Mayor Pro Tem Sarah Beeson, Council Member Alan Sells, Council Member Christine Hall, Council Member Jennifer Phillippe, Council Member Erin Brumley, and Council Member Chris Zak. And before we get started officially, I would hope you all join us in wishing Council Member Chris Zack happy birthday today. By the way, you provide. Sorry. So I will now turn it over to City Administrator Randy Knighton to explain how the meeting is run.

In accordance with Section Chapter 3.70 of the City Code, the City Council shall hold regular public meetings The purpose of these city council meetings are to hear directly from members of the public on agenda items which constitute formal decisions by the elected body. Now, I'd love to say that we're, you know, this is a pretty exciting night for environmental public works, but specifically for our water utility, as well as our environmental education coordinator. I'm very biased and I don't know if you all know this, but when you were elected, you inherited the number one water utility in the state of Georgia. So congratulations to all of you. And I'm gonna bring up Gary McCoy from the Georgia Association of Water Professionals, who's gonna talk about the various awards that our water utility as well as our environmental education coordinator has won. So Gary.

Good evening, Mayor Robichaux, members of the city council, city staff, and honored guests here. He said my name is Gary McCoy. I'm the president of the Georgia Association of Water Professionals. And for those who don't know what that is, the GAWP, we are a nonprofit water organization of 4,000 members. We are made up of engineers, operators, wastewater and water, storm water. So we're here as a helpmate, a guide in protecting the most precious resource. We have consultants. I mean, every aspect of the water industry It's the GAWP, the largest organization in the state of Georgia. Now, normally, when I get calls to present, I'm here to present an award, and I'm out the door. But City of Roswell is going to make me work tonight, because you had a very successful spring conference. So tonight, I want to recognize the City of Roswell for their outstanding achievements. So not just one, but I won't take all night, but I have to say that as the president, we are proud. Roswell really, really did show out at the awards. So the first I want to present is the G-A-W-W-A Plant of the Year Awards. This recognized water systems from zero to five million, and you actually won the Plant of the Year Awards. this is no small task winning this right here we have a set of inspectors and when I say a lot of times it's so tight it's you might win by a percentage and what those inspectors do they look at every single thing they look at you plant operations they look at your records they look at safety they look at every aspect of operations and I have been a farm inspector and believe me, we try to find things. We really do because it's so tight. So when I was inspecting, I would see if a light bulb was out. Oh yeah, I'm gonna dock them. But I would say after intense inspection, the city of Roswell was the winner of this year's Planet of the Year Awards. So that's a great honor. But the fun don't stop there. What the GAWP have, this thing, it's called a Gold Award and a Platinum Awards. The Gold Awards, if you achieve excellent for that year. And it takes a lot to get a Gold Award. But when you go five consecutive years receiving the Gold Awards, you move up to the Platinum Awards. So I'm here to present the awards of excellent gold awards to the distribution system. And what that entails is they go and look at everything in your system. You have to achieve a 95% or higher to get this. And when I say everything about your system, we diligently look and see if we can find something, as I say. And not only did you achieve excellent this year, but it's been more than five years consecutive you have received this. And so I would just like to congratulate the distribution system for winning that awards and also the drinking water award. Now, And I'm the superintendent for the city of East Point. And I did the calculation. We run over 100,000 tests. Just run tests. And you have to be perfect. One mishap can cause you not to get that. So just think about that. That old saying, nobody's perfect. You better be perfect if you want this award. So yes, you was perfect. And like I say, we look at Everything paperwork. It's a difference between putting a decimal in the wrong place that can make you ineligible for this award. So that is excellent on your part right there. Not only are you winning the plan of the year award showing you got a great operation, but you're doing it without any violation. So that should speak volumes. Also, while I'm up here talking, you actually won an excellent award for public aid. This recognized utilities that goes beyond educating and engaging the public with water resources. So this award program is impactful for the outreach efforts of the community. So once again, This is letting you know that when they come to you and be asking you, hey, we need money for this and money for that. I know our board used to roll out, Gary, what do you want now? But things like this let you know it's money well spent. And I started out in this industry as a janitor. And I know what it takes to actually move up and the hard work it takes. And I have to say this right here. When I come to, when my plant was successful, I used to come to my board meetings, they used to roll out the red carpet for me. Great job, Gary, because I was over it. But I'm not crazy. I know that when I was on vacation, no operators was there. I know when I was in my bed, sleep, it's a busted water main Christmas, freezing degrees, no operators is there. We, people who wear sports jackets and board, we might get the credit, but we know if it wasn't for the ones out there doing the work we don't want to do. So I would like to commend the hardworking staff of a great job they're doing. So I won't be too much longer because I know you got to start a meeting, but when I get this chance to acknowledge great performance, I have to do that. So this is my little 15 minutes of fame. So for the total city of Roswell, we just want to congratulate you for your education, your water treatment plants, your water distribution. You did an outstanding job. And on behalf of the Georgia Association of Water Professionals, congratulations to the city of Roswell for these achievements. And I hope to be back next year, right? You're going to keep it going, right? And just let the people of Roswell know you got a great product and you got safe water. So thank you for inviting me. So at this time, if you want to invite me.

