and Associates Incorporated for professional land surveying services related to the 9th Street right-of-way dedication by the city of Salem, Missouri. Okay. Okay. So, this item as staff was reviewing um potential obligations that the city might have should the donation of the middle school property move forward, um it came to our attention that 9th Street along the southern border of that property has never officially been dedicated as a street. And so, whether that housing project moves forward or not, we need to go ahead and dedicate that street so that whatever happens, it's already taken care of. So, this is simply to have that survey work done so we can do that dedication. All right, Mr. Mayor, do you have any questions from the board? Nope. No questions. Do we have a motion for bill number 37-12? I'll make a motion to approve bill number 37-12. Do we have a second? I'll second. There's no further discussion. I'll call for the vote. Alderman Muchmore. Yes. Alderman Kinsley. Yes. Alderman

23:31 – 24:450

McDowell. Yes. Mr. We've got reports. And I'll just keep mine real short since I'm at the top of the list. Uh it's been a very successful spring clean up where going on now a week almost a week and a half and we'll finish up Friday, but right now we're about 116 tons into this. We still have uh three more days of spring clean up, so if anybody's got any more of that unwanted furniture or junk, get it out to the curb so we can get rid of it, make our our town look a little bit more beautiful. Uh other than that, Sally? Do you have any idea, Mayor, on average how what the tonnage is for spring clean up? I'm just curious. Average is usually I think last year we only got 89 tons within 2 weeks. Oh, wow. So, we're pretty far advanced this time. Wow. The worst that I've ever seen though was it was on a Monday and it was a couple years ago and it was 84 tons in one day. Oh, wow. Yeah, so Okay. I had some very successful helpers while I didn't get a chance to relax either, so I don't brag about that part.

24:440

[laughter]

24:45 – 26:440

People watching this video are like, "Huh, he's over there gloating." Uh Were you going to talk about this? That's all I have for my report. Um Sally? No report this evening. Okay, Tammy. I have one. You got one? We'll squeeze you in there. Okay, I just wanted to explain the disposal of records on the consent agenda and thank you for approving that by the way. So What do you need? The list. So if you will look at the consent agenda under that, the GS code, that is for the general schedule for disposal of records. So and it just says that's the code what they are, the years, and how many cubic feet of those of that particular item that we have. So this is just the first batch of several that I'm going to have on the consent agenda in the coming a month probably, but Yeah, I've got the total square footage up there. Yeah, so total square footage just cubic feet Just for what we have on here now is 107.25 cubic feet of documents. And that's just part of what we are trying to take care of. So as you remember, you know, we've talked about the records retention and cleanup days where we've worked on the basement in this building, we've worked in the basement at at the admin building. This is some of the result of that. So like she said, there will be more to come. Yes. And the years if you'll notice, just here we've got 95 on bank statements, we've got January 1995 all the way to

26:41 – 27:180

April 2018. So there's quite a few items on there. Did anybody have any questions about disposal of records? No. Sally, you got plenty of documents here. [clears throat] Yeah. Yeah. The intent is well, when we get some more of these approved by you all, we'll hire a truck to come shred. So. A very big truck it looks like. About to Yeah, we'll have a celebration at the office when we do that. [laughter] Just get all of that out. All right. See the happiness in your face. [laughter] And that that's all I have. Thank you very much.

27:17 – 29:160

Okay. So, Carrie, do you have anything that you'd like to share tonight? Not this evening. Not this evening. Stacy? I have no report. Wow. All right. Um Steve? You got something? I'm dying up here. I'll do my best to keep it short. So, um I always like to report that the wastewater treatment plant is healthy. Uh we will have clarifier three getting worked on and back up and running here shortly. Um we are I wanted to repeat once again from our last meeting we talked about the 100% grant application that came through for the $792,326.94 with no local grant match to remove our biosolids. And I just we really have to celebrate that. That is a great win for the city. So, um huge. Uh big thanks to the young lady that helped this To Lacy Hershberger with MPUA. Yeah. That would make that happen. So, water department worked up worked on a few water service lines and repairs. Uh uh electric department today was helping we had some meter testing going on in town today and the electric department was part of them were helping with that and part of them were helping uh stab a couple of poles in over at the park. So, um Did you guys get any water meter testing done? Uh well, last I talked to Chris, at this point we've checked over 150 water meters. Um some some for the public and some have been removed and then replaced with a different meter and have been checked and put back into stock. Of of over 150 meters, we found one that was um

