well, we need a city attorney. All right, ladies and gentlemen, we will call this uh July 17th, Thursday full council meeting to order. All right, at this time I will ask Mr. Luke Posey to come to the podium. He is going to give us our prayer tonight. After we pray, if you would remain standing for 30 seconds as for a moment of silence. uh at that time you can reflect and on things that you would like and then also uh after that would you please remain standing uh and join me in the pledge of allegiance Mr. Posie.
All right if you'd pray with me. Father God, we uh just come to you now and thank you uh first off just for this city that we get to live in, God, that we get to um raise families in and build businesses in and live in and enjoy. And God, it's such a blessing. And Father, I just thank you for that. And I pray for this meeting tonight. I pray for uh each member of the council, God, that you would just give them wisdom and discernment. and God that at the end of the day um you would be glorified in what happens here and what happens in our city and ultimately what happens in our lives that your will would be done and we pray all these things in Jesus name. Mr. Smith and myself. if you have a quorum. All right. U ladies and gentlemen, have you had an opportunity to look at and review the minutes from June 17th? Second. Have a motion and a second to approve the minutes. All in favor? Any opposed? All right. Minutes will be approved, Miss Gilton. All right. At this time, if you would turn your attention to uh Miss Britney Baker, our finance director, and she's going to give us the finance report.
Finance report. General fund revenues for the month of June total 1,976,310. Of that, 927,207 was sales tax and state turnback. 54,547 was franchise fees and permits. 994,556 was all other revenue. That amount is going to look a little high. It included the raised grant deposit as well as a transfer um from fund 10 to cover EMS expenses. A tax revenue comparison year-to- date analysis. The city's portion of the county was 2,759,547. The county was 3,345,474. The actual budget. Both are just a little bit below. June expenditures for the general fund totaled 1,496,198. Of that 1,233,141 were personnel expenditures. 263,57 were utilities and other street fund June revenues totaled 2,476,689. Of that 555,237 was the 2021 street sales tax. 320,446 was state turnback and adorum tax. 100,255 was interest. 500 was street cutting permits. 1,5251 was all other revenue. This included a contribution that we had budgeted and expected from city corp as well as a fuel rebate. Street fund expenditures for the month of June totaled 166,438. Of that 140,610 were personnel related expenses. 25,828 were utilities and other street capital spending total 25,948 that was for a saw head. 2021 sales tax spending total 1,236,923. That was towards drainage maintenance,
downtown improvements, the raise grant project, US64 west sidewalk project, and the US64 east pedestrian improvements. State turnback street project spending totaled 449,414. That was towards Russville trails and the core of engineer project. Economic development June revenue totaled 105,681. Of that 83,820 was new sales tax and rent. 21,861 was interest June expenditures total 46,740 that was towards the pickle ball court construction. Below are the balances of the various economic development funds as of June 30th. The total amount for those combined is 5,919,122 and6. Capital assets June revenue total 274,309. Of that 269,914 was state grant revenue. 4,395 was interest. June expenditures total 773,790. That was for the purchase of 1801 South Knoxville Avenue. Below is a breakdown of what's been received, spent, and the balance remainings of the 2021 cent sales tax from um inception. The total remaining is 23,545859 and25. And that concludes the finance report if there are no questions.
Thank you, Miss Baker. All right. The mayor's report this week, we're going to have uh we're going to have a report end of year presentation for the rest of youth council. Uh we've had an amazing uh group of young people that have uh dedicated a lot of time to be at a lot of meetings and ask a lot of questions and u they're going to come forward tonight and give us a little bit of a report. We only have a small uh number of them because a lot of them are out of town in different places and doing different things. Uh but we're grateful for the the the ones that we have present. Take it away. Okay. Hi, I'm Ally Laura. I'm Sarah Shop.
And I'm Logan Gregs. So, first we are going to start. So, this is just an overview of what we've done all year because y'all seen us here, but y'all haven't really seen what we've done outside. And so, we have done the voter registration drive. That was, I think, our first event that we had. And, um, we're not sure on the specific amount of voters that we got registered. the mic up a little bit higher to you. Yeah. Yeah. Sorry. There you go.
Um but we got a good amount of um seniors registered to vote which is always a success because we want the youth to get into, you know, government and voting and just yeah getting our voices out there. Yeah. And it was a really good way to um initially connect with the school, you know, and be like, hey, we're doing things here, etc. Um, we also had the amazing opportunity as being part of the youth council to job shadow with certain city departments. Um, we had five of our members go out and job shadow and they all had a really good time. Um, and then so at least one of them also got an internship after her job shadow experience that she's been enjoying all summer. Who was that?
That was me. I I got an internship at the planning office and um I totally recommend for anyone who's going in, especially as a high schooler because I don't know, I just learned like everything and I just think it's super cool to get to have those experiences now before I go into college and decide, hey, I want to do this like forever. So, yeah, that's just my input there. And then Logan was one of the students who did drop shadow. So tell tell them what you learned.
I learned that there was a lot of stuff having to do with um what did I do? Civil engineering. Uh they have a lot of cool technology. They showed me some of their CAD software. It was really cool. My my personal opinion. Am I missing something?
Okay. And then downtown events. So we were lucky enough to work at Fall Fest and the three most recent art walks, the December, the March, and the June. Um, between everybody who went to those, we earned a combined 111.5 hours of community service just at downtown events. So, we had information booths. We helped pick up the trash downtown. We worked with Miss Housenik and her assistants downtown to work with Main Street Russellville and get a lot of the behind the scenes work done there. Are you all going to bring up your uh Accutra that you've you've purchased because Okay, I was just going to make sure this might be a good point there. You had that your scraggly looking first thing and now you got the cool stuff. So,