They don't do this for myself or for anybody above us. They do it for themselves. So I think that just goes to show you what a group of folks that you have working for the city. And I'm honored and blessed to be able to work with them all. So here's Chris Boyd. Well, the right person should be able to hold it up for Hannah.

And you as mayor and council Brian are part of that team You help fund our operations so that we can do what we need to do to produce this great water and distribute it to people's taps Ensure that it stays in the main and I just can't brag enough on the team This this award is for them and to acknowledge the great work that they do and they really do appreciate That acknowledgement and knowing that they are doing such a great job.

As we've discussed before, TSPLOST is a three-quarter percent sales tax collected in Fulton County. A portion will come to City of Roswell for use on the list of projects that you are going to present. We are through the committee meetings, public meetings, and this is the last meeting for you to vote on the list to go to Fulton County to be added to the vote in November. Our list, as we discussed in previous meetings, separated in tiers one, two, and three. Tier one takes about 85% of expected funding. Tier two goes up to about 100%. And tier three is for any additional funding beyond that. Any questions?

This is a terrible second reading, but it was still done.

This item is related to inoperable motor vehicles and staff did add a note that this ordinance is related to visible vehicles that are located in the front yard and generally does not apply to parts of the property where the vehicle is stored and not visible. The language proposed is the same language as the first reading with no changes.

Thank you, Mayor. The first item on my agenda is approval of a resolution authorizing the transfer of land located at Bowen Road in 92 to the Roswell Development Authority and for the Mayor to execute all necessary documents to complete the transaction.

Thank you, Mayor and Council. This item is before you today as part of our process in working with the developer who has been selected. On December 8th of 2025, we entered into a purchase and sale agreement that has a number of steps that we need to go through as an economic development team. One of those steps is before you tonight, which is the transfer of property to the RDA. This property transfer is contingent on the final purchase and sale agreement negotiation and terms. which will include a development agreement that we will effectuate with both the RDA and with the developer as one of the final steps in the process before then the property is sold formally to the developer and we retain our site for the fire station as proposed in the purchase and sale agreement. Again, this is one of the steps of many. We will be before you again with the project proposal in June and then later in the summer and fall with the development agreements. I'd be happy to answer any questions.