29:14 – 31:130

actually it was rolling back instead of rolling forward. Usually, if there's any issue with the Mach 10 water meters that we use for residential purposes, it's a fogged up glass or it just stops working altogether. So, uh they're actually a great meter. So, um Did you Sorry, did you have any other? No. Okay. Uh city electric department's prepping vehicles for auction. Brandon Schmidt's been kind enough to take on uh since John the mechanic left. He's taken on the auctioning off of the old vehicles and he's working hard at it. Um let's see. Construction crew finished a storm water issue over on Kaufman Street, a home that was taking on water, and started replacing a stretch of sidewalk at Kaufman and Pershing that had been uh uh reported as a tripping hazard for folks that use that and uh so, we're we're knocking that out. Um I always keep the concrete priority list as uh priority-wise, it's always homes if they're taking on water and it's something that we need to address. And then, uh sidewalk obviously that could hurt somebody is a is an issue. We do sidewalk repairs as quickly as we can because of um you know, we have folks in wheelchairs around town. We just want to make everything safe. So, uh street department removed a large portion of the tree at the roadside park on Highway 19. Hauled riprap rip rock from the quarry to the city park for ditch remediation project that'll be funded by FEMA or at least large portion of that. Maintained equipment in the absence of the mechanic and we conducted mechanic interviews and are in the process of hiring Mr. Brandon Hunter if all goes well. And looking forward to that. He interviewed really well. Um cemetery [clears throat] crew working hard and keeping the cemetery in the best condition I've seen it at this

31:10 – 31:540

time of year. We usually are leading up we have that rain and growth spurt coming into cemetery cleanup day. And since we've had [clears throat] Paul out there and then Paul's got a couple of young fellows that are hired on for summer hire that are helping out. I that cemetery looks great. Cemetery cleanup day may transition a little bit from cemetery cleanup day to park cleanup or assisting with the mapping of some of the grave sites out there. So um really happy to see that. I mean I feel like we've just we've really hired on [clears throat] excuse me hired on some great team hires and and have a lot of great things going on in the city. Um [clears throat]

31:52 – 32:120

As a reminder, I'd just like to remind the public always if you have an issue during the day with water, sewer, any of that stuff, please call 729-4811 at the admin office and ask for assistance. Sometimes folks will call in and they'll prompt and they may [clears throat]

32:10 – 32:520

they may get me for public works or they reach out and they talk to Jared Jared Brown's message machine and if we're not in the office, we're not catching that and if you got a water leak, that's pretty big emergency. So we want to make sure they get help. Or after hours call the police department at 424 729-4242 to get um the quickest dispatch we can to get folks out to help. So That's all I had. Sorry I'm getting all choked up. That's that getting rid of those biosolids just gets me right there at the same [laughter] Good stuff. So. It's a nice sinus clearer upper. [laughter] Any questions, folks? No questions.

32:49 – 33:360

Thank you. Okay, thanks. All right, Melissa is not here. So, we'll start with Alderman Dad for your report. I'd like to thank my fellow aldermen for their lack of support for the community and involvement committee subcommittees, which includes advocates for animals, which is working with the cat population in the town, and the beautification committee, which is also doing some work in the town. Um we will continue to do that work without your support, and I guess you'll just see what we can do. Thank you for your support. Appreciate it. All right, Daddy. That's it. Okay, Alderman Alderman

33:350

[clears throat]

33:36 – 35:050

Uh just one thing. So, uh yesterday I received uh a few complaints about a property over off of uh Center Street. And so, we had approved uh sometime back uh a a modular home park to be put in there. Um and so, I understood whenever I seen what was sitting there why everybody was getting upset. So, I spoke with the owner of that park um and she assured me that that is um that it won't be like that for uh terribly long. She said she needs about 60 days to to start fixing that trailer up and to get it get it nice looking. Um and so, I felt really good about the conversation uh afterwards. And I and I believe she even shared something on on Facebook to try to help the community understand that it is a work in progress and that she has no intentions of leaving uh in the the property looking like that. Uh and so, I told her today that I would speak on it just to to get it out there. So, uh but I do appreciate the phone calls cuz without that I felt like it was I wouldn't have thought about uh contacting her. So, anyway, it was a it was a good conversation. I I think it's going to be a great thing for the city. All in McKenzie. I covered it. All right. Well, last thing on this list is motion for adjournment. I'll make a motion to adjourn. Do I have a second? I'll second that motion. This time I'll call for the vote. All in McKenzie. Yes. All in the Woodford. Yes. All in the Woodburn. Yes. Thank you all for attending tonight.