Yes. Okay. So, next we did our website and social media. So, we have a bunch of different committees that you will see later on in the presentation, but our website committee came up with a design and now it is on the city of Russville page, which is I just think that's a super cool thing to put on your resume or anything like that. Then we also have our public relations team created um a social media just so that we're getting out to especially our age people to um yeah spread awareness for our cause and these are things that we will keep going. We're going to keep updating the website with next year's council and then you know we're going to keep posting on the social media so you guys should make sure you're following that and keeping up with us. And then so back in I believe it was November, Logan and Genesis proposed our budget to you guys which was a really good experience for us to you know learn how things like that go through the council. Um Ally and I had to get bids and things like that and then so we were able to get t-shirts and a table skirt and a sign from that and then so visibility and recruitment. This page just kind of has a lot of different things that we did. So up in the top right corner you can see that we created our own logo which is on a sign back there. Um but yeah we just wanted our own you logo just so that the city can recognize us. Here is our sign. Um it may take him a second. Um but as he does that yeah there it is. Super cool stuff.
That looks way better than that sign you had at your first event. That's awesome. Yeah. Yes. Um and so and then we also um to the right bottom corner you can see that we passed out flyers that we made just to get the word out there um that we're here and like we want more involvement and stuff. And then we also in August our school outreach okay so in August our school outreach committee is going to go around to the different school districts well schools within our um city and just tell them about it so they're getting public speaking experience making their own slideshows just getting info out there about us. So yeah.
Yeah. So, at the last art walk, we passed out 50 of our flyers to students who are either who are about to be in the grades needed to apply for the council. And we had a lot of people who seem pretty interested in it. And then the school outreach committee has been spending the last few months designing presentations to get them in schools and, you know, actually communicating with the youth. So, meeting attendance, we did have at least one. Usually, I think this is probably the smallest group we've ever had at a meeting. So, more than three council members at every single one of your meetings. And we also hosted monthly meetings that were our own where we checked in with our committees and got the things done that we needed done. We have just finished writing our youth council bylaws that we're going to pass next week at our meeting and we're going to meet with the juniors and everybody who can potentially be on the council next year and teach them, you know, what the bylaws say, how to use them and the expectations for next year's council. And so these are all of our committees that we have. We have four and then within each there is three to four uh students within that. and then the mayor and vice mayor positions who work with all of them. And so yeah, uh I believe that is it.
And so we made sure to put a junior on every single one of the committees. So there is somebody for next year who knows how all of it works. But we're just really really very proud of all these people and I'm glad of what we got to accomplish in this first year where we were just getting our footing. Thank you. Thank you guys for being willing to kind of, you know, be the guinea pigs for this program because I mean, it's something that I feel like the city has needed for a long time. I was very happy and very thankful for Mr. Gray and all the work he's put into it because it probably wouldn't have happened without him.
Well, it wouldn't help it at all without Gina uh reminding the mayor and I we've been to a session on this and we need to get this started. I'd like to thank you uh you guys. Uh one of the things I want the public to know is these guys were meeting all the time. I met with them at uh um where did we meet? City Mall. Better than the city mall. So they do these they they're having these meetings outside of uh this you know what we're doing here all the time coming up with uh their plans. And I want to thank this iteration. The first youth council we just got it started see what would it do. These guys have left a plan. They've left documents that they're going to pass on to the next youth council so they can I think you guys we we'll use Mr. Karp here in the in the u the airport. You guys got the plane on the runway and uh and got it ready for takeoff and the next council is really going to go flying high. So I think I really appreciate you guys.
Great job. All right. Now, Miss Tanessa Vaughn, our HR director, is going to give us a uh departmental report. Good evening and thank you for giving me the opportunity to uh give the human resources report tonight. Um I'm going to be sharing just a short video of some of the key uh highlights and some of the events that the city had for the employees this year. And then in front of you and in your packets, you'll find just a brief um HR report that includes some statistical information, some staffing comparisons, um some benefit changes that we had for this year, and just a few other updates that you'll find in there. And Mr. Smith, can you tell me because I do want some guidance here. Uh, can I discuss item one that is tabled? Can I discuss something on that? How could how would I go about doing that?