Good evening, Mayor and Council. Happy birthday, Chris. It's kind of funny because if this Sierra conversation came up A year ago, two years ago, this place would be packed. But as you can see, there's nobody here, and there's one speaker. I was going to just go by and just wing it, but I figured I brought something down, so I might as well read it. I'm here tonight because Roswell residents deserve transparency, accountability, and measurable results for how public money is spent. Tonight, you're considering removing Sear World and Peter Sorkoff from their role in the city. That vote alone should force this council to reflect on how we got here, because this did not happen overnight. In early 2023, Sierra World began advising the city of Roswell on economic development and real estate matters. According to the reporting by the AJC, Sierra was already working closely with city leadership months before the public fully even understood the scope of that relationship. Then came the first major public expenditure, up to 250 grand approved for consulting services without the kind of open and competitive process taxpayers expected for contracts of that size. Basically we hired them because Mayor Wilson liked them. Residents were told CIRA would transform Roswell's economic future throughout ambitious development strategies, entertainment concepts, and international business recruitment. But instead of transparency, residents saw confusion. Instead of clear deliverables, residents saw expanding contracts. Name one project that was completed from start to finish. And instead of accountability, residents saw city government become increasingly intertwined with one outside consultant. By 2024, the city approved a master services agreement worth up to $2 million annually for Sierra World. Then came the proposal to place Sierra Connected Executive into city operations at $340,000 a year, which was insane. That we're paying someone $340,000 a year to be sort of a part-time employee, which made no sense. It raised obvious concerns about conflicts of interest and blurred lines between public governance and private. Because if this relationship is ending in less than two years after being presented as transformational, Taxpayers deserve a full accounting of what happened, what was promised, what was delivered, and why confidence collapsed so quickly. The public should not have to peace. There also needs to be transparency regarding the international travel tied to these initiatives. Councilmember Christine Hall, Katrina Singletary, and Peter Sorkoff participated in trade missions to the Czech Republic, along with others as part of Roswell's international economic development effort. Public trust continued to erode here at home. Alan Sells and Christine Hall have voted with Sear every step of the process. Now it's time for them to either have the courage to vote and keep their friend on the payroll, or to be political and cowardly and vote him out. It's always good to have a keyboard warrior here. Let's see, where shall I begin on the projects that have been accomplished? First of all, I would like to say very clearly that the statements of work were presented quarterly and that the process of defining the work as a statement of work individually and making that a master services agreement was indeed one of my first votes with this council. And the reason for that is because I wanted to make sure that we as a council looked at each project individually and saw them. And so those were done in accordance with that, and I believe there were some, how many were there, 30, 25? How many were there total?

25 SOWs. So each of those were a particular project, and work was done on each of those. So Summit was one of the projects that was accomplished. Let's see. Hill Rose is coming out of the ground because largely of the work of SEER. And that was a very complicated negotiation, as anyone close to it would know. So yeah, I have seen very, very good people at what they do, and Peter Sorkoff is one of the best. And even this very day, we are going to do something similar, now with someone else, for another project. That whole concept of using an outside consultant for the purpose of attracting business to a city which has been without a strategic plan for its economic development until the last administration was very, very well thought out. I think it was necessary. I'm very proud to have been a part of it. And I'm happy to defend that to anyone who wishes me to.

Thank you, Mayor, and thank you for acknowledging the success of the first trade mission that we had to the Czech Republic and our ability to recruit PBS Aerospace here. That is just the first of hopefully many to come, an ecosystem that is part of our economic strategy. A firm that is investing 30 to upwards to potentially $90 million in our city with initial jobs paying north of six figures and 150 count is something that the city wants to recruit and we're delighted that we were able to do that on our first trip. I was fortunate enough to speak at Centennial High School to a group of graduating seniors were looking at opportunities, what kind of opportunities they could do more on a short term if they weren't on a traditional four year trajectory. And being in aviation and airplane mechanic and A&P, airplane and power plant, through some of our best schools, Middle College of Georgia or Middle University of Georgia and other schools, both private and public in the state, offer that degree. These are the types of recruits that PBS is looking for. engineers and techs that can come, daughters and sons of ours that can work for a company here in Roswell and be able to afford to live here. So that is what we aspire to and hopefully we can continue to bring companies like that here and build that ecosystem so that we have those types of jobs for folks here in Roswell.
