Resolutions E1, consider resolution approving the proposed amendment to the Transportation Capital Improvements program, TCIP, to increase funding for the following projects, Kennefort Boulevard Segments 5 and 6 and Wyoming Springs Drive Extension. Michael.

Good evening. Before you is Amendment Number 56 to our Transportation Capital Plan. I'm going to give a little bit of an update on some of the projects that are going on that are Type B funded, and then also talk about the two items here where we need additional right-of-way money. The first thing we do in transportation is we do a master plan of our city. We update this plan about every five years. It shows the projects that we need so that we can meet the future growth of our community. A lot of arterial roadways on here. And if you've been around town now, there's a lot under construction in the city. But this is our roadmap. We take this plan, and then we develop based on land use assumptions. Our projections of where the growth is going to happen, that's how we determine the roads that we need. And then we put a schedule on that, and then we come before the board for financing for that. As you probably know, we leverage as many opportunities as we can. We talked to TxDOT, Williamson County. We have roadway impact fees. We have the Type B fund. All that we come and we use as many of those funding options to leverage to be able to build these projects. Today, here is a list of six projects that are Exactly seven. Seven projects that are under construction in the city. If you've been around town, you see a lot of construction. So Wyoming Springs Road, segment one. This is on the west side. It's going from Creek Bend, heads north across Brushy Creek, and ties in at Old Sellers Boulevard in San Bas. Project is in its last month or so about to be completed. We're planting trees out there and finishing up. It's a four lane divided roadway at two bridges It's gonna be a wonderful project that takes Wyoming Springs to there And then we go Wyoming Springs extends through Barrens Ranch And then we have a future project coming that's going to take that Wyoming Springs all the way to 1431 We're starting to work on that acquiring right away for that one County Road 112 East and County Road 112 West is on the east side of town AW Grimes and heads east all the way out to County Road 110 and basically on the north side of Paloma Lake mud. Another nice roadway that's under construction. We'll be finishing up sometime next year on that project. Old Settlers Boulevard extension. If you take Old Settlers past Old Settlers Park heading east, you T in to Redbud Lane. Right there, we take Old Settlers, head east all the way, and tie it into County 110 to the east. So some major arterials on the east side that's really going to help traffic flow. That project basically is right at the end. We're pretty much finished with the road. We're waiting for the traffic signal at Redbud and Old Settlers to be worked on, and then we'll be able to open up that road here really soon. Redbud Lane North, under construction, that's at 79 as you head north, and you're on the east side of Old Settlers Park. And it goes all the way up to counter 117. That's a four-lane roadway that's under construction. Still got at least about a year or so of work there till we complete that road. Gattaschool Road Segment 6, that's the Far East project in Gattaschool that takes us from Via Sonoma East, six lanes, all the way to Redbud Lane at Gaddis and Redbud. Started that project this past year. Still got a little bit of work to do on that one, probably another year, year and a half of work there. And then Greenlawn Boulevard, that's over there by the district. That's going to make that roadway a three-lane roadway each direction from 45 Frontage Road as you bend around back southwesterly to the interstate Frontage Roads. A lot of work going on there. If you've been over there, that's kind of a little war zone. But that'll be a nice little six-lane road there when we're finished. So these are all projects. that the Type B has helped fund. They're all moving and progressing in a very good way. And we'll get these projects done. So I wanted to give you an update on some of those. That's not all the projects that we have going on. We have some traffic signal projects, roundabouts, right turn lanes, various things around the city that we continue to work on so that we can manage the traffic flow in this city, as you all know. Round Rock continues to grow, and people are moving here every day. Back to the item before you, Amendment number 56. We have two projects that are under design, and we are looking for additional right-of-way money. We've come before the board previously, and we basically deposited or got approval for $2 million for each one of these projects for future right-of-way. We knew that was not enough, but we had not gotten into the project enough, did not know how many properties we needed to buy. So we've already been approved for $2 million each. And on the next slide, I'll kind of show you how much we're asking for for each one of these. But the two are Kenny Fort Boulevard Segment 5 and 6. That is taking Kenny Fort. So Kenny Fort today, as you head north, tees into Old Sellers Boulevard. Kenny Fort 5 will start there, head north all the way up to that counter with 112 I just mentioned. And then Kenny Ford Segment 6, we'll take it from 112 all the way up through the John Nelson property all the way up to University. Both of these projects will really be, they'll be three-lane divided, just like you see on Kenny Fort heading south. So great projects. We need additional right-of-way for that. And then Wyoming Springs Extension. I should pull up the map so I can talk to it better. Here's the Kenny Fort 5 and 6. So 5 starts right here at Old Sellers. makes its way right up through here, and ties in right there at counter 1-12. We are renaming that the Avery Nelson Parkway. So Avery Nelson Parkway is already where the schools are at AW Grounds. And it'll extend all the way to the east to counter 1-10, and then beyond that through the subdivision to the east. And then here's Kennyport 6. We'll start right here and head through the pasture and T and right here. at University. Kenney Fort won't stop there. There's some developments that are going to be occurring to the north of my screen here that we will extend Kenney Fort with those developments in the future. So that will take you all the way from the north side there all the way down to 45 Kenney Fort will when this is all said and done. Wyoming Springs Extension, I just mentioned that earlier. So the project we're completing is going up to San Actually, it's already built through Barron's Ranch right here. So we're taking this project right in here, and we will be building this road from the north side of Barron's Ranch all the way up here to 1431. City of Round Rock is only responsible for the right-of-way acquisition on this project. Williamson County is responsible for the design and construction. So we're working with the county on that. This property will be negotiating with the Sneeds Texas Crush Stone for this acquisition. So for those two projects, what we're looking at, as I stated, there's already $2 million allocated for both of these. So for Kennedy Ford 5 and 6, we're asking for 10 more million. That'll get us to about $12 million total for the right of way acquisition needed for that project. And then the Wyoming Springs extension, the $2 million already plus the $5,500,000 will give us the $7.5 million. With all these projects, we start with some money, get approval to get it going. We bring it to get right away acquisition money. We'll come before you all for design money. And then as we move through the project, we get a better feel for how much we need. So that's why we come back. two or three or four times on a given project. Once we get through with design, then we'll come before you with construction money. So that's kind of how the process works. So tonight, we're asking for approval for $15.5 million for this amendment. I will say, yesterday we had a meeting of all of our capital projects on transportation. And we looked at them by fiscal year. And some projects are being delayed, so we moved them out. And we were able to move out a little bit more than $15.5 million out another year. So by getting approval for this $15.5, it doesn't change our overall budget for FY27 going forward. So that's just to kind of give you an idea we were able to move some money around to make this a little easier for the approval. So I'd be happy to answer any questions.