No problem, sir. Uh item two is consideration of an ordinance amending ordinance numbers 2437 and 2487 which previously established an ambulance fee schedule for the city of Russellville. This will provide a discount to all self-pay patients without insurance if the bill is paid in full. We present item two is a motion to Oh, wait. No, I'm sorry. So, uh, I move that we suspend the rules, dispense with the reading requirement, read item two, the first of three readings uh, by title or short explanation.

Sir Lord amending ordinance numbers 2437 and 2487 which establish an ambulance fee schedule for the city of Russville to provide a discount for all self-paid patients for insurance their bills paid in full and for the purposes this ordinance if passed would um would in adjust the fee schedule that is found in section one which the red high red underlined is the new adjustment ments to the fee schedule which is I believe now allowed by act 867 of 2025.
Can I make a motion to amend that reading schedule from one to three to back to just one okay since we already read it I wasn't sure if we could motion to reconsider. Would that would that work? I have a I have a question Mr. Pers. Will this will this um be only for those who are uninsured or if you're poorly insured, can you choose to do the cash option if it's cheaper or The reason what we're doing is our insurance uh providers are actually paying more than what we're billing right now and so we're actually leaving money on the table with our insurance providers. We do not do hard collections on people who are poorly insured. So if whatever insurance pays, we're not going after someone. We're we're not out there going to the collection agencies. I I don't that's not who we are. So, like I say, but basically right now like Medicare, Medicaid, Blue Cross, they're actually paying more than what we're charging. So, we're trying not to leave money on.
I was just checking because I know there's there's municipalities that have weird situations where you get kind of railroaded because you have insurance and you'd be better off paying the cash for it. Uh item three is consideration of a resolution approving a release agreement and authorizing the mayor and the city clerk treasur to enter a release agreement with Phoenix Innovation Incorporated for any and all future claims arising from the installment sale contract for the purchase of real property. Sir's approving the private club permit private club permit for Applehop R Inc. required for the state private club permit application to the Arkansas alcohol beverage control division per aca section 3-9-222 as amended for the purposes this warrants if passed would uh issue a city private club permit that's needed to apply with the ABCD location is 41 East Herald Drive in Russellville Arkansas item six is consideration of an ordinance amending the fiscal code to raise the maximum fixed asset threshold from $2,500 to 5,000. Sir, order submitting the fiscal code for the city of Russ Arkansas adopted by ordinance number 2520 by amending the fixed asset inventory increase the me threshold from 2500 to 5,000 for the purposes or if passed would amend the fiscal code that was adopted by 2520 would raise the fixed asset threshold from 25 to 5,000 which would is the threshold that would be required a fixed asset to be on the fixed asset inventory which is required by the state law to for cities to carry.
Item seven is consideration of an ordinance amending the fiscal code amending the fixed asset code to add a removal process for fixed assets which depreciate below the minimum threshold value is set forth by the fiscal code. An ordinance amending the fiscal code city of Russell Arkansas adopted by 2520 by establish a process to remove fixed assets that depreciate below the minimum threshold from the fixed asset inventory and for other purposes. This warrants have passed would set up a process and put that process in the fixed asset code at section six of chapter 4 of the fixed of the fixed asset and capital asset code and it would set up a process where city where the departments would use a useful ice table and do a straight line depreciation and once that depreciation went below 5,000 there would be a process that would started by the finance department to the mayor and ultimately to the council to remove that fixed asset from the fixed asset inventory. Item eight is an appropriation from the 2020 2021 parks and recck special fund reserves in the amount of $456,93060 to fund the construction of ADA restrooms and additional skateart skate park features. the Russellville skate park. We present item A is a motion to adopt.

Item 1.1 is an appropriation from the 2024 general fund carryover balance on the sum of $211,640 to fund renovation of Hangar 1 West. We present item one items one and 1.1 is a motion to adopt. I

Item six is consideration of a resolution for the city of Russellville, Arkansas to accept a bid through Omina Partners from Game Time uh is it Game Time Car Cunningham uh Recreation to build a new pavilion for Washurn Park on behalf of Russell Parks and Recreation Department in the amount of $122,489.50 50s and to authorize the mayor of the city clerk treasurer to enter in an agreement for said pavilion. Alternatively uh advising uh the removal of the structure should rehabilitation of the structure fail providing for a lean on the property to recover costs associated with removal of structure upon non-payment other purposes. This is a wisteria court and this is the basically you're um allowing me to enter into a re rehabilitation contract on behalf of the city with Mr. Chuck Frank house uh to rehabilitate the wisteria court property.
